  • The evolution and application of RFID technologies have been at the forefront of allowing aviation industries to improve the quality of aircraft maintenance and air cargo handling. However, safety problems in airplane operation are arising from the hazards of frequencies transmitted due to RFID systems. Though the intensities of frequencies back-scattered from the tags are very weak, some malfunctions are anticipated due to induction coupling on aircraft wiring. Therefore, safety assessment such as electromagnetic compatability should be accomplished upon aircraft critical and essential equipments before installations.

  • 입출항 선박의 증가와 선박의 대형화로 인하여 두 선박간의 항법규정을 기본으로 하는 해상충돌예방규칙 등 기존의 규정만으로는 연안해역과 항만의 출입항로에서 안전하고 원활한 해상교통을 기대하기 어렵게 되었다. 낚시 유어선과 항내운항선박 등 혼잡요인이 많은 항만의 항로환경을 해상교통공학적인 방법으로 연구하여 출입항 선박들의 혼잡을 감소하고 어선 및 어장의 간섭을 줄일 수 있는 시스템을 마련하여야 한다. 항로와 정박지, 교통안전특정해역, 항행보조시설 등 하드웨어 개선뿐만 아니라 소프트웨어라고 할 수 있는 도선사 승하선 구간의 해도표시, 출입항 선박간의 방향별 집단관리로 등으로 혼잡을 정리하는 개선이 필요하다. 항로의 혼잡과 위해요소의 감소 및 어민 등 항로주변 수역 이해관계의 조율에 기여할 수 있는 이러한 연구가 현실에 부합하기 위해서는 현장에서 항로를 이용하는 전문가의 축적된 경험을 바탕으로 연구함이 효과적이다.

  • 등부표는 선박이 운항할 때 경제적이고 안전한 항로를 선택할 수 있도록 유도하는 항행 원조 시설로 안전 항해에 매우 중요한 요소이다. 그러나 통항 선박의 추돌사고로 인하여 등부표의 파손 및 유실이 발생하고 있다. 따라서 본 연구에서는 해상교통평가모델을 활용하여 등부표 접촉사고 발생 위험성을 평가하고자 한다. 먼저 항만물동량이 높고, 항로에 등부표가 다수 설치된 부산항을 대상항만으로 선정하고, 부산항의 등부표 접촉사고 현황에 대하여 조사 분석했다. 그리고 부산항의 해상교통량을 기반으로 해상교통평가모델인 IWRAP, PARK Model을 활용하여 등부표 접촉사고 발생의 위험성을 평가했다. 추후에 다양한 해역의 접촉사고 위험성을 평가하고, 미래교통량을 추정 적용하여 등부표 신설 시 안전한 등부표 설치 해역 선정의 기초자료로 활용할 수 있을 것이다.

A Study on the Route Operation & Safety Improvement in Gwangyang Traffic Safety Designated Area Based on ES Model (ES모델을 통한 광양항 교통안전특정해역의 항로운영과 안전성 향상에 관한 연구)

  • Gwangyang traffic safety designated area is composed of 3 fairways (Deep water fairway, inbound fairway, and outbound fairway). However, inbound vessels can't use this passage because of Samyeo rock and artificial fishing banks in inbound route. The problem with the rocks and artificial fishing banks has been raised by ship navigators and authorities of the port. This research is about the safety evaluation and management plan of the passage, and we conducted maritime traffic simulation using a model based on a ship operator risks. As a result, assuming that future marine traffic volume is the same as the present, and if the ship operators use 3 fairways and not two, it showed risk reduction of 46.4 % (vessels over 50,000 DWT using DW route) and 57.1 % (vessels over 10,000 DWT using DW route). Also, in a traffic volume condition which is the same as the present, to induce vessels over 50,000 DWT to use DW route is effective in mitigating of risks. Meanwhile, in a condition which increased the traffic volume by 150 %, it is more effective to induce vessels to use DW route. This research is the result of analysis using the model based on ship operator risks, and not cost-effectiveness analysis on the removal of Samyeo rock and artifical fishing banks. This research is expected to be used on setting up the sea route and management plan (particularly, restriction on passing DW route).

A Study on the Improvement Methods on Cabin Safety Actions in Aircraft Accidents -Focused on Cabin Crew Safety Performances & Passenger Perceptions of Cabin Safety Information - (항공기 비상사태에 대한 객실안전조치에 관한 연구 -객실승무원의 안전업무와 승객의 객실안전정보 인식을 중심으로-)

  • Aircraft accidents these days, following the mega sizing trend of the aircraft, result in enormous losses of human lives apart from those of property, which cannot be replaced by any means. As most recently, in April 20, 2012, a Boeing 737 passenger plane departed Karachi on an augural flight to Islamabad, Pakistan, crashed close to an express highway on final approach, all 121 passengers and 6 crew members were killed. As such a large number of fatalities have been recorded in aircraft accidents while accident investigation results show that more than 95% of aircraft accidents are now survivable. There are three basic stages in surviving the aircraft accident: surviving the crash impact, the evacuation process and the hostile post evacuation environmental elements. These stages require the cabin crew's expeditious and appropriate actions on the basis of systematic and thorough cabin safety training in order to increase occupants' survivability, along with the passengers' preparedness. In this aspect, this paper examines the issues acting as the impediments to the passenger survival in inflight emergency situations, that are the deficiencies with cabin crew safety training, related performances and the shortcomings in passengers' knowledge on inflight safety information, leading to their inappropriate responses to emergency situations. These issues are analyzed and the root causes are identified, suggesting the resolving countermeasures.

  • 연안선은 중 대형선에 비하여 사고의 위험이 높고 작업 환경이나 안전에 대한 시스템적인 완성도가 매우 취약하다. 또한 바쁜 운항 스케줄과 승무원의 자질등의 여건으로 인하여 비상대응훈련이 잘 시행이 되지 않는 것이 현실이다. 여기에 현재 시행중인 훈련에 대한 시나리오도 중 대형선의 시나리오를 가지고 수정해서 사용하는 경우가 많고 본선에 적합하지 않는 훈련 시나리오를 가지고 훈련을 하는 경우도 많다. 본 연구는 이러한 문제점을 개선하고 연안선의 현실에 맞는 시나리오를 개발 및 자발적 참여유도를 통하여 연안선에서 시행되는 훈련의 효과를 증대시키고 나아가 안전한 해양문화에 이바지하는데 그 의의가 있다.

  • There are 24 airways in Incehon IFR, including 11 domestic routes and 13 international routes. The airways designated by ministry of Transportation and Construction are the routes for aircraft to fly being serviced by air traffic control system for flight safety. This study reviewed safety situation of existing permanent airways within Incheon IFR and temporary airways connecting North and South Korea. The study tried to identify the problems related to airway operation and to suggest solutions to the questionable area. The main findings are as follows: It is necessary to improve the existing normal airway systems and enlargement of the route. The airway A593 has to be upgraded to normal route. The temporary airways established to connect Seoul and Pyongyang also needs to be upgraded by air traffic control transfer agreement between two Koreas.

  • Recent global warming has been recognized as the world economy development from fossil fuel use is the culprit. This study was reduce the fossil fuel has been developed in a number of alternative energy, As a fuel that can be produced in our country is a biofuel. Biofuels is a sustainable fuel having economically benefits and decreasing environmental pollution problems caused due to fossil fuel. A lot of research is progressing about the conversion of diesel biofuel as renewable clean energy. In this experiment were remodel the institution that has been used in fishing engine again produced an experimental apparatus were installed directly, were studied using various bio fuel like to help the economically and environmentally sound operation of the vessel. rapeseed oil, soybean oil, comprehensively analyzing the results the effects of the exhaust emission characteristics of the waste rapeseed oil is available in a marine engine with similar physical and chemical components of the fuel, and the fuel consumption ratio, NOx is slightly increased, but soot was confirmed a tendency to decrease much.

  • 최근 국제해사기구(International Maritime Organization, IMO)는 "극지를 운항하는 선박에 대한 안전기준(Polar Code)"를 제정하여 결정하기로 하였으며, 2012년까지 완료하여 법제화하기로 하였다. 이는 최근의 극해 지역의 연속적인 사고의 심각성에 대한 대비책의 일환이다. 2004년도에 알라스카 앞바다에 침몰한 Selendang Ayu 는 6600만 톤의 콩, 170만 리터의 연료유와 55,564 리터의 MDO 및 다른 오염물질을 바다에 유출하였다. 이는 주변의 동물들에게 심각한 영향을 끼쳤고, 아직까지도 유출되어진 오염물질들을 완전히 처리하지 못한 상태이다(Arctic marine shipping assessment, Arctic council 2009.). 즉, 기름이 유출을 하면 방재시설이 다른 육상에서 오기 전까지는 상당히 오랜 시간 동안, 사고 지역 주변을 오염시키게 되며, 유빙이나 극한의 온도는 방재 작업을 더욱 힘들게 한다. 본 연구에서는 극해와 같은 해역에서 기름이 유출 하였을 때에 대응하는 방법, 즉 현존하는 기계적인 복구 방식, 점화식 처리 방식 과 유처리제 방식을 소개하고, 그에 대한 국제규정 및 기술 발전 동향에 대해서도 설명한다.

A DS-UWB Radar System Based on Correlation Accumulation (상관값 누적 기반 DS-UWB 레이더 시스템)

  • In this paper, we propose a direct sequence ultra wideband (DS-UWB) radar system based on correlation accumulation in the fields of the ship traffic control and the safe ship operation including docking guidance systems. The proposed DS-UWB radar system averages out the noise by accumulating correlator outputs, and thus, provides a reliable distance estimation performance with a shorter estimation time compared with conventional DS-UWB radar systems. From numerical results, it is confirmed that the proposed DS-UWB radar system has not only a shorter average correlation processing time, but also a better distance estimation performance.
