Modelling of Transfer Impedance of Urban Rail Station (도시철도역사의 환승저항 모형 구축 연구)

  • It is necessary to improve transfer impedance of Urban Rail Station station users in order to increase the usage of public transportation. This study constructed a model for calculating transfer impedance based on bodily sensational transfer time in Urban Rail Station stations and calculated transfer impedance on major Urban Rail Station stations in Korea. The study results show that the addition of 100 meter exterior walking distance increases 2 minute travel time, 100 meter interior walking distance increases 3 minute travel time, 100 stairways increase 4 minute travel time, and escalators decreases 1 minute travel time. The calculated transfer impedance based on bodily sensational transfer time in this study can be utilized as objective criteria to compare transfer conditions of different Urban Rail Station stations and to prioritize them for facility improvement. The calculated transfer impedance also can be used as facility guidelines for designing a new transit center.

  • 수리권(水利權, Water Right)은 특정인이 하천의 물을 계속적, 배타적으로 사용하는 권리로서, 국내에서는 민법 제231조 "공유하천의 연안에서 농, 공업을 경영하는 자는 이에 이용하기 위하여 타인의 용수를 방해하지 아니하는 범위 내에서 필요한 인수를 할 수 있다." 라는 규정을 통해 공유하천 용수권을 인정하면서, 동법 제234조 "전 3조의 규정은 다른 관습이 있으면 그 관습에 의한다." 라는 조항을 통해 관습에 의한 즉, 관행 수리권을 인정하고 있다. 또한, 하천법 제50조 "생활·공업·농업·환경개선·발전·주운(舟運) 등의 용도로 하천수를 사용하려는 자는 대통령령으로 정하는 바에 따라 환경부장관의 허가를 받아야 한다." 라는 규정을 통해 허가 수리권을 규정하고 있다. 이와 같이 국내의 경우 수리권에 대하여 공용하천 용수권, 관행수리권 및 허가수리권이 혼재되어 있어 지역 간의 물 분쟁이 심화되어 가고 있는 상황에서 수리권의 정립 필요성이 절실해지고 있지만, 제도적 연구와 더불어 이를 뒷받침 해줄 수문학적 연구가 상대적으로 부족한 실정이다. 본 연구는 동진강 유역을 대상으로 수정 3단 TANK 모형을 적용하여 자연하천유량 산정하였고, 수리권 분석모형인 WRAP(Water Rights Analysis Package, WRAP)을 이용하여 수리권 분석을 수행하였다. 또한 섬진강댐의 방류조건 및 유역내 물 이용조건에 따른 시나리오를 구성하여 하천유지유량의 변화를 모의하였다. 시나리오 적용에 따른 대표지점의 조절하천유량을 모의한 결과 시나리오3, 시나리오4, 시나리오5(비관개기기간 동안 용수 추가확보를 통한 증가방류)에서 하천유지유량이 상대적으로 많아지는 것으로 모의되었다. 또한, 시나리오1, 시나리오2(유역내 저수지 방류량을 연중 일정량 공급)방안도 관개기와·비관개기 기간에 대표지점의 하천유지유량 증가에 효과가 있는 것으로 평가되었다. 연구 대상기간의 대부분은 수리권 목표량을 만족하였지만, 갈수년에 해당하는 2017년의 경우에는 용수 확보량이 가장 많은 시나리오5를 적용한 경우에도 수리권 전환량 및 하천유지유량의 부족이 발생하는 것으로 모의되었다. 유역내 수리권 우선순위의 변경을 통한 유량의 변화를 모의하기 위하여 2017년을 대상년도로 모의해본 결과 연구대상지역의 하류에 위치하고 있는 농업용보에서의 수리권을 후순위로 두었을 때, 대표지점에서 가장 많은 양의 유량을 확보하는 것으로 분석되었다.

  • 국가물관리기본법에 의거하여 통합물관리 정책에 부합하는 농어촌용수 계획 및 관리 요구에 따른 유역 및 용수구역 단위의 물관리 필요하며, 국가수자원계획의 물수급 정책 수립시 농업용수의 공급, 이용 및 관리 특성 고려되어야 한다. 현재 농업용수는 개수로 방식 용수공급체계 및 수문 직접조작에 의한 용수배분체계로 공급량 대비 사용량(벼의 생육에 사용된 수량)의 비율이 48%에 불과하고, 농경지 상류와 하류의 공급량 차이가 크게 발생하며, 경지면적 감소가 공급 필요량 감소로 연결되지 않는다. 현재 국가유역수자원모델 (K-WEAP, K-MODSIM)은 모델이 가진 분석 능력의 한계로 인하여 농업용수 물수급 해석에 왜곡이 발생하기 때문에, 농업용수 특성이 반영된 농업용수 수요·공급 표준화 모형이 필요하다. 본 연구에서는 기존 유역물수지모델 현황 및 농업용수 적용의 한계점을 파악하고, 농업용수의 공급 및 이용을 고려한 유역 물수지 모형 개발을 목표로 한다. 기존 농업용수 물수지 분석은 순물소모량 개념 적용에 따른 회귀수량 획일화와 이에 따른 공급량 왜곡, 유역내 복잡하고 다양한 농업용수 공급체계를 하나의 가상저수지로 단순화 함으로서 유역내 들녘별 농업용수 과부족 분석 불가능, 하천과 저수지 공급 우선순위 현장과 불일치, 노후된 기초자료 등의 한계가 존재하며, 이를 위한 개선방안을 도출하고자 한다. 또한, 농업용수 회귀수량의 경우 실측기반의 회귀수량 산정 방법을 제시하고자 하며, 단일 수원공 및 복합 수원공의농업용수 물수지 분석 방법을 개발하고자 한다. 본 연구의 목적은 농업용수 물수급 특성이 국가수자원계획에 반영할 수 있도록 기본 수자원모델(K-MODSIM)과 연계가능한 농업용수 표준 모형개발로써, 향후 국가수자원계획(국가물관리기본계획, 전국하천유역수자원관리계획, 농어촌용수이용 합리화계획 등) 수립에 반영될 수 있을 것으로 판단된다.

Modified indirect evaluation method for deterioration assessment of drinking water pipes (상수도 노후도 평가를 위한 수정 간접평가법)

  • In this study, a modified indirect evaluation method was developed to predict the deterioration level of water pipes. The accuracy of the modified method was verified by comparing it with the direct method. The weights of index were adjusted by reducing the weight of water quality corrosion, soil corrosion, lay depth and road type according to the importance of the existing evaluation factors and adding the weight of pipe thickness. In the results, the weight of pipe thickness was determined to be 0.1530. Comparing with the direct evaluation method, the accuracy of the modified indirect evaluation method increased by 31.03% compared to the indirect evaluation method. The modified indirect evaluation method will be able to select relatively old pipes more accurately and efficiently than the existing indirect evaluation method when prioritizing the improvement of old water pipes.

Development of a Method to Reduce Damages by Pipe Failures (상수관 파괴에 의한 피해 경감기법의 개발)

  • A water distribution system should be constructed reasonably to supply water for the customer with proper quality and pressure as demands at nodes fluctuate with time. Also it should be reliable to minimize undesirable effects on the customer when various accidents happen such as pipe failures. A new method is presented here to reduce damages by pipe failures. For the work, two methods, namely, the method for estimating practical extent of damage by pipe failures and for estimating water distribution reliability, are adopted to analyze a water distribution system and to explore the damage reduction by pipe failures. As the results from the analysis of the model, the damage can be reduced effectively by increasing durability of each pipe in minimum cutsets according to the order of priority. The suggested method was applied to the Cherry-Hill network to verify its applicability.

A Study on a Way to Induce Drivers' Voluntary Traffic Behavior Change by Using AHP (AHP기법을 활용한 승용차 운전자의 자발적인 교통행동변화 유도방안 연구)

  • The main reason for urban traffic problems is the increasing in the use of private cars. In order to solve this problem, strong traffic demand management policies such as the collection of congestion tolls and the crackdown on freight vehicles are emerging. Now, however, it is necessary to seek ways for users to make changes in traffic behavior through direct communication between public agencies and passenger car users. As a technique to make this possible, mobility management, which aims to use rational passenger cars by inducing behavior change through individual consciousness change, has recently been proved to be effective in overseas. Therefore, this study concluded that the introduction of MM, which emphasizes individual voluntary behavior change, is necessary at present. In order to investigate the ways of inducing voluntary changes in traffic behavior of passenger car users, a questionnaire survey was conducted on traffic experts and the priorities of voluntary traffic behavior change measures were calculated using AHP. As a result of the analysis, it was shown that "to actively appeal to change the traffic behavior by using the mass media" was the top priority. The next priority were in order of company education for the change of traffic behavior, education for the school, and small-scale workshops.

  • The purpose of this study is to present meaningful information and policy implications concerning the determinants of royalties to the government-funded research centers and agencies. These groups are responsible for policies encouraging technology transfer from the public sector to the private sector. To identify key determinants of royalties in technology transfer, this study conducted AHP survey analysis (Survey period: 01/10~31/10, 2016) of 85 companies which were participants of the R&D project "Next Generation BioGreen21" of R.D.A in the "N"center from 2011 to 2015. Research results show that the critical factors include: 1)Technical considerations for determining the profitability of the technologies, 2)The interest and willingness of the management group, 3)Necessity and urgency of technology transfer. These findings suggest three main policy implications. First, the government-funded research centers and agencies should develop technologies that help companies improve their commercialization as well as the profitability in the near future. Second, government-funded research centers and agencies should consider reducing the administrative burden of the royalty payment for private companies. Third, public R&D projects should reflect the proper research schedule for technology development on the basis of the R&D time span of companies which transfer technology.

A Study on the Selection of Borrow Pits by Using VE Techniques (VE 기법을 이용한 토취장 선정에 관한 연구)

  • The purpose of this study is to review that the VE techniques can be used as a selection tool of borrow pit locations. The analysis of the soil investigation report is performed for the selection of proposed borrow pit site on a large-scale residential development area. Possible earthwork volume of mining is estimated and the weighting matrix evaluation is applied to the VE techniques. After determining the evaluation items for VE assessment, important degree was calculated. The Rating and evaluation of performance is carried out on a proposed borrow pit site. And, development priority has to be decided for a proposed borrow pit sites. As a result, the relative construction cost is closely related to the haulage distance. As the haulage distance increases, the relative construction cost will be increased. Therefore, it was confirmed quantitatively that haulage distance has a significant impact on the select of borrow pits. Also, it was found that the condition of borrow pits itself is important, but it cannot be ignored the impact of the life cycle cost for the selection of optimal borrow pit sites.

  • Traffic accident risk index Computation model's development apply traffic level of significance about area of road user group, road and street network area, population group etc.. through numerical formula or model by countermeasure to reduce the occurrence rate of traffic accidents. Is real condition that is taking advantage of risk by tangent section through estimation model and by method to choose improvement way to intersection from outside the country, and is utilizing being applied in part business in domestic. However, question is brought in the accuracy being utilizing changing some to take external model in domestic real condition than individual development of model. Therefore, selection intersection estimation element through traffic accidents occurrence present condition, geometry structure, control way, traffic volume, turning traffic volume etc. in 96 intersections in this research, and select final variable through correlation analysis of abstracted estimation elements. Developed intersection design model taking advantage of signal type, numeric of lane, intersection type, analysis of variance techniques through ANOVA analysis of three variables of intersection form with selected variable lastly, in signal crossing through three class intersection, distinction variable choice risk in model, no-signal crossing risk distinction analysis model and so on develop.

MCDM Approach for Flood Vulnerability Assessment using TOPSIS Method with α Cut Level Sets (α-cut Fuzzy TOPSIS 기법을 적용한 다기준 홍수취약성 평가)

  • This study aims to develop a multiple criteria decision making (MCDM) approach for flood vulnerability assessment which considers uncertainty. The flood vulnerability assessment procedure consists of three steps: (1) use the Delphi process to determine the criteria and their corresponding weights-the adopted criteria represent the social, economic, and environmental circumstances related to floods, (2) construct a fuzzy data matrix for the flood vulnerability criteria using fuzzification and standardization, and (3) set priorities based on the number of assessed vulnerabilities. This study uses a modified fuzzy TOPSIS method based on ${\alpha}$-level sets which considers various uncertainties related to weight derivation and crisp data aggregation. Further, Spearman's rank correlation analysis is used to compare the rankings obtained using the proposed method with those obtained using fuzzy TOPSIS with fuzzy data, TOPSIS, and WSM methods with crisp data. The fuzzy TOPSIS method based on ${\alpha}$-cut level sets is found to have a higher correlation rate than the other methods, and thus, it can reduce the difference of the rankings which uses crisp and fuzzy data. Thus, the proposed flood vulnerability assessment method can effectively support flood management policies.
