A Study on the Reliability Verification of Real-time Railway Safety Integrated Monitoring and Control System (실시간 철도안전 통합 감시제어시스템 신뢰성 검증에 관한 연구)

  • With the recent development of information and communication technology, there have been many attempts to apply various IT technologies in the railway field. Until now, the safety control system has been installed at the site and operated using actual data, but there is a problem that it is difficult to verify the function of the railway safety control system in that no accidents occur in real situations. In this study, accident data is generated randomly to verify that the safety control system is functioning properly, and to this end, simulation data is prepared according to the simulator, accident scenario and scenario. Real-time railway safety monitoring system collects and transmits data from interface devices to common protocol called DDS.

A Study on the Fire Safety of a Hybrid Composite Train Carbody (하이브리드 복합재 철도차량 차체의 화재 안전성 평가연구)

  • This paper explains fire safety tests of a hybrid composite train carbody with carbon/epoxy sandwich bodyshell and stainless steel underframe. In this study, a large scale mock-up was used to evaluate the fire safety of the composite train carbody. The test was conducted to the bare composite carbody mock-up without interior facilities and the fully equipped one. Tile fire propagation and temperature distribution of the carbon/epoxy bodyshell and the glass phenol interior panels was evaluated under the real fire accident scenario. The test scenario was based on the DaeGu subway fire accident. From the tests, both the surface temperature of the interiors and the composite bodyshell wore lower than tile ignition temperature. In addition, the fire spread along the surface of the interiors and bodyshell was not occurred.

  • Many sorts of fatal accidents like explosion or fire caused by gas leakage have become a social issue with the increasing use of harmful chemicals in laboratories in universities and enterprise-affiliated research institutes in Korea. Importance of safety management has been emphasized and it made Act on the Establishment of Safe Laboratory Environment enacted not only to protect lives and bodies of people working in laboratories in universities and enterprise-affiliated research institutes but also to make pleasant experimental atmosphere. Safety management system has been built and periodical checkups and safety diagnosis have been implementing in universities and enterprise-affiliated research institutes to prevent such accidents. However, in spite of those actions, continuous accidents make analysis of root cause essential. This study will show results of analysis on incidents and accidents occurred in laboratories in universities and enterprise-affiliated research institutes using Root Cause Analysis Method and propose the direction of safety management.

해저거주공간 재난 및 피난 특성 연구

  • 해저공간을 인류의 삶의 터전으로 바꾸기 위해서는 거주자의 안전이 반드시 확보되어야 한다. 하지만 해저거주공간에서 발생할 수 있는 재난과 재난 발생 시 이루어지는 피난의 특성에 대해서는 연구가 적다. 그러므로 본 연구에서는 해저거주공간의 재난 및 피난 특성에 관해 연구를 진행한다. 현재 운용 중인 해저거주공간의 사례가 드물어 우선 수중공간에서 장기간 임무를 수행하는 잠수함의 사고 사례와 수중연구실로 운영되고 있는 수중해비타트의 사고 사례를 분석하여 해저거주공간의 재난 및 피난 특성을 도출한다.

A Study on the Application of Criteria for the Classification of Explosive Hazardous Areas in Flammable Liquid Handling Laboratories (인화성액체 취급 연구실의 폭발위험장소 구분에 관한 기준 적용 연구)

  • With the development of the chemical industry, related accidents frequently occur, and fire and explosion accidents account for a large proportion. In order to prevent fire and explosion accidents, places that handle flammable liquids are classified according to the Korean Industrial Standards (KSC IEC60079-10-1) in accordance with the relevant laws. The same applies to laboratories dealing with flammable liquids. This paper verified the applicability of the procedure for classifying explosion hazard areas according to the Korean Industrial Standards when flammable liquid release from the laboratory to form an evaporative pool, and also verified the effect of a change in ventilation speed on the release characteristics. Through this, it was found that it was difficult to apply the criteria for the classification of places at risk of explosion according to the Korean Industrial Standards, and special safety measures should be prepared.

  • The event data recorders (EDR) have been used as a device to help understand traffic accidents. With the recent development of autonomous vehicle (AV), it has become important to prepare the new EDR for AV. Therefore, the purpose of this study is to propose the direction of EDR-AV recording. First of all, the recent EDR data elements and the data elements of AV under discussion at UNECE WP29 EDR/DSSAD (Data Storage System for Automated Driving) were analyzed. The consumer complaint database in Motor Vehicle Recall Center in Korea was analyzed in order to utilize cases of domestic traffic accidents related to advanced driver assistance systems (ADAS). Consequently, problems with existing EDR were identified through unclear accident cases related to ADAS. In the future, it was proposed to record images in which the ADAS perception systems recognize the surroundings of the accident site as an EDR-AV recording item.

  • 최근 기후변화에 따른 서울의 강수 특성이 변화하고 있으며, 장마철 국지성 집중호우에 의한 하천 내 고립사고 발생 등 그 피해가 가속화될 전망이다. 하천의 안전사고 예방을 위해서는 상류에서 빠르게 유입되는 유량의 계측을 통한 홍수 예·경보가 무엇보다 중요하며, 실시간 계측된 유속과 유량 정보는 하류 지역의 홍수 도달시간 확보로 한 발 빠른 대응을 가능하게 한다. 본 연구에서는 우이천 시범유역을 대상으로 총 6개 지점에 대하여 CCTV기반 자동유량계측 기술을 시범적용하였으며, 사용된 자동유량계측 지점은 기존 환경부의 월계2교, 중랑교 지점과 더불어 추가로 중랑천 월계1교지점, 우이천 본류(창번2교)와 소하천구간(인수천: 지성교, 백운천: 청담교) 지점이다. 우이천과 중랑천 합류 후에는 하도구간에 대하여 중랑교 지점에 설치된 환경부의 계측 정보를 활용하여 홍수파의 도달시간을 검증하였다. 분석결과, 유량계측 오차는 0.9~8.9%로 분석되었으며, 유속계측 오차 또한 현장 계측 결과와 10%이내의 오차범위를 보임으로서 안정된 수리량 계측이 가능함을 검증하였다. 또한, SWMM 모델링 결과와 결합하여 Flow Nomograpgh 작성을 실시하였으며, 상하류 연계 홍수 예·경보 가능성을 진단하였다. 이는 실시간 계측된 자료와 모형을 통한 시뮬레이션 정보를 활용한 유역 단위의 신뢰성 있는 유출응답(강우-유량-수위 관계) 규명을 가능하게 하였다. 향후 지방하천과 소하천의 경우, 국가하천 수준에 부합하는 표준화된 수리량 계측 체계를 마련할 필요성이 있으며, 소유역 규모의 수량-수질 수자원 기초조사자료 생산은 지방하천설계 및 관련 이·치수계획 수립에도 도움이 될 것으로 사료된다.

Sequence Labeling-based Multiple Causal Relations Extraction using Pre-trained Language Model for Maritime Accident Prevention (해양사고 예방을 위한 사전학습 언어모델의 순차적 레이블링 기반 복수 인과관계 추출)

  • Numerous studies have been conducted to analyze the causal relationships of maritime accidents using natural language processing techniques. However, when multiple causes and effects are associated with a single accident, the effectiveness of extracting these causal relations diminishes. To address this challenge, we compiled a dataset using verdicts from maritime accident cases in this study, analyzed their causal relations, and applied labeling considering the association information of various causes and effects. In addition, to validate the efficacy of our proposed methodology, we fine-tuned the KoELECTRA Korean language model. The results of our validation process demonstrated the ability of our approach to successfully extract multiple causal relationships from maritime accident cases.

Selection of Accident Frequency Area through Accident Cost Analysis (비용분석을 통한 교통사고 누적지역 선정방안)

  • The number of car crashes increases along with the increasing number of vehicles. Hence, diverse initiatives on traffic accidents have been implemented, targeting zero crash fatalities. According to the 3rd Traffic Safety Master Plan of 2016, the current standard selecting road accident black spots prioritizes locations with the high cumulative death toll. While this standard is suitable for roads that a city government manages to some extent, it is not suitable for roads less than 20 meters that a borough (Gu) handles. The roads under the supervision of a borough do not have enough death toll, and thus improvements on its road accident black spots are highly limited. In addition, discovering the causes of traffic accidents is not easy when the number of car accidents is obtained by considering only fatal accidents, which are relatively low in number. Therefore, including all traffic accidents might identify causes of accidents and result in better advancements. Therefore, this research follows rational decision-making and suggests new National Traffic Safety Master Plan standards. These new standards are obtained by comparing accident costs between the location of fatal crashes and road accident black spots. The analysis result shows that considering all types of accidents yields better results. For example, a Three-way Intersection in front of Zion Day Care Center, one of the selected spots under the current standard, has lower road crash costs than Sinchon Intersection, a selected spot under a new standard. Therefore, the study concludes that the standards to select road accident black spots need to include traffic accident severity and road crash costs.

National Disaster Management, Investigation, and Analysis Using RS/GIS Data Fusion (RS/GIS 자료융합을 통한 국가 재난관리 및 조사·분석)

  • The global occurrence of myriad natural disasters and incidents, catalyzed by climate change and extreme meteorological conditions, has engendered substantial human and material losses. International organizations such as the International Charter have established an enduring collaborative framework for real-time coordination to provide high-resolution satellite imagery and geospatial information. These resources are instrumental in the management of large-scale disaster scenarios and the expeditious execution of recovery operations. At the national level, the operational deployment of advanced National Earth Observation Satellites, controlled by National Geographic Information Institute, has not only catalyzed the advancement of geospatial data but has also contributed to the provisioning of damage analysis data for significant domestic and international disaster events. This special edition of the National Disaster Management Research Institute delineates the contemporary landscape of major disaster incidents in the year 2023 and elucidates the strategic blueprint of the government's national disaster safety system reform. Additionally, it encapsulates the most recent research accomplishments in the domains of artificial satellite systems, information and communication technology, and spatial information utilization, which are paramount in the institution's disaster situation management and analysis efforts. Furthermore, the publication encompasses the most recent research findings relevant to data collection, processing, and analysis pertaining to disaster cause and damage extent. These findings are especially pertinent to the institute's on-site investigation initiatives and are informed by cutting-edge technologies, including drone-based mapping and LiDAR observation, as evidenced by a case study involving the 2023 landslide damage resulting from concentrated heavy rainfall.
