At a time when open data receives attention as an international trend, there is a need to discuss the role of international journals in Korea to support data sharing. Based on surveys and interviews of editors from the international journals, we identified factors affecting the policy adoption and examined the journal editors' perception on the adoption and components of the data sharing policy. As a result, scholarly journals that have adopted or are planning to adopt policies have recognized that data sharing is an international trend and can contribute to research development, but they stressed that efforts to improve the perception of data sharing were still necessary. Educational activities and compensation for sharing data were needed at scholarly journals' and communities' level. Also, components perceived important and selected by more than half of the editors as mandatory were 'data availability statement', 'data sharing level', 'data sharing method', and 'data citation'. While scholarly journals do not always need to mandate data sharing, it was necessary to mention conditions where data cannot be shared through data availability statements. The role of the organization developing and operating a repository appropriate for situations in Korea was also emphasized. In addition, by identifying factors affecting the policy adoption, significant differences were found in Journal Impact Factor quartiles, publication type, and subject area. This finding indicated that journals with a high impact factor are likely to have resources to support data sharing, and open access or hybrid journals are likely to have interest in open data as a part of open science. In the medical research area, active movements for data sharing in academic communities have promoted the adoption of data sharing policies. This study would be used as basic data to facilitate the adopton and operation of scholarly journals' data sharing policies in Korea.

최근 연구 환경과 연구 패러다임이 데이터 중심으로 변화되고 있다. 특히, 공공 연구성과의 개방과 공유에 기반한 오픈 사이언스(Open Science)가 과학 연구의 글로벌 어젠더로 새롭게 부각되고 있다. OECD는 오픈 사이언스를 정책의제로 채택하고 있으며, 미국, 영국, 호주 등 세계 선진국에서는 공공자금이 투입된 연구과제로부터 생산된 연구데이터의 체계적인 관리와 쉬운 접근, 재사용을 통한 가치 창출을 위해 데이터 관리 계획(Data Management Plan)을 비롯한 오픈 연구데이터 정책을 적극적으로 시행하고 있다. 하지만 국내에서는 연구데이터를 공유 활용하기 위한 법제도적 기반과 관련 인프라가 아직 미흡한 실정이다. 이 연구에서는 오픈 연구데이터를 위한 세계 각국의 정책 동향을 소개한다. 그리고, 국가과학기술연구회 소속 22개 정부출연 연구기관과 국내 20개 대학의 연구자를 대상으로 조사한 연구데이터 생산, 관리, 활용 현황과 데이터 공유 활용을 위한 시사점과 개선방향을 살펴본다.

국/내외의 공공 데이터 공유 개방 흐름에 힘입어, 데이터기반의 다양한 비즈니스 기회가 창출되면서, 데이터를 효과적으로 공유 관리하기 위한 오픈 데이터플랫폼이 공공, 과학기술 분야를 중심으로 확산 발전하고 있다. 공공분야에서는 공공데이터 공유를 위한 CKAN, Socrata 등의 플랫폼이 있으며, 연구분야에서는 DSpace를 기관 데이터 공유 레파지토리(repositories)들이 있다. 국내외에 이러한 플랫폼을 이용하여 데이터를 공유하거나, 분야별로 데이터 저장소들이 증가일로에 있다. 나아가, 최근 단순히 공유하는 것을 뛰어넘어 사용자들에게 데이터 분석을 용이하게 하는 분석 개발 서비스환경을 제공하는 시도가 MS, Google, AWS등에서 보이고 있다. 본 논문에서는 이러한 일련의 플랫폼 개발 동향 및 그들의 특징을 살펴보고, 현존하는 분석형 데이터 플랫폼이 지향하는 기능들에 대해 살펴보기로 한다.

As external data have become important corporate information resources, there are growing needs to combine them with internal data. This paper proposes an ontology-based scheme to combine external data with multi-dimensional databases, which shall be called multi-dimensional event ontology. In the ontology, external data are represented as events. Event characteristics such as actors, places, times, targets are linked to dimensions of a multi-dimensional database. By mapping event characteristics to database dimensions, external event data are shared via multi-dimensional hierarchies. This paper proposes rules to synchronize information sharing in multi-dimensional event ontology such as upward event information sharing, downward event information sharing and complex event information sharing. These rules are implemented using Protege. This study has a value in suggesting Big Data information sharing processes using an event database framework.

A-SMGCS 시스템은 HMI 단말 노드, 외부 시스템 연계 노드, 운영 데이터베이스 노드, 서버 노드 등 여러 노드로 구성되어져 있으며 이 노드들이 협업하여 운영자에게 원활한 서비스를 제공하기 위해서는 최소한의 공유 데이터가 서로 동기화되고 변경 발생 시 해당 노드에 자동으로 통지될 수 있어야 한다. 본 연구에서는A-SMGCS 시스템 운영에 필요한 최소한의 공유 데이터 동기화 및 변경 통지 기능 제공을 위해 협업 미들웨어인 ZooKeeper를 활용하고자 한다. 본 연구를 통해 클러스터를 구성하는 복수개의 ZooKeeper에 공유 데이터를 계층적으로 저장하고 특정 데이터에 변경이 발생할 시 자동으로 A-SMGCS 시스템 노드들에 통지가 됨을 확인하였다. 이러한 기능은 A-SMGCS 시스템뿐만 아니라 시스템 노드 간 신뢰성 있는 공유 데이터 실시간 동기가 필요한 다양한 시스템에도 쉽게 적용이 가능하다.

교육용 컨텐츠의 중복 개발에 따른 국가적으로 많은 비용이 소요되고 있으며, 이를 해결하기 위해서는 전국적인 컨텐츠 공유시스템의 도입이 절실히 필요하다. 컨텐츠 공유를 위해서는 메타데이터에 대한 이해와 선행 연구가 필요하다. 이 논문에서는 국내 표준 메타 데이터에 관한 선행 연구를 기반으로 하여 교육용 컨텐츠 공유 시스템을 설계 및 구현하고 이를 2개의 교육청에 현장 적용한 결과와 전국 교육정보 공유시스템에 방향을 제시한다.

In recent years, countries such as USA, United Kingdom and Australia have begun to implement national policies in order to systematically manage and share research data produced through publicly funded research. However, Korea as of yet does not have a coordinated research data policy. The lack of infrastructure that supports the sharing and preserving research data results in the poor management and loss of valuable data produced from significant national R&D investments. The need for research data collection, management and sharing goes beyond the outcome assessment of national research: it facilitates the diffusion of research impact and economic development. There is a growing recognition that data sharing is an essential element of research ethics. This research investigates the relevant research data policies and methods of governance at the national level using a case study analysis. United Kingdom was selected as a case study target as it shows a wide variety of policy examples and instruments. In particular, this research focuses on the UK's national legal framework for research data sharing, analyzes the RCUK (Research Councils UK)'s data policies, activities at the seven research councils under RCUK as well as several supporting institutions. Based on the analyses, this research offers a national roadmap for better managing and sharing of research data in Korea.

With the recent increase in interest in the open science movement in science and technology fields such as open access, open data, and open source, the movement to share and utilize publicly funded research products is materializing and revitalizing. In line with this trend, many efforts are being made to establish and revitalize a system for sharing and utilizing research data, which is a key resource for research in Korea. These efforts are mainly focused on collecting research data by field and institution, and linking it with DataON, a national research data platform, to search and utilize it. However, developed countries are building a system that can share and utilize not only such research data but also various types of R&D-related computing resources such as IaaS, PaaS, SaaS, and MLaaS. EOSC (European Open Science Cloud), ARDC (Australian Research Data Commons), and CSTCloud (China S&T Cloud) are representative examples. In Korea, the Korea Research Data Commons (KRDC) is designed and a core framework is being developed to facilitate the sharing of these computing resources. In this study, the necessity, concept, composition, and future plans of KRDC are introduced.

소프트웨어를 개발하거나 실행하는 환경은 매우 다양하다. 최근에 혁신을 이끌고 있는 인공지능 모델은 오픈소스 프로젝트룰 통해 공개되는 코드나 라이브러리를 활용하여 구현하는 경우가 많다. 하지만 실행을 위한 환경 설치 과정이 쉽지 않고, 데이터 혹은 기학습된 모델 사이즈가 대용량일 경우에는 로컬 컴퓨터에서 실행하는 것이 불가능한 경우도 발생하고, 동료와 작업을 공유하거나 수동 배포의 어려움 등 다양한 문제에 직면한다. 이러한 문제를 해결하기 위하여, 소프트웨어가 유연하게 동작할 수 있도록 효율적인 리소스를 관리할 수 있는 컨테이너 기술을 많이 활용한다. 이 기술을 활용하는 이유는 AI 모델이 시스템에 관계없이 정확히 동일하게 재현될 수 있도록 하기 위함이다. 본 연구에서는 인공지능 모델 개발과 관련하여 코드가 실행되는 환경을 편리하게 관리하기 위하여 소프트웨어를 컨테이너화하여 배포할 수 있는 기능을 제공하는 연구소프트웨어 개발 통합 프레임워크를 제안한다.

As the recent research environment and research paradigm have become data-driven, Open Science, based on openness and sharing of public research results, has emerged as a global agenda for scientific research. National policies for sharing and re-use of research data from publicly-funded research are in effect globally. Therefore, in Korea, it is urgent to build policies and infrastructure for sharing and re-use of research data. In this paper, we investigate the current status of research data management of science and technology research institutes in Korea. We conducted in-depth interviews with researchers from 22 research institutes belonging to the National Research Council of Science & Technology, and 20 universities in Korea, asking about terms of creation management utilization of research data, willingness to share data, and needs for sharing and re-use of research data. From these interviews, we drew implications for open research data and future directions.
