설계용역과 통합하여 발주되는 측량용역의 입찰 제도를 보면 계획기관에서 설계예산서를 작성하여 해당 부처 분임경리관을 경유하여 공개경쟁입찰 또는 입찰참가자격제도(PQ) 등으로 발주하게 된다. 이 과정에서 측량용역과 설계용역을 분리하지 않고 측량용역 비를 설계용역비에 통합예산으로 발주 처리하고 있어 측량회사는 설계용역사로부터 불법으로 하도급 받고 있다. 설계용역회사는 엔지니어링등록과 측량업(공공측량)을 동시에 등록하여 용역수주를 하므로 기술력이 부족한 측량용역을 당연히 저가하도급으로 처리하는 커다란 모순이 발생하고 있다. 따라서 저가하도급으로 인한 측량성과의 부실은 건설공사의 부실시공으로 이어져 커다란 공사비손실과 안전 및 유지관리에 큰 문제점을 야기하고 있다. 이와 같은 문제점을 해결하기 위하여 본 연구에서는 측량용역 등록업체의 현황 및 현행 발주제도 방법 등의 분석을 통하여 발주제도의 개선방안을 제안하고자 한다.

Based on the bidding data of the national marketplace for public procurement service from 2003 to 2015, this study investigated and analyzed the bidding trends of the landscape management public consignment service by analyzing total bidding, type, client, region, license. The results are as follows. First, the total number of bids for civilian consignment services in landscape management increased by 1,112 cases, corresponding to a 487.7% increase over 10 years, and the total bidding amount increased by 144,504 million won, corresponding to a 382.5% increase. Second, in 10 years, the proportion of landscape management in landscaping works increased by 10%, and the bidding amount increased by 3%. Third, in the analysis of bidding trends by type, green areas showed the greatest growth in the number of bids, while the greenery of buildings showed the highest increase in the bid amount. Fourth, local autonomous entities, Gyeonggi province, and the landscaping planting construction industry showed the highest increase in the number of bids and the amount in each field such as client, region, and license. In summary, the number of cases and the bidding amount is increasing year by year. Considering the increasing number of users and demands thereof, the number of bids and the amount of consignment service for landscape management will continue to increase. The purpose of this study is to investigate and systematically analyze the tendency of bidding for 10 years for the private consignment service of landscape management in the current situation, where the importance of landscape management is increasingly emphasized. Another purpose of this study is to discern the necessity of the landscape management business and to provide the basis for incorporating the landscape management business into the professional construction industry in the future, thus providing opportunities for widening the expertise and diversity of the landscaping field. For the following study, the legal basis of landscape management, qualification, equipment standards, calculation of management cost per unit, and the appropriateness of the management cost should be considered.

한국토지주택공사가 입찰업체 심사과정을 완전공개 하는 새로운 입찰심사제도를 도입하는 등 입찰 업체선정을 둘러싼 잡음을 제거하기 위해 발 벗고 나섰다. 한국토지주택공사(사장 이지송, 이하 LH)는 건설부조리를 뿌리 뽑고 기술력만으로 경쟁하는 공정한 입찰질서를 확립하기 위하여 "투명한 심사조직, 깨끗한 심사위원, 공정한 심사제도"를 모토로 LH 만의 독자적인 심사제도인 '투명하고 공정한 LH클린심사제도'를 마련 운영키로 했다. 이에 따라 지난 3월 4일부터 6일까지 시행하는 보금자리주택 2차 시범지구(구리갈매, 부천옥길, 시흥은 계) 설계용역 및 아산배방, 인천청라 U-City 구축사업 심사부터 성공적으로 적용했고, 앞으로 시행할 영종자동크린넷 등 모든 턴키심사에 적용한다고 밝혔다.

미국의 ADL(Advance Distributed Learning)에서 제안한 스콤(SCORM; Sharable Content Object Reference Model)은 2000년 미국 국방부에서 발주한 6억달러에 이르는 e-러닝(e-Learning) 구축 입찰 계약에서 가이드라인으로 쓰여졌다. 용역 입찰 제안서에 스콤을 기초로 해 e-러닝 시스템을 구축하겠다는 내용이 명시돼야만 입찰에 참여할 수 있었던 것이다. 현재 제안된 e- 러닝 기술표준안들에 대한 국제인증 여부와 관계없이 e-러닝 실수요자 및 공급자의 움직임에 따라 이러한 추세는 향후 더욱 확대될 전망이다. 이 글에서는 실질적인 국제 표준으로 가장 근접해 있는 스콤의 내용 및 기술적 특징에 대해 설명하고자 한다.

The author of this study conducted a survey with the expert groups who are currently handling hands-on works in convergence cities, ordering organizations, construction management companies, contractors, schools and research institutes, etc. The results of empirical analysis can be summarized as follows: First, there is no difference in distribution among the problems with position and the bidding system of private contracts. Second, there is relevance between position and the adequacy of current design VE ordering system, indicating different recognition. Third, there is no difference in distribution between organizations and the adequacy of current design VE ordering system. Fourth, there is difference in distribution between organizations and service price adequacy and there is difference in recognition by organization when organizations mutually recognize the service price adequacy. Fifth, there is difference in distribution between career and the necessity of the participating companies' qualification. Sixth, there is difference in distribution for the adequacy of career and the adequacy of participating companies' requirements. No problems have been found with the adequate service period according to private contract bidding system, but the necessity of participating companies' qualification and participating companies' requirements.
