자율운항선박 운용을 위한 해사법 검토작업 연구

  • 해양산업 전반에 디지털라이제이션이 도입됨에 따라 새로운 기술이 선박, 항만에 가빠르게 적용되고 있다. 국제해사기구 IMO 에서도 새로운 기술변화에 빠르게 대응하기 위해서 2017년부터 규정검토작업을 착수 하였으며 최근 MSC105차 회의에서 자율운항선박 협약개발을 위한 로드맵(안)이 승인 되었다. 우리나라를 비롯해서 다수의 국가에서 자율운항선박 테스트를 위해 시험구역을 설정하고 있지만 실질적인 시험을 위해서는 현재 운영되고 있는 선박과 안전하게 운용될 수 있는지에 대한 실증시험이 필요로 하다. 하지만 우리나라 해사관련 법은 IMO 협약을 수용하는 체계를 가지고 있어 국제협약의 개정 없이 자율운항선박이 기존 선박과 함께 운용되는 것은 쉽지 않다. IMO 에서도 구체적인 협약의 구성이 완료됨이 예상되기 때문에 우리나라도 해사 관련법 검토를 통해 주요 이슈에 대해 분석하고 향후 개정방안에 대한 논의가 요구된다.

Development of technology in estimating of high-risk driver's behavior (고위험군 운전자의 운행행태 판단기술 개발)

  • Driving behaviors such as speeding and illegal u-turn which violate traffic rules are main causes of car accidents, and they can lead to serious accidents. Bus drivers are less aware of dangers of illegal u-turn, and infrastructures such as traffic enforcement equipment and watchmen are deficient. This research aims to develop technology for estimating driving behaviors based on map-matching in order to prevent illegal u-turns. For this research, 23,782 of u-turn permit data and 146,000 of speed limit data are collected nationwide, and an estimation algorithm is built with these data. Then, an application based on android is developed, and finally, tests are conducted to assess the accuracy in data computations and GPS data map-matching, and to extrapolate driving behavior. As a result of the tests, the accuracy results in the map-matching is 86% and the assessment of driving behavior is 83%, while the display of the data output yielded 100% accuracy. Additional research should focus on improvement in accuracy through the development of a robust monitoring system, and study of service scenarios for technology application.

Designation of Logical Bicycle Accident Dangerous Zone by Digital Map-Based Accident Characteristics Analysis (디지털 맵 기반 사고특성 분석을 통한 자전거 사고 논리 위험존 설정 연구)

  • Bicycles are leading to serious accidents in the event of a side collision, and it is very important to prevent accidents in advance because it is difficult to actively deal with them in a dangerous situation. As a part of the bicycle safety driving support technology, this study establishes bicycle accidents dangerous zone based on bicycle accident data and road property information of digital map nationwide and provides timely safety information to cyclists. The point selected by using actual accident data was called 'dangerous zone', and the potential accident occurrence point generated by modeling based on this 'dangerous zone' was called 'logical dangerous zone'. As a result of the research on the Designation of Logical Bicycle Accident Dangerous Zone, the regional specificity of the bicycle accident points across the nation was generalized to the form of the logical dangerous zone through the network data.

  • The number of nanotechnology based consumer products are growing rapidly. Thus, the customer likely to be exposed to such products continues to increase as the applications expand. This article describes the international and Korea's policies on the EHS(Environment, Safety and Health) issues of nanotechnologies. The strategic plan and coordination of OECD and ISO were summarized. This article also examines several new findings of Korean researchers as well as current and future challenges in the aerosol application study of EHS issues on the nanotechnologies.

  • The analysis of maritime traffic refers to the processes that are used to analyze the environmental characteristics of the target area and, based on this analysis, predict the traffic pattern of the vessels. In recent years, maritime traffic analysis has become significant with increase maritime traffic volume and expansion of VTS coverage area. In addition, maritime traffic analysis is also applicable in the safety assessment of port facilities and the VTS (Vessel Traffic Service). In this paper, we propose a method to analyze the vessels' traffic pattern by using the heat map and the centroid method. This method is efficient for the analysis of the vessel trajectory data where spatial characteristics change with time. In the experiments, the traffic density and centroid by time have were analyzed. Trajectory data collected at Mokpo harbor was adopted. Finally, we reviewed the experimental results to verify the feasibility of the proposed method as a maritime traffic analysis method.

Energy Efficiency Routing Algorithm for Vessel Ubiquitous Sensor Network Environments (선박 USN에서 에너지 효율성을 위한 라우팅 알고리즘)

  • In this paper, we assume that sensor nodes organize the multi-hop networks, are fixed, and operate as full function devices(FFD). The wireless sensor network(WSN) only consists of mobile nodes without the assistance from the fixed infrastructure, which increases the flexibility of the network. However, it is difficult to perform routing in the WSN, since sensor nodes freely join in and drop out of the network, and some sensor nodes have very low power. We propose the algorithm combining routing schemes based on the bitmap and cluster methods in this paper. Through computer simulations, we show the validity of the proposed algorithm.

  • As the 4th Industrial Revolution(Industry 4.0), symbolized as CPS(Cyber Physical System), spreads around the world, it is essential to establish a converged security infrastructure to secure technical stability and reliability of various cyber systems to be implemented in the future. In this study, we will investigate the phenomenon of broad convergence security industry and technology including the concept of life safety in relation to the spread of the 4th industrial revolution, and analyze the possibility of linkage between related knowledge to promote academic-industrial cooperation necessary for the convergence of security. we would like to propose a comprehensive development policy on human resource development, technology development and policy improvement.

  • This paper presents a watermarking scheme based on the perspective distance for the secure mash-up service. The proposed scheme embeds the watermark of the location information of satellite image and the user information using edge color histogram, which is dissimilar to general digital image. Therefore, this scheme can trace the illegal distributor and can protect private information of user through the watermarking scheme that is adaptive to satellite image. Experimental results verified that our scheme has the invisibility and also the robustness against geometric attacks of rotation and translation.

  • The Center for Technology Fusion in Construction was established on Sep. 30, 2005, with the support of Korea Ministry of Construction and Transportation and Korea Institute of Construction and Transportation Technology Evaluation and Planning. It aims to develop the next generation of economic growth engine through the fusion of traditional construction technology and cutting-edge emerging technologies. To achieve this vision, the center tries to establish a system for the systematic construction research based on the fusion approach. The scope of the center focuses on improving the performance of construction project, including planning, design, construction, and maintenance. Along with the newly developed Korea Construction Technology Road Map, the center is expected to significantly contribute to the development of innovative construction technologies for the world-class Korean society.

  • 차세대 인터넷은 'Internet is Life'를 그 모토로 하고 있으며 인터넷의 Cyber Space를 실생활과 연결시켜 일상생활 속에서 인터넷이 구현되는 생활속의 인터넷 구현을 그 목표로 하고 있다. 차세대 인터넷은 사용자에게 언제, 어디서나 고품질 멀티미디어 서비스를 유무선 관계없이 안전하게 초고속으로 제공하는 방향으로 발전될 것으로 전망되고 있는데 이 과정에서 대용량의 데이터를 안정적으로 전송할 수 있는 백본망 기술이 절실히 요구되고 있다. 인터넷 백본망 구현 기술로 1990년대 후반에는 IPoA나 IPoS 기술이 주로 사용되었으나 2000년대에 들어서는 IPoW 기술이 많이 사용되고 있는 추세이며 2002년 이후로는 DWDM 방식이 IP를 전송하는 백본망 기술로 많이 활용되고 있다. 향후 이러한 백본망기술의 발전은 메트로망, 가입자 망 기술과 통합되어 초고속 네트워크 구축의 핵심 기능을 제공할 것으로 예상된다. 본 논문에서는 이러한 백본망 기술의 현황 및 앞으로의 발전 방향에 대해 살펴보고자하며 이를 통하여 차세대 인터넷의 로드맵을 개략적으로 그려보고자 한다.
