AIS 기반 관제의 문제점 보완 및 모니터 화면 개선을 통한 관제향상 방안

  • 기존 RADAR 기반의 VTS에 AIS를 연계 집약하면서 예측 불가능한 데이터 전송률에도 동일선박으로부터의 AIS 및 RADAR 데이터는 상관관계를 유지하면서 물표에 대한 Tracking이 지속적으로 이루어져야 하지만 AIS 신호 Lost시 RADAR Tracking 자동 전환이 안 되는 경우가 많이 발생하고 있다. 또한 3개의 VTS 모니터 화면에 각각 다른 Scale과 다른 관제구역이 디스플레이 됨으로써 특히 모니터 가장자리 부근의 관제구역은 사각지대로 관제사의 집중도가 떨어질 수밖에 없다. 이러한 문제점들은 관제사의 Traffic Image구성 및 Situational Awareness를 방해하는 요소로 작용하며 사고의 개연성을 높이고 있다. 본 연구에서는 VTS 모니터상의 화면 재구성 방법을 통해서 관제사의 SA를 돕고, AIS-RADAR Tracking 알고리즘 보완을 통한 Target Tracking의 안정성을 확보하고, 교육 훈련을 통해서 AIS특성과 Error현상에 대한 관제사들이 충분히 이해하도록 하여 관제업무의 향상을 기하는 방안을 제시하였다.

  • 부선은 타 선박에 비해 운항조건 등의 특성상 많은 어려움과 위험에 노출된 채 해상운송 업무를 수행하고 있으며, 예부선 해양사고는 일반 선박보다 40%이상 높게 나타나고 있다. 본 연구는 부선의 안전운항에 필요한 정량적이고 객관적인 정보를 제공하기 위해 실무에서 가장 많이 사용되고 있는 선수 형상을 지닌 부선을 대상으로, skeg와 bridle이 부선의 회두운동에 미치는 영향 조사를 위한 수조실험을 통해 부선의 동적 거동에 의한 예인장력의 변동을 측정하고, skeg가 선수 형상이 다른 부선의 침로안정성에 미치는 영향을 분석 검증하여 예부선의 안전예항 방안을 도출하였다.

  • 최근 인터넷 사용이 증가하고, 인터넷에 대한 접속이 손쉬워 지고, 인터넷 상에서 손쉽게 해킹 도구를 획득할 수 있게 됨에 따라서 네트워크 침해 사고가 급증하고 있다. 이런 상황에서 IDS(Intrusion Detection System)은 이러한 문제론 해결하기 위한 하나의 대안으로 제시되고, 실제 사용되고 있다. 그런데 침입 탐지시스템이 보고하는 공격은 실제 시스템이나 네트워크에 있어서 공격으로 처리되지 않아도 될 보고들이 존재하게 된다. 이를 줄여서 실제 관리자들이 더욱 정확한 침입에 대한 경고를 접하여 신속하게 대응할 수 있도록 할 수 있다. 이를 위해서 본 논문에서는 지역 망 내에 존재하는 대상 시스템들의 정보를 이용하도록 한다. 이를 이용하는 방법으로 호스트 취약점 분석 모듈을 이용하는 방법과 에이전트를 각 호스트에 설치하여 호스트의 정보를 수집하고, 이를 미리 정의된 패턴과 함께 침입 탐지 시스템의 공격 판단에 사용하는 방법을 제시한다. 이를 통해서 침입 판단의 정확도를 높이고 관리자의 업무 효율을 높이도록 한다.

  • This paper describes the checking results and some problems of guard lamps installed in the field. The guard lamp providing night security for people is installed outdoors and exposed to the natural factors causing secular ageing and the people's vandalism, etc., thus it is prone to get troubles in function. In fact, the guard lamps has been left without considering the fundamental measures in the legislative system in spite of the loss of lives due to the electric shock accidents repetitively taking place every year. This study arouses people's attention to the risk due to the lack of management and maintenance of the guard lamp by investigating the recent technology and the actual operating conditions and some problems and countermeasures were ultimately deduced. In this process, we reflected on the various opinions through fieldwork and had a couple of consultations with field staffs, manufacturers concerned and active officers with local autonomous entities.

  • A variety of work zone including road single-sharing construction add surrounding disorder and increase inconvenience of vehicles and pedestrians and furthermore danger of traffic accidents, which sometimes result in human life damages. Traffic delay due to vehicles and users generating in the course of using large-scale multiplex facilities bring about a great economic loss. Now, a lot of regulations and laws related to traffic safety system on construction sites etc. are established, but can not display efficacy desirably. It brings about continuous economic loss due to human life accidents and delay. For the purpose of solving the problems, it is necessary to import systems such as traffic inducement Security (Japan) and traffic controller (CANADA, USA) This article suggest how improve civil safety and reduce Social cost. therefore This thesis aims at analyzing advanced cases of foreign countries, looking into Korean status, and presenting importing ways of traffic inducement Security appropriate to Korea. It is reasonable to grant grade1, grade2, and technical experts to traffic inducement Security who pass regulated educations and examinations. In addition, by reversing regulations and laws, it is necessary only those who have the licenses of traffic induction guarder etc. can establish construction sites and disordered places on roads. Theory educations for education time must include basic educations and expert educations. Basic educations must include understanding regulations and laws and understanding affairs. Expert educations must include traffic control, safety educations, understanding of traffic accidents, operation of traffic control facilities, and traffic accident settlements. Traffic affairs educations must include traffic induction affairs in sites (hand signals, safety material establishment, traffic accident settlements, and urgent treatments).

  • The main issue in medical malpractice civil litigation is medical negligence and the causal relationship between medical negligence and damages. Regarding the presumption of causality in cases where medical negligence is proven, there is a previous Supreme Court decision 93da52402 on February 10, 1995, but it is difficult to find a case that satisfies the textual requirements of the above decision, and yet, in practice, the above decision is cited. In many cases, causal relationships were assumed, and criticism was consistently raised that it was inconsistent with the text of the above judgment. In its ruling, the Supreme Court reorganized and presented a new legal principle regarding the presumption of causality when medical negligence is proven in a civil lawsuit. According to this, If the patient proves ① the existence of an act that is assessed as a medical negligence, that is, a violation of the duty of care required of an ordinary medical professional at the level of medical care practiced in the field of clinical medicine at the time of medical practice, and ② that the negligence is likely to cause damages to the patient, the burden of proving the causal relationship is alleviated by presuming a causal relationship between medical negligence and damage. Here, the probability of occurrence of damage does not need to be proven beyond doubt from a natural scientific or medical perspective, but if recognizing the causal relationship between the negligence and the damage does not comply with medical principles or if there is a vague possibility that the negligence will cause damage, causality cannot be considered proven. Meanwhile, even if a causal relationship between medical negligence and damage is presumed, the party that performed the medical treatment can overturn the presumption by proving that the patient's damage was not caused by medical negligence. Meanwhile, unlike civil cases, the standard is 'proof beyond reasonable doubt' in criminal cases, and the legal principle of presuming causality does not apply. Accordingly, in a criminal case of professional negligence manslaughter that was decided on the same day regarding the same medical accident, the case was overturned and remanded for not guilty due to lack of proof of a causal relationship between medical negligence and death. The above criminal ruling is a ruling that states that even if 'professional negligence' is recognized in a criminal case related to medical malpractice, the person should not be judged guilty if there is a lack of clear proof of 'causal relationship'.

A Study on Legal and Institutional Improvement Measures for the Effective Implementation of SMS -Focusing on Aircraft Accident Investigation-

  • Even with the most advanced aviation technology benefits, aircraft accidents are constantly occurring while air passenger transportation volume is expected to double in the next 15 years. Since it is not possible to secure aviation safety only by the post aircraft accident safety action of accident investigations, it has been recognized and consensus has been formed that proactive and predictive prevention measures are necessary. In this sense, the aviation safety management system (SMS) was introduced in 2008 and has been carried out in earnest since 2011. SMS is a proactive and predictive aircraft accident preventive measure, which is a mechanism to eliminate the fundamental risk factors by approaching organizational factors beyond technological factors and human factors related to aviation safety. The methodology is to collect hazards in all the sites required for aircraft operations, to build a database, to analyze the risks, and through managing risks, to keep the risks acceptable or below. Therefore, the improper implementation of SMS indicates that the aircraft accident prevention is insufficient and it is to be directly connected with the aircraft accident. Reports of duty performance related hazards including their own errors are essential and most important in SMS. Under the policy of just culture for voluntary reporting, the guarantee of information providers' anonymity, non-punishment and non-blame should be basically secured, but to this end, under-reporting is stagnant due to lack of trust in their own organizations. It is necessary for the accountable executive(CEO) and senior management to take a leading role to foster the safety culture initiating from just culture with the safety consciousness, balancing between safety and profit for the organization. Though a Ministry of Land, Infrastructure and Transport's order, "Guidance on SMS Implementation" states the training required for the accountable executive(CEO) and senior management, it is not legally binding. Thus it is suggested that the SMS training completion certificates of accountable executive(CEO) and senior management be included in SMS approval application form that is legally required by "Korea Aviation Safety Program" in addition to other required documents such as a copy of SMS manual. Also, SMS related items are missing in the aircraft accident investigation, so that organizational factors in association with safety culture and risk management are not being investigated. This hinders from preventing future accidents, as the root cause cannot be identified. The Aircraft Accident Investigation Manuals issued by ICAO contain the SMS investigation wheres it is not included in the final report form of Annex 13 to the Convention on International Civil Aviation. In addition, the US National Transportation Safety Board(NTSB) that has been a substantial example of the aircraft accident investigation for the other accident investigation agencies worldwide does not appear to expand the scope of investigation activities further to SMS. For these reasons, it is believed that investigation agencies conducting their investigations under Annex 13 do not include SMS in the investigation items, and the aircraft accident investigators are hardly exposed to SMS investigation methods or techniques. In this respect, it is necessary to include the SMS investigation in the organization and management information of the final report format of Annex 13. In Korea as well, in the same manner, SMS item should be added to the final report format of the Operating Regulation of the Aircraft and Railway Accident Investigation Board. If such legal and institutional improvement methods are complemented, SMS will serve the purpose of aircraft accident prevention effectively and contribute to the improvement of aviation safety in the future.

  • The biggest change in the field of coastal ship safety control since the accident of passenger ship Sewol has been the introduction of the maritime safety supervisor system. With its introduction, the safety control system in coastal passenger ships was changed from consisting of operation managers and marine police to operation managers and a newly-introduced maritime safety supervisor. The safety control system for coastal cargo ships was also converted from relying on ship inspection officers to having a maritime safety supervisor and ship inspection officers. However some negative elements have surfaced due to confusion related to the scope of work in the coastal cargo shipping field. These have been caused by dividing the supervisory agency, a lack of work continuity given non-permanent public official status, low supervisor qualifications overlooking reality, and limitations of the order for improvement to secure seaworthiness. It is essential that the maritime safety supervisor system be solidified to reinforce coastal ship safety control. Therefore, systematic safety control in the coastal cargo shipping industry should be conducted by a single, integrated government agency, and the area covered by the order for improvement to secure seaworthiness should be extended. Also limitations of the supervisor recruitment system due to non-permanent public official status should be simultaneously improved. In addition, it is necessary to upgrade supervisor qualifications to require experience with surveyors of international class, ship captains, and chief engineers.

Forecasting and Evaluation of the Accident Rate and Fatal Accident in the Construction Industries (건설업에서 재해율과 업무상 사고 사망의 예측 및 평가)

  • Many industrial accidents have occurred continuously in the manufacturing industries, construction industries, and service industries of Korea. Fatal accidents have occurred most frequently in the construction industries of Korea. Especially, the trend analysis of the accident rate and fatal accident rate is very important in order to prevent industrial accidents in the construction industries systematically. This paper considers forecasting of the accident rate and fatal accident rate with static and dynamic time series analysis methods in the construction industries. Therefore, this paper describes the optimal accident rate and fatal accident rate by minimization of the sum of square errors (SSE) among regression analysis method (RAM), exponential smoothing method (ESM), double exponential smoothing method (DESM), auto-regressive integrated moving average (ARIMA) model, proposed analytic function model (PAFM), and kalman filtering model (KFM) with existing accident data in construction industries. In this paper, microsoft foundation class (MFC) soft of Visual Studio 2008 was used to predict the accident rate and fatal accident rate. Zero Accident Program developed in this paper is defined as the predicted accident rate and fatal accident rate, the zero accident target time, and the zero accident time based on the achievement probability calculated rationally and practically. The minimum value for minimizing SSE in the construction industries was found in 0.1666 and 1.4579 in the accident rate and fatal accident rate, respectively. Accordingly, RAM and ARIMA model are ideally applied in the accident rate and fatal accident rate, respectively. Finally, the trend analysis of this paper provides decisive information in order to prevent industrial accidents in construction industries very systematically.

A Study on Industrial Safety Accidents Treated at A Primary Care Clinic (의원방문 근로자들의 업무상 사고.부상 실태에 관한 연구)

  • This study was surveyed to assess the status of safety accidents occurred in work-places and prepare the fundamental data and prevent the safety accidents. The authors reviewed and analysed the charts of accident cases treated at a primary care clinic in A city from January 1991 to December 2006. The data were classified according to the USA Standards Institute and International Labour Organization method. We analyzed the data using SPSS program. The results were as follows : 1. The total cases of accidents were 455 for 8 years. 2. Accidents were mostly common in the workers who are in thirties and forties age(84.4%). 3. As season variation, spring and summer were common than others, but there was no statistical significance on season, month and weekday. 4. The most frequent injured part of the body were hand and finger, which was 36.0% among total cases. 5. According to the accidents type, cases of caught in, under or between were most frequently observed as 53.9% of the total cases. 6. The most common source of injuries was power machine(50.5%). 7. According to the unsafe acts, cases of carelessness and unsafe information were most frequently observed as 71.2% of the total cases. 8. Admission rate(5.5%) and official report rate(2.2%) were very low rate. As above results, the authors recommend to prepare the systemic control programs on environmental and human factors of safety accidents such as improving the working conditions, working facilities, working methods and safety education, and control of working time for working day.
