A Study on the Improvement of Safety Management at the Construction Stage using Design for Safety Results - Focusing on the Connection between Design for Safety and Safety Management Plan (설계 안전성 검토 결과를 활용한 시공단계 안전관리 업무 개선 - 설계 안전성 검토와 안전관리계획의 연계를 중심으로)

  • Recently, the issue of construction safety is growing. In the construction industry, accidents have continued to increase since 2000. In particular, the number of accident deaths at small and medium-sized construction sites accounts for 72.11% of the total number of accident deaths in the construction industry. For construction safety, prior safety evaluation systems such as Design for safety and safety management plan preparation are in place. However, at construction sites, these systems are recognized as formal legal documents, and their effectiveness is greatly reduced. Therefore, in this study, a linkage model that links design safety review information and safety management plan information was presented so that the safety management plan can be efficiently established. In addition, the effectiveness of the proposed process was verified as an example of actual work. The linkage model will contribute to improving the safety management environment at the site by increasing the productivity of safety management work by enabling easy sharing of risk factor information in the construction stage safety management work. The results of this study will be used as basic information for the development of the integrated safety management system.

Location-based smart hard hat for deforestation workers (산림 벌목 작업자간 측위 기반 스마트 안전모)

  • In high-risk workplaces where communication is not possible, such as deforestation, it is necessary to use equipment that monitors the worker's situation in real time and obtains information according to the worker's location in case of an emergency. This paper analyzes the development and demonstration experiments of smart hard hats for deforestation workers to maintain a safe working environment. The developed smart helmet identifies the location of the worker based on the UWB signal for location estimation, and it is necessary to keep the distance between the workers not too close. UWB, Gyro, and LoRa are used to communicate even in the communication shadow area. It is used to provide a safe working environment such as improved construction to reduce worker risks and risks in forest working environments.

  • In order to improve the implementation of safety and health education at the site for industrial accident prevention activities, research was conducted to minimize inconvenience and increase utilization by redesigning and developing existing education methods. To date, occupational safety and health education has been conducted without considering the general work characteristics and functional facilities (mechanical, electrical, instrumentation, chemical) of workers (mechanical: turbine, valve, pump, hydraulic system, electrical: generator, breaker, motor, etc.). In particular, plant facilities were classified as mechanical and electrical facilities to improve the methodology for industrial safety and health education for plant maintenance workers. In addition, the "One Page Education Plan" was announced as a learning case because the spread of COVID-19 infectious diseases made it impossible to reduce or control the number of people in all groups and groups. The improvement of this training method will play a major role in improving the effectiveness of safety education in power plant workplaces.

  • Objectives: Methanol poisoning accidents in smartphone parts manufacturing facilities were analyzed using a systemic accident analysis method, and the necessity and possibility of the application of this systemic method in the field of occupational health were reviewed. Methods: A STAMP model for accident analysis was created based on the previously published literature. CAST analysis was performed to find the causal factors of the components and between the components. Results: The STAMP model visually showed the abstract and complex system control structure. The CAST analysis results could include all the causal factors from the previously published literature, and presented them holistically. Additional causal factors that were not presented in the literature were found. Conclusions: The holistic accident analysis results in this study will be helpful to establish comprehensive measures to prevent methanol or other chemical poisoning accidents. Therefore, it will be necessary to use systemic accident analysis methods in the field of occupational health.

Potential Risk Factors Analysis for Children Traffic Accident Based on Rescue Operations and Emergency Medical Services Data (구조구급활동 데이터 기반 어린이 교통사고 잠재적 위험요소 분석)

  • 어린이 교통관련 안전사고 잠재적 위험요인 및 개선요인을 도출하기 위해 119구조구급자료 중 6세부터 11세까지의 어린이 사고 자료를 분석하였다. 4개 광역지자체의 2014년부터 5년간 자료에 대한 사고내용을 전수 조사하여 분석하였다. 주요 사고 장소 및 시간대 분석 결과 어린이 교통사고는 하교시간 오후 시간대에 도로에서의 집중적 관리가 필요한 것으로 나타났다. 어린이 교통사고 잠재적 위험요인을 분석한 결과 자동차와 자전거를 이외 탈 것에 관한 사고비율이 최근 높아지고 있음을 확인하였다. 연간 교통사고 전체 건수에 대한 추이는 큰 변화는 없었으나 개인 탈것의 사고 증가는 뚜렷하였다. 그 중 킥보드에 대한 사고가 가장 많았고, 퍼스널 모빌리티가 가장 뚜렷한 증가 분야였다. 현재 어린이에게 적용되고 있는 퍼스널 모빌리티 등에 대한 안전가이드라인이나 규정 등은 미비하나 향후 퍼스널 모빌리티의 보급은 크게 늘어날 것으로 전망된다. 향후 어린이 교통사고를 줄이기 위해서는 어린이가 개인 전동 이동수단 활용 시 안전에 대한 규정마련과 교육이 시급하다.

자율운항선박 정성적 위험도평가 방법론 개발 및 적용

  • 근래에 들어, ICT (Information and Communication Technologies) 기술을 비롯한 첨단 디지털 기술의 발전으로, 선박/해양 산업에서 운용되는 시스템들은 더욱 복잡하고 다양해지는 경향을 보이고 있으며, 첨단 시스템 운용의 증가는 기존에 경험하지 못한 새로운 위험에 대한 불안과 함께 더욱 체계적인 방식으로 이러한 위험을 분석 및 제어할 수 있도록 하기 위한 발전된 위험도평가 방법론 적용의 필요성을 야기하고 있다. 이 논문에서는 첨단 디지털 기술이 적용되는 자율운항선박에 대한 위험도평가 절차 및 방법론과 정성적 위험도평가(Qualitative Risk Assessment) 적용 사례를 소개하고자 한다. 자율운항선박의 정성적 위험도평가를 위하여 자율운항 시스템들이 탑재된 자율화 등급 3 수준의 가상 자율운항선박을 선정하고, 기존 유인선박의 운용에 필요한 다양한 기능들과 자율운항선박 운용에 필요한 기능들을 식별하여 비교분석 하였다. 또한, 자율운항선박의 운용에 필요한 다양한 기능들의 실패로 인하여 발생 가능한 위험시나리오들을 식별하고, 식별된 위험시나리오를 바탕으로 자율운항선박의 운용 안전성 향상을 위하여 추가 고려되어야 할 안전조치들을 식별하였다. 본 연구 결과는, 이후 연구 수행 계획인 자율운항선박에 대한 정량적 위험도평가 (Quantitative Risk Assessment) 방법론 개발을 위한 자료로 활용될 예정이다.

  • Disaster safety education that can respond when a disaster occurs is very important in Korea, where many human resources are generated due to safety insensitivity. Recently, with the development of virtual reality devices and manufacturing technology, the possibility of using a training system incorporating virtual reality technology in the field of safety education is attracting attention. The virtual training system is very effective for training and education because it has an excellent sense of immersion and allows you to experience various disaster situations without time and space limitations. In this study, cases of disaster safety virtual training contents in Korea are collected and investigated, and the current status of domestic disaster safety virtual training contents is identified and analyzed to identify problems and suggest improvement plans.

  • 본 논문은 대규모 텍스트 데이터에서 이슈를 발굴할 때 사용되는 기존의 정보 네트워크 또는 지식 그래프 구축 방법의 한계점을 지적하고, 문장 단위로 정보 네트워크를 구축하는 새로운 방법에 대해서 제안한다. 먼저 문장을 구성하는 단어와 캐릭터수의 분포를 측정하며 의성어와 같은 노이즈를 제거하기 위한 역치값을 설정하였다. 다음으로 BERT 기반 언어모델을 이용하여 모든 문장을 벡터화하고, 코사인 유사도를 이용하여 두 문장벡터에 대한 유사성을 측정하였다. 오분류된 유사도 결과를 최소화하기 위하여 명사형 단어의 의미적 연관성을 비교하는 알고리즘을 개발하였다. 제안된 유사문장 비교 알고리즘의 결과를 검토해 보면, 두 문장은 서술되는 형태가 다르지만 동일한 주제와 내용을 다루고 있는 것을 확인할 수 있었다. 본 논문에서 제안하는 방법은 단어 단위 지식 그래프 해석의 어려움을 극복할 수 있는 새로운 방법이다. 향후 이슈 및 트랜드 분석과 같은 미래연구 분야에 적용하면, 데이터 기반으로 특정 주제에 대한 사회적 관심을 수렴하고, 수요를 반영한 정책적 제언을 도출하는데 기여할 수 있을 것이다

  • This paper provides a comparative analysis of the probabilistic versus deterministic view of accident and safety using the indigenous and cultural perspectives. Death and injury due to accidents is the leading cause of preventable death in most countries, including Korea. The first part of this paper delineates the limitation of the linear, deterministic model that has been adopted in social and applied sciences. The transactional model, advocated by indigenous psychology, is provided to understand the probabilistic nature of accident and safety at home, in the workplace and in society. Second, factors related to accidents and safety are reviewed. Third, application of the probabilistic model for preventing accidents and promoting safety in Korea is outlined.

Research on Enhancing the Safety Behaviors of Research Workers Using Structural Equation Modeling (구조방정식을 활용한 연구활동종사자의 안전행동 향상 방안 연구)

  • This study focuses on safety behavior among research workers and investigates the factors influencing their safety behavior. The selected variables for examining their impact on researchers' safety behavior are safety leadership, safety climate, and safety motivation. Surveys were conducted to analyze the structural equation modeling among these variables. The results indicate that the safety leadership of research supervisors positively influences the creation of a safety climate in research laboratories. Additionally, the safety climate positively impacts research workers' safety motivation and behavior. Therefore, to enhance the safety behavior of research workers, it is necessary to strengthen safety leadership education to improve the safety leadership of laboratory supervisors. The laboratory can enhance its safety climate by implementing management policies and safety regulations, fostering communication among members, and providing safety education.
