  • Purpose: School safety has recently become an important issue. In order to make a school environment safer, surveillance cameras have been installed in the facilities. The number of installations has been increasing rapidly since they have been considered widely recognizable and highly effective. However, conflicts between faculty and staff in installing and operating the system have also been increasing. In terms of school safety, these individuals'' cooperation is more than necessary. It is judged that looking into how they perceive the system could provide us with some suggestions on how to manage the related issues. The purpose of this study is to understand the perspective of faculty over closed-circuit television (CCTV) and make suggestions by analyzing their actions. Approach: In order to achieve the research objectives, I surveyed administrative actions such as the processing of official documents and CCTV policies for teachers and administrative staff of public schools in the Sejong Office of Education. In addition, I analyzed the behavior of those managing personal information and school safety-related documents along with the degree of complying with the policies. Finding: First, the correspondence rate of documents was high when there were designated document processors. Second, the acceptance level of documents in preschool was relatively low when there were designated processors. Third, the degree of accepting the policies and complying with them was higher in newly established schools than in existing schools. I found differences in the perception of how to handle the CCTV operations and the related work among the two groups of participants. In addition, I made suggestions on how to resolve the conflicts between them. Value: In this study, the education authorities quantified and measured the recognition and acceptance of faculty and staff regarding CCTV at each school level. Results showed that the active role of education authorities can make positive changes in how faculty and staff perceive the CCTV system and the problems surrounding it through school administrative action. In this regard, these results are meaningful in reducing the conflicts among the two groups and improving the organizational culture.

  • In medical field, the computer has been used in the automatic processing of data derived in hospital. the automation of diagonal devices, and processing of medical digital images. In this paper, we classify red blood cell into 16 class including normal cell to the automation of blood analysis to diagnose disease. First, using UNL Fourier and invariant moment algorithm, we extract features of red blood cell from blood cell image and then construct multi-layer backpropagation neural network to recognize. We proof that the system can give support to blood analyzer through blood sample analysis of 10 patients.

  • The purpose of this study is to profile actual conditions of personal information protection systems operated in overseas countries and examine major considerations of personal information that security service providers must know in the capacity of privacy information processor, so that it may contribute to preventing potential occurrence of any legal disputes in advance. Particularly, this study further seeks to describe fundamental idea and principle of said Personal Information Protection Act; enhancement of various safety measures (e.g. collection / use of privacy data, processing of sensitive information / personal ID information, and encryption of privacy information); restrictions on installation / operation of video data processing devices; and penal regulations as a means of countermeasure against leakage of personal information, while proposing possible solutions to cope with these matters. Using cases among foreign countries for this study. Possible solutions proposed by this study can be summed up as follows: By changing minds with sufficient legal reviews, it is required for security service providers to 1) clearly and further specify any purposes of collecting and using privacy information, if possible, 2) obtain any privacy information by legitimate means as it is necessary to collect such information, 3) stop providing any personal information for the 3rd parties or for any other purposes except fundamental purposes of using privacy information, and 4) have full knowledge about duty of safety measure in accordance with safe maintenance of privacy information and protect any personal information from unwanted or intentional leakage to others.

  • Recently, medical accidents related to surgical procedures have increased. In addition, the media reported that some of these accidents were involved in health crimes. Patient-advocate groups have called for mandatory establishment and management of CCTV in operating rooms. There is a lot of discussion among the interested parties, so it is necessary to review the relevant laws and regulations. The purpose of this study is to identify the characteristics of CCTV in operating rooms and to review legislations related to establishment and management of the CCTV in operating rooms. Medical institutions use CCTV for management of facilities and patient safety and install it in operating rooms optionally. The Constitution guarantees the privacy and the privacy of correspondence of every citizen, but it can be limited by the law for public welfare. Currently, however, there is no existing law about establishment and management of the CCTV in operating rooms and it can be defect of legal system. Under the current legislations, it is likely that the Self-determination can be violated due to the characteristic of healthcare provider when CCTV is mandatorily installed in operating room. In addition, the regulations on access and leakage of confidential information known by operator are insufficient. So that, the safety of the visual data might be threatened. Furthermore, unless the period and the place of storage of the visual data are clearly defined, it is highly unlikely to meet the original purpose of patient safety and prevention of medical accidents. This study is meaningful as there is few previous study on this topic although the need for legal review about this is growing and several bills are being proposed. It is expected that the results of this study can be utilized as basic data for enactment or amendment of the laws and regulations about establishment and management of CCTV in operating rooms.
