Sophisticated Air Navigation System has contributed to enhancing the capacity of airspace capacity, leading to an efficient airspace environment. However, it has acted as a factor increasing the probability of collision. When an aircraft fails to maintain vertical separation and instead exhibits lateral positional errors, it does not necessarily lead to a collision. However, as the lateral positional accuracy increases, the randomness of aircraft positions decrease, resulting in an elevated probability of collisions. Consequently, The International Civil Aviation Organization has introduced Strategic Lateral Offset Procedures(SLOP), intentionally deviating aircraft from the centerline of airways. Likewise, South Korea also operates Offset procedure. The Y579 was operated using the Offset before its conversion to a dual airway and the analysis of the Offset track revealed that it was being operated similarly to a unidirectional dual airway. This paper develops a safety assessment methodology applicable to unidirectional dual airways, and applies it to perform a safety assessment of the Y579 Offset procedure.

This study proposes a model of collection process for real-time forensic data, in which the manager was to respond to infringement incidents in terms of system operation and inspection and to collect, analyze and restore forensic data immediately after an incident took place. The suggested model was modeled in seven processes according to functional elements. Unlike the old and managerial forensic processes, the model allowed the manager to react to infringement incidents in the aspects of system operation and inspection and to follow the processes of collecting, analyzing, and restoring forensic data in case of an incident. There also was a feedback process designed towards the step of gathering forensic data through the stages of systematizing reaction strategies in order that he or she be able to bring about comprehensive and structural responses to an incident like the former processes in which it is difficult to bring about instant responses.

응용체계 보안성 평가. 승인 제도는 정보시스템의 보안성에 대한 품질보증을 위한 핵심적인 수단이다. 응용체계는 동일한 구성요소로 이루어져 있다고 할지라도 운영환경과 이용목적에 따라 보안 요구사항을 달이함으로 적절한 수준의 보안성을 확보하고 있는지를 확인하는 것은 매우 중요하다. 본 연구에서는 응용체계의 보안성을 평가하기 위한 몇 가지 방법론을 절차의 측면에서 살펴보고, 평가. 승인 절차에 있어서 핵심적인 고려사항을 기술하였다.

공정거래법의 실효적 집행을 위해서는 무엇보다도 공적집행을 개선하는 것이 중요하다. 이를 위하여 무엇보다 합리적이고 투명한 절차운영과 이해관계인의 절차상 권리 강화, 경쟁보호라는 목적에 충실하기 위한 공정위의 독립성과 전문성 확보, 그리고 사법심사를 통한 공정위의 재량권 남용 통제의 강화 등이 이루어질 필요가 있다. 아울러 공정거래법의 실효적 집행은 절차법만의 문제가 아니라, 실체법의 문제이기도 하다는 점을 간과해서는 안 된다. 따라서 집행의 개선논의는 금지기준의 명확성, 타당성 및 목적적합성이라는 실체법적 차원에서도 아울러 접근하여야 한다. 그리고 이러한 실체법의 발전과 합리적인 법 적용이란 공정위의 준 사법 기관성에 걸맞는 경쟁법 전문가의 적극적인 활용에 크게 좌우되는 것임은 물론이다.

자율운항선박 원격제어시스템은 선박운항상태모니터링시스템, 통신시스템, 선박제어시스템으로 구성되어 있다. 육상제어센터는 상기 개별시스템을 결합한 통합시스템으로 이루어졌으며, 지난 1차, 2차 연안항해 시, 실습선과 육상제어센터간의 육상제어에 필요한 정보의 송수신여부를 확인하고자 테스트를 시행하고, 그 결과를 통해 일부 시스템의 문제점을 식별하였다. 본 연구에서는 식별된 문제점들을 해결하기 위한 방안을 제시하였으며, 차후 진행되는 연안항해 시 시스템 안정을 위한 통합절차에 대한 지침을 제시하고자 한다.

산업공정에서 공정 정보처리의 극대화를 위하여 PLC, 로봇 등의 여러 프로그램식 단위제어기기가 네트워크로 연결되어 운영되고 있다. 대부분이 RS232C와 고유 장비의 전송절차에 의해 수행되어 왔지만, ISO 등에서는 반도체공정에 적용을 위한 SECS에 대한 프로토콜을 표준화하였다. 본 연구는 반도체 스퍼터 공정에 PLC, 로봇, 반송장치의 연결에 SECS-II를 적용하고, HSMS를 활용하여 TCP/IP와 Host를 연결하여 계층구조의 네트워크를 운영하였다. 전송 메세지 type을 stream과 function으로 나누어 송수신 확인과 데이터 전송절차를 설정하여 공정이 정상적으로 운영됨을 확인하였다.

2007년 하반기부터 국내탄 발전소에 대한 기반기금 지원방식이 변경 적용된다. 현행 발전소 변동비에 대한 시장정산금과의 차액보전에서 국내탄 사용량당 단가지원방식으로 변경된다. 기반기금 지원방식변경과 동시에 현행 전력시장운영규칙 부칙에 의거 국내탄발전소 용량가격이 일반발전기 수준으로 조정된다. 이러한 제도 변경시 국내탄발전소의 수입은 감소 전망으로 현행 적용하고 있는 BLMP수준의 국내탄 상한가격에서 제도변화를 반영한 적정 상한가격 수준설정은 전력시장운영에 있어 매우 중요하다. 기반기금 지원식 변경과 적정 상한가격 운영은 발전회사에게 많은 비용절감 유인을 제공하여 수입창출노력을 할 것으로 보이며, 발전기 이용률 제고 효과를 발휘할 것으로 전망된다. 본 논문에서는 합리적인 상한가격 산정에 필요한 상한가격 산정절차를 수립하고 국내탄발전소 제도개선 종합효과를 분석하고자 한다.

This paper presents methodologies and strategies for developing standard operating procedures (SOPs) that are essential for practical use of disaster communication systems. Therefore, the various factors related to the SOP of the public safety network(SafeNet) are identified and analyzed, and the processes and strategies for the effective development of the SOP are developed and presented based on the analysis. In addition, the proposed SOP is reflected in LTE, which is public safety network implementation technology, and suggests how priority and QoS that are the basis of radio resource allocation should be operated.

국가과학기술종합정보서비스(NTIS: National Science & Technology Information Service)는 국가R&D 사업정보를 한 곳에서 서비스하는 국가R&D 지식포털이다. NTIS의 효율적 기획 및 업무운영 총괄을 위하여 NTIS 표준운영절차(SOP: Standard Operating Procedures) 수립의 필요성이 증대되었다. 본 연구에서는 본 연구에서는 선진이론 모델 및 국내사례를 분석하고, NTIS 구축에 참여한 내부의 환경적 요건과 운용체계 요구사항을 고려하여, NTIS 운용체계에 가장 실무적으로 적합한 NTIS SOP를 수립하였다. 이와 더불어 NTIS 운영주체간 NTIS SOP 정보의 효율적 공유를 위하여 NTIS SOP 공유시스템을 구축함으로써, 업무별 권한별로 NTIS SOP를 공유하고 활용할 수 있도록 하였다.

Developed countries, especially in road construction and management fields, introduce new road porjects such as National Scenic Byways Program(NSBP program) in USA and the Eco-road project in Japan. This study develops a conceptual model for deploying new road projects in Korea. The four step approach is suggested to create new road projects, including foundation of an act based on the existing Road Act, creation of new road project ideas, development of evaluation process and guidelines, and enhancement of an administrative scheme. To create new road projects, three different ways are devised; (1) designation of national roads having uniqueness in overall spectrum, (2) designation of roads having intrinsic values in a different aspect, (3) designation of single structures of engineering outcomes such as bridges, tunnels, new design techniques, considerable Value Engineering output, and well analyzed Life Cycle Cost Analysis practices. For the evaluation process, NSBP program of USA and/or Sustainable City Award program of Korea would be recommended. An administrative scheme and integrated funding process for the new road projects are also suggested based on evaluation of tasks of each team or division of Korea Ministry of Construction and Transportation.
