Spatial information is essential for administrative affairs. So many Administrative Information System(AIS)s and Geographic Information System(GIS)s have been implemented at local government to support administrative affairs. AIS deals with document based information, and is not designed to use map information. Also, various information is not matched, because address systems for AIS and coordinate system for GIS are different. Therefore, existing AIS and GIS are not suitable for linking administrative affairs and spatial information. This paper deals with the enterprise architecture for local government to support the linkage of administrative affairs and spatial information. Enterprise architecture in this paper is composed of business architecture, data architecture, application architecture, and technical architecture. Each architecture is designed up to planner's and owner's level. Detail structures of each architecture follow the practical guidance for applying e-government enterprise architecture in Korea. Business and data architecture are applied to transportation administrative affairs.

As the social infrastructure becomes deteriorated, its maintenance cost has been increased rapidly. There are growing needs to manage facilities systematically to reduce this kind of maintenance budget, and furthermore to avoid safety accidents in Korea. Asset management is widely used in New Zealand, the United States, Great Britain to manage their social facilities. In these countries, standardized information model and its system are developed and in service for asset management. There are several researches on asset management of social infrastructure in Korea, and the KTAM-40 work procedure is one of the main results for these researches. In this paper, the IIMM of New Zealand and the KTAM-40 of Korea, were surveyed to develop a business architecture of the highway asset management system. A new business architecture for the highway asset management system is proposed based on the KTAM-40 work procedure: First, the organization and its role for the highway asset management are defined. Second, business functions of the highway asset management are classified. Third, the highway asset management functions and the flow of information are defined. In the last section, differences between the newly designed architecture and the other systems' architecture is reviewed.

현재 많은 기업이나 조직이 전사아키텍처(이하 EA)기반에서 어플리케이션 시스템(이하 응용시스템)을 구축 및 운영하고 있으나 응용시스템 개발 단계에서 EA관점의 응용시스템 아키텍처(응용아키텍처)를 충분히 고려하는 경우는 드물었다. 본 논문에서는 EA관점의 응용시스템 구축을 효과적으로 수행하기 위해서 프로젝트 내 어플리케이션 아키텍트(이하 AA)의 주요업무를 정의하고 조직의 EA를 만족할 수 있는 수행방법을 도출하였다. 소프트웨어 아키텍트(이하 SA)와 AA의 수행업무를 고찰하여 효과적인 프로젝트 수행을 위한 조직구성을 정의하고 AA의 수행업무 중 EA와 밀접한 관련이 있는 업무에 대해 수행 방법을 연구하였다. 또한 EA 응용레벨 별 산출물과 소프트웨어 아키텍처 정의서와의 일관성을 유지할 수 있는 방안을 도출하였다.

전사아키텍처가 IT 전략의 핵심 요소로 자리 잡으면서 이를 책임지고 수행할 수 있는 전문가 수요가 증가하고있다. 특히 전사아키텍처중 기업의 모든 업무를 데이터측면에서 체계화하는 데이터 아키텍처전문가의 필요성이 계속 높아지고 있는 상황이다. 이런 가운데 한국데이터베이스진흥센터가 주관하는 데이터아키텍처 전문가(Data Architecture Professional) 자격검정시험은 데이터아키텍처전문능력을 평가받고 싶어하는 사람들이 관심을 가질만한 시험으로 국내에서는 지난 3월 처음 실시됐다.

Most of the administrative works are executed based on the address. Therefore, spatial information is an essential factor for administrative works. So far, many systems, which apply spatial information to administrative works, have been implemented. However, there is little approach to apply spatial information to road occupation permit works. In this paper, we introduce system implementation plan for applying spatial information to road occupation permit administrative works. System implementation plan includes work analysis, applying scenarios extraction, system function extraction, and datamart construction plans. First, work processes and activities are defined based on the analysis of work handbook. Also, activities are displayed in diagram. Second, scenarios applying spatial information to road occupation permit works are extracted. Third, we derive service functions for system, which realize work processes and applying scenarios. Finally, spatial information datamart construction plan is established. Proposed system implementation plan in this research includes application architecture and part of data architecture. For implementing the system, plan for hardware and software architecture should be studied.

Recently, Architecture Frameworks are used to develop Information Management System (IMS). This paper describes an operational architecture development method for railway system safety assessment. using DoDAF (Department of Defense Architecture framework). The need of IMS is increasing to perform safety assessment task effectively and efficiently as safety-critical system like railway System. It is necessary that operational architecture based IMS requirements generated fir safety assessment. ARP(Aerospace Recommended Practice)4761 are referred to develop safety assessment operational architecture applicable to railway system. Firstly, schema and template was developed to perform the operational architecture development process using a commercial CASysE(Computer-Aided Systems engineering) tool, CORE. Not only the operational architecture allows building flexible IMS, but also helps business process solving.

현대의 조직은 급격한 업무 환경의 변화와 극심한 경쟁에 대응하기 위하여 정보기술에 상당부분 의존하고 있다. 업무 체계가 다양하고 복잡해지면서 이들 체계 간의 연계를 효과적으로 하여 조직의 전략들 달성하는 것이 중요하며, 또한 업무의 민첩성과 유연성을 확보할 수 있도록 정보체계를 구축하는 것이 필요하다. 이를 위하여 전사적 아키텍처(EA)와 서비스 지향 아키텍처(SOA)가 각광을 받고 있으나, 이들은 일회성 프로젝트로 추진하여서는 섬과를 얻을 수 없으며, 지속적인 관리가 필요하다. 이를 뭐하여 EA 거버넌스와 SOA 거버넌스가 필요하다. 이들 간의 어떤 관계가 있는지를 고려하며 어떻게 구축할 것인가를 설명하였다.

정부의 행정 서비스를 보다 효과적이고 효율적으로 제공하는 것은 정부혁신의 핵심키워드이다. 이를 위한 수단으로 정부 공공기관들은 전사적 아키텍처(Enterprise Architecture)를 적극적으로 도입, 활용해야 한다. 전사적 아키텍처란 아직까지도 진화중인 개념으로 해당 기관 정보화 업무의 전 영역을 업무 프로세스(Business Processes), 정보 흐름 및 관계(Information Flow and Relationships), 애플리케이션(Applications),데이터 명세 및 관계(Date Descriptions and Relationships), 그리고 기술 하부구조(Technology Infrastructure)로 구분 짓고 각각을 구조화된 산출물로 정리함으로써 공공정보화의 청사진을 제시한다. 이렇게 구축된 아키텍처 결과물은 기관 내 뿐 아니라 타 기관 EA와의 연계를 통해 상호 운용되어야 하며, 이 과정에서 어휘의미중의성(Word Sense Ambiguation)등 상호운용성 문제가 핵심 이슈로 대두되리라 예상된다. 공공분야로 한정짓더라도 200여 정부부처 EA간의 상호운용성 문제는 정부조직 간 경계를 넘어 통합된 EA정보를 취합, 활용하는 데 있어 가장 큰 장애요인이 되리라 예상된다. 본 논문에서는 온톨로지를 사용하여 각기 서로 다른 EA간 상호운용성 문제를 해결하는 방안에 대해 논의하고자 한다.

현재 기업에서는 DW 및 BI 가 업무를 분석하는 수단으로 널리 사용되고 있다. 그러나 적절한 시점에서 기업의 의사결정을 위한 정보 수집 및 리포트 생성 사이에 통상 시간 차이가 발생한다. 이러한 데이터 지연의 원인으로는 업무 프로세스 및 시스템 통합화의 문제점 등을 들 수 있다. 본 논문에서는 데이터 지연의 문제를 처리할 수 있도록 실시간 비즈니스 모니터링을 위한 5 레이어 아키텍처와 이를 모델링하는 절차를 제안한다. 제시된 아키텍처는 비즈니스 이벤트 발생 과정을 모델링하는 요소를 통합하고, 수집된 비즈니스 속성에 대하여 실시간으로 액세스할 수 있게 한다.

기업의 업무을 지원하고, 조직의 방향을 유도하는 정보 관리시스템에 있어, 전통적인 정보기술 관리에 대한 방법이 개발자 중심의 산출물과 고립된(Standalone) 데이터 처리의 문제점을 나타내고 있다. 이로 말미암아, 고비용, 저통합성으로 인하여 변화하는 기업 내외적인 경영환경에 대처하는 기반구조 변경이 어려운 실적이고, 임기 응변적이고 벤더 중심적인 시스템 개발에 통합성과 업무와 정보시스템간의 얼라이먼트에 문제가 발생하고 있다. 이러한 문제를 해결하기 위하여 ITA를 기업에 적용하여 전사적인 경영과 정보기술간의 통합성과 변화하는 환경에 유연한 적응의 필요성이 대두되기에 이르렀다. 이에 대한 문제점을 해결할 수 있는 경영과 조직에 아키텍처 프레임워크를 구축하여 경영환경의 변화에 따른 능동적인 시스템의 변화관리를 해야 한다. 이에 따라 본 논문에서는 ZachmanFramework,IndexFramework을 소개하고 이들 Framework과 TOGAF를 비교 분석한 다음 향후 기업에 맞는 ITA를 구축하는데 있어 TOGAF의 아키텍처 프레임워크의 활용방안을 고찰하려 한다.
