중국 LED 시장은 매년 15%대 성장을 지속하고, 중국 정부의 친환경정책 등으로 중국시장의 잠재력은 커져가고 있다. 올해에는 '10 개 도시 만개 전등 LED 시범 프로젝트'를 실시해 시범도시 가로등을 LED 조명등으로 대체하는 정책을 추진 중이다. 중국의 LED 조명시장이 아직 초보단계이기는 하나, '녹색성장'과 맞물려 LED 절전조명에 대한 관심이 지속적으로 높아가고 있는 추세다. 한국으로부터 수입이 올해 초부터 증가세를 보이고 있어 중국의 LED 시장 진출 가능성을 밝게 내다보고 있다. 시장 진출에 앞서 가격경쟁력에 따른 마케팅 방안과 ESCO 모델 개발 등은 어떠한 방식으로 이뤄지고 있는지 알아보자.

본 논문에서는 새로운 수요관리 자원으로 대두되고 있는 조광제어의 잠재량과 가치평가, 활용방안을 제시하고자 한다. 현재 전력IT 기술이 발전하고 있으며 이는 수요관리 분야에도 많은 기회를 제공하고 있다. 특히 조광제어는 실시간 요금이 변하는 전력시장에서 전력IT 기술을 통해 그 가치를 드러내고 있다. 또한 본 논문에서는 조광자원이 변화하고 있는 전력산업 환경에서, 효율향상 뿐 아니라 부하관리 측면에서도 매우 효과적인 수요자원임을 검증코자 한다.

지난 8월 대통령 주재 국가에너지위원회 2차 회의에서 '기후변화 대응 신(新)국가전략 수립'을 발표했다. 세계 10위의 이산화탄소 배출규모를 보이고 있는 우리나라가 긴박하게 진전되고 있는 세계 기후변화 논의에 발 빠르게 대응하고, 이를 새로운 성장의 기회로 활용해야 한다는 목소리가 높아지고 있다. 이와 관련하여 지난 10월 29일 ESCO협회에서는 'ESCO와 CDM(청정개발체계)의 연계방안'이라는 주제로 국내 온실가스 감축사업 소개 및 프로그램 CDM에 대하여 교육을 진행했다. 국내 CDM컨설팅 전문가를 초빙하여 CDM사업 및 국내 온실가스 감축 사업을 소개하고, ESCO와 CDM의 연계방안으로 프로그램 CDM에 관해 강의가 진행되었다. 회원사는 물론, ESCO 등록 기업, ESCO에 관심 있는 사람들이 참석해 ESCO실무자들의 업무역량강화와 업계의 신규사업 발굴에 좋은 밑거름이 될 수 있는 뜻깊은 자리였다. 이번 'ESCO와 CDM의 연계방안'을 통해 언급되었던 CDM사업에 대해 살펴보자.

이 연구는 미국의 ESCO에 의하여 개발된 800개 가량의 데이터베이스를 바탕으로 작성된 것이다. 이 프로젝트들은 누적 투자액이 14억달러에 달하는 에너지 효율 프로젝트를 대표하며 공공연히 이용할 수 있는 ESCO사업의 가장 포괄적인 역사적인 ''스냅 사진''들이다. 우리들은 ESCO프로젝트의 지리적 배분에 대한 정보를 제공하고 시간이 거듭될수록 다양한 분야에서 ESCO들에 의해 행해지는 프로젝트 개발 활동을 분석하며 견적 대비 실제의 입증된 에너지 절감효과를 분석했다. 우리는 또한 다양한 시장 분야(예를 들면, 프로젝트 비용, 건축면적 등)에서의 핵심적인 프로젝트의 특징을 요약하며 이들 프로젝트들을 개발함에 있어서 ESCO들이 의존하는 다양한 형태의 에너지설비 프로그램의 범위에 대하여 논의한다. 우리는 또한 연구로부터 주요한 몇 가지의 정책의 연관에 대하여 언급한다; (1) 중요한 민간 부문의 에너지 효율 활동이 있는 시장, (2) 민간 부문의 활동의 추세와 공공의 목적 또는 지방세 납세자 기금 프로그램과의 관계

우리는 지방세납세자 기금의 공공 목적의 프로그램과 활기찬 민간 부문의 에너지 효율 서비스산업과의 관계가 중심이 되는 몇 가지의 보다 광범위한 공공 정책 과제에 대하여 이 프로젝트의 데이터가 어떤 통찰력을 제공할 수 있다는 것을 믿는다. 예를 들면, 역사적으로, 어느 정도까지 ESCO들이 지방세납세자 기금의 DSM의 인센티브에 의존했는지? 상관적인 조건에서 시간이 거듭할수록, 보다 많은 프로젝트들이 지방세납세자들로부터의 재정적 보조금 없이 개발될 수 있을지? ESCO들이 특수한 시장 부문에서 에너지공급자의 DSM으로부터의 재정적 인센티브나 공공 목적의 재정적 인센티브에 보다 더 의존하는 경향이 있는 것은 아닌지? 또는 그들의 이용이 에너지공급자에 의해서 제공되는 프로그램의 능력에 의해서 조건이 결정되는 것은 아닌지?

Recently, energy saving in building sector is of great important to meet national $CO_2$ reduction goals in Korea. In this sense, it is crucial to improve the energy performance for existing building. The energy efficiency investments, ESCO business, can be beneficial to expand the chance of energy retrofit for existing building. However, ESCO business hardly expand in Korea because it has many limitations in guarantee for energy saving. Also, it is more difficult to apply the energy retrofit measures in existing building than new building. Therefore, the retrofitting methods for existing small-and medium-sized buildings should be improved to initiate ESCO business and expand it in Korea. In this study, the energy retrofit methods for small sized office building were suggested and the case study for a small sized office building located in Suwon was accomplished.

''고''마크 제품이 고효율에너지기자재로 통합됨에 따라 그에 따른 지원제도가 개정됐다. 한전은 고효율 조명기기 보급사업 내용중 기존 고마크 기술규격 인정승인 기준을 고효율에너지기자재 기술규격에 적합한 제품으로 개정하고, 절전용량 총합이 6kW이상 설치 또는 교체한자에게 지급하던 것도 4kW 이상으로 낮췄다. 단, 학교나 군부대 등은 전기사용계약단위별 절전용량이 4kW 미만이라도 각 교육청이나 군부대에서 관내학교와 군부대를 일괄하여 단위공사건의 절전용량총합이 4kW이상일 경우에는 지원금을 지급한다. 개당 지급단가는 형광등용 안정기 1등용 2,800원, 2등용 4,210원, 안정기내장형 램프 2,050원이며, 신청 지원금 지급은 8월 1일부터 시행된다.

On-site diagnosis of chiller performance is an essential step for energy saving business. The main purpose of the on-site diagnosis is to predict the COP of a target chiller. Many models based on thermodynamics background have been proposed for the purpose. However, they have to be modified from chiller to chiller and require deep insight into thermodynamics that most of field engineers are often lacking in. This study focuses on developing an easy-to-use diagnostic technique that is based on adaptive neuro-fuzzy inference system (ANFIS). Quality of the training data for ANFIS, sampled over June through September, is assessed by checking COP prediction errors. The architecture of the ANFIS, its error bounds, and collection of training data are described in detail.

Our society becomes complex because technology is developing quickly. Especially, building services field deals with the important information that produces a drawing and manages the planning information and manpower. Therefore, the efficient management that connected with the construction information plays the important roles. The study develops a database by organizing systematically the various types of information using hypermedia. And, this study is to build the management system that can serve the various information that operated by DBMS on the web according to the DB structure. The information database was developed using internet web technology for building services field.

In-situ measurement was made to evaluate chiller performance and thermal storage density of an ice thermal storage system. The system belonged to a big hotel and the measurement was conducted during late October. Owing to very small cooling load, the data logging was possible for a single thermal storage cycle. However, operation history of the chiller showed a relatively good spectrum of data for performance evaluation. COP and thermal storage density were calculated. The COP at full load was about 4.07, which was lower than $4.8\~6.4$ of new chillers. The measured storage density was about $10.9RT-h/m^3\;(=152MJ/m^3)$, which also was lower than a criterion of normal performance $(above\;13.0RT-h/m^3\;or\;181MJ/m^3)$. The study result provides technical basis for quantitative ESCO business scenario.
