"앞으로 폐기물관리 정책은 폐기물 시설, 운영관리, 감리, 진단 등을 종합적으로 관리하는 시스템을 적용해야 합니다." 환경환경자원공사 고재영 사장은 공사가 환경자원의 종합관리기관으로 거듭나야 한다고 역설했다. 그는 또 수십년 동안 근무해 오던 환경부의 관료직을 떠나 공사의 CEO로서의 새로운 각오와 향후 계획도 피력했다. 본지는 구랍 19일 한국환경자원공사 사장실에서 고재영 사장으로부터 공사의 추진정책과 향후 비전을 들어봤다.

Since February 2017, site managers in small architectural projects are required by the revised building act. In order to address issues for site managers and to improve project efficiency, system improving methods are surveyed and proposed in this study. The key inspection items in the existing surveillance guidance manual were investigated, and the checklist for site managers for a small to medium sized construction site was analyzed. This study also tries to propose using web-based site management systems for improvement of the utilization of checklists. It is expected that these on-site management systems, along with BIM technology, will be able to monitor the small size building construction project in real time and effectively monitor the various problems occurring on-site.

Owners, local autonumous entities, have a burden on operating project for the lack of their management capacity such as specialty and human resources. In this reason, they want to perform project with CM methods. But there have been only a few case of CM operation and application in a huge construction project. The complex formations of CM and responsible management are used in those project. This situation originates in the lack of CM specialist. Because the CM service used in those case is generally performed as the mixture of responsible management service and design management service, it is not the prototype of CM. The purposes of this study are to present the solutions to the problems concerned with the design development phase management, design phase VE, the application of Fast-Track, PMIS operation and CM execution, etc, and establish the plan to perform CM services efficiently in the public sector through analyzing the case of CM application in Gwangjin-Gu Culture & Sports Center.

After several collapse accidents of large structures in the early 1990s in Korea, the government enacted a law that architectural, engineering and construction firms are obliged to have insurance for projects over a certain size. Particularly, with regard to insurance in design and construction supervision works (i.e. engineering insurance), although several operation-based problems were pointed out from practitioners, still little research has been done on analyzing current regnlartory and operational state and suggesting policy alternatives. Hence, this study applies Delphi technique to solicit current operational problems and propose a series of improvements on engineering insurance based on interview surveys targeting major market participants: municipalities, engineering firms, and insurance companies. Key findings culminate in adopting guarantee limits based on credit evaluation, abrogating joint surety, covering a loss of life, increasing insurance entrance fee, extending time covered, and etc. Reaching a consensus on the proposed alternatives between the market participants will form the foundation for sound developments of construction design and engineering industry.

해외건설공사를 성공적으로 수행하기위해서는, 낙찰통보전 낙찰가능시점부터, 현장소장을 비롯한 현장준비팀을 조직 운영하여, 계약서류상의 각종 요구사항, 승인사항, 인 허가사항, 현지법,공법,계약조건, 공정계획, 인원소요계획, 장비소요계획 등을 검토 한다. 또 현장답사 등을 통하여 견적시에 계획되고 작성된 모든 내용을 검토 보완, 수정 및 Update함과 동시에,선발대를 현장에 투입해 발주자로부터 현장을 인수하고 가설공사를 시작하며 조기착공에 서두른다. 단, 현장투입 전 발주자로부터 접수한 Letter of Intent(낙찰/계약의향서)상의 착공관련 조건을 확인하거나 Notice to Proceed(착공지시서)의 접수를 확인해야 한다. 시공자의 입장에서 건설공사의 궁극적인 목표를 이익의 극대화로 볼 때, 공사초기에서의 신속한 동원이야말로 목표달성에 이르는 지름길이며, 발주자 및 감리자로부터 신뢰를 받아 공사 전반에 걸쳐 순조로운 현장운영을 가능케 하는 것이다.

건설 프로젝트를 수행함에 있어서 사업관리운영 절차서는 매우 중요하다. 국내에서는 일부 대형 공공 사업을 제외하고 프로젝트의 특성에 맞는 절차서를 개발하여 적용한 예는 드물다. 이러한 점을고려하여 현재 공사가 진행죽인 대표적인 국내민간자본 SOC사업을 표본으로 삼아 절차서의 활용현황을 검토분석하고 그에 따른 효율화 방안을 구하여 보았다. 이를 위해서 사업수행주체인 발주자, 사업관리자, 감리자, 설계자, 시공계약자 등을 대상으로 현재 보유/사용하고 있는 절차서에 대한 이해도, 사업관리지식체별 업무절차에 대한 이해도를 설문조사하였다. 설문조사의 분석결과를 토대로 건설사업관리수행상 업무수행절차의 전반적인 이행실태를 점검하여 문제점을 도출함으로서 향후 사업관리운영절차서의 체계적인 개발을 위한 추진방향을 설정하고 사업관리전반에 대한 인식제고와 효율적인 사업관리체계의 적용방안을 모색하여 제시하였다.

The landscaping of Amore-Pacific's new building has received various awards since its construction. This study attempted to identify the mechanisms of planning, design, and construction of this project through the ground theory. The results of the study are summarized as follows. The client's place attachment of the sites, which was the company's parent, was the driving force for an international design competiton in which architecture and landscaping were integrated. After that, in the detailed design stage for the actual implementation of the contest-winning plan, competent local designers and contractors were selected, and a consultative body was operated to engage in various opinions and promote rational decision-making. As for consultative body's operation method, simulation, physical model production, and detailed drawings were created after sharing opinions, and landscape design supervision played a major role. Establishing consistency in design and construction through integrated planning and landscape design supervision is required to cultivate craftsmanship and foster landscape coordinators in today's industrialized practice. The accumulation of related follow-up studies and supplementation of the system is anticipated.

중소기업은 변화하는 경쟁 환경에 능동적으로 대처하고 경쟁력확보와 생산성 향상을 위하여 IT를 기반으로 하는 다양한 생산정보시스템을 도입, 운영하고 있다. 이에 따라 효율적인 중소기업 생산정보화를 위하여 시스템 개발 과정을 정형화하는 생산정보시스템의 표준화가 요구된다. 특히 중소기업, IT업체, 감리업체 등 참여 기업 간의 의사소통, 그리고 구축된 생산정보화의 유지보수를 포함한 운영지원 등의 체계적이고 효율적인 운영을 위해서는 생산정보시스템의 개발 방법론 (PDSM)이 필요하다. 이에 따라 중소기업기술정보화진흥원에서 생산정보화시스템개발방법론(PSDM)을 개발하여 보급하고 있다. 본 연구에서는 정부가 지원하는 중소기업 생산정보화지원사업에 참여한 기업을 대상으로 생산정보화시스템개발방법론(PDSM)을 적용한 IT 업체의 적용사례를 통해 방법론의 활용에 따른 생산성 향상 및 작용 시 고려사항에 대해 살펴본다. PSDM은 효과적인 중소기업 생산정보를 위하여 시스템 과정을 표준화 하고 단계별 주요 활동에 대한 연구와 함께 프로젝트 범위, 일정, 비용, 인적자원 관리를 위한 WBS(Work Blockdown Structure)작성, 시스템의 신뢰성 품질, 생산성 향상을 위한 관리 항목 등의 내용을 포함하고 있다.

오늘날의 정보시스템 구축 방향은 대형 컴퓨터를 중심으로 수많은 단말기를 연결한 수직형네트워크 시스템에서 다운사이징과 네트워크 기술이 결합하여 분산적으로 자료를 처리하는 클라이언트/서버 시스템 구축으로 변화하고 있다. 본 연구는 모든 단말기를 통제하는 대형 컴퓨터를 운영하는 전산망에서 클라이언트/서버 전산망으로 전환하는 하나의 사례연구를 통하여 구축환경변화, 시스템구성, 경영환경변화를 분석함으로써 클라이언트/서버 시스템의 성공적인 사례를 제시하는 것이다. 클라이언트/서버 시스템으로 변환하기전에 재개발할 시스템의 목표와 방향을 설정하기 위해서 벤치마킹을 실시하였고, 이의 결과를 바탕으로 경영업무의 프로세스를 재설계 하였다. 그리고 기업의 내부와 외부자료에 관한 표준화를 실시하였다. 정보기술 투자의 경제성과 경쟁우위 확보를 위하여 클라이언트/서버 시스템을 구현하게 되었으며 판매물류, 생산물류, 그리고 재무회계에 관한 경영지원시스템으로 구성되는 종합물류시스템 이외에 영업소에 관련된 영업정보시스템과 자동창고시스템이 컴퓨터 네트워크와 관련해서 시스템을 구성하였다. 구성 전략 촛점은 리엔지니어링, 다운사이징, 그리고 벤치마킹이었다. 시스템을 재개발한 후 업무의 계획, 진행, 분석, 감리등에 관한 체계적 업무흐름이 정착될 정도로 변화하였으며, 통신방식의 확대 및 다양화로 의사소통의 원활화와 타 관련업무와 연계처리, 그리고 부서들 상호간에 정보를 공유할 수 있었다. 또한 정보기술에 의한 업무처리를 기본으로 하는 기능적 태도로 인하여 관리자와 실무자의 업무운영에 관한 사고와 의식이 변화하였다. 따라서 매출액의 증가와 종업원수가 감소되었다.

Location Information is an information about a place where an individual exists or had existed. As smart phones are popularized, location information becomes more than simple information about the place. As a result, services using an individual's location information became the trend. However, problems arising from discharging Private Information can damage an individual, because it causes financial and economic loss but also detects individual's location and route directly. In realities, the guide that regulates Location Based Service for administering Private Location Information is insufficient. Therefore, this paper proposes check items, which contain standards of judicial action, financial loss ratings, importance of Private Location Information, and criticality of check lists, during the Private Location Information audit at the level of analysis, design, and management of the Information System, in order to prevent the infringement and disclosure of the Private Location Information. Moreover, the proposed check items were verified for its suitability by the professionals' survey.
