A Study on Auction Mechanism for DMZ Conservation using the South-North Korean Economic Development Projects (남북경제협력에 따른 개발이익 경매와 DMZ 보전기금 확보)

  • The Korean Demilitarized Zone (DMZ) has the great ecosystem as all the artificial activities in DMZ have been prohibited over half a century. The ecosystem should be conserved even after the reunification of Korea and hence the conservation plan should be established not after the reunification but before it. It requires a considerable budget to conserve DMZ, considering management of ecology resource, recovery, and research. The objective of this paper is to analyze a fund-raising measure for DMZ conservation, using economic incentives mechanism when multiple developers participate in the auction to get the right to develop North Korean regions, have private information about their sunk costs and pay a part of their profits for the fund. First, we analyze the real option model to decide the optimal investment time. Second, we construct the auction for bidders not to misrepresent their private information, based on Bayesian Nash equilibrium.

A Study on "Wittgenstein" Album (비트겐슈타인(Wittgenstein)앨범에 관한 고찰)

  • Band Wittgenstein is a relatively band-shaped team since Shin Hae-Chul's previous big band "Next." The album, which features Shin Hae-Chul's unique lyrics and specific concepts, is also similar to the Next albums. However, there is a difference in sounds used on the album that are properly fused sampling based work and computer music. This album is a low-budget home recording album produced at a total cost of 3 million won. Shin Hae-Chul was in charge of the main vocals and programming, and all of the works were done together by the band members. In this album, Shin Hae-Chul focused on teamwork rather than producing his own music. The low budget could have been a constraint on music production, but it must be highly appreciated for it being a novel attempt. Musicians who create music always create conflicts between their favorite music and popular ones. However, without creative efforts, there is no evolution or development in the music industry. It is clear that constant changes can continue to develop musical ability, which leads to the development of Korean pop music.

  • Collection development policies(CDP) are becoming increasingly important to libraries of all types and sizes. The paper addresses the elements to develop a collection development policy to guide the librarians for the science and technology information resources. Instead of focusing on how well a given item fits into or supports the collection, the policy gives general guidance on the selection of information resources. The general collection development guidelines for the information resources include relevance and potential use of the information, demand for the information, ease of use of the product, subject and magnitudes, stability of the coverage of the resource, longevity of the information and evaluation mechanism.

Discovering Research of Special Agency of National R&D Management by Analyzing the Current Management System of National R&D Program (연구관리 전문기관의 실태분석을 통한 유형화에 관한 탐색적 연구)

  • This study analyzes the current status of how to manage the national R&D program and the systematic problems of R&D planning, evaluation, and management, and then shows the strategy to support special agency of national R&D management for effective operation. Additionally, this study seeks to search for the macro methods to coordinate and to develop the roles and functions of special agency of national R&D management, and to promote efficiency and productivity of the National R&D investment. First of all, this study generally introduces the national R&D and surveys each special agency of national R&D management by analyzing the status of each agency charged by Ministry. Also, this study defines special agency of national R&D management by investigating each agency's status based on law and finds out the strategy to support special agency of national R&D management for effective operation. Each special agency of national R&D management is based on acts, administrative orders, or blanket contracts and takes whole charge of each National R&D program. The organization forms of special agency of national R&D management can be classified into two forms: One is a form to plan, to evaluate, and to manage the National R&D program and other is a form to research program together with the functions of planning, evaluation, and management. Therefore, this study defines special agency of national R&D management as "an organization, having a legal basis(acts, administrative orders), funded and charged by government for executing R&D planning, evaluation and management of R&D program." This study shows the strategy to operate special agency of national R&D management efficiently by analyzing each agency's current status and comparing each agency with each other. Moreover, every agency has a committee member pool, and the pool is classified well according to the fields of work and technology. Also, the special agency of national R&D management has its own organization to manage performances of program.

  • 본 연구의 목적은 정부출연연구소에서 연구개발된 기술이 민간부문에서 충분히 활용되지 못하고 있다는 문제의식으로부터 출발하여, 원천, 핵심기술의 확보가 국가경쟁력을 좌우하는 첨단기술경제시대에 막대한 국가자금으로 연구개발된 우수한 기술의 사장을 방지하고 궁극적으로 국가경제발전을 위한 전략적 기술이전 촉진 방안을 모색하는 것이다. 현재 국무총리산하 기초, 산업, 공공기술 연구회로 분류 조직되어 있는 3개 연구회 총 1개 정부출연연구소의 지난 10년간(1992-2001)의 연구예산규모, 보유특허수, 기술이전건수, 기술징수액, 기술실시계약서를 방문 조사하고 각 연구소의 기술이전전담조직의 실무자를 대상으로 설문 조사하여 설문 및 통계분석 결과를 토대로 기술이전관련 문제점 파악 및 기술이전 촉진을 위한 전략적 개선방안을 모색해 보았다. 먼저 기술이전 현황을 살펴보면 기술이전건수는 보유특허수의 3%미만, 기술료 징수액은 연구예산규모의 2%미만으로 기술이전 및 기술상업화율이 상당히 저조하다. 설문 및 통계분석 결과로부터 TLO 조직의 비효율적인 운영, 비전문성, 열악한 운영인력, 적극적인 기술이전을 위한 동기부족, 정부의 제도적인 지원부족, 기술실시계약서 조항들의 경직성 등을 기술이전 관련 문제점으로 도출해 낼 수 있었다. 이러한 문제점을 극복하고 기술이전 촉진을 위한 개선방안으로는 첫째, TLO 조직을 전략으로 개편해야 한다. 즉 기술이전 전담인력을 변리사, 전문 협상가, 연구원 둥 전문가들로 구성하여 지적재산권 관리, 기술평가, 시장조사, 기술마케팅, 사후관리 등을 효율적으로 수행해야 한다. 둘째, 정부의 정책적인 지원이 필요하다. 기술이전 전담조직에 대한 인센티브 시스템 기술이전을 위한 특별예산 편성 등을 정책적, 제도적으로 도입하는 등의 적극적인 지원이 요구된다. 셋째, 기술실시계약서 조항들을 기술실시자의 실질적인 기술 상업화에 도움이 되고 기술 유출 및 기술사장화를 방지하는 방향으로 개선하여야 한다. 특히, 전용실시권과 실시대가, 기술실시 및 지적재산권 관리와 관련된 제반 비용의 부담비율 등을 보다 유연하게 개선하여야 한다. 본 연구는 정부출연연구소에서 민간부문으로의 기술이전만을 고려하여 기술이전의 중요한 요소인 민간부문에 대한 고려가 전혀 없다. 따라서 보다 실질적이고 체계적인 결과를 도출하기 위해 민간부문을 고려한 연구가 진행되어야 한다고 생각한다.

A Software Architecture Cost Estimation Method to Support Architecture Evaluation with Consideration of Cost (비용을 고려하고 아키텍처 평가를 지원하는 소프트웨어 아키텍처 비용 추정 기법)

  • Improving the competitiveness of software products in the market involves procuring the means to design software architecture that deliver qualities necessitated by stakeholder requirements within allocated budget, thereby improving the cost-effectiveness of the end product. Currently, software architecture evaluation methods are used to predict and review qualities inherent in software architecture designs and to choose a candidate architecture that delivers desired qualities. Existing software architecture evaluation methods, however, fail to address the cost considerations dependent on the architecture chosen for product implementation. In this paper we suggest a cost estimation method for software architecture which adapts the cost drivers in the software cost estimation model COCOMO II to support cost estimation during architecture evaluation. The suggested method can be performed in coordination with existing software architecture evaluation efforts and supplements existing architecture evaluation techniques with guidelines for identifying and evaluating cost drivers in candidate software architectures without incurring extra overhead. The accuracy of the cost estimation using the suggested method is verified through application of the method to the architecture candidates used in RPS (Robot Patrol System), a surveillance embedded system.

A Study on the Management of the Advanced Degree Programs Commissioned by the ROK Armed Forces (육군 전문학위 위탁교육의 성과관리에 관한 연구)

  • The objective of this study is to evaluate the degree programs commissioned by the ROK Armed Forces, and to search for improvements. In order to achieve the purpose of this study, a research model was designed according to the CIPP evaluation model of Daniel Stufflebeam. The researcher conducted an analysis of documents, interviews, surveys, and data associated with the commissioned degree programs. On the basis of empirical analysis, this study debated various ways of improving the programs. This study found that the object of commissioned education in the Army did not actively reflect national defense strategy nor the army strategy in cultivating talented people. Nevertheless, this study found that the educational program helped improve individual competency because the budget for the programs was sufficient and was effectively implemented. However, there are not enough personnel to administer these commissioned programs. The contents of education strongly reflected the objective of the original commission's programs. However, the research papers produced by the students did not live up to the needs of the military to some extent. Lastly, most graduate students were satisfied with this program and found the program to be very helpful to carry out their missions and cultivate their expertise.

Public Infrastructure Practitioner's Recognition on Project Performance (공공토목공사 실무자의 성과요인 인식차이 분석)

  • Performance measurement and evaluation is a critical issue in public funded civil infrastructure projects in recent years. As a results, Korean government has introduced the related policies and regulations based on the foreign cases to evaluate public construction projects. However, construction circumstances are different from other countries and the results from adopted regulations are not satisfied. Therefore this research proposes the critical success factors(schedule, cost, productivity, change order, safety, quality) for public construction projects based on previous related research outputs to successfully implement construction performance evaluation. Then, this paper also proposes the weights for the critical success factors. The proposed weights are developed by AHP of construction experts. Furthermore, the paper shows the difference of the weights of the critical success factors by project participants (owner, constructor, engineering, and inspector). This efforts will enhance the ability to develop an effective performance evaluation process and system for public construction projects.

  • Generally, asset management procedure consists of exact information collection, decision of service level, analysis of aspiration level, analysis of financial condition and available budget, preparation of asset management plan, and value of modified asset. In this study, for the risk-based asset management, condition assessment and performance measuring, assessment of failure modes and risks, evaluation/selection of treatment options, and implementation of optimum solution are additionally included. For this, bridge inventory and performance measure considering risks are classified and method of quantitative/qualitative performance measure is suggested. Also, evaluation method of risk analysis for bridge asset management is suggested and basic research is carried out for applicable method of risk-based asset management. Using suggested risk procedure and method of risk-based bridge service level evaluation, it is possible to perform resonable asset management. Moreover, it is concluded that the proposed applicable method of risk-based asset management will provide a solution to contribute the development of systematical asset management for optimal decision making and prototype asset management system.

A Study on the Bulletproof Reliability Program (방탄물자 신뢰성 평가(BRP)에 관한 연구)

  • This study examines the reliability evaluation concept and procedure of bulletproof materials (BRP: Bulletproof Reliability Program). ASRP, RAM analysis tasks were utilized for the study. Based on this analysis, the concept, method, performance system, and procedure of BRP were examined. The BRP task execution procedure consists of the following four steps. First, the business (evaluation) planning stage establishes the evaluation plan every year. Second, there is a testing stage that performs the general inspection, functional test, and operational test according to the established plan. Thirdly, there is an evaluation/analysis phase to synthesize/analyze the results and to judge the appropriate grade considering the performance of bulletproof materials. Finally, the follow-up step of each group according to the result. The following criteria are suggested for BRP implementation: BRP testing capability, development of BRP evaluation method, and recognition of the importance of BRP business.
