Recently, in the global and digital business environment, we are in need of a single window through which we can exchange market information, make a contract, exchange foreign currency, clear customs and settle accounts. The "e-Trade platform" provides all the stakeholders in international trading circles with these series of trading processes by use of any available information technologies in an effective and seamless manner. The platform collectively includes e-trade infrastructures(e-trade documents repository, e-trade messaging system, e-trade standard documents repository) enabling small and medium sized companies as well as large enterprises to interface with government organizations and global trading institutions. The IT levels of the trading companies are significantly important in terms of benefiting the quality services from the e-trade platform.

정부의 배전분할 유보결정에 따라 전력거래소에서는 현행 발전경쟁시장의 효율성 향상을 위한 많은 사업을 추진하고 있다. 그중 우선적으로 추진하였던 사업이 도매전력시장을 대비해 구축한 시장운영시스템(MOS; Market Operation System)을 현행 계통운영을 담당하고 있는 급전 자동화시스템(EMS; Energy Management System)과의 연계활동이다. 이는 시장운영시스템(MOS)에 내재되어 있는 최첨단 기능중에서 일부를 현행 전력시장에 적용함으로써 계통운영의 효율성 향상뿐만 아니라 계통운영기술을 선진화하는 것이다. 특히, 기존 급전시스템에 비해 가장 두드러지는 점은 발전기들에 대한 에너지 및 예비력 급전계획을 사전적으로 5분단위로 최적화하여 수립하고 이를 발전기들에게 송신함으로써 경제적이며 안정적인 전력계통운영을 가능하게 해 줄 수 있는 것이다. 이를 가능하게 하기 위해서는 바로 정확한 미래 수요수준의 결정이 필수불가결한 요소이다. 따라서 본 논문에서는 MOS-EMS 연계활용에서의 실시간 수요예측의 중요성과 기존 제작사의 알고리즘과 국내 전력수요특성간의 불일치점 그리고 이를 해결하고자 모색했던 방안들에 대하여 설명하고자 한다.

The purpose of this paper is to positively analyze firms' innovative performance enhanced by cooperation, such as industry-university or industry-government, in service industry. We use PSM method (Propensity Score Matching) based on Korea Innovation Survey data in service industry to investigate it. This empirical study finds that cooperation with university or government partially has positive effects on firm's patent applications and innovation. So, we suggest we need various policies for research institute linkage in service industry.

본 논문은 스타트업과 벤처기업의 임직원이 상장후 적법한 절차에 따라 스톡옵션 행사를 하였지만, 주식시장의 주가에 악영향을 미치며 일반투자자 피해가 발생하여 도덕적 해이 논란이 촉발되었고 이 문제에 대해 정부 규제당국이 직접적인 추가규제를 예정하고 있는 상황에서 주식매수선택권제도(Stock Option, 이하 스톡옵션)의 보완 수단인 양도제한조건부주식(Restricted Stock Unit, 이하 RSU)제도를 도입함으로써 시장중심적으로 이 문제를 풀어내는 선진 스타트업 벤처금융 방안을 제시하는 것이 목적이다. 이를 위해, 본 논문은 첫째, RSU의 개념에 대해 제한조건부주식(Restricted Stock, 이하 RS)와 비교논의를 통해 제시하며. RSU의 스톡옵션에 대한 보완적 특징 설명에서는 기존 스톡옵션제도와 RSU를 비교 설명하였다. 둘째, RSU의 단점과 한계점을 설명하고 그 한계점을 극복하며 국내 스타트업과 벤처기업들이 이를 효과적으로 도입 할 수 있는 방안을 제시하였다. 셋째, RSU의 도입 현황을 제시하며 향후 RSU 도입 위한 정책방안들을 제안하였다. 본 논문은 이를 통해 RSU가 기본 스톡옵션제도의 규제강화를 통한 시장 위축적인 해결보다는, 새로운 대안을 주식연계형 보상방안 대안을 제시함으로써 보다 시장친화적인 제도를 마련함으로써 국내 스타트업과 벤처기업의 인력수급 해소와 사업활성화에 큰 의미를 벤처생태계 스스로가 풀어내는데에 기여할 것으로 기대한다.

In this paper, I evaluate national and regional policies for financial centers and Busan Fiancial Center and find the way of the future development of Busan Financial Center. And I found that national policies for financial centers was focused on general improvements of financial industry, so a little tasks for Busan Financial Centers were listed. Therefore I suggest that central government should have more national policies for enhancing Busan Financial Center and promoting participation of private financial firms. And I propose the broader incentive schemes for financial firms moving to Busan, and expect that combining national deregulation policies like Regulation-Free Zone and Regulatory Sandbox and Moonhyun-North Port financial free zone and FinTech cluster plans of Busan will make a big progress of Busan Financial Center.

This paper attempts to analyse the processes, key actors and projects contributed to the urban renewal and creative city policies of the City of Maribyrnong, Victoria, Australia. The paper introduces how former military lands are redeveloped into new urban areas mixed with arts, cultural, commercial, residential and university activities. It articulates major actors involved in the creative city policies with governments, universities and non-government organisations. It is interesting to note that Maribyrnong uses Victoria University in vitalising declining old urban areas. It is also interesting to do the same that the city does adopt the concept of "creativity" in urban renewal policies; however, it does not use the same concent of creativity appeared in the textbooks of the major authors of creative city or creative economy, such as Richard Florida and John Howkins.

Current rural development polices in Korea consist of three programs, namely: integrated rural community development, rural tourism development, and community based industry development. Within these areas, national and local policies have often concentrated on trying to encourage ‘bottom-up’ development revolving around the commodification of cultural or amenity resources. In important ways, the three categories of rural development programs are more of a community development program than an economic development program. In Korea, it is true to say that governmental decisionmaking is slowly being influenced in terms of community, self-reliance and self-help, which are gradually creeping into the discussion on rural development. I suggest that the planning process itself had to include broad public participation and partnership and bottom-up approaches, not merely the product of a planning office or consulting firm.

This study examines firstly concept and present condition of Policy Customer Relationship Management(PCRM) system which applying in the governmental dimension Customer Relationship Management(CRM) system of enterprises(proft-making organizations), comparison of PCRM and CRM, and definition of customer and customer classification process as a key of PCRM. Next, investigates applying plan in the other special libraries of governmental institution through the case study of Information Center on North Korea(special library attached to the Ministry of Unification) and relationship with different connection systems attempted in e-government(Enterprise Architecture). Lastly, through this, considers complemental issues for developmental fixation in special libraries.

IT분야에 대한 정부지원은 직접적인 자금지원방식과 간접적인 인력양성지원, 기반환경조성 등 다양한 형태로 추진되고 있다. 그러나 중소벤처기업들은 기업의 영세성과 무경험성, 기술 중심적인 경영과 국내 편향적인 경영 둥으로 인해 많은 어려움을 겪게 되고 이를 극복하기 위한 노력에 대해 정부의 지원이 한계에 도달할 수밖에 없다. 이를 보다 효율적으로 지원하기 위해서 기술개발자금 지원업체의 운영실태를 조사하여 문제점을 살펴보고 개선방안을 모색하였다. 중소벤처기업의 기술개발 진행상황 및 연구비 집행사항 파악을 통해 기술개발 부진과제 독려, 자금 부당집행 등 위반사항 적발ㆍ제재, 지급집행방법 교육 등을 통해 집행의 적정성을 도모하고 기술개발 애로사항을 청취하고 연계 지원사업을 안내하였다. 중소 벤처기업의 경우 회계에 관한 지식ㆍ관심의 부족, 내ㆍ외부 감사시스템 미비, 자금 애로 둥의 사유로 출연연구소 등에 비해 연구비 집행 증빙 둥 회계처리에 미숙하고, 고의 또는 과실에 의해 연구비를 목적 외의 용도로 사용할 가능성이 커서 중소ㆍ벤처기업을 대상으로 하는 사업의 경우 연구비 집행의 적정성 제고를 위해 집행관련 사항을 간소화ㆍ투명화하여 연구비 부당 집행, 집행 오류 둥의 여지를 줄이는 둥 개선방안을 모색하였다.

This study discusses how transportation to connect railway stations in Korea's small and medium-sized cities can be improved, based on analysis of a survey on the Joongang Line. The analysis considered current problems in connectivity between parts of the Korean transportation system and suggests how to encourage more passengers to shift from private cars to railways. It was found that railway users in small and medium-sized cities hope for better connection between different modes of public transportation, especially for urban buses. However, there is not enough connectivity currently available; therefore it is crucial to establish a system of such connections, mainly focusing on urban buses. Furthermore, in order to minimize transfer distances and connect various transfer modes, plans for improvements of facilities are needed and governmental support should be provided.
