As the WTO·DDA continues to stagnate, mega FTAs such as the TPP will likely play the leading role in rule-making of trade for some time to come, creating a 'spaghetti bowl' of trade rules. FTAs, notably high-standard and broad-based regional or mega-FTAs, are the appropriate means to achieve this objective, because they cover many of the policy measures that are needed for the development of global value chains(GVC). The highest quality FTAs are increasingly adding new features like regulatory harmonization that may also foster GVC growth in partner countries. Complementary relationships among markets along value chains, involving both goods and services, also complicate analysis. This is particularly relevant when thinking about policy, since the traditional tendency to think about policies and regulate markets in unconnected silos can lead to unintended and undesirable results. This paper examines the current states of FTAs to determine which are more likely to push this latest wave of globalization further and faster, and explores the plans that are most helpful for GVC growth.

The purpose of this study was to figure out a direction for midwifes' expanded roles for integrative woman's health care focused on health promotion & maintenance and primary prevention of women's health disorders including family health in the new millenium as a primary women's health practitioner. Data sources used for analysis were the book published from International Confederation of Midwives including role, code, situation and others from the international aspects : the empirical data from direct contact by participation in the ICM held in Manila, Philipine, May 22-26, 1999 : and documentation of Korean Midwives Association. Historical and current changing perspectives toward woman's health & nurse-midwifery and the reality women's health & nurse-midwifery and the reality of expand role that should be acquired toward the new millenium are discussed. In conclusion, Nurse-midwives are the very primary women's health care providers who can provide not only the exact needs of women who have health related problems, which are developed in the unique socio-cultural context women are belonged to, but also reproductive affairs including labor and delivery as it was midwive's traditional role, not just as practitioner, educator, counselor but conscious raiser for women's right. Futhermore, for this, thorough preparation through various kind of active and contemplated approach such as remodeling roles and education and continuing education system, training for high skilled & technical action, making laws and policy, and others is absolutely required.

The purpose of this study is to investigate the current state and librarian's perception of information services in order to maximize their expertise and role of each policy field and promote continuous development of information services. The researcher surveyed 22 government-funded research institute librarians on their perception of service planning stage, investigation and provision stage, evaluation stage, system operation, required capacities for librarians, role expansion and change, and job difficulties. The questionnaire was consisted of 7 domains, 12 items, and 61 questions, and in-depth interviews were conducted for qualitative analysis. The findings of the study discovered newly required tasks in libraries such as introducing research information management tools, operating an advisory committee, and conducting publications-related tasks. Suggestions were made to encourage standardized manuals for modules based on job tasks, Continuing education to expand the role of subject librarians, and utilization of social media in information services.

일국(一國)의 경제발전(經濟發展)은 경제적 진보와 근대화를 수반하는 역사적 현상이지만 구체적으로는 산업구조(産業構造)의 변화(變化)에 의한 생산(生産)과 소득(所得)의 증가(增加)라는 측면을 가지고 있다. 한국과 일본의 경제발전과정에 수반되는 경제성장과 산업구조변화에 대한 요인을 비교 분석하는 것은 양국경제의 발전현상을 이해하고, 향후의 경제정책에 기초적인 정보를 제공할 수 있다는 점에서 그 중요성이 있을 것이다. 따라서 본고는 "비례적(比例的) 성장(成長)으로부터의 편차(偏差)(DPG)" 방법을 일본의 경우는 1915~90년, 한국은 1960~90년까지의 장기적인 산업연관자료에 적용하여 양국의 산업성장과 산업생산구조변화에 대한 요인을 수요측면에서 비교 분석하였는바, 그 결과는 다음과 같이 요약된다. 우선 양국경제의 산업생산구조 및 주도산업의 변화는 시기에 있어서 차이를 보이지만 분석기간중 양국 모두에서 농림수산업은 계속해서 생산비중이 줄어들고 있고, 경제성장을 주도한 산업이 경공업에서 중화학공업으로, 그리고 중화학공업에서도 중공업으로 이전된 것으로 나타났다. 일본의 경우는 1970년대에는 생산자서비스부문을 중심으로, 그리고 1980년대에는 소비자서비스부문을 중심으로 "경제의 서비스화"가 진전되어 서비스산업이 주도산업으로 부상되고 있으나, 한국경제에서는 1990년까지도 서비스산업의 확대가 관측되지 않고 있다. 이러한 결과는 향후 한국경제의 산업생산구조에 있어서 서비스산업의 중요성이 점차 커질 것이며, 특히 "경제의 서비스화"가 생산자서비스부문을 중심으로 이루어질 가능성이 높다는 것을 시사한다. 한편 양국의 성장패턴을 살펴보면, 일본의 경우는 시기별로 성장요인에 많은 변화가 있었으나 대체로 수출보다는 국내수요(國內需要)가 경제성장에 중요한 역할을 한 것으로 나타났다. 그러나 한국경제의 성장의 성장에는 수출과 투자의 역할이 중요했으며, 특히 수출은 분석기간중 지속적으로 정(正)의 효과(效果)만을 보여 경제성장의 견인차역할을 한 것으로 나타났다. 1980년대까지 한국경제의 성장에 있어서는 수입대체보다는 수출확대를 통한 중화학공업의 육성이 지대한 영향을 미쳤으며, 이러한 수출주도적인 중화학공업의 성장패턴은 현재 국내수요(國內需要)의 규모(規模)와 산업구조변화를 일본의 경우에 비추어볼 때, 향후 몇 년 동안은 크게 변화하지 않을 것으로 판단된다.

The importance of data in the era of the 4th industrial revolution, a hyper-connected society based on information technology such as data and AI, is increasing, and the government is actively enacting and revising laws to revitalize the data economy. It is necessary to prevent and improve problems that may set an obstacle to the revitalization of the data industry or setting the wrong direction, such as possibility of conflict between the regulatory law(Personal Information Protection Act) and the Data Activation Act, differences in position by type of specialized agencies, performance scope of Data Specialist Organization and Expert Data Combination Agency, etc. In regard, I would like to analyze the role, current situation, and use cases of Expert Data Combination Agency, listen to field opinions, and derive and introduce measures to expand the role of Expert Data Combination Agency and improve them to vitalize the data economy

The purpose of this study is to investigate the effect of the strategic role of the human resources department in the manufacturing industry on organizational effectiveness through education and training satisfaction. Among the data from the 7th human capital company panel survey, data from the manufacturing industry were used and analyzed through a structural equation model. The results of this study are as follows: First, the strategic role of the HR department has a positive effect on satisfaction with education and training. Second, satisfaction with education and training and the strategic role of HR departments have a positive effect on job satisfaction among organizational effectiveness. Third, it was confirmed that education and training satisfaction has a mediating effect on the relationship between the HR department's strategic role and job satisfaction. The results of this study are expected to become the basis for expanding the authority and responsibilities of the HR department, which is an important factor in overcoming the crisis faced by SMEs as well as innovation, and redefining their role.

질병관리와 의료서비스에 있어서의 공공부문의 역할은 오래된 화두이다. 이번 학회에서도 중요한 주제로 자리매김을 하고 있는 데는 몇 가지 이유가 있을 것으로 사료된다. 첫째, 질병관리와 건강이 갖는 주제 자체의 중요성이다. 건강은 국민의 기본 권리이다. 국민의 기본 건강권을 유지, 향상시키는 데 있어서 질병관리와 의료서비스의 방향 모색은 시대와 장소를 불문하고 우선적으로 다루어져야 하는 주제임이 분명하다. 둘째, 공공보건의료를 전체 인구집단의 건강향상을 위한 총체적 활동으로 볼 때 건강위험요인의 변화와 질병패턴의 변화에 따라 인구집단이 필요로 하는 서비스의 내용이 변화되어야 한다. 그러므로 논의 당시의 시점에서 요구되는 공공보건의료 서비스의 내용을 검토하고 전략을 수립하는 노력은 주기적이고 연속적으로 이루어질 필요가 있다. 셋째, 최근 공공보건의료에 대한 사회적 합의가 변화하는 가운데 공공부문의 역할에 대한 논의가 제기되고 있다. 과거 "공공보건의료에 관한 법률"에서는 공공보건의료 기관만을 공공보건의료 수행자로 정하고 있었으나 최근 수행자의 범위를 민간의료기관까지 확대시키는 개정작업이 진행 중이다. 이에따라 공공부문의 역할과 활동의 범위를 검토하는 기회가 필요하겠다. 본 원고에서는 발표자가 국립대학병원의 공공보건의료 활동과 지역사회 단위의 보건사업 활동에 참여하면서 직 간접적으로 경험한 내용을 중심으로 질병관리와 보건의료서비스 제공에 있어서의 개선점을 제안하고자 하였다.

The purpose of this study is to find changing trends in roles and qualifications of catalogers by comparing and analyzing job advertisements from 1990 to 1997 and to suggest a direction of cataloging education based upon the trends. During the past years, the development of the information technology has influenced upon the duties of the catalogers and the requirements of the positions. Based upon the knowledg of traditional tools for classifying and cataloging, increasing needs for computer skills, networks, supervisiory skills, managerial skills, communication skills, research activities, and ability to adapt the changing environment were required for the catalogers. If s time to prepare a new cataloging education that produce excellent catalogers for the future.

본고(本稿)는 우리 경제의 개방화(開放化) 자율화(自律化) 추세 속에서 거시경제정책수단(巨視經濟政策手段)으로서의 재정정책(財政政策)의 기능과 역할에 대해 다음의 두가지 방안을 제시하고 있다. 첫째로, 분기별(分期別) 통합재정통계(統合財政統計)를 이용한 실증분석 결과에 기초해서 안정적 경제운영(經濟運營)에 있어서 통합예산관리(統合豫算管理)의 중요성을 강조하였다. 분석결과, 기존의 연간자료를 이용한 분석에서 밝혀진 바와 같이 물가 상승률과 재정적자 변수간에 정(正)의 상관관계가 존재하는 것으로 나타났으며, 총통화 변수와 재정수지(財政收支)를 포함하는 물가상승률의 추정식 결과를 이용해서 단기적인 통화(通貨) 재정변수(財政變數)의 적정조합을 모색해 볼 수 있다. 다른 조건이 일정하다면 연간 총통화 증가율 1%포인트와 재정적자(財政赤字)의 대(對)GNP 비율 1%포인트 증가가 평균적으로 비슷한 정도의 물가압력을 낳는 것으로 나타난다. 둘째로, 효율적인 거시경제운영(巨視經濟運營)을 위해 요구되는 재정의 보다 근본적인 역할재정립 방향에 대해서 논의하였다. 해외자본유입(海外資本流入) 등에 대비하기 위해서는 신축적인 통화관리여건이 조성되어야 하고, 이를 위해서는 한은대출에 의한 정책금융 지원분의 재정이관 문제가 보다 적극적 전향적으로 검토되어야 한다. 총액한도대출대상 정책금융 중 지방중소기업자금의 이관문제가 검토되어야 하며, 상업어음할인, 무역금융, 소재 부품생산자금의 경우 기존의 중소기업지원관련 기금에 대한 출연을 확대해서 단기운전자금의 대출 등을 담당하게 하는 방안을 검토할 필요가 있다. 또한 총액한도대출대상 정책금융이 중소기업에 대한 지원인 점을 감안할 때, 중소기업부문(中小企業部門)에 대한 재정지원체계(財政支援體系)를 금리자유화 일정 등을 감안하여 종합적으로 정비함으로써 총액대출한도의 축소를 유도하는 역할을 재정이 담당해야 할 것이다.

As Fashion becomes more important in the field of fashion styling and fashion stylists' roles, there has been a strong demand for more unique and stylish fashion. Under these circumstances, the fashion stylist has upgraded the fashion industry as an expert in various fields. The fashion stylist's roles include creation of a fashion image depending on circumstances, improvement of contributionsto product awareness and advertisements by inspiring curiosity and interest from customers and promotion of purchase behaviors. In addition, the fashion stylist should be able to create appropriate attire and hairdos for models in fashion magazines depending on the theme and concept of the fashion and have keen insight, fashion sense and appropriate analyzing and planning skills to follow current trends. This study has investigatedthe field of fashion styling, which has emerged recently and fashion stylists' roles. It appears that fashion styling could develop into a high-growth, high value-added industry as a professional occupation that helps customers have an appropriate fashion sense.
