10-Year History and Prospect of the Korean VLBI Network (한국우주전파관측망의 10년 역사와 전망)

  • 2001년부터 총 230억원의 건설 예산을 투입한 한국우주전파관측망(KVN) 건설 프로젝트는 2008년 KVN을 구성하는 3개의 전파 망원경 건설을 마무리 하였고, 2009년 22GHz와 43GHz에서 세 기선의 프린지 검출에 성공하였다. 국내 최초 VLBI 관측망인 KVN은 2009년 프린지 검출로 VLBI의 첫 걸음을 시작한 이 후 올해로 VLBI 관측 역사의 10년에 이르렀다. 2009년부터 첫 4년간의 시험 관측을 거쳐 2013년 세계 최초로 22,43,86,129GHz 4개 주파수 동시 관측을 지원하는 본격적인 VLBI 관측 운영을 시작하였다. 지난 10년간의 KVN을 활용한 연구 성과를 통해 KVN 방식의 동시 다주파수 관측 시스템은 전 세계적으로 mm-VLBI의 국제 표준으로 인정받고 있다. 본 발표는 지난 10년간의 KVN의 운영 과정과 이를 통해 이룬 주요 연구 성과를 되돌아보고 앞으로의 전망에 대해 소개한다.

  • 인천시는 최근 해양재난 및 선박사고 해결을 위해 연안 중소형 안전운행 시스템 실증사업을 기획·추진하고 있으며 실증사업을 통해 선박충돌경고 등 4가지 서비스를 제공할 예정이다. 사업 관련 정책 결정 및 사업예산 근거 확보 등 사업의 지속가능성을 위해서는 서비스 효과평가를 통해 사업이 사전에 설정한 목표를 충분히 달성했는지 여부를 평가하고 필요시 추가적인 보완조치 등을 수행하여야 한다. 본 연구에서는 효과평가 정의, 과정, 체계 및 모형 등 효과평가 관련 이론적 접근을 수행하였다. 또한 관련 선행연구와 효과평가 사례분석 등을 통해 효과평가 모델(안)을 제시하였다. 향후 연구 관계자 및 서비스 체험자 등의 의견과 서비스로 인해 생성되는 Data 분석 등을 통해 효과평가 기준을 개발하고 사업에 적용할 예정이며 이를 통해 해양사고 예방 등 사업 목표 달성에 기여할 것으로 기대된다.

  • 본 논문에서는 다차원법과 CVM을 이용하여, 도시홍수 방재시스템의 가치를 추정하였다. 방재사업은 예산의 편성과 집행과정 중에 연기 또는 집행 순서가 변경되기도 한다. 이는 즉각적인 효과가 드러나기 어려운 특징 등 때문에 시민 공감을 얻기에 어려우며, 정치적이고 경제적인 요인 등에 의한 것으로 추정된다. 따라서 시민들이 체감하고 있는 방재사업의 가치 규모를 추정하고자 하였다. 정책 공급자들이 홍수 방재 사업의 추진 결정에 참고하는 가치와 시민들이 생각하는 가치를 다차원법과 CVM으로 각각 추정한 결과, 다차원법으로 산정된 가치보다 시민들의 필요 가치가 낮게 추정되었다. 따라서 정책 수요자들의 공감을 이끌어 내기 위한 노력을 지속해야 할 것이다.

  • There is an inescapable requirement in public policy to provide evidence. For the evaluation of the EU Rural Development Policy, the European Commission has designed a Common Monitoring and Evaluation Framework(CMEF). The principal objectives of evaluations are to improve decision-making, resource allocation and accountability. In Korea, howerver, the opinion-based policy by expert is still rural development evaluation system. It does not provide the objective quantitative indicators for impact of rural development project. According to this, the budget-making body (parliament, government, etc.) have questioned the effectiveness of rural development projects, rural development projects often reduced or changed. To improve the accountability of rural development policy, it is necessary to build a reliable monitoring and evaluation system based on the evidence. First, rural development evaluation indicators should be considered the multipul goal of rural development, namely economic development, social development. Second, the purpose of the evaluation is necessary to be designed for the learning rather than reward. Third, the participation by local residents should be strengthened in evaluation process. Finally, it is necessary to establish rural development monitoring and evaluation system, such as CMEF of the EU (CMEF).

The Effect Analysis of Smart City Planning on Urban Dynamics Using System Dynamics Method - Focused on Anyang-city, Korea (시스템 다이내믹스를 이용한 스마트도시계획이 도시동태성에 미치는 영향 분석 - 안양시를 중심으로)

  • Recently, smart cities are attracting attention as a solution for a plethora of urban problems, including transportation, environment, safety, and energy. However, despite a substantial body of research dealt with the concept, trends, policy, and legal institutions of smart cities, few researchers have examined how the smart city services influence the cities from the dynamic perspective that considers the entire cycle of a city, including its growth, stagnation, and decline. Thus, it is vital to understand how the city changes with time from the view that a city is a system of sub-elements-population, industry, transportation, environment, housing, and land-closely interacting together. Within this context, this study explores how the urban dynamics of Anyang-city develop for the long term using the System Dynamics method and analyzes the effect of smart city project investment on the dynamics of Anyang-city. According to the result, Anyang-city is a "mature and stable" type, and its population is expected to decrease slowly by 2040. Specifically, the Anyang-city population will be reduced to 553,000 by 2030. It was analyzed that the number will decrease to 543,000 by 2040. It was also found that the investment in smart city projects in Anyang, based on the Plan for Anyang Smart City, would have the following effects: easing population decline, increasing number of businesses, improving urban safety index, and increasing average driving speed. The population will grow by 4,000 and the number of businesses will increase by 761 than before budget investment. The result of this paper is expected to contribute to identifying and predicting the effect of smart city policies from a long-term perspective.

  • According to the progress of national informatization throughout the world, infringement and threaten of privacy are happening in a variety of fields, so government is providing information security policy. In particular, South Korea has enhanced personal impact assessment based on the law of personal information protection law(2011). But it is not enough to effect the necessary cost calculation standards and changeable factors to effect PIA. That is, the budgets for PIA was calculated lower than the basic budget suggested by Ministry of Government Administration Home affairs(2011). Therefore, this study reviewed the cost calculation basis based on the literature review, cost basis of similar systems, and reports of PIA and obtained to the standard with Delphi analysis. As a result, the standards of PIA is consisted to the primary labors and is utilized to how the weights by division of target system, construction and operating costs of target system, type of target systems, etc. Thus, the results of this study tried to contribute to ensure the reliability of PIA as well as the transparency of the budget for privacy in public sector.

A Study on the Tourism Resources of Baekje Restoration War : Focus on Yesan Imjon Fortress & Hongju Juryu Fortress (백제부흥전쟁의 관광자원화에 관한 연구: 예산임존성과 홍주주류성을 중심으로)

  • This study explored ways to make tourism resources based on the historical significance and major legacies of Yesan Imjon Fortress and Hongju Juryu Fortress, the center of the war where the core leadership of Baekje Restoration War was located. After the collapse of Baekje, it looked at the process of the restoration war centered on Imjon Fortress, the main characters, Imjon Fortress and Juryu Fortress, and the legends related to the restoration war. The tourism value of Baekje Restoration War is highlighted in terms of location identity and dark tourism. After reviewing cases of similar characteristics to the Baekje Restoration War, the method of tourism resourceization was presented. The elements of resourceization include characters, battles, relics, places, and name legends. Reproduction strategy, experience strategy, hard branding strategy and soft branding strategy were presented. As an example of the reenactment strategy, the Baekgang Battle reenactment event was presented. Experience strategies include walking and Baekje pottery. As for the hard-branding strategy, installation of sculptures of major characters and upgrading of tourist information signs were suggested. Soft branding strategies raised the need for logo marks, catch phrases, character products, video contents, and story maps through the branding of fortresses related to the Baekje Restoration War.

3D Architecture Modeling and Quantity Estimation using SketchUp (스케치업을 활용한 3D 건축모델링 및 물량산출)

  • The construction cost is estimated based on the drawings at the design stage and constructor will find efficient construction methods for budgeting and budgeting appropriate to the budget. Accurate quantity estimation and budgeting are critical to determining whether the project is profitable or not. However, since this process is mostly performed depending on manpower or 2D drawings, errors are likely to occur and The BIM(Build Information Modeling) program, which can be automated, is very expensive and difficult to apply in the field. In this study, 3D architectural modeling was performed using SketchUp which is a 3D modeling software and suggest a methodology for Quantity Estimation. As a result, 3D modeling was performed effectively using 2D drawings of buildings. Based on the modeling results, it was possible to calculate the difference of the quantity estimation by 2D drawing and 3D modeling. The research suggests that the 3D modeling using the SketchUp and the calculation of the quantity can prevent the error of the conventional 2D calculation method. If the applicability of the research method is verified through continuous research, it will contribute to increase the efficiency of architectural modeling and quantity Estimation work.

A Model for Supporting Information Security Investment Decision-Making Considering the Efficacy of Countermeasures (정보보호 대책의 효과성을 고려한 정보보호 투자 의사결정 지원 모형)

  • The importance of information security has grown alongside the development of information and communication technology. However, companies struggle to select suitable countermeasures within their limited budgets. Sönmez and Kılıç (2021) proposed a model using AHP and mixed integer programming to determine the optimal investment combination for mitigating information security breaches. However, their model had limitations: 1) a lack of objective measurement for countermeasure efficacy against security threats, 2) unrealistic scenarios where risk reduction surpassed pre-investment levels, and 3) cost duplication when using a single countermeasure for multiple threats. This paper enhances the model by objectively quantifying countermeasure efficacy using the beta probability distribution. It also resolves unrealistic scenarios and the issue of duplicating investments for a single countermeasure. An empirical analysis was conducted on domestic SMEs to determine investment budgets and risk levels. The improved model outperformed Sönmez and Kılıç's (2021) optimization model. By employing the proposed effectiveness measurement approach, difficulty to evaluate countermeasures can be quantified. Utilizing the improved optimization model allows for deriving an optimal investment portfolio for each countermeasure within a fixed budget, considering information security costs, quantities, and effectiveness. This aids in securing the information security budget and effectively addressing information security threats.

The Making and Use of the Bifid Ornamental Hairpin Stone Mold Excavated at Neungsan-ri, Buyeo (부여 능산리 출토 가랑비녀 용범(鎔范)의 제작과 사용 양상)

  • A stone mold from the Sabi period of Baekje was excavated at the western tombs in Neungsan-ri, Buyeo where there was a recent excavation survey (2016). It was believed and reported that such stone molds were used for copper needles during the early Iron Age; however, a close re-examination of the form revealed that they were used for bifid ornamental hairpins. Given its casting form, the stone mold of Neungsan-ri is estimated to have been used to make bifid ornamental hairpins in a ∩ shape, narrowing down toward the tip. It is considered an artifact of the Goryeo dynasty. The stone used to make the bifid ornamental hairpin mold of Neungsan-ri was chlorite-schist, the principal minerals of which include chlorite, amphibole, and talc. Similar rocks are in nearby Buyeo (Oesan-myeon), Cheongyang, Gongju, and Yesan. They are mainly found between Jiseon-ri, Oesan-myeon, Buyeo, Sucheol-ri, Yesane-up, and Yesan. Nearly 70 bifid ornamental hairpins from the Goryeo dynasty were excavated at Neungsan-ri, Buyeo and the surrounding areas. Among them, the bronze ones excavated from the tombs of Songguk-ri, Buyeo are estimated to have been made using this mold as they closely resemble the Neungsan-ri mold. Stone was likely the preferred material for molds to make bronze artifacts as it was easy to sink a die. Regarding the bifid ornamental hairpin cast excavated in Neungsan-ri, they obtained stones in nearby areas 20~50km from their location, made bronze artifacts, and distributed them to nearby sites during the Goryeo dynasty. These artifacts suggest that the casting technology of using a stone mold was still employed then.
