This study investigated and analyzed operating policies and status of the best practices repository in the world to propose the successful strategies of management and establishment of repository. The best practices were selected from the top 10 of the Ranking Web of World Repositories by CSIC and Registry of Open Access Repositories by JISC. These repositories fell into two rough classes, disciplinary and institutional repositories. Policies on operation and support, collection, management, distribution and information services, long-term preservation, technology and copyright were analyzed. Characteristic of disciplinary and institutional repository policies were also identified.

교육전산망이 상용망 서비스 업체들에 위탁 운영되면서 각 대학은 자신의 교내 전산망을 다양한 방법으로 외부와 연결하여 사용하고 있다. 이런 환경하에서 대학들이 전산망 운영정책을 효과적으로 결정하는데 도움을 줄 수 있는 지원 체계가 거의 없다. 본 논문은 대학의 외부망 다원화에 따른 전산망 운영정책을 지원하는 종합 정보시스템 NMIS_U(Network Menagement Information System_University)를 소개한다. NMIS_U는 각 대학의 전산망에 적합한 운영정책 정보를 동적 차트를 통해 실시간으로 제공한다.

온라인 게임 서비스의 약관과 관련하여 실무상 많은 분쟁이 있는 쟁점으로서 약관과 운영정책이 어떠한 방식과 절차를 거쳐야지만 게임 운영정책이 계약의 내용이 될 수 있는 지와, 게임 서비스 운영정책의 운용과 관련하여 자주 분쟁이 발생하는 영역으로서 게임 봇(Bot)을 이용한 게임 이용자와의 법적 분쟁 시 게임 이용자의 행위를 증명하기 위하여 어떠한 데이터를 기록하고 관리하여야 하는 지에 대하여 살펴보았다.

Social changes characterized by new normal also demand changes in libraries and libraries are making preemptive efforts. This study compared and analyzed the difference in librarian perceptions between the start of COVID-19 in 2020 and after experiencing the pandemic in 2022 in terms of the relative importance of library policies considered by pairwise comparative analysis. In the 1st survey, the importance of factors related to 'Library Management' and 'Library Services' was high and in the 2nd survey, the importance of factors related to 'Human Resources' and 'Information Resources' increased. This study insists that the public libraries invest in human resources and information resources and establish a user-customized policy in order to quickly adapt to the new paradigm and to provide sustainable library services.

SELinux와 같은 보안 운영체제들은 정교한 접근통제 기능을 제공하고 있으나 타입(Type)과 매크로 등과 같은 정책 설정 구성요소가 많아지게 됨으로서, 운영체제에 대한 지식이 부족한 정책관리자가 정책을 설정하고 적용하기 어렵다. 이러한 정책기술 및 적용의 복잡성은 SELinux와 같은 훌륭한 보안운영체제의 범용화의 걸림돌이 되고 있다. 따라서 본 논문에서는 이러한 정책기술 및 정책 설정의 문제점을 해결하기 위해 정책관리자들이 사용하기 쉬운 보안 정책모델과 기술언어를 제안하고 SELinux의 정책과 성능을 비교하여 제안한 방법이 개선되었음을 보인다.

병원은 다양한 의료서비스를 제공하기 위해 의료기관 별 운영 전략에 따라 각기 다른 방식으로 운영된다. 특히 종합의료시설은 중증도가 높은 환자를 대상으로 수술이나 입원 등의 의료서비스를 효율적으로 제공하고자 그에 따른 운영 전략이 상이하다. 이러한 병원의 운영방식에 의해 결정되는 건축 역시, 건립 시기, 유형, 중증도에 따른 병원의 규모 등에 따라 시설 수준의 차이가 나타나며 이는 최근 정부에서 요구되는 제도 및 정책의 수용 여부를 결정짓는 중요한 요인이 되기도 한다. 최근 의료법은 기존 의료시설뿐만 아니라 신규 의료시설에 대한 설치 및 운영기준이 강화 추세에 있고, 서울시 또한 공공의료 확충을 위해 감염관리시설이나 필수의료시설 설치를 위한 용적률 인센티브 정책을 추진 중이다. 병원 운영 환경이 상이함에 따라 종합의료시설 설치 및 운영에 대한 인센티브제도의 적용 기준을 일괄적으로 적용하기에는 어렵다. 그러나 공익을 위해서 종합의료시설 인센티브제도를 지속 가능하게 운영하기 위한 객관적이고 합리적인 기준은 반드시 필요하다. 공공의료 기능 확충을 위한 서울시 종합의료시설 지구단위계획 수립·운영 기준은 공공과 민간이 모두 만족하는 의료환경 구축을 위해 매우 깊은 고민이 필요했다. 본 논설은 서울시 공공필요의료시설 확충 제도의 주요 내용과 공공필요의료시설 설치 및 운영 기준에 관해 소개하고자 한다. 특히 기준의 주요 내용을 정립하게 된 배경과 이유 등을 설명하여 본 제도의 의의를 정확히 전달하고 향후 보완해야 할 부분들을 검토하고자 한다.

본고(本稿)는 앞으로 전개될 세계화시대에 대비한 거시경제(巨視經濟)의 운영(運營) 및 정책(政策)의 개화방향(改華方向)에 관하여 논의하였다. 우선 본고(本稿)는 세계화의 진전에 따라 시장원리(市場原理)에 의한 간접관리적(間接管理的)인 경제운영(經濟運營)이 불가피하며 이를 위해서는 민간부문(民間部門)이 주도하는 경쟁적(競爭的) 시장경제추서(市場經濟秋序)를 정착시켜야 한다는 점을 강조하였다. 나아가, 한국의 거시경제운영상(巨視經濟運營上)의 문제점(직접규제(直接規制))에 의한 거시경제운영, 정책시계(政策視界)의 단기성, 그리고 거시경제정책에 대한 정치적 왜곡(歪曲)가능성)을 개선하고 경제세계화(經濟世界化)와 자유화(自由化)의 진전, 자본자유화(資本自由化)의 급진전, 그리고 급속한 정치적 민주화(民主化)등의 새로운 여건변화에 효과적으로 대응하기 위해서는 거시경제정책을 간접규제방식에 의해 운용하고, 정책시계(政策視界)를 중 장기화해야 하며, 세계경제정책협조체제(世界經濟政策協調體制)에 대한 참여를 준비해야 한다고 지적하고 있다. 다음으로 개별(個別) 거시경제정책운용(巨視經濟政策運用)과 관련해서는, 간접적(間接的)인 거시경제 운영체계가 쉽게 도입되는 방향으로, 통화정책(通貨政策)은 직접규제적 통화관리에서 벗어나 통화간접관리방식으로 전환하여야 하며 이의 기초가 되는 공개시장조작기능(公開市場操作機能)이 제고되어야 하고, 재정정책(財政政策)은 거시경제안정의 효과적 수단으로서 보다 더 그 역할이 강화되어야 한다. 또한 외환시장(外換市場)의 자유화와 더불어 환율(換率)에 보다 큰 신축성이 부여되어야한다. 나아가, 본고(本稿)는 소위 소규모개방경제하(小規模開放經濟下)에서의 통화 재정정책의 유효성 문제와 대내외 균형의 동시달성을 위한 통화(通貨) 재정정책(財政政策)의 조합문제를 논의하였다. 경직적(硬直的) 환율제도하(換率制度下)에서는 통화정책은 유효성이 없지만 재정정책은 유효성을 가지는 반면, 변동환율하(變動換率下)에서는 역으로 통화정책은 강력한 효과를 미치지만 재정정책의 유효성은 사라진다. 그리고 정책조합(政策組合)과 관련해서는, 대내균형을 위해서는 통화정책(通貨政策)을, 대외균형을 위해서는 재정정책(財政政策)을 할당하는 것이 합리적이라는 결론에 이르게 된다. 다음으로 자본자유화(資本自由化)과정에서의 거시정책조합과 관련해서는 기존의 연구와 선진국들의 경험에 비추어 볼 때, 현재와 같은 성격의 자본유입압력(資本流入壓力)에 대해서는 신축적(伸縮的)으로 환율변동(換率變動)을 허용하면서 통화량(通貨量) 목표를 유지하는 정책이 바람직한 정책조합(政策組合)이라는 결론에 이르게 되었다.

The goal of this study is to analyze the problem and performance of life sympathy policy and to present development plan. For this, literature, and empirical research were performed. The analysis showed the problem of life sympathy policy in the following manner. That is the confusion of the mix of department, the lack of publicity, the uncertain of persistence and the lack identity of the monitor, the absence a unified operating instructions on the monitor, the insufficient to activities and operations housewife monitors etc. To vitalize life sympathy policy and operational needs of aspects of the institutional and the activation. First, The task of activation of the institutional challenge is to modify the related law, strengthen the organization, strengthen the personnel, expand the scope of participation monitors. The improvement of the operational aspects of the policy include strengthening integration and connectivity, the construction of policy promotion environment that reinforce feedback and outcome of life sympathy policy, And the energization of on-line activities needs the reinforcement of the operating system, etc. Through the activation of the sector policy, the application of the idea of housewives, and the participation of government policies will be a lot of contribution to the development of South Korea in the 21st century.

The aim of this study was to develop a policy information mentoring management model through which professional information, knowledge, and ideas can be shared and consulted. To this end, we analyzed domestic and international related literature, case studies of domestic and international mentoring programs, and expert advice from the policy consumers and current policy mentors in the field of policy information. In this research, components of a policy information mentoring management model have been proposed by separating them into human and content components. Mentor-mentee coordination, and supervisors are proposed as human components. Policy mentoring subject areas, programs, and detailed activities are proposed as content components.

KORAIL has improved profitability through abolition of nonprofitable route and withdraw rolling stocks, operated at that route. as a part of that process, most sections of commuters' train are gone. presently, gyeongui-line and gyeongwon-line's commuter's trains are operated. Despite the abolition, there are demands for commuters' train. so, nonprofitable route operation policies are needed to meet the demands and connect seamlessly to KTX. In this study, we consider the overall operation policies and problems of commuters' train in the past. and then, we analyze foreign nonprofitable route, connected with high speed train, operation policies and search for the development suggestions for applying to the nonprofitable route between Iksan - jeonju section at Honam and joenra line.
