The Methods of Collecting, Preservation, Reproduction for Records of Public Sector's Facebook Pages (정부부처의 페이스북 페이지 기록물 수집·보존·재현 방법)

  • Social Network Service (SNS) has gained great popularity. Recently, facebook has been used most active. Most of government ministries of Republic of Korea operates facebook. In the case of facebook, it takes advantages of possibilities to inform the direction of policy to aggregate opinions of people for issues. Information gained from facebook has a very important value to be reflected in the policy or to understand public opinions. Long-term storage for this information should be considered. In the case of overseas, tools for long-term storage of documentary facebook have recently been developed. However, it does not save all the data in facebook and ignores the principles for long-term storage. These tools are limited to a simple backup. Therefore, this study aims to investigate how to reproduce, store and collect facebook page records of the government ministries.

A Study on Management of Business Transaction in Regional Local Government (광역지방자치단체 단위과제 운영에 관한 연구)

  • The purpose of this study is to examine and analysis the problems in managing 'Business Transaction(Danwi-gwaje)' of regional local government, and propose implications. The study points out the problems emerged in the operation process of Business Transaction including creating of Business Transaction and Business Transaction Profile, setting retention period and filing records, and gives concrete example of them. It concludes with presenting improvements and considerations in managing Business Transaction for systematic and efficient records management.

A Study on the Records Appraisal Review : Focusing on the Education Office Records Center (기록물평가심의서 연구 교육청 기록관을 중심으로)

  • The Records Appraisal Review contains the processes and results of appraisal works for records. This study is an analysis of the 2018 Records Appraisal Review of 22 Local Education Offices where records managers were deployed. To ensure reliability of analyzing results, the analysis data preparation criteria were applied to maintain consistency in the analysis data preparation. Also, statistics by appraisal process and retention period were cross-checked. Through the analysis of the Records Appraisal Review identifies the actual condition for records appraisal. Based on this, the improvement measures that are applicable in practice were proposed in terms of records management of department, appraisal works of records manager and operation of Records Appraisal Review Commission.

  • Oral history is the work to make the record of the verbal content recreated by the memories of the survivors. Oral history recording is accomplished through the collaboration of the interviewee, the interviewer, the cameraman, the recorder, the transcriber and etc. Therefore, it is important for the context at the time of the production to be expressed. So planning for the collection of oral records, the collection of oral records, and their preservation and maintenance should be managed systematically. This study, being started from this sense of problem, designed conceptual model of metadata to well reflect the contextual characteristics of the oral records of the women life of among the oral records and extracted the elements through this. The whole process of records management including from planning, production, preservation, management, and leading to use, related to the oral records of the women life, was classified into a hierarchy. It also proposed the system which can express the characteristics of the 'gender' through authority records and subject thesaurus.

A Study on the Court Records Management System (법원기록관리체제 연구)

  • This paper historically examines how the management system of administrative records and court records generated in court were established, and what it's features are. Because the court exercises jurisdictional rights such as confirming the legal rights and responsibilities of Korean nationals, the court records have a unique characteristic compared to general administrative records. In particular, court records are not composed only of rulings generated in courts, but also of various records such as civil case records and criminal case records. In order to understand the legal records management system, we must first identify the method of preservation and management after these records, which have different provenance, pass the court procedures.

The Study on the Metadata Elements to Develop KORMARC Datafield for Archives (기록물용 KORMARC 데이터필드 개발을 위한 메타데이터 요소에 관한 연구)

  • The study intended to develop KORMARC for archives in order to integrate archives with library materials. The results of the study can be summarized as follows; (1) 2 areas for conservation and physical description are added to the existing 7 areas of ISAD(G)2. The study has also proved that the existing 26 elements of ISAD(G)2 are not fully enough to satisfy the information demands' of institutions and its users as well. (2) For the use of domestic archives in particular, the study has added the description elements of archives that appeared in the Government Regulations of Office Management and those forms of documents that are specified by law for the sake of computerization. The study has added the possible release and grade, release dates, release range, conservation periods, conservation periods, conservation value, the status description of archives elements that are specified in Public Record Management Law. (3) The study has developed the following data fields to be added into KORMARC. 512 creation dates note, 555 finding aids note, 583 action note and 584 accumulation note. Also it reorganizes and adds the indicators of the 245 title statement, 300 physical description 306 playing time, 506 restriction on access note, 534 original version note, 535 location of originals/duplicates note, 540 terms governing use and reproduction notes, 541 immediate source of acquisition note, 545 biographical or historical note, 581 publication note, 850 holding institution data fields.

A Study on the Records Management for the National Assembly Members (국회의원 기록관리 방안 연구)

  • The purpose of this study is to examine the reality of the records management of the National Assembly members and suggest a desirable alternative. Until the Public Records Management Act was enacted in 1999, the level of the records management in the National Assembly was not beyond that of the document management in both the administration and the legislature. Rather, the National Assembly has maintained a records management tradition that systematically manages the minutes and bills since the Constitutional Assembly. After the Act was legislated in 2000, the National Assembly Records Management Regulation was enacted and enforced, and the Archives was established in the form of a subsidiary organ of the Secretariat of the National Assembly, even though its establishment is not obligatory. In addition, for the first time, an archivist was assigned as a records and archives researcher in Korea, whose role is to respond quickly in accordance with the records schedule of the National Assembly, making its service faster than that of the administration. However, the power of the records management of the National Assembly Archives at the time of the Secretariat of the National Assembly was greatly reduced, so the revision of the regulations in accordance with the revised Act in 2007 was not completed until 2011. In the case of the National Assembly, the direct influence of the executive branch was insignificant. As the National Assembly had little direct influence on the administration, it had little positive influence on records management innovation under Roh Moo-Hyun Administration. Even within the National Assembly, the records management observed by its members is insignificant both in practice and in theory. As the National Assembly members are excluded from the Act, there is no legal basis to enforce a records management method upon them. In this study, we analyze the records management problem of the National Assembly members, which mainly concerns the National Assembly records management plan established in the National Archives. Moreover, this study proposes three kinds of records management methods for the National Assembly members, namely, the legislation and revision of regulations, the records management consulting of the National Assembly members, and the transfer of the dataset of administrative information systems and websites.

Investigating the Transfer Status and Improvement Strategies for Records from Defunct Elementary, Middle, and High Schools: After the Enactment of the Public Records Management Act (폐교(초·중·고)기록물 이관현황과 개선방안에 관한 연구: 공공기록물법 제정 이후)

  • This study explores the transfer of defunct school records (by preservation period, type, and place of transfer) in South Korea since the Public Records Management Act was enacted in 1999 and suggests improvements. Metropolitan and provincial offices of education, totaling 17, were asked to disclose information about the status of defunct school records. Since 1999, 1,411 schools nationwide have closed permanently, predominantly elementary schools, followed by high then middle schools. By preservation period, there were more records in the 1 to 10-year category than in the 30-year to permanent category. By record type, most were electronic records, followed by paper records, archival objects, and audiovisual records. By place of transfer, most nonelectronic records were transferred to integrated schools, and most electronic records were transferred to the Records Management System. In-depth interviews with 10 record managers from local education offices found that the management of defunct school records varies widely by region and institution because of the lack of specified manuals. Participants also reported difficulties in transferring web-based records, archival objects, and audiovisual records, as well as insufficient archival space and computer systems. This study also provides suggestions to improve the management of defunct school records, such as establishing specified manuals, creating a dedicated government department for managing defunct school records, deploying workforces, and improving computer systems.

A Study on Functional Design of Electronic Records Management System in Records Centers (전자기록관리시스템의 기능 설계에 관한 연구)

  • With changes of information environment on records managements, ERMS can be a suitable solution for managing multi-typed records. In this point, this study performed analysis and design of ERMS based on key functions and requirements to perform creation, preservation, management and use of electronic records. Especially, this study focused on interoperability with the related systems, security issues and back-up methods for secured preservation and management including fundamental requirements. Also, ERMS has a close relation with related systems such as intranet system, electronic document settlement system, and so on. compared to digital library managing information resources. Considering those features mentioned above, this study proposes functional requirements and a system architecture of ERMS which is satisfied with four characteristics of electronic records mentioned on ISO 15489 and environmental requirements.

A Study on the Current Status and Improvement of Condition Assessment for Paper-Based Records in Domestic and Overseas (국내외 종이기록물 상태검사 현황과 개선 방안)

  • Condition assessment of analog records is enforced to establish a preservation strategy and identify the damaged records by the Public Records Management Act and the public standard in Korea. However, the number of record management organizations where the condition assessment according to the act and the standard are actually conducted is limited in Korea. To find out what to change in the system and the practice of the condition assessment, the system and situation on the condition assessment of the paper-based records in Korea and other countries were investigated through literature research and a survey. Whereas Korean archives try to assess entire individual records, archives and libraries overseas apply condition assessment selectively depending on not only historical and cultural values of the records but also the vulnerability of compositional materials and severity of the damage of the records. It seems that archives and libraries overseas have a specific reason to conduct the assessment. Most of them take advantage of a sampling method not assessing every single item. Moreover, the periodical assessment is carried out in only about 50% of the responses. Therefore, we have to consider changing our condition assessment system to a more efficient and flexible way, adopting a sampling method and applying the assessment for selective collections with more specific purposes.
