Some Applications of SAR Imagery to the Coastal Waters of Korea (한국 주변 해역에서의 SAR 영상 응용예)

  • Several physical phenomena on the sea surface are analyzed from SAR images of South Sea areas, Korea. Strong wave patterns propagating in southerly direction are seen in ERS-1 SAR image on October 11, 1994, and a wave directional spectrum is calculated from this image using the SAR modulation transfer function. RADARSAT SAR image of August 15, 1996 reveals internal waves in northern coastal waters of Cheju Island. Analysis indicates that the internal waves may have been generated by the tidal currents traveling over the shallow bottom of the stratified water in the summer during the tidal changeovers fro ebb to flood and shows patterns of trains of solitons. RADARSAT SAR image taken 3 days after the oil spill accident near Goeje Isalnd on April 3, 1997 detects distinct oil slicks from the accident area but also shows slicks near the coast caused by wind sheltering of coastal mountains and chemical-biological activities.

A Study on Geo-morphological Analysis and Risk Assessment Method Using Geospatial Information (지형공간정보를 활용한 지형형태학적 분석 및 위험도 평가 방안 연구)

  • Rock platforms and TTP (breakwater) are dangerous environments commonly subject to tidal and high wave energy on the open coast. This paper is a study on risk assessment to provide risk information, which is a representative method for preventing coastal safety accidents. Risk assessment based on geo-morphological information was conducted for the Halmi-Halabi rock platform in Anmyeon-eup, Taean-gun, Chungcheongnam-do. As a result of the risk assessment in 16 directions, the risk was evaluated high in the NE, ENE, S, SSW, and W directions, where there are many sections with slopes exceeding ±20°, and the NW direction was the lowest. Geo-morphology on rock platform is central to understanding what makes one stretch of complex coastline more hazardous than another, and it can be used to create site-specific morphological risk item. In particular, it will be assisting coastal managers in an effort to reduce the number of injuries and drowning incidents by providing hazard information to assess the relative risk.

선박 충돌위험도 식별 시스템의 성능 시험

  • 선박이 운항중 타선과의 충돌상황을 효과적으로 신속하게 파악하는 데 도움을 줌으로써 선박 충돌사고를 방지하기 위한 선박충돌위험도 식별시스템을 개발하였다. 지난 연구에서는, 고안된 시스템의 성능을 검증하기 위해 부산항에서 일어난 제품운반선과 화물선간의 충돌사고의 실제 AIS 데이터를 이용한 재생시뮬레이션을 수행한 바 있다. 본 논문에서는 선박충돌위험도 식별 시스템의 테스트베드를 구축하였고, 실제 해상에서 AIS 신호를 이용하여 성능을 검증해 보고자 하였다. 이를 위해, 군산항과 인천항의 연안여객선에 테스트베드를 장착하고, 실제 운항중 AIS 정보를 이용하여, 실시간으로 선박충돌위험도 식별시스템의 온보드 시험을 수행하였다. 본 논문에서는 선박충돌위험도 식별 시스템의 테스트베드의 특징과, 실제 해상에서 수행된 온보드 시험 결과에 대해 소개하였다.

  • 국내외 해사당국이 추진해온 해양사고 재발방지대책은 선박의 복원성 강화, 선원의 교육 훈련, 해상교통환경 개선 등이 주를 이루었다. 그러나 본 연구에서는 해양사고 통계분석을 바탕으로 선박 선원 교통환경에 대한 기존 정책의 정합성(整合性)을 종합적으로 검토하고 향후 운항자와 항행여건의 관계에 관한 인간공학적 접근이 필요함을 도출하였다. 이를 위해 교통이 밀집한 연안해역에서 인간이 느끼는 주관적 위험도를 객관적으로 평가하기 위한 수치모델의 개발 또는 개선 방안을 제시하였다.

  • 안전사고들로 인한 인명피해 때문에 해상에서의 안전에 대한 관심은 크게 증가하였고, 다양한 정보들을 종합적이고 체계적으로 관리하기 위해 통합 해양안전 정보체계인 e-Navigation이 태동하게 되었다. 우리나라는 2016년부터 5년 동안 한국형 e-Navigation 서비스를 개발하여 전 연안의 선박을 대상으로 제공할 계획을 갖고 있다. 본 논문에서는 현재 한국형 e-Navigation 서비스에 대하여 간단히 살펴보고 제1핵심과제인 한국형 e-Navigation 서비스를 위한 핵심기술 연구개발의 목표인 사고예방의 효율성 제고를 위해 기존서비스 활용 및 데이터 처리 개선 방안에 대해 고찰해보려고 한다.

해양안전 정보의 효율적 제공방안

  • 해마다 증가하고 있는 피서철 해수욕장 안전사고 및 비선박 사고의 감소를 위해 본고에서는 연안해역정밀조사 자료를 활용한 해양안전지도의 제작 및 체감형서비스를 구축하여 서비스하는 방안을 마련하였다. 해양안전에 관련한 각종 자료를 수집, 현장조사, GPS측량, 전문가 및 현지주민의 인터뷰 등을 통해 취득하였다. 서비스에 이용될 기본 배경지도로는 5m급 육상 지형기복도와 국립해양조사원의 수심자료를 사용한 해저지형기복도를 융합하여 제작, 이용하였다. 각종 해양안전관련 정보들은 해양영토(구역), 어촌양식, 항로, 각종사고이력, 시설, 위험요소 등 해양안전과 관련한 총 26종의 다양한 분류체계를 구성하여 구축하였다. 이렇게 수집, 구축된 기본 해양공간정보들을 바탕으로 사용자에게 정보의 전달성을 고려하여 국민이 간접적으로 체감할 수 있는 형태의 사이트(해수욕장 등)별 도면 형태의 해양안전지도를 제작하고, 개방형 대국민 해양공간정보 웹서비스인 '개방해(海)', 해양전문 공공기관용 웹서비스인 '공유해(海)' 대국민 해야안전정보 앱서비스 안전해(海)'와 시스템들을 구축하여 서비스 방안을 구축하였다. 각 서비스에는 해양안전사고 예방을 위한 각종 안전 및 위험정보 콘텐츠들을 수록하였고, 목적에 따라 이용가능한 분석 기능들을 제공하였으며, 위험구역에 노출될 경우 사용자간 위험을 알려주는 알림 기능 등을 제공함으로써 위험에 노출되고 조치하는데 도움을 줄 수 있도록 하였다. 그 결과, 현재 각종 기관에서 해양공간정보의 이용을 확대하고자 연계신청 증가와 더불어, 대국민 서비스 이용자수가 증가하는 실적을 기록하였으며, 향후 보다 광범위한 영역에서 안전사고, 안전대응, 안전관리 등의 분야에서 대책 도구로 활용이 가능할 것으로 기대된다.

Setting Up of VTS Areas Around Jeju Using AIS Data (AIS 데이터를 활용한 제주지역 VTS 관제구역 설정)

  • On the Jeju coast, international cruise ships, passenger ships, and other ships pass frequently, as well as many fishing boats. Thus, there is a high risk of marine accidents and frequent ship collisions. Accordingly, it is urgent to establish a coastal VTS for systematic safety management of ships passing through the coastal waters of Jeju. The purpose of this study was to set the area of the VTS to be newly established. In this study, to calculate the workload of the VTS operators, a formula was proposed that reflects the monitoring workload considering the monitoring frequency and required time for target as well as non-target ships and the workload for ship collision situations. The proposed formula was applied to the newly established VTS area in Jeju. Three control sectors were set up in each VTS center. The average number of workstations per hour was approximately 1, so the division between sectors was appropriate. Thus, it was deduced that there would be no workload for the VTS operators. It is expected that the method proposed in this study can be used as primary data for calculating the appropriate number of workstations for the current VTS, and setting the VTS area for a new coastal VTS in the future.

A Study on Unauthorized Anchoring of Foreign-flag Vessels in Internal Waters and Territorial Sea (외국선박의 내수 및 영해 무단정박에 관한 연구)

  • Internal Waters refer to the waters located at the landward side of a baseline and is completely under the sovereignty of a coastal state. However, the right of innocent passage of foreign-flag vessels is recognized in internal waters that are newly incorporated by establishing a straight baseline. Korea has a massive Internal Waters on its south-western coast where the straight baseline is adopted and has a wide Internal Waters that allows innocent passage. A foreign-flag vessel navigating the internal waters must be properly managed according to the interest of the coastal states such as the fishing·safety·security·environment around the Korean coast. Additionally, Territorial Sea comes under the sovereignty of a coastal state and it is a very important sea area for managing the interests of the coastal states. However, several collision accidents involving illegally anchored or drifted foreign-flag vessels have been occurring recently in the Korean Internal Waters and Territorial Sea, and such accidents are a threat to its interests. Thus, this paper analyzes the cases of collision of foreign-flag vessels that anchored or drifted without authorization, and examines domestic·international laws on the passage of foreign-flag vessel through Internal Waters and Territorial Waters. Finally, this paper suggests that unauthorized anchoring of foreign-flag vessels in Korean Internal Waters and Territorial Water violates the requirements for innocent passage and this violation is punishable according to related Acts; a desirable improvement plan for the legal system of passage through Internal Waters and Territorial Waters.

A Study on the Development of Sweeping Arm System for Oil Recovery by Small Vessel (소형 선박을 이용한 기름방제용 스위핑 암 시스템 개발에 관한 연구)

  • In the case of occurring marine oil pollution, it is the most effective way that to prepare all the necessary response resources in advance and to respond to incidents, but there are limits in reality. Therefore, may be an important alternative ways to use a fishing vessel registered in the affected area by massive marine oil pollution efficiently. In the United States and other developed countries, it is can be found that temporary response program by local fishing vessels(VOO program) has been developed and operated. This study was examined for sweeping arm system suitable for domestic small fishing vessels. The selected small vessel was as the model of Coastal gill-net and compound fishing vessel with classes of 2.5~3.5tons, length 8~9m, breath 2.5~2.8m, horsepower 200~250 HP and FRP materials. The developed equipment was designed that can be easily mounted on the model ship and portable structure. For increasing the field practicality, the weight of each part was composed less than 10kg for easy assembly and disassembly.
