Meanings and Issues of Broadcasting Area (방송 권역의 의미와 쟁점에 대한 연구)

  • This research deals with meanings and issues of 'broadcasting area' in which trans-regional broadcasting media such as satellite broadcasting and webcasting provoked. The issues around broadcasting area have raised the examination of fundamental broadcasting philosophy in Korea, i.e. establishment of broadcasting area intends to foster new media development? or protect local culture and local journalism? After assessing current criticisms around the broadcasting area, this study particularly addresses re-transmission outside the broadcasting area, satellite broadcaster's re-transmission of terrestrial channels, and widening of broadcasting area. This research argues that broadcasting area has lost its raison-etre due to the advent of new communication technology, even though it was maintained to protect regional broadcasting stations. Therefore it argues that now is the right time to change the broadcasting area in the digital media era. This approach could strengthen the competitiveness of regional broadcasting stations and solve the rows surrounding broadcasting areas.

On the Transfer of Classified Records of the Special Records Center (특수기록관 비공개기록의 이관에 관한 연구)

  • 'Special Records' means the records created by the government power authorities like security, investigation, intelligence agencies. Even after the enactment of the Public Records Act, these kinds of records were out of the control of the National Archives of Korea. The reason was certainly complex including the loss of control power caused by the National Archives' low status, limitation of the legislation and lack of positive measures for the transfer of classified records. But core records of the government power authorities should be transferred to the National Archives for the righteous records culture in the democracy. This paper investigates the problems concerned with the transfer of classified records of the special records center, looking for a practical alternative.

  • 1970년대 이후 급속한 경제성장과 함께 도시화와 산업구조의 변화로 인간 활동과 밀접한 관계를 맺고 있는 수환경은 크게 훼손되어 왔다. 특히 인간 활동으로 인한 대량 생산과 소비는 하천의 자정작용을 초과하는 오염물질을 배출하고 오염된 하천은 본래 기능을 상실하였으며 각종 생활 오·폐수의 배수구로서의 역할이 부여되어 대부분 복개되기에 이르렀다. 이처럼 현재 우리나라의 하천은 고유의 기능인 용수원으로의 기능과 도시민의 휴식 및 친수공간으로서의 기능을 상실하였으며 중소하천의 건천화에 따른 하천 유지유량의 부족은 하천을 중심으로한 각종 용수의 부족, 수질 오염의 증가, 수변환경 친수기능 상실 등의 문제를 초래하고 있다. 중소하천의 건천화현상은 2000년대 이후 계속 증가, 진행되어 소하천뿐만 아니라 지방하천도 이미 메마르고 있는 상태이며 이로 인한 2차적 비용증가 등 경제적인 측면의 손실도 매년 심해지고 있어 건천화에 대한 원인 규명과 방지책에 대한 연구가 시급한 실정이다. 특히 새만금유역은 농업용수 사용이 많은 유역의 특성상 하천의 건천화 문제가 지적되었으나, 대부분 새만금유역의 용수이용체계 등에 연구가 추진되어 주로 농업용수 이용실태와 수질측정을 위주로 하고 있으며, 건천화의 실태와 원인, 그리고 건천화로 인한 물환경의 영향 등에 대해 조사된 바가 없다. 따라서 본 연구는 만경강유역 하천에 대하여 대조하천, 도시하천, 준도시하천, 농업하천으로 대표지점을 선정하여 현장조사와 유역모델링을 통해 건천화의 원인별 기여율을 파악하였고, 만경강유역의 건천화 규모를 추정하였다. 건천화 원인을 평가하기 위해 유역 내 인위적인 물이용이 없는 상태인 기준유량(자연유량)을 산정하였고, 댐 및 방류량의 영향, 하수처리수 유입에 의한 영향, 수자원이용에 의한 영향, 수리구조물(수자원이용)에 의한 영향의 조건을 고려하였으며 건천화 평가지수를 활용하여 대상하천 소유역의 건천화 현황을 파악하였다. 또한 분석된 결과를 토대로 만경강유역의 토지이용도를 고려하여 만경강유역의 건천화 규모를 추정하였다. 분석결과, 수리구조물(수자원이용)에 의한 영향이 25.5%, 수자원이용에 의한 영향이 13.9%, 방류량에 의한 영향이 12.3%, 하수처리수 유입에 의한 영향이 6.54%로 나타났으며, 수리구조물(수자원 이용)에 의한 영향이 가장 크게 평가되었고, 하수처리수 유입에 의한 영향이 가장 작은 것으로 평가되었다. 이러한 연구결과는 향후 하천의 건천화현상에 대한 원인을 규명하고 방지하기 위한 대책 수립에 필요한 기초자료로 활용이 가능할 것으로 판단된다.

A Genetic Algorithm for a Large-Scaled Maximal Covering Problem (대규모 Maximal Covering 문제 해결을 위한 유전 알고리즘)

  • It is very difficult to efficiently solve a large-scaled maximal covering problem(MCP) by a genetic algorithm. In this paper, we present new crossover and mutation operators specially designed for genetic algorithms to solve large-scaled MCPs efficiently. We also introduce a novel genetic algorithm employing unexpressed genes. Unexpressed genes are the genes which are not expressed and thus do not affect the evaluation of the individuals. These genes play the role of reserving information susceptible to be lost by the application of genetic operations but is suspected to be potentially useful in later generations. The genetic algorithm employing unexpressed genes enjoys the advantage of being able to maintain diversity of the population and thus can search more efficiently to solve large-scaled MCPs. Experiments with large-scaled real MCP data has shown that our genetic algorithm employing unexpressed genes significantly outperforms tabu search which is one of the popularly used local neighborhood search algorithms for optimization.

  • Environmental design is the process of creating and suggesting a new culture retlectmg the spirits and scientific know ledges of an age, so il is important for a designer, who deals environment, to perceive the present trend of science, The goal of this study is to suggest a way to recover the vanishing image in current urban environment from the viewpoint of changing world-view, The process of this study is as follows. 1. According to spatial hierarchy, the role of each space and the importance of each space in correlation with human are considered. 2. The method to undersk, nd the space from the viewpoint of new paradigm and the direction of environmental design's access are suggested. 3. The notion that introduction of semi public space In urban environment is consistent with new paradigm is demonstrated and the semi public space's role of stimulation of urban activity is emphasized. The result of this study shows a possibility that semi public space, introduced by understanding of a space on the basis of new paradigm, expands the territory of life and overcomes tile negative environmental problem like disorder, increase of entropy.

  • 최근들어 우리나라 하천에는 많은 식생이 발생하고 있다. 과거 댐에 의한 유황 조절효과로 댐 하류에 식생이 과도하게 발생하는 사례는 많았지만 최근 발생하는 식생은 댐의 유무에 직접 관련되지 않고 있다. 또한 하천의 규모나 위치 등과도 관계없이 거의 모든 하천에서 대규모로 발생하고 있다. 이와같은 식생은 하천의 통수능을 줄여서 홍수위를 상승시키는 역할과 더불어 하천의 육역화를 일으켜서 하천의 모습을 상실하게 하는 역할도 한다. 일본 등의 경우에도 하천에 과도하게 발생하고 있는 식생으로 인해 하천관리의 문제로 대두되고 있다. 해외의 경우 하천내 식생 발생 메카니즘에 대한 연구가 다양하게 진행되고 있다. 유황의 변화, 하천 지형의 변화, 영양물질의 변화 등으로 인해 발생하는 식생의 현황과 원인을 규명하고 있다. 더불어 식생의 지속적인 제거를 위해서 기계적인 방법, 화학적인 방법, 수문학적 방법 등의 개발과 적용에 대해서도 다양한 연구가 이루어지고 있다. 본 연구에서는 국내 중소하천에서 발생하고 있는 식생의 현황을 파악하고 하천내 지형조건과 식생 발생의 연결 고리를 분석하였다. 최근 10년 이내 많은 중소하천에서 하천내 많은 면적을 식생이 차지하게 되었는데 이와 같은 현상의 원인은 크게 두 가지로 분석되었다. 첫 번째는 유황의 변화이다. 최근들어 대규모의 홍수발생 빈도가 급격하게 줄어들어 식생이 발생할 수 있는 조건이 크게 확대된 것으로 파악되었다. 홍수 발생 감소로 봄이나 여름철에 하천내 흐름이 발생하여 씨앗이나 어린 식생이 쓸려 내려갈 기회가 감소되었다. 두 번째는 과거 조성된 복단면 형상으로 인해 고수부지의 경우 흐름이 발생할 기회가 현저하게 감소하여 고수부지가 육역화되는 현상이 발생하고 있다. 특히 이 두가지 요인이 중첩되면서 하천내 식생의 증가는 급속하게 발생되고 있는 것으로 분석되었다. 본 연구에서는 하천 단면 지형의 연도별 변화, 수위의 변화, 식생의 변화를 연계하여 식생의 발생 원인을 물리적으로 규명하였다. 본 연구의 결과를 활용하면 하천에서 발생하고 있는 과도한 식생의 원인을 추정할 수 있고 이를 해소하기 위한 대안으로 하천 단면의 관리 방안을 검토할 수 있다. 기후변화 등의 외부적인 요인으로 인해 발생하는 유황의 변화가 과거와는 다르게 발생하고 있는 점을 감안하면 하천내 식생의 발생 현황 및 제거 방안을 도출하는 것은 시급한 과제라고 판단된다.

A Study on the Role of Public Fund for Improvement of Korean Animation Funding System (한국 애니메이션 재원조달 활성화 방안 연구 : 공적기금의 역할을 중심으로)

  • The purpose of this study is to find out the way to improve the funding system of Korean animation, which will lead the establishment of virtuous circle of Korean animation industry. The funding structure of Korean animations in the period of 2005-2009 is analyzed to find out that the funding surveyed to find out that the domestic funding source for Korean animation has reached its limitation. Without any active involvement of public fund, this will result in the shrink of Korean animation industry with heavy reliance on foreign capital and limited quality of Korean animation. This is not only a serious problem of Korean animation industry, but also the problem of Korean cultural identity and variety because it is related with the diminish and degradation of Korean children and family content. Meanwhile, in France and Canada, which are the major co-production partners of Korean animation, the animation production is being activated by the full support of government fund system, because the animation is regarded as the important genre which plays a critical public role in establishing the cultural identity and variety of such countries. Improvement of Korean animation funding system is not pursued by more injection of public fund into the industry. It should be designed to facilitate the investment from the private sector by improving the profitability of Korean animation. This goal can be achieved by public fund with annual budget of 25 billion Korean Won supporting the distribution and production of Korean animation. Discussion should be needed for securing the funding resources such as establishment of new animation fund or utilization of existing fund.

Hydrologic Response Analysis Considering the Scale Problem: Part 2. Application and Analysis (규모문제를 고려한 수문응답의 해석: 2. 적용 및 분석)

  • The application and analysis for the scale considering GIUH model proposed by the authors in this issue have been performed for the leemokjung sub-basin in the Pyungchang basin one of IHP representative basin in Korea. Scales of topographic maps for model application and fractal analysis are 1:25,000, 1:50,000 and 1:100,000. The ratio between successive scales is therefore constant. Link lengths were measured using a curvimeter with the resolution of 1 mm. Richardson's method was employed to have fractal dimension of streams. Apparent alternations of parameters were found in accordance with variations of map scale. And this tendency could mislead physical meanings of parameters because model parameters had to preserve their own value in spite of map scale change. It was found that uses of fractal transform and Melton's law could help to control the scale problem effectively. This methodlogy also could emphasize the relationship between network and basin to the model. To verify the applicability of GIUH proposed in this research, the model was compared with the exponential GIUH model. It is proven that proposed 2-parameter gamma GIUH model can better simulate the corresponding runoff from any given flood events than exponential GIUH model. The result showed that 2-parameter gamma GIUH model and fractal theory could be used for deriving scale considered IUH of the basin.

  • This study is concerned with proposing a new construct named "spatial metaphor" in the field of user interface design for web. Recently, web has been recognized as an important vehicle of delivering messages and information to customers. Since both hyperlink and multimedia technology are crucial part of web, its user interface requires a new approach to enhance user's acceptance of web. In this sense, we introduced a new concept named "spatial metaphor" instead of hierarchical menus. As a theoretical basis, Davis (1986)'s TAM(Technology Acceptance Model) was used to test the statistical validity of the proposed spatial metaphor. For test web site, we developed a prototype designed by using atomic-web system and spatial metaphor. By using the prototype, we built a web-based questionnaire system so that respondents can use it directly before answering the questionnaire. To prove its statistical validity, we collected valid questionnaires and tested with LISREL. In this way, statistical validity of our proposed approach was proven.approach was proven.

  • Author reviewed psychodynamics and psychoanalytic treatment of obesity. A variety of psychodynamics and unconscious conflicts have been described in obese patients : eating as a defense against depression, eating as a substitute for maternal love, obese body as a larger penis, and eating as a self-soothing. There was a gross neglect of certain normal parenting roles in obese family. The parenatal superego structure was not as perfectionistic. As with children and other patients with preoedipal pathology, in obese patients the analyst in addition to being transference object is a new and different object who promote healthy maturation. Because of obese parients, in there projective identification, can provoke intense countertransference, the analyst have to consider it. On the other hand, many analysts' countertransferences to superobese patients is that huge person recalls one's own childhood relationship with adults and bring forth a feeling of helplessness.
