The new innovation model that deals with agenda as sustainability, quality of life, societal challenges is emerging as NIS(National Innovation System) is needed to transit to post catch-up and creativity. To achieve this objective, there is a growing need for enhancing usage of ICT, end-user's needs, prolification of R&D results and social impact. Living Lab is the new innovation model that end-user's participation, co-work/network within actors and usage of user's experience and This study deal with Living Lab related R&D of ICT-based service from co-work with end-users. Example cases are Turku Archipelago Living Lab in Finland, and Living Lab projects in EU, EIT ICT Labs and ELLIOT. And the focus of case analysis is that reflection of user's needs and experience, and aspect of ICT usage.

전자파 잔향실(Reverberating Shielded Enclosure)의 개념은 전자파 차폐실(Shielded Enclosure)에서 얻어진 측정결과를 개선하기 위하여 1968년도에 제안되었다. 이후 Reverberating 또는 Mode-Stirred Chamber는 EM Immunity 측정뿐만 아니라 EMI측정에서도 많이 적용되어 왔지만, 국제 표준 방식으로 적용되어 오지 못하다가 최근 EMI 복사 전력 측정 및 EM Immunity 측정시설로 유용하게 사용될 수 있다는 점이 부각되어 국제 표준 방식으로 적용하자는 분위기가 무르익어 이에 대한 활발한 논의가 계속되어 오고 있다. 이러한 전자파 잔향실을 이용하여 EMI 및 EMS 시험을 실시할 수 있는 방법을 규격화시키자는 제안이 '96년 프랑스 Mandelieu 국제 전자파 장해 특별위원회(CISPR:International Special Committee on Radio Interference)회의에서 검토된 후 '97년 일본 Yokosuka CISPR 회의에서 정식의제로 채택되었다. 이 안건에 대하여 대부분의 국가들이 제안 취지에 찬성하여 NWIP(New Work Item Proposal) 문서가 각국에서 회람되었다. 초기 전자파 잔향실은 전자파 장해 및 복사 내성 측정을 위한 대용시험 시설로서 1968년 미국 Mendes에 의해 전자파 차폐실 구조에 Stirrer를 이용하여 필드의 균일도를 확보할 수 있다는 전자파 잔향실 개념이 처음으로 제안되었다. 이후 이 분야의 연구는 미국 표준 기술 연구소(NIST: National Institute of Standard and Technology)등에서 연구가 활발히 진행되고 있으며, 국제 표준화 기구인 CISPR에서 전자파 장해 및 내성 시험을 위한 대용시험 시설로서 활용하기 위하여 규격 작업이 진행중에 있다. 또한 최근 전자파 장해 방지를 위한 규제 주파수가 1∼18㎓ 까지 확장됨에 따라 이 주파수 대역에서 시험장으로 활용할 수 있는 전자파 잔향실이 새롭게 부각되고 있다. 전자파 잔향실은 기본적으로 공진 모드를 활용하기 때문에 일정한 크기의 잔향실 내부에서 전자파 균일성을 확보할 수 있는 모드 수에 의해 하한 주파수가 결정되며 충분한 모드 분포상태에서 Stirrer를 사용하여 필드 경계를 이동시킴으로서 확률적으로 균일한 필드분포를 확보하게 된다. 주파수가 증가함에 따라 모드수는 증가하기 때문에 하한 주파수 이상의 대역에 대한 시험시설로 활용할 수 있으며, 특히 ㎓ 대역에서 사용하기에 적합한 대용시험시설이라고 볼 수 있다.

APT(Asian-Pacific Telecommunity)는 아시아-태평양지역 국가의 공동이익을 도모하기 위하여 결성된 아-태지역 전파협의체 조직으로, WRC(세계전파통신회의)회의에서의 아-태지역 주관청의 공동이익을 얻기 위해 APG(APT Conference Preparatory Group for WRC)회의를 연간 1회의 비율로 개최하고 있다. 2012년의 WRC-12회의에 대비하여 아태지역 회원국의 최종 공동의견서를 작성하기 위해, APG-12 5차회의가 2011년 8월 29일-9월 3일 부산에서 개최되었으며, 전파천문업무 보호 및 22 GHz 대역 달탐사, 38 GHz 대역 Space-VLBI운용대역과 관련된 WRC-12 의제 1.6, 1.11, 1.12 등에 대한 회의가 있었다. 따라서 한국천문연구원에서는 38 GHz 대역 Space-VLBI운용대역과 관련된 전파천문업무 및 우주연구업무의 원활한 운용을 위해, APG-12 5차회의에 참석하여 WRC-12회의에 제출하기 위한 아-태지역 국가의 공동의견서 작성에 주도적인 역할을 담당하였다. 본 발표에서는 한국천문연구원과 일본국립천문대간 공동연구를 수행하게될 space-VLBI의 적절한 운용보호를 위하여, APG-12 5차 회의에 제안한 우리나라의 기고서 제안 내용 및 동 회의에서의 최종 아태지역 회원국 공동의견서 결과 및 향후 대응책에 대해서도 알아보고자 한다.

Okso, Keun Seob($1671\sim1759$) was descended from a noble family of Noreun(노론) and learned from his uncle, Keun Sang-ha who is a disciple of Song Si-Yeol, Kim Chang-hyeub and Kim Chang-heub. His $\lceil$Oksoko$\rfloor$ remains in the form of a transcription or a lithographic printing, and documents on 'Hakchangeui' are recorded in jabeui(잡의), Euijedogi(의제도기), which is a part of it. He left Seoul in 1714, settled in Chungpung, journeyed to many places, including the Hwang river area and Jecheon and led a literary and artistic life as Sadaebu(사대부), which was written in a collection of his works where the record about 'Hakchangeui', the most suitable clothes for the life of a retired scholar remains today to express one part of his life. This study introduces data about Hakchangeui written in $\lceil$Oksoko$\rfloor$, pursues the reason why Okso, Keun Seob told about it and intends to embody the figure of Hakchangeui based on the system, measure, material, and sewing method according to the records in a collection. Hakchaneui described in $\lceil$Oksoko$\rfloor$ reveals a structure that is different from old Hakchaneui, showing characteristics like the following. It is a Sadaebu's costume for field amusement in which the length of a former part is longer than that of a later part and the side seam of a garment rips. Black Yeon is attached to the white texture. Yeon widths of Git(collar), Sugu and Gil are varied, respectively. Yeon's figure attached to Gil and Somaejindong is a mountain. Git is Bangryeong and link parts between Git and Gil is connected with Sangchim. This Hakchangeui is considered to playas a gown because it has no string or support to adjust his dress. Especially we can identify that Hwayanggun(화양건) was used in this Hakchangeui.

As a term 'Media Big Bang' will appear, the media is extending explosively. But actually it is appearing the paradoxical phenomenon which journalism meets a crisis. If the purpose of journalism is 'to provide people with the information they need to be free and self-governing', the crisis of Journalism directly brings about the result which damages audience welfare. Consequently the preceding task which defends the public good of journalism is accurately to get at the root of the substance which brings about the crisis of Journalism. In this paper, the principle and basic ethics of Journalism was theorized on the concept of truth and fairness, how about Korean journalism was answered to the standard is analyzed. With the result it was confirmed Korean journalism does not defend even truth and fairness about important agenda to be solved today. It was recognizes the substance which brings about the crisis of Journalism is 'the crisis of basic ethics', and was presented a an alternative proposal. It was introduced the research of 'Committee of Concerned Journalists' in the United States, and proposed the effort which is saved journalism with organic combination of Korean academic world and journalist' group.

Citizen participatory appraisal is a methodology of record practice that draws citizen participation in the evaluation process in various forms based on evaluation documentation. This study aims to address practical concerns about what kind of citizen participatory appraisal can be used locally and what specific design can be drawn. To this end, this study designs specific measures for citizens to recognize and monitor the responsibility of the national archives in the domestic record appraisal environment, focusing on thorough appraisal documentation and disclosure, the introduction of public consultation, and the initiative of citizen agenda.

First proposed by Paul Crutzen and Eugene Stoermer in 2000, the concept of the Anthropocene has had staggering repercussions in a variety of disciplines. In response to the Anthropocene narrative as a problematization of the eco-ontological emergency that humanity is confronted with in the 21st-century, I will deal with the following theoretical themes in this article. Firstly, I will analyze the central agendas underlying the Anthropocene discourse: the expansion of human agency into the planetary level and the possibility of unprecedented catastrophes in the near future. Secondly, I will propose to address the Anthropocene discourse as problem-assemblage. Thirdly, I will examine Clive Himilton and Dipesh Chakrabarty's theses in order to understand the shock that was brought to bear on the humanities and social sciences by the Anthropocene narrative. Fourthly, I will reinterpret the allegory of the angel appearing in Benjamin's Theses on the Philosophy of History to explore new possibilities of transformative becoming of the subjectivity, focusing on the concept of patiency. Finally, I will present the concept of reflexive catastrophism.

This study analyzed media reports on the Address of Things, which are being introduced through the amendment of related law and pilot projects. The titles and its texts in the media's reports were collected by searching for 'Address of Things' on the Naver News Platform. Then, we analyzed the corpus using by topic modeling and network analysis. As a result, there were four topics: 'Promotion of the address of things system', Proof of assigning Address of Things', 'Improvement of usage of the Roadname Address Systems', and 'Education and public relation for the address activation'. It was confirmed that the topic 'Proof of assigning Address of Things' was the main agenda. We presented some implication by comparing the results with the 「3rd Basic Plan for Address Policy (2018-2022)」 of the Ministry of Public Administration and Security.

The purpose of this study is to examine the concept and definition of fake news focusing on misinformation/false information and is to examine the ways in which our society can respond to the distortion of social reality and damage to democracy caused by information distortion such as fake news. To do this, the concept of fake news was examined based on the level of facticity and intention to device, and our social environment in which fake news was created and spread was examined from the perspective of datafication. In this environment, the library community, which plays a pivotal role in human access to and use of information, argued that it should strive to establish and provide universal literacy education in order to realize the Sustainable Development Goals of the UN 2030 agenda. The core of universal literacy education is to understand the society by investigating and analyzing data communication types according to the degree of datafication and the political, economic, social, and cultural background of society. For this reason, it was concluded that universal literacy should be implemented flexibly according to the degree of datafiation and users of each society.

In this paper, we suggest the Measures to improve the Act Bill for establishing the Game User Committee. The Act Bill has a lot of problems which are violations of criminal legalism due to unclear terms in administrative punishment and violations of The Human Right enjoying freedom of occupation and guaranting property due to not defining provisisons about The Duty of Confidentiality or The Legal Fiction as Public Officials for Purposes of Applying Penalty Provisions. also the duplicate regulations in the Act Bill disrupt game industry development. we have three results that were derived through analysis of Prior studies and precedents. The First is to define details of special reasons in enforcement ordinance and enforcement regulations. The Second is to define The Duty of Confidentiality or The Legal Fiction as Public Officials for Purposes of Applying Penalty Provisions in the act bill. The Third is to address managing the random reward items in the Game Rating and Administration Committee or is to give game user advance notice about the Comntent Dispute Mediation system.
