본 연구는 국내에 있는 한 금융사에서 사용하고 있는 기존 인사평가시스템을 사례로 하여 시스템 운영자와 사용자(모든 임직원)가 시스템을 효율적으로 운영하고 사용할 수 있도록 인사평가시스템을 재구축하였다. 새로 구축될 인사평가시스템의 효율을 보다 높이기 위해 인사평가 업무와 평가 절차를 분석하고 그러한 평가체계를 기존 legacy 시스템(인사평가시스템)에 어떻게 반영이 되었는지도 분석하였다. 해당 금융사는 기존 평가시스템을 통하여 임원과 직원뿐 아니라, 비정규직원까지 년마다 상반기와 하반기로 나누어 업적과 역량평가를 각각 두번씩 실시하고 있었다. 평가결과는 나중에 보상이나 승진 시에 중요한 고과자료로 활용하고 있었다. 업적과 역량평가 뿐만 아니라, 신업사원을 대상으로 하는 정규직 수습평가와 계약직을 대상으로 한 역량평가 그리고 전직원이 대상인 다면평가도 실시하고 있었다. 그런데 여러 해에 걸쳐 인사평가를 실시하는 과정에서 평가프로세스가 여러 차례 변하였고, 많은 평가대상자를 평가하다 보니 예외적으로 처리해야 하는 경우도 발생하였다. 이런 변화와 예외적인 사항을 기존 Lagacy시스템에 반영하다 보니 평가데이터를 관리하는 테이블이 처음보다는 많이 늘어나게 되어 현재 약 170개에 달하고 있었다. 이렇게 많은 테이블 중에는 당시에는 사용했으나, 현재는 사용하지 않게 된 것도 포함되어 있었다. 프로그램 소스도 마찬가지로 새로운 요구사항과 많은 예외사항 처리로 인해 복잡해지고 프로그램 소스의 수도 늘어나게 되었다. 이로 인해 평가시스템 담당자는 시스템을 관리하기가 복잡해지고, 새로운 변화나 요구사항에 대응하기가 어려운 사항이었다. 그리고 담당자가 시스템 관리에 더 더욱 어려움을 겪게된 것은 시스템 담당자가 여러 번 바뀌는 과정에서 인수인계에 제대로 이루어 지지 않게 되었고 인사평가시스템 관리문서도 시스템 변화에 따른 히스토리 내용이 제대로 관리되지 못하고 있었기 때문이다. 그래서 이번 연구에서는 기존 legacy 시스템의 테이블과 프로그램 소스를 분석하여 방만하게 늘어날 데이터 관리 테이블을 효율적으로 줄이고, 예외적인 사항을 새로운 인사평가시스템에서 포괄적으로 수용할 수 있도록 재설계하였다. 또한 인사평가시스템 운영중에도 사용자(임직원)들로부터 있을 수 있는 예외적 요구사항을 미리 예측하여 운영담당자가 신속하고 정확하게 대응 할 수 있도록 하였다.

While Jeju Free International City was promoted to overcome the economic crisis and build a new national competitiveness in the era of globalization, its development vision as 'the hub city of Northeast Asian economy in the $21^{st}$ century' has not been realized. This paper argues that Jeju Free International City to aim for the 'ideal free market model', 'neoliberal space of exception', and 'a new testing ground for neoliberal deregulation policies' has failed due to worsening of socioeconomic and environmental contradictions, growing conflicts in local community, and the logic of equity enforced by the central government. To support this claim, this article reviews the theoretical discussions of special economic zones, examines the shifts in the development visions of Jeju Free International City, and analyzes how Jeju has become a space of exception with the introduction of various exceptional policies and spatial mechanisms.

This study analyzed the issues on Article 35-4 of the Copyright Act of Korea, a new provision on the use of orphan works. The new provision was compared to other related provisions, and considerations were suggested for their improvement. The main results are summarized as follows: (1) Article 35-4 is contradictory to other provisions and needs further revisions as it limits the subject of application to the main body of operation and applies only to some libraries, museums, and galleries through its ordinances; (2) a new provision on the use of orphan works must be applied to archives to harmonize with Article 31 and use the interconnection between cultural heritage institutions more beneficially; and (3) considering that there are many unpublished works in the archives, Article 35-4 should be revised to also be applicable to those works.

도시지역에서 관찰되는 대기오염현상은 거의 예외 없이 대단히 복잡한 양상을 띈다. 그 결과 모델링을 통하여 도시지역의 대기오염현상을 정확히 묘사하는 것은 매우 어렵다. 주가변동, 기상변화 등의 다양한 시간(/공간) 스케일을 지니는 복잡한 현상도 충분히 긴 시간(/ 공간)에 대해 평균을 칠할 경우 일반적으로 비교적 단순한 경향을 보인다. 1990년부터 2001년까지 서울지역에 대한 관측자료를 분석해본 결과, 대기오염현상 역시 예외는 아닌 것으로 나타났다. (중략)

The purpose of this study is to investigate the effects of tax officials' (transformational/transactional) leadership styles on organizational commitment, and to empirically analyze the context of relationship between the leadership styles and organizational commitment, using empowerment as a moderator variable, to find out whether the effects of transformation leadership and transactional leadership on organizational commitment vary with empowerment. The results of analysis showed that the (transformational/transactional) leadership styles have positive(+)effects on organizational commitment. And as a result of analyzing the interaction term in the analysis of moderating effects, it was found that, among leadership factors, charisma and intellectual stimulation, contingent reward, individualized consideration excluding management by exception${\times}$empowerment, and management by exception${\times}$empowerment have statistically significant positive(+)effects on organizational commitment.

전 세계적으로 항공시간 전략적 제휴가 확대되고 있는 가운데 우리나라의 국적항공사들도 2001년 대한항공이 SkyTeam에 가입하였고, 2003년 아시아나 항공이 Star에 가입하였다. 그러나 국내에서 독점금지예외조항이 없어 양 항공사가 전략적 제휴 그룹 내에서 일부 활동에 제약을 받고 있는 것으로 추정된다. 미국은 항공자유화 정책의 확대 추진 전략에 따라 미국 항공사들이 외국항공사들과 전략적 제휴를 맺는 경우, 자국의 시장에서 독점금지법 조항을 면제시켜주는 제도를 실시하고 있다. 이제도로 인하여 외국 항공사들과 폭 넓은 협력 관계를 유도하고 경쟁력 있는 항공운송산업을 이끌어 가고 있다. 본 연구는 미국의 독점금지예외(ATI ; Anti-Trust Immunity)에 대한 분석을 통해 국내환경에 적용 가능한지를 살펴보고자 한다. 과거 우리 정부는 경제성장을 위해 소비자로부터 생산자에게로 경제 잉여를 집중시키는 정책을 취하였다. 개발연대 동안 우리 기업은 정부의 정책 및 제도의 도움으로 또는 묵인 하에 국내시장에서 독과점적 지위를 유지하곤 하였다. 그러나 80년대에 접어들면서 “독점규제 및 공정거래에 관한 법률”과 공정거래위원회의 발족으로 시장구조를 경쟁적으로 만들고, 소비자 후생을 증대 시키는 정책목표가 보다 중요시 되고 있다. 그러나 미국에서도 소비자 후생을 증대 시키는 정책목표가 보다 중요시 되고 있다. 그러나 미국에서도 소비자 후생과 시장구조를 경쟁적으로 만들기 위해 제정된 독점금지법의 과도한 적용이 오히려 소비자 후생을 희생시킨다는 지적이 제기되고 있다. 또한 최근의 마이크로소프트사의 판례를 통해서도 나타났듯이 우월한 효율성과 규모의 경제에 의한 독점력은 인정되어야 한다는 추세이다. 이러한 관점에서 국내항공사가 외국의 항공사와 전략적 제휴를 맺어 효율성을 유지하고 규모의 경제성을 가지므로 인하여 지닐 수 있는 경쟁력은 국내의 항공운송삼업의 육성차원에서 지원이 되어야 할 것으로 판단된다. 향후 정부는 국제항공정책에 대한 장기적인 비젼과 함께 국내 항공법에 독점금지예외조항을 도입할 필요가 있다고 본다.

The growing impact of cross-border movement of information is increasing interest in information policy through digital trade agreements in major trading countries. Major trading partners are calling for the inclusion of their digital policies in trade agreements to strengthen market dominance and protect personal information. This study analyzes the meaning and disputed settlement cases of the WTO's public policy objectives and examines the tendency of stakeholders to standardize legitimate exceptions to public policy objectives in digital trade. The study also examines the desirable direction of digital trade standardization suitable for the changing international trade environment. There is still debate about the specific objectives that should be included and the extent to which they should be allowed to restrict trade, however this study finds that there is a growing consensus on the need for legitimate public policy objectives to be included in digital trade agreements. The study concludes that the desirable direction of digital trade standardization is to strike a balance between the need to protect legitimate public policy objectives and the need to liberalize digital trade. This balance will need to be adjusted as the international trade environment continues to change.

As part of the ongoing global process of airlines forming strategic alliances, Korean Air has become a member of the SkyTeam Alliance, while Asiana has joined the Star Alliance. However, as something akin to the Anti-Trust Immunity(ATI) initiative has not been ratified domestically, these two airlines have seen their roles within these strategic alliances significantly reduced. In keeping with its domestic airline liberalization policy the U.S. government has instituted a mechanism through which foreign airlines that join such strategic alliances with their American counterparts can be exempt from the U.S. antimonopoly law. As a result, U.S. airlines have been able to forge wide ranging cooperative relations with foreign airlines, and thus increased their competitiveness within the air transport industry. This study analyzes the applicability of this Anti-Trust Immunity initiative to the domestic environment.
