급변하는 최근의 경영환경 하에서 다수의 기업이 자체개발보다 외주개발을 활용하는 추세이나 이에 따른 프로세스 관리의 어려움이 동반되고 있다. 본 연구는 외주개발과 자체개발의 정보시스템 개발 프로세스 관리수준을 비교하여 효과적인 프로젝트 관리방안을 살펴보는데 목적이 있다. 이를 위해 실제 프로젝트 관리에 광범위하게 사용되는 소프트웨어 프로세스 관리모형인 CMM(Capability Maturity Model)을 기반으로 정보시스템 개발 프로젝트 수행 경험자를 대상으로 설문조사를 수행하였다. 분석결과 외주개발 프로젝트의 평균적인 관리수준은 자체 개발 프로젝트에 비해 미흡하였다. 그러나, 외주개발 프로젝트의 관리수준 간에는 표준편차자 컸고, 상위 관리수준 프로젝트는 외주개발 프로젝트인 것으로 나타났다. 즉, 정보시스템 외주개발 여부를 결정할 때에는 단순히 외주개발에 관한 일반적 위험성을 고려하기 보다는 외주개발업체의 프로세스 품질관리 수준을 파악하는 것이 중요함을 알 수 있다.

최근 들어 기업에서는 제품을 유지하고 보수하는데 드는 비용을 절감하기 위한 노력이 계속되고 있다. 이에 대한 대안으로써 부품관리 기능과 외주 관리 기능을 통합적으로 운영 할 수 있는 CITIS시스템의 도입을 적극 생각해볼 수 있다 본 연구에서는 제품의 라이프 사이클을 통해 발생되는 외주관련 비지니스 및 부품기술 정보를 기업 간에 효율적으로 교환함으로써 외주업무 자동화와 효율증대를 기할 수 있는 CITIS형 외주 및 부품관리 시스템을 설계하였다. 이를 위해서 먼저 기존 전자업계의 외주 및 부품관리 프로세스의 현황을 파악하여 업무를 분석하였고, 외주 및 부품관리 프로세스를 정의하였다. 그에 따른 각각의 하부프로세스를 정의하여 외주 및 부품관리 업무의 TO-BE 모델을 개발하였다. 이것의 실제적 구현을 위하여 필요한 요소기술체계를 정립하여 기본적인 아키텍쳐 모델을 개발하였다.

현대 사회에서 소프트웨어가 사용되는 분야가 다양해지고 그 규모가 커짐에 따라 소프트웨어 개발 프로젝트에서 일부분을 내부조직이나 외부조직에게 외주를 주는 경우가 많아지고 있다. 그래서 소프트웨어 외주관리를 어떻게 하느냐는 프로젝트의 성공에 있어서 중요한 요소로 자리잡고 있다. 소프트웨어 외주관리는 적합한 외주업체를 선정하고 선정된 외주업체를 효과적으로 관리하는 활동이다. 최근에 체계적인 외주관리를 위한 많은 노력이 시도되고 있고, 관련 표준들이 제시되고 관련 연구가 수행되고 있다. 하지만 관련 표준들과 방법론들은 그 내용이 추상적이고 구체적이지 않다. 그래서 이런 표준과 모델들에서 제시된 내용을 실무에 적용하기는 어려움이 있다. 이에 본 논문에서는 CMM, CMMI, SPICE, ISO/IEC 12207 등의 표준에서 제시하고 있는 소프트웨어 외주관리 활동과 다른 관련 표준 및 외주관리 활동에 대한 기존 연구 내용의 분석을 통해서 실무에 직접적으로 도움을 줄 수 있는 소프트웨어 외주관리를 위한 프레임워크를 연구, 개발하였다.

OTS(Operator Training Simulator) 소프트웨어는 원자력발전소, 화력발전소 또는 화학공장 등과 같은 플랜트의 동적 특성을 실제의 플랜트와 같게 컴퓨터 환경을 이용하여 모의하는 기능을 수행한다. OTS 소프트웨어는 개발 규모가 방대하고 개발에 소요되는 시간과 비용부담이 큰 특징을 갖는다. 또한 플랜트 공정제어와 감시에 대한 전문지식이 요구된다. 따라서 OTS 소프트웨어 개발은 정부투자기관이나 연구기관의 자체인력을 활용하여 개발되어 왔다. 그러나, 최근에는 아웃소싱이 보편화됨에 따라 OTS 소프트웨어 개발 또한 외주개발 형태를 띄게 되었다. OTS 소프트웨어 외주개발은 소프트웨어 개발회사들에게 동등한 기회를 부여하기 위하여 일반적으로 2 단계 공개경쟁 형태로 프로젝트가 수행된다. 즉, 기술규격경쟁과 가격경쟁의 결과에 따라 외주개발 회사가 선정된다. 국내 소프트웨어 개발회사들의 경우에 OTS 소프트웨어 개발경험이 적으므로 OTS 소프트웨어 개발 프로젝트 수주를 위한 첫 번째 장벽은 발주자의 제안요청서에 합당하는 기술 제안서를 작성하여 OTS 소프트웨어를 개발할 수 있는 기술적 사업적 능력이 충분함을 입증하는 일이다 본 연구에서는 OTS의 유형과 특징, 프로젝트의 기술제안서 평가요소를 고찰하고 OTS 소프트웨어 개발에 참여하려 고 개발회사가 제안서를 작성 제출할 경우에 기술규격 경쟁에서 우위를 점할 수 있는 기술제안서 작성방안을 토의한다.

This paper aims to analyze the relationship between R&D outsourcing ratio (external R&D expenditures out of total R&D expenditures) and firm characteristics. Four hypotheses are tested using firm-level data with Tobit regression method. The major findings of this paper are as follows. First, firms with high technological capabilities, which are measured by R&D expenditures per sale and the number of patents per employee, rely more on R&D outsourcing. Nonetheless, firms that own R&D centers tend to rely less on external outsourcing of R&D. Second, firms with high managerial innovation capabilities, which is measured by the introduction of IT solutions, show higher R&D outsourcing ratio. Third, bigger firms are likely to spend more in external R&D than in internal R&D. This paper also discusses implications on R&D policy of Korea.

현재의 전자조립 산업계의 일반적인 VAN 기반 외주 관리 시스템은 대부분의 경우 협력 관계에 있는 특정 기업에 설치된 자체 VAN 시스템을 통해서만 운용되고 있어 최근의 국제화 가상기업 환경에 적합하지 않다. 이에 대한 대안으로써 부품관리 기능과 외주관리 기능을 통합적으로 운영할 수 있는 CITIS시스템의 도입을 적극 생각해볼 수 있다. 본 연구에서는 제품의 라이프 사이클을 통해 발생되는 기업간 외주관련 비즈니스 및 부품기술보를 CITIS의 개념을 바탕으로 CALS 표준을 이용하여 인터넷상에서 온라인으로 정보를 교환하고 공유하는 계약자정보통합시스템의 프로토타입을 개발하였다. 이를 위하여 인터넷 EDI에 의한 기업간 비즈니스 전자문서교환 기술개발과 SGML을 통한 기술정보교환 기술개발, 기존의 기업내 시스템과의 원할한 인터페이스 지원방안연구, 인터넷을 이용한 고객지원 시스템의 네 가지 방향으로 연구가 수행되었다. 본 연구를 통하여 개방된 인터넷을 이용한 정보공유를 가능하게 함으로써 기업의 외주업무의 효율성 향상과 가상기업 환경에 대비한 인프라 구축을 기대할 수 있다.

The outsourcing has become a general part of the convergence in modern game development process for generating a higher profit margin. This study examines and defines the work competences required for the game graphic designers in a collaboration performance of outsourcing. In this study, we introduce the basic concept and advantages of the outsourcing and extend prior work on identifying three work competencies of graphic designers. We conducted in-depth case studies of outsourcing system used by North America's major game developer. The findings from this study offer insights into the essential core competencies expected for graphic designers, providing effective guideline from the practical perspective.

This study offers a $3{\times}2$ matrix on the development method pursuant to the level of readiness and necessity for IS of SMEs, and the Delphi method survey through the assistance of a panel of IT experts was employed. Upon analyzing the results, in all rounds, the 1st quadrant and 2nd quadrant resulted in a preference for leasing methods (ASP/SaaS) and the other quadrants resulted in a preference for outsourcing. Quadrants closer to the 1st quadrant showed a preference for leasing methods (ASP/SaaS) and quadrants closer to the 6th quadrant showed a preference for outsourcing. In the case of the IS implementation for the entire company, all three levels of readiness resulted in a preference for outsourcing. The point in which the implementation method changed depending on the level of readiness was when unit systems were implemented, and among the implementation methods, in-house development showed the lowest results.

무기체계 개발에 있어서 내장형 소프트웨어의 비중과 그 중요도가 점점 증가하고 있고, 고객 또한 무기체계 소프트웨어 개발 및 관리지침을 제정하여 소프트웨어 신뢰성 시험수준에 대한 놓은 요구사항을 제시하고 있다. 이렇게 대내외 환경이 변화하고 있음에 따라 당사는 고품질의 소프트웨어를 고객에게 납품하기 위해서 내장형 소프트웨어 신뢰성 향상활동을 수년간 수행해오고 있다. 업체주관 개발사업 증가와 무기체계 외주개발 비중 증가에 따라 고품질의 협력개발 소프트웨어의 획득이 중요해지고 있다. 하지만, 납품 받은 소프트웨어를 체계 통합하는 시기에 소프트웨어 결함이 많이 내재되어 있어 문제점이 많이 발생되고 있으며, 납품 이후에도 많은 결함수정과 재 작업이 발생하여 추가비용이 많이 발생하고 있다. 본 논문에서는 협력개발 소프트웨어 제품의 신뢰성 향상을 위해 TMMi 시험 프로세스를 적용하여 협력회사의 소프트웨어 시험 역량을 강화하고 고품질의 소프트웨어를 획득할 수 있는 방안을 제안하고자 한다.

This study analyzed the determinants of employment for the regular workers in the industrial type, and the results are as follows. First, 73.2% of companies use outsourcing as of 2015, and manufacturing (83.7%) is 20% p higher than non-manufacturing (63.7%). Over the past 10 years, the rate of outsourcing increased by 88.7% in manufacturing and 44.2% in non-manufacturing. Second, as a result of estimating the determinants of employment for regular workers, the variables of labor income distribution, operating profit, sales, R & D expenditure, foreign capital ratio significantly increase the employment of regular workers, while outsourcing, capital intensity, Were estimated to significantly reduce employment. Third, as a result of subdivision of industrial type and estimation of the effect of outsourcing on employment, it decreased employment of regular workers in all types. The size of influence was the biggest decrease in 'basic material type' in manufacturing industry and 'distribution service type' in non - manufacturing industry.
