  • Records Management Act of a country is the basis for understanding its archives management system. Germany is regarded as a country that achieved remarkable development of the system in the process of nationalism and unification based on romanticism in the 19th century. In addition, the federal and local governments enacted and operated their own laws based on the administrative system of the federal structure. Recently, the National Archives of Korea is discussing ways to improve its expertise and the system of operation in conducting national records management. Therefore, it is meaningful to analyze Germany's Records Management Act, which has a management system of long-standing historical records and examine its features. In this study, we analyzed and derived the characteristics of the Federal Records Management Act, which is the standard for the management of Federal Records in Germany.

  • Although most medical institutions in Korea use electronic medical records (EMR), there are many problems in the management and preservation of records when such medical institutions are closed. Records of closed medical institutions need to be systematically managed; however, the rate of closed medical institutions transferring records to public health centers is significantly low. Given that each medical institution has a different system and format, public health centers often cannot access records. In addition, there are no management standards that suit the reality of public health centers and the specificity of EMR. Recently, a strengthened Medical Law has been passed wherein records of closed medical institutions should be kept by health centers; therefore, this study focused on drawing up measures for efficient records management by public health centers. To this end, the relevant laws and management status were identified and an interview was conducted. After analyzing the problems, improvement plans in institutional, technical, and administrative aspects were proposed.

  • With the quantitative growth of research data, the issue of enormous preservation cost and sharing expansion, the organizations should prioritize the collections then select the data that are worthy of save. Therefore, today, it is important for the organizations to appraise the continuing value of produced records. Considering the universities and the public institutions such as governmentfunded research institutes as the heavy producer of the data, it becomes a rising problem for the records management that it does not go beyond the framework of "administrative records" and "public records". In this study, I looked into the background of the contention that the research records must be managed in a different perspective and checked the characteristics of research records in therms of the producers, research activities and records. Based on this analysis, I suggested the main issues and considerations about the subjects, criterias and methods in research records appraisal.

Following is my observations and lessons from the study of U.S. presidential library system It is legitimate and reasonable to establish a presidential archives system in Korea under the authority of GARS for professional and neutral management. The presidential archives should be managed professionally and neutrally, free of political interventions and parti san considerations. For accountability and transparency of the government, the neutrality of the presidential archives is a must. The presidential records should be protected for a certain period to encourage their production and preservation. A legal apparatus to protect them is necessary. Archivists should make a comprehensive catalog of the presidential archives available to public, especially provide an online search system. Online catalog system of Ford and Carter Presidential Libraries are examined to help understanding of the issue. Finally, GARS should proceed to make a workable laws and regulations Lo provide the legal foundations for the establishment of the presidential archives. Public awareness and supports will only malle it possible.
