The information management system for the national R&D reports on the level of each government department have been operated in order to have special affiliated organizations collect detailed information, construct databases for R&D reports, and operate their information system; thus, the current classification system for the R&D reports on the governmental level is insufficient. Also, each department requires to prepare a standardized electronic original text service system since mutually different electronic original text services have been provided. therefore, this paper sets up the following research goals and detailed research contents. The goals of this study are to establish methods to standardize the forms of national R&D reports and suggest the framework for XML-based national R&D reports services by analyzing the problems in the forms of previous national R&D reports services. As detailed research contents, first, Identify the current R&D electronic original reports services by each government department. Second, this paper analyzed primary overseas science technology information service systems related with national research and development reports and related database schemata. this paper proposed the XML-based national R&D reports service framework through analyzing the problems in the framework of the existing national R&D reports service system and also established and suggested the methods to provide database schema design and report portal services. Lastly, it is expected that this paper will have academic contribution to enhancing R&D investment efficiency by utilizing collaboratively the information and resources related with national R&D through establishing the general information management system for national-dimension R&D reports and also managing science technology information efficiently and developing a user-centered integrated information system.

사고 조사 보고서는 부처별, 기관별로 작성되어 관리되고 있다. 사고에 관한 종합적인 보고서로 그 정보가 정확하고, 중요한 정보를 가지고 있지만, 시스템화되지 않고, 또한 부처별, 기관별 그 양식이 다른 관계로 통합적으로 관리하고, 자동으로 중요한 정보를 도출하여 활용하기 어려운 상태이다. 본 연구는 이러한 사고조사 보고서의 중요한 6하 원칙 정보와 재난의 원인과 결과 등에 대한 정보를 시스템으로 통합 관리할 수 있는 모델을 연구하였다. 이를 기반으로 다양한 응용에서 활용할 수 있는 기반을 제공한다.

고도화를 향해 치닫고 있는 전기통신의 진로와 함께 하며 자율적이고 효율적인 연구 활동을 수행해온 ITU 국내 연구단. 구랍 12일에 연구 발표회를 개최한 것에 이어 연구 보고서를 작성$\cdot$제출해 신미년에 펼쳤던 과제 수행 결과를 공개하게 되었다. 이에 본지는 연구 보고서의 전문을 게재치 못함을 아쉬워 하며, 연구보고서에 대한 상세한 자료가 필요한 관련 종사자는 본 협회 ITU국으로 문의할 것을 권하며 아래에 그 요약문을 소개한다.

최근에는 정보통신부에서 주관하는 '2000년도 지식정보연계 활용체제구축사업' 중 '과학기술종합정보시스템 구축' 사업의 일환으로 연구보고서 데이터베이스를 구축하였다. 이 사업은 연구보고서과제목록, 본문, 목차 및 참고문헌에 대한 데이터베이스 구축을 주요내용으로 하였으며 한국과학기술정보연구원의 과학기술종합정보시스템을 통하여 서비스하고 있다.

통계상담 요약보고서는 상담원과 의뢰인간에 제한된 시간 내에 원활한 통계상담을 위해선 일정한 절차와 내용을 포함하고 있다. 즉, 연구제목, 연구목적, 연구내용, 자료의 구성 등을 차분히 의뢰인에게 물어 가는 것이다. 또한 의뢰인과 처음 상담 후에 상담실장과 면담시 상담내용을 검증 받기 위한 것으로 통계상담 요약 보고서의 활용을 생각할 수 있다. 상담원은 통계 상담요약 보고서를 꾸미고 이 내용을 상담실장에게 설명하면서 자신이 상담한 내용에 대해 구체적으로 인식하게되고 간결하게 요약 보고하는 능력도 기르게 된다. 사실상 상담실장과의 면담은 상담원이 의뢰인이 되고 상담실장이 상담원이 되는 역할을 경험해보는 좋은 과정으로 교육적 효과가 크다고 여겨진다.

In South Korea, the results of R&D in science and technology are submitted to the National Science and Technology Information Service (NTIS) in reports that have Korea national science and technology standard classification codes (K-NSCC). However, considering there are more than 2000 sub-categories, it is non-trivial to choose correct classification codes without a clear understanding of the K-NSCC. In addition, there are few cases of automatic document classification research based on the K-NSCC, and there are no training data in the public domain. To the best of our knowledge, this study is the first attempt to build a highly performing K-NSCC classification system based on NTIS report meta-information from the last five years (2013-2017). To this end, about 210 mid-level categories were selected, and we conducted preprocessing considering the characteristics of research report metadata. More specifically, we propose a convolutional neural network (CNN) technique using only task names and keywords, which are the most influential fields. The proposed model is compared with several machine learning methods (e.g., the linear support vector classifier, CNN, gated recurrent unit, etc.) that show good performance in text classification, and that have a performance advantage of 1% to 7% based on a top-three F1 score.

본 논문에서는 국가 연구 보고서의 공기 관계 정보와 제목, 요약 등에 가중치를 적용한 유사도 계산방법을 제안한다. 이를 위해 국가 연구개발 보고서에서 텍스트를 추출하여 한 문장 단위로 문서를 분할하고, 기본 불용어와 보고서에서 특징적으로 나타나는 불용어를 처리하고 형태소 분석을 한 뒤 공기관계를 추출하였다. 또한 문서의 유사도 계산시 정확성을 높이기 위해 제목과 요약 부분에 가중치를 부여하였다. 이를 통해 본 논문에서 제안하는 방법이 문서 검색 라이브러인 루씬(Lucene)을 이용한 방법보다 2.5%의 검색성능 향상을 그리고 Knn-휴리스틱 방법보다는 1.1%의 검색성능 향상을 보였다. 이러한 결과를 통해 문서의 요약과 제목 그리고 공기관계 정보가 연구보고서의 유사도를 계산 하는데 영향을 미친다는 것을 보였다.
