Bi-Polarization of the Income Distribution In Korea: 1997-2003 (소득 분포의 양극화 추이)

  • On the basis of the Korea Labor and Income Panel Survey for the 1997 through 2003 period, this paper investigates if the income distribution has become more bi-polarized since the recent financial crisis. The polarization measure developed by Esteban and Ray(l994) and Duclos, Esteban, and Ray(2004) indicates that the distribution of total income has become much more bi-polarized than unequalized for the entire sample period. Second, the rapid increase in the bi-polarization measure is attributed to the enhanced within-group homogeneity among the lower-income group as well as the widening gap between the two groups in the mean income level. Third, no such pattern exists in the distribution of labor income. Overall, the findings in the current study would support the hypothesis of a centrifuging society which is characterized by the slow disappearance of the middle class and the formation of two poles and which is observed in the United States and the United Kingdom among others.

Estimation and Verification for Polarization of Income Distribution in Korea (소득분포 극화의 추정과 검증)

  • Upon analyzing several Korean Income data sets, it is confirmed that the relationship between Gini coefficient and bi-polarization measure (EGR) is empirically not different although they each come from different theoretical basis. Furthermore, it is difficult to state that the degree of polarization of income distribution, measured by DER, in Korea has deepened more than that of income inequality, estimated by Gini coefficient, in the periods of before and after the economic crisis.

Trends on Income Inequality and Bi-polarization for Forest Household (임가의 소득불평등과 양극화 추이)

  • This study conducted to examine about the income inequality and bi-polarization for forestry household. For this purpose, Gini coefficient and Atkinson index were used to analyze the income inequality for forestry household. Also, DER index were employed to show their income bi-polarization. Before using these methodologies, forestry household income was divided into three parts that was forestry income, non forestry business income and transfer income. And then, income inequality and bi-polarization were analyzed respectively. The result shows that forestry household income inequality was higher than whole household inequality. Apart from transfer income, forestry household income, forestry income and non forestry business income inequality was aggravated. At the same time, these tendency was able to observe the bi-polarization for forestry household income and other income sources.

Socio-economic Polarization and Intra-urban Residential Segregation by Class (사회경제적 양극화와 도시 내 계층별 거주지 분리)

  • It is widely believed that increasing socio-economic polarization inspired by globalization and economic restructuring worsens residential segregation by class in Korean cities. However, the existing literature falls short in showing the recent changes of the residential segregation, particularly after the 1997 financial crisis, with reliable and systematic segregation measures. Noting that there are the two major dimension in residential segregation - evenness-concentration and exposure-clustering - this study introduced not only global measure (dissimilarity index and isolation/interaction index) but also local measures (location quotient and Local Moran's I) for each dimension. These measures are applied to the case study of Seoul in the 2000s. The class is defined by education attainment and the data is obtain through the MicroData System Service System(MDSS). The result shows that the residential segregation by education attainment persists through 2000s and even get worse in some dimension. More significantly, it turns out that high-class and low-class residence are nearly mirror-images of each other, indicating high segregation.

A Study On the Convergence of Housing Rent Indices among Korean Cities (한국의 도시별 집세의 수렴화 현상에 대한 연구)

  • This study is to investigate the long run convergence behavior of the housing rent of Korean 21 cities, by using the Phillips and Sul (2007)'s newly developed panel convergence test method. The empirical result shows that the 21 Korean cities nationwide converge in four different groups according to the level of convergence. The 1st group is composed of 3 Seoul metropolitan cities, the 2nd group is composed of Bucheon, the 3rd group is composed of 10 cities such as Busan, Daegu, etc, and the 4th group is composed of 7 cities including Jeonju and Mokpo etc. About the speed of convergence among the member cities within the group, the 1st group has the highest speed and next the 4th group, followed by the 2nd group, and finally the 3rd group. The fact that the member cities of the 1st group with the highest rent level and the 4th group with the lowest rent level converges rapidly means the polarization of rent between the two groups. Finally, this paper suggests policy implications to relax the widening gap of individual income between the higher and the lower rent convergent groups.

A Longitudinal Analysis of Private Tutoring Expenditure in KLIPS Using A Polarization Index and Gini Coefficient (다극화 지수와 지니 계수를 이용한 사교육비 양극화 추이 분석)

  • The purpose of this study is to analyze the gap of private tutoring expenditure using data from 2001 to 2016 of Korean labor and income panel study (KLIPS). The final analysis target is about 1,300 to 1,800 households nationwide who participated in the Korean labor panel survey in each year. As a result of the analysis, the expenditure of private tutoring expenditure has been continuously increased since 2001, and it is analyzed that there is a large gap in expenditure of private tutoring even in the comparison of groups divided by the quintile. The spending gap on private tutoring expenditure in the first and fifth quintiles has increased steadily, reaching 11 times in recent years. By forecasting the polarization of private tutoring expenditure since 2016 using the Brown's smoothing method, it is highly likely that the polarization of private tutoring expenditure will be further expanded. The implications for preparing an alternative educational policy and suggestions of conducting a follow-up study for private tutoring expenditure gaps were also discussed.

주식시장(株式市場)에서의 산업별(産業別) 주가지수 차별화(差別化)

  • '90년대 주식시장의 특징 가운데 하나는 주가차별화 현상이고, 국내경기에서 나타난 특징 가운데 하나는 경기의 양극화(兩極化) 현상과 산업별 차별화(差別化) 현상이다. 실물부문에서의 산업간 차별화 현상은 실물경기에 바탕을 두고 있는 주식시장에 많은 영향을 미칠 수 있는데 본고에서는 산업간 차별화현상이 주식시장의 업종별 차별화에 어느 정도 영향을 미치고 있는가를 분석하였다. 본 연구결과 경기의 대용변수인 '산업생산지수 변동률'이 주가지수 차별화에 별다른 영향을 주지 못하는 것으로 나타나 최근 주식시장과 경기와의 괴리감을 설명해 주고 있다. 반면, 나무제조업 및 종이제조업은 주당순이익(EPS)의 차이로 인하여 주가지수가 타산업의 주가지수와 차이를 보이고 있다. 이는 우리 주식시장에서 주당순이익(株當純利益)(EPS)의 변동이 업종별 주가차별화의 요인으로 작용한다고 볼 수 있다.

The Concept and Actual Conditions of Inequality (소득불평등 개념과 실태)

  • The purpose of this study is: (1) to compare the awareness of inequality concept between Korea and other countries using the survey, (2) to identify whether several inequality measures, which have diverse concepts, are different in empirical aspect, and (3) to suggest the direction for the income distribution policy in Korea. The results of the survey has shown a surprising fact in that the majority of respondents do not agree with the basic assumptions outlined by Gini coefficient, which is the relative inequality measures that had been generally accepted in the past. These results are very similar to those of other countries. However, the major difference with other countries is that the Koreans feel that absolute income inequality-the income gap between the poor and rich, has increased more than relative income inequality, when all incomes of social members are doubled. From the result it is difficult to say that the bi-polarization index is different from Gini coefficient in statistical aspect although it has different theoretical background. The national development strategy should seek to promote "the pro-poor growth" since the change of inequality affect differently on the change of growth and inequality depending on whether the inequality change is relative or absolute.

  • 우리나라의 수자원 정책은 1960~80년대까지 성장 중심으로 추진되어 왔으나 환경오염, 소득 양극화 등의 여러 한계(the Limit to Growth)에 부딪히면서 성장과 함께 환경과 복지를 고려한 정책이 대두되기 시작하였다. 물분야는 수량과 수질 인프라에 지속적 투자를 통해 상수도 보급률은 97%, 하수도 보급률은 94%까지 향상되었으나, 물 서비스에 대한 계층·지역·세대 간 격차와 불평 등은 여전히 존재하고 있다. 따라서 증거기반에 입각한 전국민의 보편적 물복지 정책 실현을 위해서는 정량적 평가에 의한 물복지 수준 진단이 필요하다. 본 연구는 우리나라의 물복지 수준진단을 위한 지표와 지수체계의 개발 및 분석을 통하여 지자체의 물복지 상황을 진단하고, 이에 따른 물복지 정책을 진단하고자 한다.
