Long-term Impact of Single Rice Cropping System on SOC Dynamics (동일비료장기연용 논에서 토양유기탄소의 변동)

  • Global warming and climate changes have been major issues for decades andvarious researches have reported their impact on our environment. According to recent researches, increased carbon dioxide ($CO_2$) concentration in the atmosphere is considered as a dominant contributor to global climate changes and thus numerous researches were conducted to control $CO_2$ concentration in the atmosphere. Soil management practices, such as reducing tillage intensity, returning plant residues, and enhancing cropping system have recommended for restoring organic carbon into the soils effectively. However, few studies on soil carbon sequestration have reported for Korean paddy soils. Therefore, evaluation of soil organic carbon (SOC) dynamics in the long-term single rice cropping system is essential in order to find out potential capacity of paddy field as a carbon sink source. The objective of this research was to evaluate SOC dynamics on the long-term single rice cropping system. Research was conducted in the research farm at National Institute of Agricultural Science and Technology, Rural Development Administration, Suwon. Long-term phosphorus and potassium fertilization and lime application didn't significantly affect on SOC compared to controls. We found that SOC contents were increased continually at the long-term composting plots with enhanced rate of carbon storage. In conclusion, continuous incorporation of plant residues (i.e., composting) is recommended to effectively sequester soil carbon for Korean paddy soils. This result implies that continuous composting in a paddy field may contributenot only for increasing SOC in the soils but also for mitigating global warming through reducing carbon dioxide emission into atmosphere. Therefore, we recommend that a strategy or policy measures to encourage farmers to return plant residues continuously for mitigation of global warming as well as soil fertility is being developed.

Study of the WTP Estimation for Introduction of Medium-sized Low Floor Electric Bus (중형 저상전기버스 도입에 따른 지불용의액 추정 연구)

  • Currently, the global climate change response paradigm has been changed to a universal response system in which all nations, not the developed countries, participate. Korea has also set a target of 25.9 million tons of transportation greenhouse gas reduction targets by 2030. Korean society is expected to enter the super aging society in 2026. In this study, to reduce the greenhouse gas emissions in public transport and to improve the convenience of transportation vulnerable, we estimate the willingness to pay(WTP) and social benefits assuming that the existing feeder buses are replaced with medium-sized low floor electric buses. To this end, survey was conducted on bus users in the metropolitan area and WTP was estimated by using contingent valuation method(CVM), which is one of the non-market value evaluation methods. As a result of estimation of WTP, the average WTP is 51.4 (won / time person), estimated the economic benefits were 50 million won on weekdays and 40 million won on weekends in Gyeonggi Province in 2014.

A Study on the Change of Traffic Accidents Around the Pedestrian Priority Zone (보행자 우선도로 개선 사업으로 인한 교통사고 변화에 대한 연구)

  • We are implementing pedestrian priority zone policy to certain districts to reduce greenhouse gas and to develop eco-friendly city which has more focus on pedestrians' walking environment. This policy has contributed to citizens' satisfaction level with improved public transportation service as well as more spacious streets for walk. Despite highly positive influence of pedestrian priority zone policy to the walking environment, we need to anticipate the impact of this to traffic environment as it may have bad effect to the overall traffic flow around the zone where the policy is implemented. This research has analyzed the change of characteristics of traffic accidents around the eco-traffic area of Hang-Gung dong, Suwon city, to understand impact of the pedestrian priority zone policy to the traffic surroundings, with pre-post analysis methodology. As a result, number of accidents related to pedestrians showed decrease as pedestrian priority zone is designed operated with focus to pedestrians. But accidents related illegal U-turn and violation of the traffic signal showed (significant) increase as there was a restriction of turns and decrease of overall traffic speed. To prevent the accidents above, we need to notice drivers to pay special attention before the pedestrian priority zone event, and information from this research should be given to the drivers through safety signs and mobile application at the place near to the event.

Evaluation of Industry-specific Sectoral Approach in the Climate Change Framework (기후변화협상 체제에서 산업부문에 대한 부문별 접근방식(Sectoral Approach)의 평가 및 대응방향)

  • Regarding climate change, the most significant challenge the world faces is achieving the goal of stabilizing the global concentration of greenhouse gases. However, this cannot be accomplished by greenhouse gas reduction efforts of developed countries alone. In this context, a "sectoral approach" has been brought up as a way to overcome the limit of the Kyoto Protocol and induce the participation of developing countries. This paper focuses on the different types of sectoral approaches that have been suggested so far, and their criteria, scope and effectiveness. It therefore explores the potential each approach has as a policy alternative under the post-2012 scheme. On top of that, with the possibility of these sectoral approaches becoming strong future policy alternatives in mind, this paper also analyzes their applicability to the Korean industry. For the steel, petrochemical and oil industries - in which energy efficiency exceeds the world average- a technology-based approach is proposed as an alternative. For the cement, paper and power generation industries - in which energy efficiency is about the same as the global average - a sectoral crediting mechanism or an index-based approach or a sector-wide transnational approach are proposed as alternatives. Lastly, this paper suggests a future research direction for their adoption and implementation.

A Study on Conditions for Facilitating Forest Carbon Projects for Greenhouse Gas Reduction: A Forest Management Project Case with E xtended Rotation Age in Private Forests (온실가스 감축을 위한 산림탄소사업의 이행 가능 요건에 관한 연구: 사유림 벌기령 연장형 산림경영사업을 중심으로)

  • This study identified and evaluated conditions for continued participation of private forest owners in forest carbon offset programs. The probability of continuing forest carbon offset projects, which delays greenhouse gas emissions by extending harvesting periods, increases with increasing price of carbon offset credits, public recognition of forest value, and education level. Willingness to Accept (WTA) was estimated using a Multiple Bounded Dichotomous Choice Question, which was 17,039 KRW/tCO2 for extending age to 60 years, and 23,070 KRW/tCO2 for 100 years. The following findings aim to promote participation and supply of carbon offset programs in private forests according to the study outcomes. First, introducing policies supporting private forest owners bearing opportunity costs for avoiding greenhouse gas emissions by postponing timber harvest is needed. Second, educational programs for private forest owners whose awareness of and interests in the public value of forest is necessary. Third, although having participated from the beginning of the offset program, finding ways to lead continuous participation of forest owners who are less likely to accept WTA is also necessary.

Analysis of the Importance of Eco-friendly Ship Dissemination Policy using the Analytic Hierarchy Process (계층분석법(AHP)을 이용한 친환경선박 보급정책의 중요도 분석)

  • The International Maritime Organization (IMO) is tightening environmental regulations in the shipping sector to reduce air pollutants such as greenhouse gases emitted from ships. Meanwhile, the paradigm of the shipbuilding and shipping industries is shifting toward eco-friendly and high-efficiency ships worldwide. The Republic of Korea is also promoting a policy to expand the supply of eco-friendly ships from 2020 to disseminate them. In this article, a survey was conducted with 12 experts on the government's eco-friendly ship supply policy, and the priority of the policy was evaluated using the analytic hierarchy process (AHP). As a result of the comprehensive evaluation of the priorities for six priority tasks, "Securing the world's leading technology for future eco-friendly ships" for the development of carbon-free and low carbon ships was the highest. This study, which analyzed the importance of eco-friendly ship policies through AHP analysis, can be used as data to preemptively respond to international marine environmental regulations and to improve policy execution efficiency such as budget allocation and policy development regarding protecting national shipping and shipbuilding industries.

A Study on the Development Trends of Polymer Electrolyte Membrane Fuel Cells and Application to Ships (국내외 PEMFC 개발 동향 및 선박 적용에 관한 고찰)

  • The International Maritime Organization(IMO) recommends the active implementation of national policies on technological development and energy efficiency to reduce Green House Gas (GHG) in the international shipping sector. Such IMO environmental regulation policies have a great impact on the entire shipping sector and are also a heavy burden on ship's owners. The most reasonable way to curb GHG emissions from ships comes down to the development of zero-emission ships. In other words, the development of a fuel cell ship (FCS) driven by an eco-friendly fuel is an alternative that can escape the IMO regulations. Countries in Asia, Northern America, and Europe independently develop and produce PEMFC, and are pursuing international standardization by acquiring approval in principle from an internationally accredited registration authority. Currently, there are three types of fuel cells (FC) that are recommended for ships: a Polymer Electrolyte Membrane Fuel Cell (PEMFC), a Molten Carbonate Fuel Cell (MCFC), and a Solid Oxide Fuel Cell (SOFC). In this study, PEMFC, which is expected to grow continuously in the global FC market, was analyzed domestic and international development trends, specifications, performance, and empirical cases applied to ships. In addition, when applying PEMFC to ships, it was intended to suggest matters to be considered and the development direction.

A Study on the Utilization Method in the SCW Method using Supplementary Cementitious Materials (시멘트 대체재료를 활용한 SCW공법에서의 활용 방안에 대한 연구)

  • Recently, redevelopment of the original downtown area is underway, the necessity of construction in adjacent location is increasing. However, excavations in dense urban areas are prone to ground problems due to various causes, so it is necessary to use materials and methods that can minimize such problems. As a general earth retaining method, various methods such as diaphragm wall and CIP method are applied using cement. However, since a large amount of cement is used for the installation of earth retaining method, it is necessary to conduct research on the development of new cement substitute materials to significantly reduce greenhouse gas emissions. In this study, we utilized the hardening reaction of blast furnace slag powder, desulfurized gypsum and high calcium fly ash by alkali activation and applied it to the SCW method. As a result, it was analyzed that the compressive strength of solidified soil using development solidification material was 96.2 ~ 106.3% of OPC at 28 days of curing. In addition, the strength increment ratio was 2.06 for sandy soil and 2.41 for clayey soil, which was higher than 1.85 of OPC. It seems an advantageous in terms of long-term strength. In addition, from the environmental point of view, it was analyzed that there is no elution of heavy metals and that greenhouse gas emissions can be dramatically reduced. Therefore, if further studies are conducted, it can be applied to the SCW method.

A Study on Variation of Economic Value of Overseas Carbon Reduction Projects with Risk Factors (해외 탄소저감 사업의 위험요소를 고려한 사업 경제성 변동 분석)

  • Recently, as climate change caused by greenhouse gases is intensifying, the international community has committed to reduce greenhouse gas emissions. The purpose of this study is to present the methodology and major considerations for investment judgment. Two actual cases of overseas projects were selected as study subjects. As an analysis method, the major risk factors were defined as a probability distribution, and the NPV was stochastically estimated using the Monte Carlo simulation method. In addition, assuming a policy change, the range of NPV change was analyzed. As a result, the average NPV of project A was lowered by 19%, and the probability of showing a negative NPV was 12.2%. The average value of project B was lowered by 12.5%. Considering the policy change, project A can obtain economic benefits only when it obtains 72.9% or more of the total amount of carbon credits generated, and project B is economically feasible when it acquires 49.5% or more. As a result, the average value of project A is lower than the net present value under basic assumptions, so caution is needed in investment decisions depending on changes in major risk factors. Additionally, considering policy changes, the carbon credit distribution ratio should be differentially applied depending on the project size, and this was presented as a specific figure.

Evaluating Changes in Blue Carbon Storage by Analyzing Tidal Flat Areas Using Multi-Temporal Satellite Data in the Nakdong River Estuary, South Korea (다중시기 위성자료 기반 낙동강 하구 지역 갯벌 면적 분석을 통한 블루카본 저장량 변화 평가)

  • Global warming is causing abnormal climates worldwide due to the increase in greenhouse gas concentrations in the atmosphere, negatively affecting ecosystems and humanity. In response, various countries are attempting to reduce greenhouse gas emissions in numerous ways, and interest in blue carbon, carbon absorbed by coastal ecosystems, is increasing. Known to absorb carbon up to 50 times faster than green carbon, blue carbon plays a vital role in responding to climate change. Particularly, the tidal flats of South Korea, one of the world's five largest tidal flats, are valued for their rich biodiversity and exceptional carbon absorption capabilities. While previous studies on blue carbon have focused on the carbon storage and annual carbon absorption rates of tidal flats, there is a lack of research linking tidal flat area changes detected using satellite data to carbon storage. This study applied the direct difference water index to high-resolution satellite data from PlanetScope and RapidEye to analyze the area and changes of the Nakdong River estuary tidal flats over six periods between 2013 and 2023, estimating the carbon storage for each period. The analysis showed that excluding the period in 2013 with a different tidal condition, the tidal flat area changed by up to approximately 5.4% annually, ranging from about 9.38 km2 (in 2022) to about 9.89 km2 (in 2021), with carbon storage estimated between approximately 30,230.0 Mg C and 31,893.7 Mg C.
