  • 에너지요금의 인상이 잇따르고 있는 가운데‘이란발 쇼크’로 국제유가가 최근 가파른 상승세다. 하루 석유생산량이 390만 배럴로 석유수출국기구(OPEC) 중 사우디아라비아에 이어 두 번째로 큰 산유국 이란. 이 나라의 핵 개발을 둘러싼 국제적인 갈등이 원유공급 감소로 이어질 것이란 우려 때문이다. 미국을 비롯한 EU, 중국, 러시아가 이란 핵의 안보리 회부에 합의한데 따른 시장급변 상황에서 초래됐다. 여기에다 OPEC 회원국들이 지난달 31일 오스트리아 빈에서 열린 정례회의에서 하루 2800만 배럴인 현행 산유량 수준을 고수하기로 합의한 데 따른 파급도 있다. 중동지역의 지정학적인 위기로 인한 수급불안 우려가 해소되지 않고 있는데다 특히 OPEC의 증산 여력이 소진된 상태라는 관측 때문에 유가불안이 고조되고 있는 것이다. 2월초 현재 3월 인도분 서부 텍사스산 원유인 WTI는 배럴당 70달러에 육박하고 있다. 영국 런던 원유시장의 북해산 브렌트유 역시 덩달아 오름세이다. 우리나라에서 주로 수입하고 있는 중동산 두바이유 역시 마찬가지이다. 브렌트나 두바이유도 배럴당 같은 60달러 선이다. 유가 강세는 지난해 가을 허리케인 카트리나의 미국 남동부 강타로 대다수 석유시설이 파괴돼 수급난이 초래돼 WTI 기준 배럴당 한때 80달러에 육박한 이래 하락세를 보이다 이번에 다시 가파른 오름세로 돌아선 것이다.전문가들은 이 같은 유가의 가파른 돌변상황을 심각하게 받아들이고 있다. 1980년 5월 WTI 기준 최고치인 94달러까지 치솟아 오일쇼크를 유발한 국제유가. 이 즈음을 정점으로 내림세로 돌아서 걸프전90~91)으로 반짝 배럴당 50달러에 머문 적이 있다. 이를 제외하곤 1986년부터 2004년까진 10~30달러 선에서 비교적 안정세를 보이다 이후 미국의 이라크 침공을 기점으로 급상승세를 타고 왔다. 지난해 최고 80달러에까지 육박한 국제유가는 하향안정세에서 배럴당 60달러 선에서 등락을 거듭하고 있다. 이 수준도 턱없이 높은 것이다. 이 같은 고유가의 파고가 최근 들어 더욱 심상치 않다는 게 전문가들의 공통된 시각이다. 이번에‘이란발 오일쇼크’가 급습하는 것이 아닌가 하는 우려감마저 갖고 있다. 세계경제 회복세에 발목을 잡을 수도 있다고 보고 있다.본지는 이 같은 고유가의 파고를 넘는 첩경으로 저소비·고효율 기기를 앞으로는 시리즈로 소개한다.

Real Options Study on Nuclear Phase Down Policy under Knightian Uncertainty (전력수요의 중첩 불확실성을 고려한 원전축소 정책의 실물옵션 연구)

  • Energy demand forecast which serves as an essential input in energy policy is exposed to multiple factors of uncertainty such as GDP and weather forecast uncertainty. The Master Plan of Electricity Market in Korea which is biennially prepared is critically based on fluctuating energy demand forecast whereas its resulting proposal on electricity generation mix is substantially irreversible. The paper provides a real options model to evaluate energy transition policy by considering Knightian uncertainty as a measure to study multiple uncertainties with multiple set of probability distributions. Our finding is that the current energy transition policy under the master plan is not robust in terms of securing stable management of electricity demand and supply system.

A Study on the Power Supply and Demand Policy to Minimize Social Cost in Competitive Market (경쟁시장 하에서 사회적 비용을 고려한 전력수급정책 방향에 관한 연구)

  • In this paper, the resource adequacy as well as the optimum fuel mix is obtained by the following procedures. First, the regulation body, the government agency, determine the reliability index as well as the optimum portfolio of the fuel mix during the planning horizon. Here, the resources with the characteristics of public goods such as demand-side management, renewable resources are assigned in advance. Also, the optimum portfolio is determined by reflecting the economics, environmental characteristics, public acceptance, regional supply and demand, etc. Second, the government announces the required amount of each fuel-type new resources during the planning horizon and the market participants bid to the government based on their own estimated fixed cost. Here, the government announces the winners of the each auction by plant type and the guaranteed fixed cost is determined by the marginal auction price by plant type. Third, the energy market is run and the surplus of each plant except their cost (guaranteed fixed cost and operating cost) is withdrew by the regulatory body. Here, to induce the generators to reduce their operating cost some incentives for each generator is given based on their performance. The performance is determined by the mechanism of the performance-based regulation (PBR). Here the free-riding performance should be subtracted to guarantee the transparent competition. Although the suggested mechanism looks like very regulated one, it provides two mechanism of the competition. That is, one is in the resource construction auction and the other is in the energy spot market. Also the advantages of the proposed method are it guarantee the proper resource adequacy as well as the desired fuel mix. However, this mechanism should be sustained during the transient period of the deregulation only. Therefore, generation resource planning procedure and market mechanisms are suggested to minimize possible stranded costs.

  • Currently, dependency of natural and energy resources on world economy may not be more serious than any before increasing the uncertainty of Korea's national economy, especially as China uses unexpectedly fast glowing portion of world resources. Due to insufficient natural resources and unmatured renewable energy system, it is very important for Korea to secure the energy sources not only for national prosperity but also security for the future. In this regard, importance and necessity of nuclear energy as a major electric power source in Korea are in need to be emphasized. Korea currently imports all the necessary enriched uranium for fabrication of nuclear fuel from abroad. Thus, it is extremely important to establish a secured supply system for enriched uranium regardless of the global political unstability as well as economic fluctuation. In order to build the nuclear fuel procurement system, it is required to analyze the global market status, current enrichment service systems, and the future technology under development. For this purpose, this study comparatively analyzes the laser based advanced technology for uranium enrichment under development in the United States, which is assumed to be 2~3 times more economically viable than currently available technologies.

  • The paper dealt with the fact that the green deal took place when the demand for electrical energy surged. However, the procurement of electric vehicles and much of the electric energy of the future still depends on fossil fuels. Accordingly, the importance of the IT industry is highlighted, and the demand for hydrogen-electric vehicles and related industries increases. The method of this study investigated the relevance of EV charging as a future next-generation power source rather than the electric energy demand of the IT industry. This study derives the correlation between industrial electricity and household energy PPP according to economic growth through empirical regression analysis. As the result, it was found that the amount of change, including electric and next-generation electric vehicles, was significant for on thirds of the countries in the change in purchasing power compared to GDP. This affects overall purchasing power as twelve out of thirty two countries with EV demand (Italy, Canada, Switzerland, Poland, Slovenia, Germany, Slovakia, Finland, Sweden, Czech Republic, Estonia, Denmark) are more sensitive to electric energy. This is related to the charging of EVs or hydrogen as the next-generation power of the future rather than the electric energy demand of the IT industry. By preventing waste of unused electricity of IT-electric energy sources and charging-preserving hydrogen electricity, it seems indispensable to prepare for the national IT power conservation buffer facility for supply and demand in future growth.

  • Renewable energy refers to solar energy, biomass energy, hydrogen energy, wind power, fuel cell, coal liquefaction and vaporization, marine energy, waste energy, and liquidity fuel made out of byproduct of geothermal heat, hydrogen and coal; it excludes energy based on coal, oil, nuclear energy and natural gas. Developed countries have recognized the importance of these energies and thus have set the mid to long term plans to develop and commercialize the technology and supported them with drastic political and financial measures. Considering the growing recognition to the field, it is necessary to analysis up-to-now achievement of the government's related projects, in the standards of type of renewable energy, management of sectional goals, and its commercialization. Korean government is chiefly following suit the USA and British policies of developing and distributing renewable energy. However, unlike Japan which is in the lead role in solar rays industry, it still lacks in state-directed support, participation of enterprises and social recognition. The research regarding renewable energy has mainly examinedthe state of supply of each technology and suitability of specific region for applying the technology. The evaluation shows that the research has been focused on supply and demand of renewable as well as general energy and solution for the enhancement of supply capacity in certain area. However, in-depth study for commercialization and the increase of capacity in industry followed by development of the technology is still inadequate. 'Cost-benefit model for each energy source' is used in analysis of technology development of renewable energy and quantitative and macro economical effects of its commercialization in order to foresee following expand in related industries and increase in added value. First, Investment on the renewable energy technology development is in direct proportion both to the product and growth, but product shows slightly higher index under the same amount of R&D investment than growth. It indicates that advance in technology greatly influences the final product, the energy growth. Moreover, while R&D investment on renewable energy product as well as the government funds included in the investment have proportionate influence on the renewable energy growth, private investment in the total amount invested has reciprocal influence. This statistic shows that research and development is mainly driven by government funds rather than private investment. Finally, while R&D investment on renewable energy growth affects proportionately, government funds and private investment shows no direct relations, which indicates that the effects of research and development on renewable energy do not affect government funds or private investment. All of the results signify that although it is important to have government policy in technology development and commercialization, private investment and active participation of enterprises are the key to the success in the industry.

Predictions of the deteriorating performance for the marine diesel engines (선박용 디젤기관의 열화성능 예측에 관한 연구)

  • The higher energy efficiency for ship and the lower pollution for global environment are required strictly. However the performance of marine diesel engine is gradually deteriorated with time. And also the operation condition is varied with sea conditions. Hence the optimization for operating condition of marine engines is needed for energy saving and environment kindly. In this paper, it was attempted to investigate the influence of aging for marine diesel engine. The deterioration of engine performance is assessed by the calculation results of the simulation program for two-stroke marine diesel engine developed by author which was reported before. And three parameters for deterioration of engine performance were considered such as lower efficiency of turbocharger by fouling, increase of blow-by gas due to wear of cylinder liner and getting worse of combustion by poor injection. By the results, it was shown that the influence of engine performance by aging was relatively not so small - 10.4 bar low in Pmax and 3.2% decrease in Pmi.

  • 전력산업의 환경변화에 따라 단일 공급자였던 한전을 비롯하여 전력판매사업자, 민간부하사업자, 에너지컨설팅사업자 등 에너지관련 서비스를 제공하는 주체자(이하 ESP : Energy Service Provider)의 참여로 전력시장이 경쟁체제로의 변화가 예상된다. 이러한 주체는 전력에너지 관리 최적화를 위한 수요측의 전력자원과 정보의 통합관리가 필요하다. 또한 수요측 서비스 개선과 동시에 수익을 창출할 수 있는 부가 서비스의 개발이 또한 요구될 것이다. 최근 석유가격의 지속적인 상승으로 도매시장가격은 더욱 증가할 것으로 예상된다. 현재 우리나라는 CBP 형태의 전력시장에서 시간대별로 변하는 전력가격(SMP)에 의하여 시장가격이 정해진다. 따라서 시장가격이 높아지면 높아질수록 전력을 구입하고 있는 전력사업자의 경우 구입비의 증가로 재무 건전성 확보에 악영향을 초래한다. 따라서 효율적인 전력 수요절감을 통해 구입전력비를 절감할 수 있는 신수요관리 기법이 필요하다. 이러한 신수요관리 기법은 국가적으로는 하계수급비상 해소와 신규 건설비용 및 혼잡비용을 회피하고, 전력사업자는 구입전력비의 절감을 통해 전력도매시장가격의 안정을 도모할 수 있다. 이러한 수요절감 기법 중 수요측의 자율적인 참여 및 반응을 기반으로 하는 수요반응(Demand Response, 이하 DR)이 있으며, 이는 전력사업자와 수요 측 전력부하설비와의 양방향 통신 및 제어 인프라 구축이 필요하다. 본 논문은 이러한 DR운영에서 반드시 필요한 수요측 전력부하설비와의 양방향 통신 및 제어 인프라구축에 대한 방법 및 결과를 제시하고자 한다.

  • In the present work, for various energy and electricity generating systems to be compared in view of integrated social impacts, nuclear, coal-fired, heavy oil-fired, and LNG, and hydroelectricity systems are considered as electricity generating options. The following assessment factors are selected: economic effect, health effect, environmental effect, and benefit at the national level. As a preliminary study, these factors are represented as power generation cost, estimated mortality, Carbon Dioxide gas emission, and fuel supply stability, respectively. For integrated representation of a multi-criteria decision-making (MCDM) problem, radar charts are introduced to facilitate a comparative recognition of estimates. In the near future, based on the estimates, a MCDM methodology for both qualitative and quantitative comparison will be developed.

  • MG(Microgrid) is a small power supply system located on-site that can supply both the electricity and the hot-water simultaneously. Engineering S/W is requested to construct Microgrids economically. We developed Engineering S/W that can combine DERs (Distributed Energy Resources) most economically using the linear programming and estimate of the economic. Developed S/W was programed using GAMS(General Algebraic Modeling System) and it is composed of the optimal DER combination module and forecasting module of renewable energy's output. We embody it based on MS Excel considering the user's convenience and we show its validity through a case study. We think that developed S/W will be very useful for planning MGs and energy supply.
