A Study on Measurement of National R&D Program Efficiency: How to integrate evaluators' recognition into measuring the efficiency? (국가연구개발사업의 평가위원 인식과 효율성 분석간 연계 방안에 관한 연구 - 원자력연구개발사업을 중심으로 -)

  • Based on the figure of Program's result, the measurement of National R&D Program efficiency cannot have reflected its characteristic. This study explores the way to integrate evaluators' recognition into program efficiency as a means of embodying its characteristic. As a way of integrating their recognition with evaluating efficiency, two methods are applied. One is AHP as for evaluators recognition and the other is DEA as for measuring efficiency. This study tries to show the effect of evaluators on program efficiency and compares the result with one which did not include their recognition. The study also implies that the recognition of evaluators should be considered when the program efficiency is measured. Furthermore, this study suggests that the participation and role of evaluators should be expanded into evaluation of program efficiency.

Economic Impact Analysis on High-yield Groundwater Development R&D Project in Jeju (제주도 청정 대용량 지하수개발 연구사업의 경제적 효과분석)

  • For economic impact analysis on a R&D project of high-yield groundwater development in Jeju conducted by KIGAM from 2004 to 2007, benefit/cost ratio(BCR), net present value(NPV), and internal rate of return(IRR) were calculated by contingent valuation method(CVM), production function analysis, domestic water market analysis and technology factor analysis. Measurable direct impact parameters among the major outputs of this R&D project consisted the estimation 4 high-yield and high mineral groundwater reserve in Jeju. Annual use of the reserve by piped water and bottled water was estimated as 12.23 million ton and its monetary value was calculated as 293.4 million dollar in 2006 year value applied of 5.5% discount rate. Economic impact of this R&D project in NPV of year 2006, with applying a discount rate of 5.5%, was identified and estimated as 13.66 million dollar in NPV, 4.05 points in BCR, and 22.74% in IRR, respectively. Additional early launch benefit was 5.58 million dollar. Even increased of the 1% discount rate, NPV of this R&D project was also positive as 12.18 million dollar and BCR was 3.71.

Evaluation of Eco-friendliness for Major Development Projects by EA-INDEX in South Korea (EA-INDEX를 활용한 국내 주요 개발사업의 친환경성 평가)

  • The environmental impact assessment have been played important role for sustainable development of the country. Meantime, various studies have been conducted for scientific and effective environmental impact assessment. Howeverthe quantitative data such as regional distribution status and development characteristics according to the type of development project, environmental changes due to development projects, and spatial-temporal changes are insufficient, currently. In this study, we investigated the eco-friendliness of major development projects (industrial complex, urban development, tourist complexes, and waste disposal equipments) by integrating the EA-INDEX of each development projects which were reported by prior researches. As a result, we found that the eco-friendliness of development projects tended to gradually increase overtime due to the increase in eco-friendliness in the protection of living environment sector. The protection of living environment sector was a major factor in the the eco-friendliness of industrial complexes and urban development projects. In the case ofroad construction, landfill and tourist complex development projects, the natural environment conservation sector was a major factor in the eco-friendliness of the project. As a result of analyzing the eco-friendliness of development projects by local government, the eco-friendliness of development projects promoted and implemented in Ulsan, Jeonnam, and Gwangju was higher compared to other regions, and it was relatively low in Daejeon, Gyeongnam, and Daegu. This study is considered to be significant in that it conducted a quantitative analysis of the eco-friendliness of development projects carried out over a relatively long period of time throughout South Korea by dividing them by year and local government.

  • Government's R & D Subsidy system is difference to the agency of R & D performance. Ministry of Science and Technology(MOST), Ministry of Information and Communication(MIC) have a similarity rules to grants programs by the President's order. Name is 'The Rules of the National R & D Program Management'. But this rules established for the national institute, university and big enterprise., Then, This Rules difference for the Snail and Medium Enterprise(SME's). Some article is not allowed for the SME's. So, Suggestion for this question should improvement.

Effect of Resident Participation Intention on Project Performance in Rural Development Consulting (농어촌개발 컨설팅에서 주민참여의도가 사업성과에 미치는 영향)

  • This study is about the effect of the intention of residents to participate in the regional capacity building project on the project performance. For the method, 238 samples were collected from villagers in Jeollanam-do, and the hypothesis was verified through SPSS22.0 and PROCESS macro 3.5 Model 4. The results showed, first, that there was a difference in performance according to the level of awareness of participation intention. Second, participation intention showed a positive (+) effect on performance. Third, the mediating effect of the regional capacity building project was confirmed. The limitation of the study was that it was limited to the Jeonnam region. Quantitative measurement was not performed in parallel with the performance. In the future, an activation plan through actual citizen participation and performance verification should be prepared.

  • In this study, along with the expansion of the national R&D projects, by analyzing the case of K research center of Land and Transport R&D projects, and was evaluated in the value of technology. The evaluation of the value of technology, were analyzed using the SMART3 targeting patents K research center indicate best technical aspects have registered. Analysis technical value of research center K, was found to have maintained the same level as the average of about of Land and Transport R&D projects. The significance of this study is that it was approached by more concrete approach of valuation of technology principle of national R&D projects. We expect that the study of evaluation method and diverse objective to achieve the intended purpose of the national R&D projects are carried out more.

  • 방산 선진국에 비하여 상대적으로 기술적 능력이 미흡한 우리 나라는 무기체계의 공동연구개발협상에서 이들 국가보다 지위가 유리하다고는 볼 수 없다. 정책방향과 사업추진 발전방안 등에 대한 분명한 인식과 논리를 갖고 사업을 수행한다면 국가 이익을 확보하는 데 기여할 것으로 사료된다. 국제협력연구개발에 대한 발전방안을 보다 체계적으로 분석하기 위해서는 선진국의 사례에 대한 양해각서, 계약서, 결과에 대한 원천자료 혹은 체계적인 분석자료를 획득하여 이에 대한 문헌연구와 병행하여 국내의 기술협력사업에 관한 양해각서와 업체간 계약서 및 사업관리에 대한 사례분석이 보다 체계적으로 이루어져야 할 것이다.

  • 기술사업화에 대한 중요성은 점점 강조되고 있지만 높은 기술 우수성이 항상 성공적인 비즈니스로 이어지는 것은 아니다. 또한, 기초연구 및 기술개발에 많은 투자를 하는 기업 역시 항상 높은 이윤 창출을 장담할 수는 없다. 이는 연구개발 수준이 상용화되기 어려운 단계에 존재하는 경우인 기술적인 문제와 기술이 사업화되는 시장이 불완전하여 합리적으로 작동하지 않는 시장측면의 문제 모두가 원인이 된다. 따라서 기초과학의 연구 성과를 바탕으로 이러한 시장의 불완전성 아래 연구 및 사업화 주체가 새로운 기술의 개발과 사업화를 성공적으로 수행하기 위해서는 외부의 파트너들과 제휴 및 협력 체계를 구축하여 자금이나 인력 등 필요한 자원을 효과적으로 확보하여 활용할 수 있어야 한다. 기존 연구에서는 기술에 대한 접근방법에 따라 연구개발(R&D) 관점, 기술경영(Management of Technology)관점, 기술혁신(Technology Innovation)관점으로 많은 연구가 이루어졌으나, 기술사업화(Technology Commercialization)관점의 연구는 많이 이루어지지 않고 있다. 본 연구에서는 기초과학을 연구하는 과정에서 필요한, 또는 실현 가능한 비즈니스를 살펴보고, 기술의 속성(암묵지, 기술가치의 객관화, 혁신 주체 간 정보의 비대칭 등)을 통해 시장의 불완전성을 이해하고자 한다. 또한, 기술이 사업화로 연결되지 않는 현상, 즉 '죽음의 계곡(Valley of Death)'을 탈피하는 것에 대한 적절한 대응방안으로써 기술사업화 협력요인을 포함하고 있는 과학기술 비즈니스의 성공요인과 함께 과학벨트의 역할을 중심으로 전략적 접근을 시도하고자 한다.

An Option Pricing Model for the Natural Resource Development Projects (해외자원개발사업 평가를 위한 옵션가격 결정모형 연구)

  • As a possible alternative to Traditional Discounted Cash Flow Method, "Option Pricing Model" has drawn academic attentions for the last a few decades. However, it has failed to replace traditional DCF method practically due to its mathematical complexity. This paper introduces an option pricing valuation model specifically adjusted for the natural resource development projects. We add market information and industry-specific features into the model so that the model remains objective as well as realistic after the adjustment. The following two features of natural resource development projects take central parts in model construction; product price is a unique source of cash flow's uncertainty, and the projects have cost structure from capital-intense industry, in which initial capital cost takes most part of total cost during the projects. To improve the adaptability of Option Pricing Model specifically to the natural resource development projects, we use Two-Factor Model and Long-term Asset Model for the analysis. Although the model introduced in this paper is still simple and reflects limited reality, we expect an improvement in applicability of option pricing method for the evaluation of natural resource development projects can be made through the process taken in this paper.

Evaluation of the Importance of Risk Factors in Real Estate Development Projects and Their Risk Management (부동산 개발사업의 위험요인 중요도 평가 및 위험관리 방안)

  • This paper aims to evaluate the importance of risk factors at each stage of real estate development projects, and to propose risk management plans. For this purpose, possible risk factors at each stage of real estate development projects are extracted through previous studies, questionnaire survey by real estate experts is conducted next. And finally, the importance of risk factors at each stage evaluated using the AHP method. The results of this study are as follows. First, according to the results of evaluating the risk factors by main categories, planning risks in predevelopment stage, licensing risks in developing preparation stage, and cash flow risk in development stage are appreciated as most important risks. Second, according to the results by sub categories, changes in consumer preferences in pre-development stage, contracts and licensing-related work in developing preparation stage, bankruptcy of developers and construction companies in development stage, and compensation for any kinds of accidents in management and operation stage are appreciated as most important risks. Third, the major risk management plans at each stage based on the analysis results are suggested.
