  • The purpose of this study is to analyze service quality factors that affect user satisfaction of Open Access Korea(OAK) services and to draw strategic assignments for activating open access activities in Korea through a user satisfaction survey. User satisfaction indexes were developed to measure all aspects of the OAK services. The quality index, satisfaction index, and performance index were identified in this survey. According to the survey findings, the levels of social quality and social satisfaction are relatively high, this shows the positive evaluation and expectation of researchers for OAK services. However, relatively low level is identified in the area of service process quality, and many opinions about OA contents shortage in Korea represent the importance of the national level contents development strategy. Sustainable policy support, publishing of open access journals, management of institutional repository, OA governance system, expansion of researchers' participation, construction of global collaboration system are suggested as major implications to promote open access activities in Korea.

  • The purpose of this study is to examine the tendency of open access income models in gratis open access journals and fee-based online journals in Korea. This study found that there was no clear difference between two groups and fee-based online journals had several of the same characteristics of open access journals. That is, the societies published fee-based journals have requested APC to authors and additional page charges for the articles with research funding. Also, in case of fee-based online journals, the journals received subsidies from external funding agencies were more than free OA journals. These findings show that fee-based online journals in Korea have a lot of capability to transition to open access journals.

  • The goal of this study is to find ways to improve the open access publication support service platform through the usability evaluation of the publishing manager interface among the AccessON journal repository interfaces, which is an open access publication support service platform. Various documents and cases related to open access publishing and usability evaluation in order to answer three research questions: collection of user experience responses of interface, extraction of issues and improvement points, and analysis and derivation of suggestions for other open access publication support service platforms. Responses to the experience of using the publishing manager interface were collected through surveys and focus group interviews. Combining this, it was possible to present the results of the usability evaluation of the AccessON journal repository interface through various numerical information. The results of the usability evaluation made it possible to propose issues and improvements to the AccessON journal repository manager interface, and finally, it was possible to derive suggestions for the open access academic publishing support service platform to be developed later.

  • This paper studied on the open access to public funded research articles in Korea. The 18% of articles published in the journals of the Korea Research Foundation was the output of research that received public fund. The field of engineering science had the most number of public funded articles and the most frequently supported funding agency was the KRF. But most of the public funded articles in Korea has been serviced through the commercial DBs, whereas the small number of articles serviced freely through the Korea Research Memory and NTIS. This paper proposed that the KRF will have to develop the open access policy focus on the engineering science.

OA journals in humanities and social science are available mainly on the publisher's websites. As compare with this, OA journals of STM fields are available via the free fulltext DBs. Medicine(30%) and social sciences(25%) have the highest overall share of OA. There are field differences in the rate of OA journals. In the fields of social sciences and humanities, 15% of the journal are open access. In case of medicine field, 60% are open access journals. • Plan S is a policy that mandates research papers supported by specific funders such as the European Community be published in open access journals. The funder supports APC to researchers, providing a chance to advance the era of gold open access, and is expected to bring significant changes to the scholarly publishing ecosystem. This study explored the impact of Plan S from the perspective of each stakeholder of the scholarly publishing ecosystem, such as funders, academic societies or publishers, authors, and libraries, through a review of previous studies. In addition, the status of Korean gold open access publishing and position for each stakeholder were identified through the collected data analysis. As a result of the analysis, the share of publishing gold open access journals in Korea was 22%, which was less than 26% worldwide. Korean funding agencies were predicting and preparing for the impact of Plan S. On the other hand, Korean academic societies produce about 70% of all papers, but there are not many open access papers except medicine (51%). The response of the Korean library was not sufficient, and it contrasted with the activities of librarians in the U.S. that actively provide research support services based on the research lifecycle. It was suggested that Korean libraries should also actively try to change the role of librarians; advising researchers to plan open access publishing in grant project applications, consulting on copyrights, and so on. This study identified the background, principles, and impact of Plan S policy that would be effective in 2021 and examined the response situation in Korea. This study is valuable in that it served as the necessary basis for revitalizing the academic publishing ecosystem in Korea.

  • It has become the heavy burden for many domestic colleges to renew the e-journal paywall licenses because major publishers keep raising license fees to access the new articles in Korea. In order to overcome these costly expenditure, the universities in US and the several governments in EU attempted the new models of open access option in the form of pilot contract with major publishers. Unlikely, there is no active discussion regarding open access options among domestic scientists, which may limit the generation of creative models in Korea. In this paper, the cases of US and EU negotiations with the Elsevier publisher were introduced and also evaluated in a qualitative manner whether any combined models could be applicable to future consideration.
