This study presents practical approach devices that examines introduction conditions and operation procedures about yeonbongje as new system of wage management and analyzes the problems and complementary clauses on introducing and operating yeonbongje pay system. Yeonbongje is pay system taking a serious view of performance that decides total annual wages by contract and evaluates performance and contribution of individual employees. Appraisal is the basic to execute yeonbongje. Employees have to accept appraisal result because it is reflected in annual wage. To introduce and operate successfully, yeonbongje needs conditions as follows; First, system is desirable that regulates the basis matters and solve problems in operating actually. Second, it is desirable to ensure objectivity and acceptance of appraisal. Third. it is difficult to evaluate for appraisal. Fourth. it is effective to furnish computer system. Fifth, it is successive to increase the weight of competency based wage in the long time.

Beginning January 2005, the BTL (Build-Transfer-Lease) project was initiated by government to provide high level of public services for the upgraded quality of life. The most important process of the BTL project is operation, because the company have to operate the building about $20{\sim}30$ years after completion. But a lot of problems have been founded so far. For example, no counterplan for the risk in operation, no total control system and the vagueness in project guideline and so on. These problems will cause serious demage to the BTL project. Hence, this paper analyzes the above issues and conducts the interviews with the professionals from the diverse sectors in order to propose the improvement and deliver the successful operation in BTL project.

This study analyzes the present conditions and operations of digital information rooms in the five selected university libraries located in Daegu and Kyoungpook area, with a special regard to the personnel, size of the room, facilities, collections, user instructions and public relations, and related tasks being done. It concludes with some suggestions and recommendations to improve the existing practices and the works in the room based on the result from this study.

본 논문은 기존의 수동적인 DHCP 가입자관리 시스템에서 탈피하여 중앙인증서버를 통한 통합가입자 관리방안에 대한 연구를 통해 새로운 자동화된 가입자관리 시스템을 제안하며, 가입자관리에 필요한 시스템을 각각의 기능별로 나누어 분산 처리함으로써 시스템의 안정성과 효율성을 높임과 동시에 ' 운영자의 개입을 배제하는 자동화' 라는 요소에 초점을 맞추어 기존의 시스템과의 차별적인 다양한 처리방안과 시스템 설계에 대한 방안을 제시한다.

The purpose of this study is to find out the main operational scheme of the "financial planning" and "the trust" for people with developmental disabilities as a means of property protecting and managing for them. The results are as follows; Regarding to "Financial planning", it is necessary to establish a measure to meet the financial needs for people with developmental disabilities in future plan; Issues to be taken care of in the point of financial planning include plan for the maintenance and use of property for their independent life; and public and private resources and support for the disabled. Obstacles are lack of national awareness of the financial planning for the disabled. In relation to the contents of the "trust" of people with developmental disabilities, the principles of operation are assuring universality, publicness, stability, self-decision making, and individuality; operating system is a mixture of public and private; subjects of target are people with developmental disabilities with no parents or caring family as well as income. The required support is a supervisory system for the secure management of asset to entrusted institutions; the decision support system for people with developmental disabilities; maintaining the qualification of government receipt of public assistance for those who do not redeem up to a certain amount of personal property utilizing the trust system.

In this study, the improvement plan for the appropriate archives opening system in this country was proposed, by searching for the optimal operating method of opening system of archival institutions through the foreign instances related to the integrated type operation and the separate type operation. The opening system in the archival institutions shall be operated in consideration of the characteristics of the preserved archives and the various values and contexts rather than riding on the administrative logics. 최근 한국에서는 기후변화에 따른 영향으로 집중호우의 발생 빈도와 강우강도 증가 및 지속적인 도시침수로 인한 인명 및 재산 피해가 발생하고 있다. 도시침수 예측은 수치모델링, 강우기반의 침수예측 연구가 주를 이루고 있으며, 정량적인 침수계측데이터를 활용한 분석기술은 부족한 실정이다. 침수지도, 침수예측 결과 검증과 더불어 센서기반의 정량적인 침수심 계측 결과를 활용한 도시침수 관리기술 개발이 필요하다. 현재 개발된 침수센서는 개발 주체에 따라 센서 관리 규정이 각각 상이하며, 정해진 규격과 기본적인 성능기준이 부재함에 따라 예산, 유지관리 등 비효율적인 사례가 발생하고 있다. 이에 본 연구에서는 침수센서의 설치시 효율화와 시행착오 등을 방지하기 위해 침수센서의 설치 및 운영에 필요한 성능기준과 설치방법 등을 가이드라인으로 제시하고자 하였다. 가이드라인을 작성하기 위해 도심지 침수센서 관련 설치절차, 설치위치 선정방안, 측정주기, 점검 및 관리 방안 등에 대한 국내외 사례를 조사하였으며, 사례 분석을 통해 침수센서 가이드라인 목차를 도출하였다. 가이드라인 목차로는 침수센서 세부구성 및 작동원리를 기술한 표준모델 구축 방안과 지표, 지표하 등의 계측지점별 센서 설치방안, 현장설치 절차도, 시운전지침으로 구성하였다. 향후 가이드라인을 통해 침수센서를 효율적으로 운영하여 도시침수 발생시 선제적 대응체계 강화 방안 마련에 활용될 수 있을 것으로 판단된다.

현대사회에서는 도시민의 삶의 질 향상과 관련하여 어메니티의 중요성이 크게 부각되고 있다. 특히 도시의 위생 및 안전과 관련된 환경, 방범 방재, 교통, 치안 등 공공부문의 경우 효율성과 안정성이 담보되어야 한다. 그러나 기존 도시들의 경우 각 부문의 운영이 독립적으로 이루어짐에 따라 도시 운영상의 비효율적 요소들이 나타나고 있다. 이러한 문제점은 최근 활발히 논의되고 있는 U-City 구성요소 중 도시통합운영센터의 체계적인 관리 및 운영을 통해 해결될 수 있을 것이다. 이러한 도시통합운영센터를 위해서는 도시전체를 통합운영, 관리하는 운영방안을 통해 도시의 분산 운영 및 관리에 따른 경제적 손실을 최소화하고, 각 유관기관의 운영체계를 유기적으로 운영할 수 있어야 한다. 또한 도시통합 운영업무에 있어 이해관계를 갖는 유관기관, 조직, 부서 등을 도출하고 각각의 역할과 업무에 대한 분석이 필요하다. 그러나 도시통합운영센터는 도시별 조건이 상이하여 기본적인 공공 분야에서는 기능적인 공통점을 가지고 있지만, 운영기관이 다르고 분야 및 책임, 이해관계로 인해 통합모델로서의 제시가 쉽지 않은 상황이다. 이에 이 연구에서는 기존 도시통합운영센터 및 유사기능수행조직의 운영 사례를 분석하고 이를 중심으로 도시통합운영센터 운영조직의 구성과 기능에 대해 살펴보고자 한다. 기존 도시통합운영센터 운영 사례분석에서는 현재 운영되고 있는 U-City 도시통합운영센터를 대상으로 현황 파악 및 문제점을 도출하고, 유사기능수행조직의 운영지침 또는 운영사례 분석을 바탕으로 도시통합운영센터 운영방안을 위한 운영조직의 구성과 기능을 제시한다.

As the volunteer activity has become universal, volunteers of public libraries have also grown both quantitatively and qualitatively. In this context, this study builds a theoretical background on the volunteer activity of public libraries; examines the volunteer activity management of public libraries using survey method including its planning, personal management and administration; and suggests some recommendations to promote the voluntary activity of public libraries. By so doing, this study aims at enhancing our understanding on the volunteer activity management of public libraries.

냉각탑을 운영하면서 발생할 수 있는 사고 사례를 살펴보고, 이에 대한 대책을 강구하여 냉각탑의 효율적이고 안정적인 운전을 도모할 수 있는 냉각탑 안전관리 방안에 대하여 소개하고자 한다.
