The e-Learning contents producing industry has been situated at the difficult status because of excessive competition and small-scale business company in unprofitable contents development market. One of the most important issues is low cost for e-Learning contents development. This paper is focus on analysis of e-Learning contents development cost and suggest the rational alternatives for policy making. In order to make successful study, this paper tell about various contents development cost, comparison analysis among them, and e-Learning contents development cost model. As a result of the study, this paper suggest the rational alternatives of of policy making for e-Learning contents development cost.

The volume of electronic banking service via smart phone is expected to increase dramatically under smart convergence environment. Under such circumstances, the effort to establish the mobile electronic banking culture which took a major step forward from the conventional electronic commerce method is essential. It is necessary to standardize the mobile payment infrastructure in order to resolve the initiative conflicts between financial institutions and newly launched non-financial institutions. Furthermore, a domestic and international strategy is required as the number of NFC technology based smart phone transaction business is increased. As various types of business enter the electronic commerce field, efforts to resolve the dissatisfaction of the customers are critical. Additionally, security is one of the significant issue due to the conversation process to open-type operating system. This study surveyed and analyzed the current domestic and foreign status, the problems in Korea, and suggested an effective counterplan and policy, which could be helpful in governments' preparation for electronic commerce policy.

Present private infrastructure investment in SOC investment has increased up to $11\%$ compared to the year 2003 and it is expected to increase in the future. In spite of its rapid increasement we don't have definite standard or system on distinctly presented rate of return for domestic private infrastructure investment yet, and practical and scientific research is not sufficient, compared to its necessity and importance. Hence, in this study we tried to build theories systematically, which are related to rate of return of private infrastructure investment to promote SOC private infrastructure investment to last successfully and present the proper level of rate of return of private infrastructure we investment appropriate in domestic situations through diverse analysis. Therefore, to present reasonable rate of return, we used 5 methods: existing research analysis, case study, financial index analysis, analysis of investors rate of return, and analysis of rate of return in a real estate market. After comparing and analyzing these methods, Ive presented in the end the appropriate level of rate of return of private infrastructure investment, which can be applied in a domestic market.

N-Screen service has experienced rapid business expansion recently, since consumers' watching patterns have been diversified; also business stakeholders including broadcasting companies, internet service providers, and device manufacturers have joined this field. In order to operate N-Screen service in a stable manner, development of advertisement system where it generates continuous advertisement profit is needed. Especially for a streaming service that delivers live TV programs, the new advertising system has to deliver ads in conjunction with the live streaming system that is in use. In this paper, video advertising system that is congenial to N-Screen is proposed. Both real time video/ad converting scheme and direct video ads delivery function were developed and tested. In addition, ad contents management and statistics management functions have been developed for advertisement managers. This system was implemented in a commercial N-Screen service and it is currently being used for delivering video advertisements.

Since the introduction of New Towns in Seoul MSA, land price has steadilly been risen due to the financial burden of constructing metropolitan transportation facilities. Despite metropolitan transportation facilities are utilized by New Towns as well as its surrounding area, the current situation is that most of the burdens, which is supposed to be shared with local governments, fall to developers. This study, with the case of Dongtan New Town, is to deduce rational structure of cost-sharing by the analysis of travel demands of metropolitan transportation facilities. Also, for the financing of the cost, the application methods of TIF(Tax Incremental Financing) have been suggested. The results showed that the proportion of travel which origins from New Town was 35.1%, which results in 800 billion won for the share of local government. For financing this amount of the cost, at least 20 years of financial period and the rate of 2% increase of real estate are needed in operating the TIF.

Recently, policy trends related to various information including the geospatial information have changed to openness and sharing. Therefore, it is necessary to apply geospatial standards to ensure a high level interoperability across heterogeneous geospatial information systems. These geospatial standards are essential to advancing data access, query, management, processing and interoperability of geospatial information systems. However, geospatial information companies which provide GIS software and service or construct geospatial data have been many difficulties to implement and adopt geospatial standards, because the geospatial standards of Korea were not systematically managed. So this study analyzed the various problems such as redundancy, version-mismatch and similarity of domestic geospatial standards through reviewing the present status of domestic geospatial standards as well as the international geospatial standards. Moreover, it is judged that the result of this study will be able to efficiently contribute to the domestic policy on geospatial standards for management, organization and laws in the National Spatial Data Infrastructure.

지능형교통시스템 (Intelligent Transportation System: ITS) 은 도로 및 교통관리, 교통정보제공, 대중교통 및 화물차량의 운영 등 교통의 전 분야에 걸쳐 정보통신 기술, 센서 및 제어 기술을 접목함으로써 교통의 효율화와 물류비용의 절감을 목표로 하고 있다. 특히, 최근에는 전자 및 통신 기술 등 첨단기술을 활용하여 현행 교통체계를 첨단화하기 위한 노력이 빠르게 진행되고 있으며, ITS는 최근 위치정보의 폭넓은 보급과 유 무선통신기술의 발전에 따라 위치정보서비스, 텔레매틱스 서비스 등과의 결합을 통해 새로운 비즈니스 모델들을 탄생시키고 있다. 또한 기존에 중점적으로 추진되어 왔던 도로 및 차량 영역뿐만 아니라 ITS 아키텍처를 구성하는 다양한 하위 시스템들간의 통신 및 정보체계 표준화와 관계된 기술, 시스템, 서비스 등의 시장이 형성되기 시작하고 있다. 이중에서도 최근에는 이동통신기술의 발전과 복합단말의 발전을 통해 통합된 기능을 갖는 이동전화, PDA, 스마트단말 등의 개인단말 뿐만 아니라 도로와 차량내의 통신을 위한 차량탑재형 단말 등의 보급으로 단거리 무선통신기술과 스마트차드 기술을 이용한 자동요금징수시스템, 위치정보기술을 이용한 위치기반서비스, GPS를 이용하여 실시간 교통정보 서비스가 가능한 텔레매틱스 서비스 등은 본격적으로 시장을 형성해 나가고 있다. 이는 기존의 ITS 분야가 ETCS(Electric Toll Collection System), AVHS(Advanced Vehicle & Highway System), CVO(Commercial Vehicle Operation)등 교통 인프라에 초점을 맞추고 있었으나 그동안의 수익모델 부재 등으로 인해 사업자들의 적극적인 투자가 이루어지지 않아 ITS 시장 활성화에 어려움이 있어 왔다는 점을 고려해 볼 때 최근 위치정보를 이용한 사용자 서비스를 통해 민간 기업의 투자 참여와 일반 사용자들의 ITS 에 대한 관심이 매우 높아지고 있다는 점은 ITS 시장의 확대에 있어 매우 긍정적인 요인될 것으로 예상되고 있다. 본 논문에서는 이러한 ITS의 세계적인 개발 및 투자 추세, 국내의 추진 동향을 통해 살펴보고 이에 따른 국내 적용에 대한 시사점을 살펴보았다.

The KEC XML Electronic Tax Invoice v3.0 which is a typical example of XML document was developed in 2009 according to the amendment of the Value Added Tax Law in 2008 that obliged all the corporation business to issue tax invoices electronically and submit them to the National Tax Service. The issue and submission of those tax invoices has been implemented since Jan. 2011 through a pilot test in 2010. It has some differences in aspect of standard, developing subject, technologies, and operation with the previous version of it. Above all, it is the first case of the XML document being developed based on international standard and methodologies and distributed nationally. This study aims to guide the future development of same kinds of standard XML document by arranging the development and distribution processes of XML Tax Invoice comprehensively.

Federal Communications Commissions (FCC) has adopted a new rule that can provide a 1,200 MHz unlicensed spectrum to maximize the public benefits in the 5.925 ~ 7.125 GHz(6 GHz) band by expanding unlicensed broadband into the 6 GHz band while also ensuring that licensed services that operate in the band continue to thrive. In Korea, the M/W band of 6 GHz has been reallocated to introduce unlicensed services in the 6 GHz band. Considering the national interests, the entire 1,200 MHz will be supplied for the indoor uses, but only the 500 MHz of the lower bandwidth (5925 ~ 6425 MHz) will for the outdoor uses under the limited power to protect the incumbent services. The introduction of unlicensed devices is being actively promoted through the reallocation of the 6 GHz M/W band, but since it is desperately necessary to prepare technical requirements to operate them in Korea. In this paper, the US 6 GHz unlicensed rules has been analyzed, these results will be utilized for establishing Korean technical standards with the unlicensed spectrum expansion.

Real-Time Enterprise (RTE)'s key requirement is that it should respond and adapt fast to the change of the firms' internal and external situations including the change of market and customers' needs. Recently, the big data processing technology to support the speedy change of the firms is spotlighted. Under the circumstances that wire and wireless communication networks are evolving with an accelerated rate, it is especially critical to provide a strong security monitoring function and stable services through a real-time processing of massive communication data traffic. By applying the big data processing technology based on a cloud computing architecture, this paper solves the managerial problems of telecommunication service providers and discusses how to operate the network management system effectively.
