The policy regime of ocean is changed from ocean liberty paradigm to ocean management paradigm. Ocean resources have the characteristics of weak excludability and strong rivalry. Therefore, they need rational ocean management so as to curb the tragedy of commons. The important ocean issues and policy regimes today is ocean pollution, coastal management, sea-level rise, fishery, whaling, ocean jurisdictions, deep seabed resources, military security, piracy, ecological environmental security and so on. This paper aims at reviewing these major international ocean issues, the policy regimes for them, and the desirable tasks of ocean policy regimes in the future from the macro perspective of international ocean politics or policy-making.

The Chemical Substances Control Act has been legislated to counter the risks posed by chemical substances to public health and the environment, but a number of small- and large-scaled incidents related to hazardous chemicals continue to occur every year. The Korean Ministry of Environment takes legal responsibility for prevention, preparedness, and response to nationwide chemical accidents under the Chemical Substances Control Act. The determination of chemical accidents that occur during hazardous chemical handling processes is based on the Article 2 (Definitions) of the law and the administrative criteria for judgement of chemical accidents. However, there are certain ambiguities in the scientific basis for determining chemical accidents under the current regulations. Whether or not a chemical accident has a direct influence on penalties and administrative measures for a workplace where an accident occurred, it is necessary to find reasonable criteria for determining chemical accident based on legal and scientific evidence.

Currently, the quality management, safety management and environment management of domestic construction work does not form a infrastructure for integrated control which have been developed according to the unique characteristics based on respective the law. In other words, the quality manager and safety manager of human resources is set to a legal arrangement personnel, but environment manager of human resources is not. In addition, quality management standard is to perform the work to PDCA(Plan-Do-Check-Action) system which is reflected in all of the requirements of KS A ISO 9001 standard, but safety management plan and hazard harmfulness prevention plan are not properly reflected P(Plan), C(Check) and A(Action) system and focusing on only 4 section Do(D) in KOSHA 18001 standard requirement. Moreover environmental management plan is not even established requirement. Through examining the operation practices of an advanced nation prior to building the integrated control standard for construction work qualify safety.environment, the possibility of applying domestic is reviewed, and then this study is going to research the operation practices of Singapore.

The purpose of this study is analyze the factors affecting the standard precaution(SP) performance on the knowledge, awareness, attitude and safety environment for SP of healthcare workers of general hospitals. The research method was a descriptive research study. The subject were 262 of healthcare workers of general hospitals. The data were analyzed using descriptive statistics, t-test, Chi-square test, ANOVA, Person's correlation coefficient and Multiple regression analysis using the SPSS program. As a result of the correlation analysis SP Performance was positively correlated with attitude (r=.18, p=.003), safety environment (r=.42, p<.001) and awareness (r=.63, p<.001). As a result of the stepwise multiple regression analysis on the factors influencing SP performance were SP awareness and safety environment. Therefore, in order to improved performance of SP, it's important to improve a awareness and safety environment of SP. Different and persistent infection management educational programs that consider the occupational characteristics and monitoring are required.

대학, 기업 및 국 공립 출연 연구소의 연구 활동 종사자는 학술적 연구 및 신기술, 신물질의 개발을 통해 우리나라 과학기술 발전에 크게 기여하고 있다. 그러나 이와 더불어 각종 안전사고에 노출되어 있는 것도 사실이다. 연구실험실에서 발생한 사고 원인을 분석해 보면, 실험실 기능의 불비, 설비 및 유지관리의 불충분, 실험공간의 협소, 실험 작업 안전에 대한 배려부족, 안전전문가의 부족과 교육훈련체제의 미흡 등을 지적할 수 있으며, 이와 같은 빈번한 사고발생은 우수한 연구 활동종사자의 연구 의욕을 떨어뜨리고, 건강과 생명에 위협을 느끼게 하고 있다. 따라서, 실험실 안전을 위해서 "연구실 안전 환경 조성에 관한 법률"이 제정되어 2006년 4월 1일부터 시행되고 있다. 본 연구에서는 기존의 연구실험실 안전관리 체크리스트들을 검토하고, 안전관련 분야에서 사용되고 있는 심의 체크리스트를 조사하여, 대학 및 연구기관의 연구소에서 연구활동을 하는 연구원들의 건강과 안전 환경 조성을 위해 실질적이고 효과적으로 사용 가능한 "공통 표준 체크리스트"를 개발하고, 각 연구실험실의 실험특성 중 화재 예방을 위한 화학/화공 분야 표준 체크리스트를 개발하였다. 실험실 안전은 연구종사자의 올바른 안전의식, 연구관련 부서의 체계적 지원 및 실험실 안전 관련 법령의 완비가 뒷받침 되었을 때 비로소 가능한 일이다. 본 연구에서 얻어진 체크리스트가 이에 기여할 것이라 사료되며, 추후 화학/화공 분야의 실험실 안전관리 실태조사의 지침서로 활용되도록 하는데 그 목적이 있다.

최근 국내 산업구조 및 생활환경의 변화로 도시구조의 고도화, 집중화로 인해 특정관리대상건축물이 다양화됨으로써 안전사고 및 재해양상이 점차 다변화 되어 증가되고 있다. 이에 따라 우리나라 정부에서는 관련 법령에 근거하여 지자체 및 재난관리책임기관 등에서 시설물의 안전관리를 수행하고 있다. 1995년 제정된 "시설물의 안전관리에 관한 특별법"에 근거하여 일정 규모 이상의 1종 및 2종 시설물을 대상으로 정기점검, 정밀점검, 정밀안전진단이 관련전문가에 의하여 주기적으로 수행되고 있으며, "재난 및 안전관리 기본법"에 의하여 특정관리대상시설을 지정하여 주기적인 안전점검이 수행되고 있다. 그러나 수작업에 의한 안전관리 업무 수행과 점검 및 진단 결과에 대한 사후 관리로 관계 업무 주체들에게 과다한 업무가 부과되면서도 안전관리가 효율적 효과적으로 이루어지고 있지 못한 상황이다. 또한 관련 업무가 서로 다른 법령 및 기관에 분산되어 업무의 비효율성을 야기하고 있다. 이에 본 연구는 특정관리대상 건축물의 효율적인 안전관리를 위해 안전관리 업무의 정형화, 안전관리 정보의 통합관리 및 현실적인 업무환경을 고려한 안전관리시스템의 개발을 목적으로 수행되었다.

안전하고 일하기 편리한 직장의 환경을 만들기 위해서는 인간공학적인 요소가 빠지지 않는다. 여기에서는 로봇을 처음으로 생산공정의 자동화가 진행되는 직장의 안전을 위해, 인간.기계.인터페이스(기계와 인간의 정보전달 수단)의 문제점을 고찰하였다. 시스템성 재해방지를 위해 인간공학적인 방법에 대한 기사와 점점 증가하는 고령자의 작업의 안전을 확보하기 위한 방법 및 사업장에 대한 개선사례를 소개한다.

국내 여섯 번째 안전체험교육장이 제천에 문을 열었다. 쾌적한 환경에서 다양한 재해 상황을 체험하면서 안전에 대한 인식을 강화시킬 수 있는 곳이다. 특히 VR전용 교육장에서는 30명이 동시에 가상체험을 할 수 있어 몰입도가 높다. 총괄 운영을 담당하는 안전보건공단 박범현 팀장과 함께 교육장 곳곳을 살펴보았다.

불과 2년 전 한적한 시골 농경지였던 충청남도 서천군 마서면 일대. 푸른 들판과 초록의 나무만 가득했던 이곳이 환경보존의 중요성을 알리는 '생태원'으로 변하고 있다. 무려 99만8,000$m^2$의 사업부지에 생태연구센터, 생태교육센터, 생태체험관, 야외생태체험공간 등이 내년 말 완공을 목표로 한창 조성되고 있는 것. 각 시설 모두가 세간의 큰 관심을 받고 있지만 그중에서도 삼성물산 건설부문이 시공 중에 있는 '국립 생태체험관'은 아직 완공 전임에도 국내를 넘어 세계적으로 유명세를 떨치고 있다. 열대관, 아열대관, 지중해관, 온대관 극지관 등 지구의 5대 생태계를 재현하는 '국립 생태체험관'은 전 세계 각지의 유명 생태관들의 모든 장점에다 국내만의 독창성을 더해 현존 최고 생태체험관의 탄생을 예고하고 있다. 때문에 시공사의 자긍심이 남다른 것은 당연한 일. 최신 친환경 공법을 바탕으로 건물의 가치를 높이는데 혼연의 힘을 다하고 있다. 특히 시공 과정에서 가장 많은 신경을 쓰는 것이 바로 '안전'이다. 후세에 환경보전과 보호의 필요성을 전하는 의미 깊은 장소이니 만큼 안전사고로 그 취지를 얼룩지게 할 수 없다는 것이 이곳 임직원의 각오. 안전으로 역사에 기록될 건축물을 만들고 있는 삼성물산 건설부문의 '국립 생태체험관' 신축현장을 찾아가 봤다.
