The designated professional institutions are individually establishing and operating information systems to manage R&D projects and information of researchers; however, systems of each institution do not allow sharing of information, resulting in researchers entering their information and achievements multiple times in each individual system. This paper investigates and analyzes the factors that hinder the research, and designates duplicate entry of researcher information due to the current system designs as the cause. This paper proposes an integration of personnel information as a solution to the issue and suggests a standard for the subject areas and management items for the integration of information. Ultimately, this paper suggests an establishment of a standard database model that is based on the proposed standard, a model that enables the convenient establishment of an information system. According to the results, it is estimated that this process will be effective to over 30% of estimated researchers whose information is entered in duplicate in the individual information system.

This study proposed an integrated management system model of researcher identifiers using the ISNI(International Standard Name Identifier) that can prevent duplicate issuance of identifiers and can be used to reorganize the authors' information. We looked at the metadata structure and management system of the ISNI that can be applied in various fields among identifiers. And we have designed the integrated ID system and system model that can manage the identifiers issued by each institute based on the ISNI. This model consists of data structure layer, platform layer, application layer, management and security layer (4 layers) and we have presented some of the key features and issues to consider when managing the integrations.

지방자치단체(이하 지자체)는 경제, 사회, 문화 등 다양한 분야의 지표 및 데이터를 관리하고 있다. 지자체의 데이터를 수집하여 분석하고자 하는 사회과학 분야 연구자들은 이렇게 지자체별로 흩어져 있는 관련 데이터를 수집하는데 많은 시간과 노력을 투여하고 있다. 만약 지자체의 경제, 사회, 문화 등 관련 지표를 통합적으로 제공하는 데이터베이스가 구축되고, 이를 다양한 기법으로 검색할 수 있는 시스템에 구축된다면, 사회과학분야 연구자들에게 많은 도움이 될 것이다. 본 연구는 지난 5년 동안 구축한 지자체 통합데이터베이스(이하 통합DB)에 대하여 소개하고, 통합DB를 활용하여 구축한 경제, 사회, 문화 지표 통합 검색 시스템에 대하여 소개하고자 한다.

기존의 교욱과학기술부 연구관리전문기관인 한국과학재단, 한국학술진흥재단, 국제과학기술협력재단을 통합하여 한국연구재단이 새로이 출범하면서 기초연구사업이 개편되어 시행되고 있다. 올해 수립된 기초연구진흥 종합계획에 따르면 개인 기초연구비가 대폭 증대되면서 개인 기초연구비 수혜율이 2012년까지 60%로 확대할 계획이다. 정부의 기초연구진흥계획과 한국연구재단의 출범이 연구자에게 주는 의미를 설명하고 새로 개편된 기초연구사업의 내용과 변경된 관리 규정등에 대해서 소개하여서 연구자들의 기초연구사업에 대한 이해를 돕고자 한다.

고고학자들은 발굴 후 발굴과정에서 기록된 사진, 그림, 구덩에 대한 데이터를 분석하는 것에 기초하여 연구한다. 각 데이터들은 연구자들의 연구 분야별로 석기, 식생, 지질, 유적지 및 지구 등으로 나뉘어져 있으며 한 유적지의 자료들을 각각 별도의 파일로 저장하고 있다. 따라서 현재 연구자들이 이러한 자료들을 연구에 활용한 수 있는 통합적 환경을 제공하지 못할 뿐만 아니라, 기존의 유적 및 유물들에 대한 체계적인 관리, 자료 상호간의 연관성 문제 등이 대두되고 있다. 따라서 이 논문에서는 중원지역의 구석기 유적지, 유물 및 지질 자료들을 하나의 데이터베이스로 저장하기 위한 모델링을 수행하였다. 이로 인해 기존의 개별적인 자료들을 하나의 자원으로 체계적 관리가 가능할 뿐만 아니라 각 자료들간의 상호 연관성 파악을 위한 기반을 마련한다.

국가R&D사업 관리를 위해 17개 부처 청은 각각의 과제관리 대표전문기관을 지정하고 있으며, 16개 대표전문기관은 매년 국가R&D 과제를 발주하고 예산을 집행하며, 협약된 과제에 대한 성과를 관리하고 있다. 국가R&D 과제를 발주하기 위해 먼저 사업에 대한 공고를 시행하는데 대부분의 부처 및 대표전문기관은 온라인 시스템을 이용한다. 대표전문기관은 각각의 연구관리시스템을 운영하여 R&D과제 공고정보를 게제하고 연구자는 해당 시스템에 로그인하여 과제를 신청한다. 이 때 과제신청을 하고자하는 연구자는 원하는 공고정보를 찾고 과제를 신청하기 위해 산재된 연구관리시스템을 접근하여 원하는 정보를 탐색해야 하는 불편함이 존재한다. 본 논문에서는 범부처 국가R&D과제 공고정보를 통합적으로 제공하고, 산재된 연구관리시스템에 개별적으로 접근하지 않고도 과제신청을 효율적으로 수행할 수 있는 방안을 제시한다. 이기종간의 로그인 방안과 과제신청 프로세스, 신청된 관제정보를 효율적으로 관리, 제공하는 방법에 대해 논하며, 이는 국가R&D과제를 수행하고자 하는 연구자에게 과제 신청 방법의 효율성을 제공한다.

The integrated data is an essential in the analysis for the balanced development of the local governments, but economic, social and cultural data in local governments is not being made with integrated management. A variety of information is being published according to the Government 3.0 era, but the researchers has great difficulty in integrating the analysis for one topic because related information is scattered in various sites. This paper proposes an integrated database(DB) of local governments to support the research activities. It has to contains total information of economic, social and cultural activities of local governments, and accommodate the distributed and heterogeneous data. It has the schema designed to integrate the entire data for considering the differences between local governments or data components. We should focus to build a framework for the multifaceted research to enable the cross analysis over common elements.

본 논문에서는 고객추천지수(NPS : Net Promoter Score)를 이용하여 2019년도 이용 고객의 서비스 만족 및 품질에 대하여 모니터링하고 기관의 고객만족 개선 활동에 대한 고객의 의견을 분석하기 위함이다. 한국과학기술정보연구원의 국가과학기술정보통합서비스(NDSL : National Digital Science Library)는 산학연 연구자들에게 고품질 정보를 제공하여 국가 과학기술 혁신에 기여하고자 개발된 과학기술정보 서비스 플랫폼으로, 논문·특허·보고서·동향·저널/프로시딩·연구자·연구기관 등 약 1억건 이상의 콘텐츠에 대한 검색 및 콘텐츠 유형별 전문검색 서비스를 제공합니다. NDSL은 과학기술 연구자를 위한 고품질 정보서비스를 지향합니다. 또한, 쉽게보는 검색결과, 오픈서비스 등을 제공함으로써 과학지식의 발견과 확장을 지원하고 있습니다. 이를 위해 서비스를 경험한 500여 명의 의사결정자를 대상으로 국가과학기술정보통합서비스에 대한 고객충성도를 분석하였다. 이와 같은 연구결과는 인터넷 등 정보의 발달로 고객의 긍정적 또는 부정적인 구전이 급속도로 노출되는 환경에서 고객의 만족도를 관리함으로써 핵심고객을 확보하는데 사전 예측자료로 활용될 수 있다.

본 연구에서는 수자원 통합모델링 프레임웍을 개발하기 위하여 국내의 모델개발과 프로그램개발 환경에 대한 사용자 요구조사를 실시하였다. 요구조사의 응답자는 총 19명 이었으며, 그 응답자는 대부분 수자원의 지속적 확보기술개발 사업에 참여하고 있는 연구자를 대상으로 하였다. 사용자 요구조사 결과 국내에서는 물관련 전공자들이 모델과 프로그램의 개발을 동시에 수행하는 경우가 많았으며, 대부분 Fortran을 중심으로 다양한 프로그래밍 언어를 사용하고 있었다. 모델개발자들은 모델간의 연계에 대한 필요성은 느끼면서도 모델간의 연계에 대한 실제적인 구현도구를 찾지 못하고 있으며, 모델의 공유에 대한 인식도 낮았다. 따라서 향후 통합모델링 프레임웍의 구체적인 설계 단계에서는 모델개발자가 개발된 모델의 프로그램으로 쉽게 구현할 수 있도록 편리한 사용환경이 요구되며, 모델간의 연계를 위한 프로그램 표준화작업도 동시에 수행되어야 할 것으로 판단된다. 또한 통합모델링 프레임웍의 설계에 있어 사용자의 요구를 충분히 반영하기 위하여 사용자 요구조사를 바탕으로한 통합모델링 프레임웍 개발 가이드라인을 제시하였다.
