The Impacts of Carbon Taxes by Region and Industry in Korea: Focusing on Energy-burning Greenhouse Gas Emissions (탄소세 도입의 지역별 및 산업별 영향 분석: 에너지 연소 온실가스 배출량을 중심으로)

  • This study estimates the regional input-output table and GHG emissions in 2019 and then analyzes the economic effects of carbon taxes by region and industry in Korea. The GHG emission, emission coefficient, and emission induction coefficient are estimated to be higher in manufacturing-oriented metropolitan provinces. The GHG emission coefficient in the same industry varies from region to region, which might reflect the standard of product classification, characteristics of production technology, and the regional differences in input structure. If a carbon tax is imposed, production costs are expected to increase and demand and production will decrease, especially in the manufacturing industry, which emits more GFG. On the other hand, the impact of carbon taxes on each region is not expected to vary significantly from region to region, which might be due to the fact that those differences are mitigated by industry-related effects. Since the impact of carbon taxes is expected to spread to the entire region, close cooperation between local governments is necessary in the process of implementing carbon neutrality in the future.

  • As greenhouse gas (hereinafter GHGs) emissions have been increasing, the world's climate is also rapidly changed. $CO_2$ is the most important artificial GHGs and the annual emissions amount was increased approximately 80% between 1970 and 2004. After suggesting Kyoto Protocol, EU is the second largest emissions embodiment in the world, set the emissions trading scheme (hereinafter EU-ETS) and is trying to reduce $CO_2$ emissions aggressively. This study focuses on the EU-ETS and EU-ETS market to examine their emissions reduction policy and review the result of their efforts. EU-ETS which is composed of 2-step phases had already completed the first phase and is running on the second phase in 2008. Up to now EU-ETS has been proceeding successfully and the amount of $CO_2$ emissions has been decreased. To prepare for their coming events, countries excluded from Kyoto Protocol fulfillment need to have some implication from EU and have to make up their own plans.

Assessing greenhouse gas footprint and emission pathways in Daecheong Reservoir (대청댐 저수지의 온실가스 발자국 및 배출 경로 평가)

  • The aim of this study was to characterize the emission pathways and the footprint of greenhouse gases (GHG) in Daecheong Reservoir using the G-res Tool, and to evaluate the GHG emission intensity (EI) compared to other energy sources. In addition, the change in GHG emissions was assessed in response to the total phosphorus (TP) concentration. The GHG flux in post-impoundment was found to be 262 gCO2eq/m2/yr, of which CO2 and CH4 were 45.7% and 54.2%, respectively. Diffusion of CO2 contributed the most, followed by diffusion, degassing, and bubbling of CH4. The net GHG flux increased to 510 gCO2eq/m2/yr because the forest (as CO2 sink) was lost after dam construction. The EI of Daecheong Reservoir was 86.8 gCO2eq/kWh, which is 3.7 times higher than the global EI of hydroelectric power, due to its low power density. However, it was remarkable to highlight the value to be 9.5 times less than that of coal, a fossil fuel. We also found that a decrease in TP concentration in the reservoir leads to a decrease in GHG emissions. The results can be used to improve understanding of the GHG emission characteristics and to reduce uncertainty of the national GHG inventory of dam reservoirs.

A Study on Competitiveness and GHG Mitigation Effect of IGCC and Carbon Capture Technology According to Carbon Tax Change (탄소세 변화에 따른 IGCC와 이산화탄소 저감기술 진입경쟁력 및 온실가스 저감효과 분석)

  • After the Kyoto Protocol has been ratified in Feb. 16 2005, the developed countries which is involved in Annex-1 have tried to mitigate GHG to the reduction objective. To accomplish this objective, EU developed EU-ETS, CDM project, and so on. Korea has faced pressure to be a member of Annex-1, because Korea and Mexico are only non-Annex-1 countries in the OECD nations. In this study, we simulated power plant expansion plan and calculated $CO_2$ emission with changing Carbon Tax. Especially, we focused on the competitiveness of IGCC and carbon capture technology. In our result, even though carbon tax rise, nuclear power plant does not always increase, it increase up to minimum load. LNG combined cycle power plants substitute the coal fired power plants. If there are many alternatives like IGCC, these substitute a coal fired power plant and we can reduce more $CO_2$ and save mitigation cost.

A Case Study to Estimate the Greenhouse-Gas Mitigation Potential on Conventional Rice Production System

  • To estimate greenhouse gas (GHG) emission, we established inventory of conventional rice cultivation from farmers in Gunsan and Iksan, Jeonbuk province in 2011~2012. This study was to calculate carbon footprint and to analyse the major factor of GHGs. We carried out a sensitivity analysis using the analyzed main factors of GHGs and estimated the mitigation potential of GHGs. Also we tried to suggest agricultural methods to reduce GHGs that farmers of this case study can apply. Carbon footprint of rice production unit of 1 kg was 2.21 kg $CO_2.-eq.kg^{-1}$. Although amount of $CO_2$ emissions is largest among GHGs, methane had the highest contribution of carbon footprint on rice production system after methane was converted to carbon dioxide equivalent ($CO_2$-eq.) multiplied by the global warming potential (GWP). Source of $CO_2$ in the cultivation of rice farming is incomplete combustion of fossil fuels used by agricultural machinery. Most of the $CH_4$ emitted during rice cultivation and major factor of $CH_4$ emission is flooded paddy field in anaerobic condition. Most of the $N_2O$ emitted from rice cultivation process and major sources of $N_2O$ emission is application of fertilizer such as compound fertilizer, urea, orgainc fertilizer, etc. As a result of sensitivity analysis due to the variation in energy consumption, diesel had the highest sensitivity among the energies inputs. If diesel consumption is reduced by 10%, it could be estimated that $CO_2$ potential reduction is about 2.5%. When application rate of compound fertilizer reduces by 10%, the potential reduction is calculated to be approximately 1% for $CO_2$ and approximately 1.8% for $N_2O$. When drainage duration is decreased until 10 days, methane emissions is reduced by approximately 4.5%. That is to say drainage days, tillage, and reducing diesel consumption were the main sources having the largest effect of GHG reduction due to changing amount of inputs. Accordingly, proposed methods to decrease GHG emissions were no-tillage, midsummer drainage, etc.

Estimation of Greenhouse Gas Emissions of Complex Fertilizers Production System by Using Life Cycle Assessment (전과정평가를 활용한 복합비료 생산 시스템의 온실가스 배출량 평가)

  • Currently among the several methods to estimate an environmental impact of products, Life Cycle Assessment (LCA) technique is mostly used. The Ministry of Environment has been performed the carbon footprint labelling to give the carbon record of product by using this method. But the calculation of carbon footprint in primary agricultural product which is raw material of the processed food cannot be made because there is lack of methodology and LCI DB at agriculture sector. Therefore, LCA carried out to estimate carbon footprint, and established LCI DB for complex fertilizers (21-17-17 1 kg, 17-21-17 1 kg, 15-15-15 1 kg, Unspecified 1 kg) in the production system. The result of LCI DB analysis focussed on the GHG, and it was observed that the values of carbon footprint were $2.42E+00kg\;CO_2-eq.kg^{-1}$ for 21-17-17, $2.10E+00kg\;CO_2-eq.kg^{-1}$ for 17-21-17, $2.23E+00kg\;CO_2-eq.kg^{-1}$ for 15-15-15 and $3.56E+00kg\;CO_2-eq.kg^{-1}$ for Unspecified. For the analysis of LCIA (Life Cycle Impact Assessment) on complex fertilizers in the production system, the carbon footprint from pre-manufacturing phase is contributed to 98.96%, 98.81%, 98.88% and 99.30% on each complex fertilizer with 21-17-17, 17-21-17, 15-15-15, and Unspecified, respectively. These results will be used in basic data for estimation of agricultural greenhouse gas emissions.

  • 산업혁명을 거치면서 높은 화석연료를 사용하는 제조업 중심의 산업구조와 많은 자원을 필요로 하는 도시의 집중 현상으로 지구 온난화에 따른 이상기후 발생이 증가하고 있다. 이러한 기후변화는 홍수, 태풍, 폭염 및 폭설 등의 자연재해 발생 빈도 및 규모를 증가시켜 피해가 커지고 있다. 특히 인구 및 시설들이 집중해 있어 도시의 집중 현상은 이러한 재해에 더욱 취약한 구조가 됨에 따라 피해의 규모를 가중 시키고 있는 실정이다. 전 세계적으로 기후변화 문제의 심각성을 인식하고 이를 해결하기 위해 선신국에 의무를 부여하는 교토의정서(1997년) 채택에 이어, 선진국과 개도국이 모두 참여하는 파리협정(2015년)을 채택하였고 2016년 협정이 발효되었다. 파리협정의 목표는 산업화 이전 대비 지구 평균온도 상승을 2℃보다 아래로 유지하고, 나아가 1.5℃로 억제하기 노력하는 것을 강제하는 것으로 2050년까지 탄소 순배출량을 '0'으로 만든다는 탄소중립사회로의 전환이 본격적으로 시작되었다. 본 연구에서는 기후변화로 인한 물부족 및 수실오염과 같은 도시의 수자원 문제 해결을 위해 IoT 기반 센서 및 네트워크 기반 수자원 플랫폼을 개발하였다. 도시 수자원 시설 데이터를 기반으로 대체 수자원 확보 및 수요 중심의 물 관리를 통해 효율적인 물 배분이 될 수 있도록 하였으며 이러한 스마트 물 관리에 따른 대체 수자원 확보 및 효율적 물 배분이 탄소 저감에 미치는 효과에 대해 분석하였다. 연구대상 지역은 세종 6-4구역으로 LID 특화지구로 조성되었으며 1,000 세대의 주민이 생활하는 공동주택이다. 물 순환(LID) 시설에서 확보된 물을 물 공급 시설과 연계하여 공동주택에서 활용함으로써 감소된 상수 사용량을 온실가스 배출량으로 환산하여 탄소 저감량을 계산하였다. 실제 주민들(1,000세대)이 사용하고 있는 상수량 데이터와 전력거래소 온실가스 배출계수를 활용하였으며 물순환(LID) 시설로 확보하여 대체할 수 있는 상수량은 10%로 가정하였다. 연구대상 지역(1,000세대)의 연간 상수공급량은 331,603m3이며, 연간 전력사용량은69,637kWh이다. 온실가스 배출량은 31.963tCO2eq이며, 온실가스 저감량은 3.2tCO2eq로 산정되었다. 추후 LID 시설에 대한 상수 대체량과 온실가스 저감효과 정량화가 필요하다.

An Analysis of Changes in Power Generation and Final Energy Consumption in Provinces to Achieve the Updated Nationally Determined Contribution (NDC) (국가 온실가스 감축목표(NDC) 상향안 달성을 위한 17개 광역시도별 발전 및 최종에너지 소비 변화 분석)

  • Korean government updated her Nationally Determined Contribution (NDC) in 2021 and announced the target and various measures for reductions. Among the many issues, final energy demand and renewable energy power mix for 17 provinces to achieve the target are being analyzed using GCAM-Korea. Simulation results show that final energy demand of 2030 is approximated at the similar level to that of 2018. This is being enabled by the conservation of coal with higher electrification especially in industry sector. Higher power demand with lower coal consumption in final energy consumption is shown to be provided by 33.1% of renewable, 24.6% of gas, and 18.0% of nuclear power generation in 2030. Meanwhile, the share of coal-fired power generation is expected to be reduced to 12.8%. Major future power provider becomes Gyeongbuk (Nuclear), Gyeonggi (Gas), Jeonnam (Nuclear, Gas) and Gangwon (PV, Wind), compared to one of current major power provider Chungnam (Coal). This analysis is expected to provide a useful insight toward the national and provincial energy and climate change policy.

Greenhouse Gas Mitigation Effect Analysis by Cool Biz and Warm Biz (쿨맵시 및 온맵시 복장 착용에 의한 온실가스 감축 효과 분석)

  • Republic of Korea officially announced its mid term reduction target which reduce about 30% of BAU GHG emission by 2020 in the 15th meeting of UNFCCC(COP 15) held in Copenhagen, Denmark 2009. To achieve this goal, it is necessary to understand the serious of climate change and take part in GHG reduction not only industry but also the nation. However, such positive participation in green life which may cause inconvenient of the life of the people. It should be accomplished with providing reliable information. This study suggests the scientific potentialities of GHG emission by guideline on low carbon life and green life to form and change a lifestyle suitable for coping with climate change. And also, this study quantitate the GHG reduction which may reduce demand for air conditioning by cool biz and warm biz. In Korea, this campaign has become known as 'CoolMaebsi' by Ministry of Environmental of Korea. 'CoolMaebsi' is a compound word of 'Cool' which means feel refreshed, and 'Maebsi' is a Korean word which means attire. Though this campaign is effective and significant to reduce the GHG emission yet there were no study on quantitative analysis. Therefore this study calculated reduced energy consumption and potential GHG emission by measuring variation of skin temperature. As the result, wearing warm biz and cool biz have an effect of reducing not only the energy consumption but also GHG emission. To achieve the low carbon society, it is necessary to improve the energy saving system and introduce the policy which guide to change a life style.
