Development of Criteria for Installing Facilities Preventing Median Encroachment for Rural Two-lane Highways (지방부 2차로 도로의 중앙선침범 예방시설물 설치기준 개발에 관한 연구)

  • 2001년 경찰청 $\ulcorner$2001년판 교통사고통계$\lrcorner$ 자료에 의하면 사고피해의 정도를 나타내는 치사율에 있어서 중앙선침범사고가 과속사고와 함께 가장 높은 수치를 보이고 있으며, 대형 교통사고의 39.5%가 중앙선 침범에 의해 발생한 것으로 나타났다. 실제로 2000년 한 해 동안 총 사고건수 290,481건 중 중앙선 침범에 의해 18,931건 (6.52%)의 교통사고가 발생하여 사망자 1,472명, 부상자 35,046명으로 전체 교통사고 사망자의 14.38%, 부상자의 8.21%를 점하고 있는 것으로 나타났다. 이와 같이 전체 교통사고에서 중앙선침범사고가 차지하는 비중 이 높아지고 있어 중앙선침범사고를 줄이기 위한 대책의 일환으로 중앙분리대, 표지병, 시선 유도봉 등과 같은 중앙선침범 예방시설물을 설치하고 있으나, 해당 시설물에 대한 설치기준이 없는 실정이다. 이렇듯 중앙분리대 설치기준의 부재로 인해 중앙선침범사고 발생과 이에 따르는 경제적인 교통사고 비용손실, 그리고 중앙분리대의 과다설치로 인한 국가 재원의 낭비는 간과할 수 없는 문제점을 내포하고 있다. 이러한 점에 착안하여 기존에 지방부 2차로 도로의 직선부에 대한 중앙선침범사고 예측모델이 개발되었고 본 연구에서는 그 연장선상에서 지방부 2차로 도로의 곡선부에 대한 중앙선침범사고 예측모델에 대한 중앙선침범사고 예측모델의 개발을 통해 중앙선침범사고에 대한 사회적 비용을 산정하고, 현재 설치하여 운영중인 중앙선침범 예방시설물의 설치비용간의 비용-편익분석을 통해 얻어진 기준으로 중앙선침범 예방시설물 설치의 가부에 대한 보다 현실적이고 비용-효율적인 중앙선침범 예방시설물 설치기준을 제시함으로써 교통사고 비용손실을 최소화하고, 중앙분리대의 효율적 설치방안의 도입을 통한 경제적 이익창출을 도모하고자 한다.

Using Cost-Benefit Analysis for a Feasibility Study on Constructing a Storage Facility in the Small River Basin (비용편익 분석을 통한 소하천유역의 저류조 설치 타당성 분석연구)

  • This study aims to analyze the feasibility of installing a storage facility and make recommendations based on a cost-benefit analysis regarding the installation of a storage facility capable of preventing both floods and droughts. The capacity and installation costs are specified for the storage facility necessary to prevent floods, and a cost-benefit analysis is conducted by calculating the costs and benefits for each cost or benefit factor such as loss amounts, recovery costs, and drought prevention. The information can be used as the basic data for suggesting the feasibility of installing a multipurpose storage facility capable of preventing floods and droughts simultaneously. Also, this study expects to utilize its detailed results in a number of different ways including the prediction of loss amounts from natural disasters.

Preventive maintenance model with extended warranty (연장된 보증을 갖는 예방보전모형)

  • Recently, an extended warranty of the system following the expiration of the basic warranty is becoming increasingly popular to the user. In this respect, we suggest a preventive maintenance model following the expiration of extended warranty with minimal repair warranty from the user's point of view in this paper. Under basic warranty and extended warranty, the failed system is minimally repaired by the manufacturer at no cost to the user. For the preventive maintenance model, we derive the expressions for the expected cycle length, the expected total cost and the expected cost rate per unit time. Also, we determine the optimal preventive maintenance period and the optimal preventive maintenance number by minimizing the expected cost rate per unit time. Finally, the numerical examples are presented to illustrate the purpose when the failure time of the system has a Weibull distribution.

Modified Wu and Clements-Croome's PM model (수정된 Wu와 Clements-Croome의 예방보전 모형)

  • Wu and Clements-Croome (2005) suggest the preventive maintenance (PM) model with random maintenance quality. They assume that each PM resets the failure rate to zero and the rate of increases of the failure rate gets higher after each additional PM. However a system may not be restored to as good as new immediately after the completion of PM. Thus, this paper modifies the Wu and Clements-Croome's PM model and then the optimal PM policy is suggested. To determine the optimal PM policy, we utilize the expected cost rate per unit time for our model. That is, we obtain the optimal number and the optimal period by minimizing the expected cost rate per unit time. The numerical examples are presented for illustrative purpose.

  • The study is concerned with doing research on the plan to prevent the dispute occurring between contract parties regarding the additional cost generated when the construction period is shortened during construction work. After the review of the claim cases and the judgment cases of the court regarding the additional cost caused by the shortened construction period, the representative problem is the incomplete regulations on calculating the additional cost. In the 1st stage of the results of the research on the problem, the procedure handling the additional cost is presented, and the process of planning and approving the shortening of the construction period is gone through in the stage of the procedure to prevent the dispute on the additional cost between contract parties. In the 2nd stage, the plan on enacting and revising the regulations on removing the incomplete problems of the current regulations relating to the calculation of the additional cost. The basis for the advanced contract management is provided by resolving the incomplete problems of the current regulations relating to the shortening of the construction period with the prevention of a dispute and the resultant loss.

  • 풍수재해 피해 증가를 예방하기 위해서는 사전 위험을 확인하고 분석하여 대비책을 강구하는 것이 중요하다. 재해예방을 위한 종합적 방재정책 마련으로 예방이 최우선되어야 하며, 신속한 대처를 통해 피해를 줄이고 불필요한 비용을 감소시켜야 피해당사자인 국민의 신회를 얻을 수 있다.

Analysis of Socioeconomic Costs of Child Missing (아동실종으로 인한 사회경제적 비용 분석)

  • This study estimates the socioeconomic costs of missing children in Korea. The costs were classified as direct costs and indirect costs. The direct costs consisted of direct costs for searching for missing child such as making posters, transportation, and medical costs. The indirect costs were computed by the opportunity costs caused by child missing. The total costs that could be attributable to missing child were estimated to be about 570 million won per long-term missing child. This provides strong evidence that prevention of child missing is the most important and quick recovery after child is missing is the second most important. Missing child incurs substantial socioeconomic costs to the Korean society. Therefore, this study provides strong need for more interest from people who are indifferent to missing child issues and strong support for more government interventions to solve missing child problem in Korea. Further studies are needed to calculate socioeconomic costs of child missing more exactly.

  • 본 논문에서는 일반용 전기설비 안전점검으로 인한 전기화재 예방효과를 정량적으로 나타내기 위하여 전기화재 예방효과를 비용효과 분석방법을 통하여 정량적으로 제시하였다. 안전점검 실시유무에 따른 추상적인 분석모형을 개발하고, 개발된 분석모형을 정량적으로 나타내기 위한 수학적 논리를 이용한 수리모형으로 제안하고, 제안된 수리모형에 5년 동안에 일반용 전기설비 안전점검 실적과 화재 통계자료를 적용하여 전기안전점검에 대한 화재예방효과를 비용효과분석을 통하여 정량적으로 산출하였다.
