In this article, how the records were compiled, stored and managed during the latter half period of the Joseon dynasty is examined. In details, the compilation of and and Euigwe, the establishment of 'history chambers(史庫)' and the Wae-Gyujanggak facility, and the creation of records such as 'Shillok Hyeongji-an', are all investigated. Examination of all these details revealed that in the latter half period of the Joseon dynasty, it was the royal family which actively led the task of meticulously compiling records and also storing & managing those established materials with great integrity and passion. The intention behind creating all these records containing everything the kings said and done over centuries must have been determination to enhance the openness and integrity of politics in general, while also emphasizing the importance of such values inside the government. In order to establish a tradition preserving records not only for a limited time period but also for eternity, 'history chambers' were founded in rocky mountain areas, and additional chambers(Wae-Sago) were created as well, in areas deemed strategically safe in military terms such as the Ganghwa-do island. Officials put in charge by the king himself of historical documenting reported to the history chambers on a regular basis and checked the status of the materials in custody, and the whole checking process was documented into a form called 'Shillok Hyeongji-an'. And for long-term preservation of materials, officials sent by the king regularly took all the materials outside, and conducted a series of 'desiccating procedures', under strong sunlight('Poswae'). Thanks to the efforts of our ancestors who did their best to preserve all the records, and tried everything to manage them with great caution, we can examine and experience all these centuries-old materials, mostly intact. It is imperative that we inherit not only the magnificent culture of creating and preserving records, but also the spirit which compelled our ancestors to do so.
Technological advancement and demand of sUAS (small Unmanned Aircraft System)are rapidly growing, which makes the current legal system unable to follow. Currently, Aviation Security Act and its subordinate law exclude the registration and certification for non-commercial purpose sUAS weighing less than 12kg. Despite this sUAS being the most popular model for consumer, there is no way to regulate them legally. When there is sUAS crash accident, the operator legally responsible for the occurrence damage cannot be identified. It has been an issue for a long time with the concrete classification and registration of sUAS, but it has not been introduced yet. It is obvious that damages caused by sUAS will be transferred not only to operators but also to third parties. Discussions on liability insurance for these sUAS are actively being held. But first, it is necessary to identify who will be responsible for the damage caused by the sUAS. In other words, even with the liability system established, without clarified operator the damage occurred cannot determine who is responsible. According to the cases of America and Germany, they have enforced the law of registration and identification obligated to 200g or 250g sUAS. Therefore, it is necessary to prepare regulations on concrete classification and registrations to identify for noncommercial purpose sUAS as soon as possible in Korea.
A dozer is a construction machinery used to move soil mass along large open tracts of land. Soil thrust generated on the soil-track interface determines the performance of the dozer; to improve the tractive performance of the dozer, the outer surface of the continuous-track is designed to protrude with grousers. In this study, we calculated soil thrust of the dozer equipped with grousers with various shape ratios, and evaluated the optimal grouser shape ratio considering ground conditions. Grouser generated additional soil thrust on the side of the continuous-track (e.g., side soil thrust) and converted the shearing surface (e.g., from soil-track interface to soil-soil interface), increasing the soil thrust of dozer by about 1.3 to 1.6 times. The effect of grouser's shape ratio on the soil thrust of dozer differed with the relative density of the ground. As the shape ratios of grouser increased, soil thrust of dozer decreased at the relative density of 40% and increased at the relative density of 80%. Based on these results, it can be concluded that the shape ratio of grouser severely affects the dozer's performance; thus, careful consideration of the optimal shape ratio of grouser is of great importance in the mechanical design, evaluation, and optimization of the undercarriage of dozers.
The right to data portability needs to be introduced to strengthen the self-control of data subjects and promote personal data use. However, the right to data portability constitutes a high risk of invasion of privacy of data subjects and may infringe on the property rights of data controllers, so careful and thorough design is warranted. The right to data portability can intensify the concentration and monopoly of personal data, result in problems of overseas transfer of personal data held by public institutions, and enrich only the profits of giant platforms by burdening the data subject with high transfer cost. By contrast, SMEs are more likely to endure a personal data deprivation. From the proposed amendment to the Personal Data Protection Act are raised various legal issues such as. i) Whether to include inferred/derived data, personal data held by public institutions, activity data, sensitive data, and personal data of third parties within the scope of data portability; ii) whether SMEs are included in the data porting organization; iii) whether to exclude SMEs or large platforms from the scope of the data receiving organization; iv) Whether to allow the right to transmit to other data controllers, v) Whether to allow the overseas transfer of personal data held by public institutions, vi) How to safely exercise the right to data portability, vii) the scope of responsibility and immunity of a data porting organization, etc. The purpose of this paper is to propose the direction for legislative action based on various legal issues related to data portability.
Recently, local torrential rain have become more frequent and severe due to abnormal climate conditions, causing a surge in human and properties damage including infrastructures along the river. In this study, water surface elevation prediction algorithm was developed using the LSTM (Long Short-term Memory) technique specialized for time series data among Machine Learning to estimate and prevent flooding of the facilities. The study area is Jamsu Bridge, the study period is 6 years (2015~2020) of June, July and August and the water surface elevation of the Jamsu Bridge after 3 hours was predicted. Input data set is composed of the water surface elevation of Jamsu Bridge (EL.m), the amount of discharge from Paldang Dam (m3/s), the tide level of Ganghwa Bridge (cm) and the number of tweets in Seoul. Complementary data were constructed by using not only structured data mainly used in precedent research but also unstructured data constructed through wordcloud, and the role of unstructured data was presented through comparison and analysis of whether or not unstructured data was used. When predicting the water surface elevation of the Jamsu Bridge, the accuracy of prediction was improved and realized that complementary data could be conservative alerts to reduce casualties. In this study, it was concluded that the use of complementary data was relatively effective in providing the user's safety and convenience of riverside infrastructure. In the future, more accurate water surface elevation prediction would be expected through the addition of types of unstructured data or detailed pre-processing of input data.

Several efforts in Korea are currently underway with the goal of commercializing autonomous vehicles. Hence, various studies are emerging on autonomous vehicles that drive safely and quickly according to operating guidelines. The current study examines the path search of an autonomous vehicle from a microscopic viewpoint and tries to prove the efficiency required by learning the lane change of an autonomous vehicle through Deep Q-Learning. A SUMO was used to achieve this purpose. The scenario was set to start with a random lane at the starting point and make a right turn through a lane change to the third lane at the destination. As a result of the study, the analysis was divided into simulation-based lane change and simulation-based lane change applied with Deep Q-Learning. The average traffic speed was improved by about 40% in the case of simulation with Deep Q-Learning applied, compared to the case without application, and the average waiting time was reduced by about 2 seconds and the average queue length by about 2.3 vehicles.

A linerless composite propellant tank was designed and manufactured by using the carbon fiber-reinforced composite materials which have superior strength-to-weight ratio in order to reduce weight of the tank. In this research, we designed a sub-scale composite propellant tank with a diameter of 800 mm to withstand an MEOP of 1.7 MPa. We manufactured the boss of the tank by using the same composite materials to reduce the thermal expansion difference between the boss and the secondary-bonded composite layers of the barrel in the cryogenic environment. We used the collapsible mandrel to manufacture the tank without any liner. The mandrel was made from epoxy-based composite tooling prepregs to reduce weight of the mandrel. We manufactured the test tanks by laying up the carbon fiber fabric prepregs manually on the mandrel and then applying the autoclave cure process. We performed a proof test, a helium tightness test, a repeated pressurization test, and a burst test in room temperature. The test results demonstrate that the proposed design and manufacture process satisfies all strength requirements as well as an anti-leakage requirement.
Pesticide residue in the eggs in the market has become a significant problem in Korea. In particular, the detection of fipronil indicated that unregulated pesticide residue can be present in livestock products, including eggs. Institutionally unregulated pesticides are a risk to human health and the ecosystem. In this study, we analyzed the system of agricultural pesticide management in Korea, the European Union, and the United States of America (USA) and discussed the problems of the Korean management system and the possible improvement directions. Based on the analysis, we considered three tasks: registration of pesticides, pesticide residue levels in food, and pesticide residue levels in environmental media. The registration of pesticides was conducted by the Ministry of Agriculture, Food, and Rural Affairs in Korea; the Directorate-General for Health and Food Safety in the European Commission (EC); and the US Environmental Protection Agency (USEPA) in the USA. The work regarding pesticide residue levels in food was conducted by the Ministry of Food and Drug Safety in Korea, the Directorate-General for the Health and Food Safety in the EC, and the USEPA and Food and Drug Administration in the USA. The work regarding pesticide residue levels in environmental media was conducted by the Ministry of Environment in Korea, the Directorate-General for Environment in the EC, and the USEPA in the USA. Therefore, Korea should review the extension of pesticide residue standards in the environmental media for strengthening the system of management of unregulated agricultural pesticides.
Purpose: The objective of this study is to suggest desirable direction of Korean accident investigation organization by analyzing the operation status and way of overseas developed countries' investigation agency. Method: To accomplish the objective of this study, we were examined four main characteristics of accident investigation agencies of the U.S., Japan, and Sweden, focusing on (1); the background of the establishment, (2);organizational structure, (3);major tasks and functions, (4); accident investigation procedures. Result: First, the purpose of its establishment and task is to prevent recurrence of disasters and accidents, at the same time, administrating and researching duties such as legal system, policy, recommending improvement and conducting scientific disaster-cause analysis to contribute safety for the government. Second, it is operated as an independent organization under the president, not belonging to the ministry, in order to enable fair investigation in an impartial position. Third, it has the authority to be recognized for its expertise in the results of investigation. In other words, it is operated as a permanent organization with professional personnel, and secures authority through the accident research with indepth investigation and high-quality recommendations. Conclusion: The overseas investigation agencies rapidly manage and coordinate their operational practices in order to resolve national requirements and social conflicts with fairness, accuracy and expertise in accident investigations. In order to prevent the recurrence of similar events, Korea needs to efficiently reconstruct its investigative functions distributed by each government department. In addition, institutional improvement is needed to make general adjustments at the national level, organize and operate control tower for when the accident has happened.

This study aimed to investigate the protective effect of enzymatically modified stevia (EMS) on C2C12 cell-based model of dexamethasone (DEX)-induced muscle atrophy to provide baseline data for utilizing EMS in functional health products. C2C12 cells with DEX-induced muscle atrophy were treated with EMS (10, 50, and 100 ㎍/mL) for 24 h. C2C12 cells were treated with EMS and DEX to test their effects on cell viability and myotube formation (myotube diameter and fusion index), and analyze the expression of muscle strengthening or degrading protein markers. Schisandra chinensis Extract, a common functional ingredient, was used as a positive control. EMS did not show any cytotoxic effect at all treatment concentrations. Moreover, it exerted protective effects on C2C12 cell-based model of DEX-induced muscle atrophy at all concentrations. In addition, the positive effect of EMS on myotube formation was confirmed based on the measurement and comparison of the fusion index and myotube diameter when compared with myotubes treated with DEX alone. EMS treatment reduced the expression of muscle cell degradation-related proteins Fbx32 and MuRF1, and increased the expression of muscle strengthening and synthesis related proteins SIRT1 and pAkt/Akt. Thus, EMS is a potential ingredient for developing functional health foods and should be further evaluated in preclinical models.
