Review of International Cases for Managing Input Data in Safety Assessment for High-Level Radioactive Waste Deep Disposal Facilities (고준위방사성폐기물 심층처분시설 안전성평가 입력자료 관리를 위한 해외사례 분석)

  • Leading waste disposal countries, such as Sweden, Switzerland, and the United Kingdom, conduct safety assessments across all stages of High-Level Radioactive Waste Deep Geological Disposal Facilities-from planning and site selection to construction, operation, closure, and post-closure management. As safety assessments are repeatedly performed at each stage, generating vast amounts of diverse data over extended periods, it is essential to construct a database for safety assessment and establish a data management system. In this study, the safety assessment data management systems of leading countries, were analyzed, categorizing them into 1) input and reference data for safety assessments, 2) guidelines for data management, 3) organizational structures for data management, and 4) computer systems for data management. While each country exhibited differences in specific aspects, commonalities included the classification of safety assessment input data based on disposal system components, the establishment of organizations to supply, use, and manage this data, and the implementation of quality management systems guided by instructions and manuals. These cases highlight the importance of data management systems and document management systems for securing the safety and enhancing the reliability of High-Level Radioactive Waste Disposal Facilities. To achieve this, the classification of input data that can be flexibly and effectively utilized, ensuring the consistency and traceability of input data, and establishing a quality management system for input data and document management are necessary.

A Probabilistic Safety Assessment of a Pyro-processed Waste Repository (A-KRS 처분 시스템 확률론적 안전성 평가)

  • A GoldSim template program for a safety assessment of a hybrid-typed repository system, called A-KRS, in which two kinds of pyro-processed radioactive wastes, low-level metal wastes and ceramic high-level wastes that arise from the pyro-processing of PWR nuclear spent fuels are disposed of, has been developed. This program is ready both for a deterministic and probabilistic total system performance assessment which is able to evaluate nuclide release from the repository and farther transport into the geosphere and biosphere under various normal, disruptive natural and manmade events, and scenarios. The A-KRS has been probabilistically assessed with 9 selected input parameters, each of which has its own statistical distribution for a normal release and transport scenario associated with nuclide release and transport in and around the repository. Probabilistic dose exposure rates to the farming exposure group have been evaluated. A sensitivity of 9 selected parameters to the result has also been investigated to see which parameter is more sensitive and important to the exposure rates.

Production and Application of Domestic Input Data for Safety Assessment of Disposal (처분안전성평가를 위한 국내고유 입력자료의 확보와 적용)

  • To provide domestic values of input parameters in a safety assessment of radioactive waste disposal under domestic deep underground environments, various kinds of experiments have been carried out under KURT (KAERI Underground Research Tunnel) conditions. The input parameters were classified, and some of them were selected for this study by the criteria of importance. The domestic experimental data under KURT environments were given top priority in the data review process. Foreign data under similar conditions to KURT were also gathered. The collected data were arranged and the statistical calculations were processed. The properties and distribution of the data were explained and compared to foreign values in view of their validity. The following parameters were analysed: failure time and early time failure rate of a container, solubility of nuclides, porosity and density of the buffer, and distribution coefficients of nuclides in the geomedia, hydraulic conductivity, diffusion depth of nuclides, groundwater flow rate, fracture aperture, length of internal fracture, and width of faulted rock mass in the host rock.

모의 저준위 방사성폐기물 동굴 지하수 유동 평가

  • 저준위 방사성폐기물 안전성 평가를 위해 대상 부지를 선정하고 경계 조건을 도입하였다. 연안에 처분장이 위치할 경우를 가상하여 처분장 심도 및 단열까지의 거리등에 대한 지하수 유동 민감도를 분석하였다. 또한 처분장 진입 터널이 지하수 유동에 미치는 영향을 평가하였다. 이를 통하여 각 암반별 이동 거리 및 시간을 CONNECTFLOW를 이용해 산정하고, 그 결과들이 방사선적 안전성 종합 평가 코드인 MASCOT의 입력 자료로 활용되도록 하였다.

  • 한국원자력연구소에서는 고준위 방사성폐기물 처분 시스템의 안전성을 투명하게평가하기 위한 방안의 하나로 처분 안전성 관련 시나리오와 구성 요소들인 FEP, 그리고 각 시나리오 별 안전성 평가 방안들을 종합한 프로그램인 FEAS를 개발하고 있다. 고준위 방사성 폐기물 처분 연구는 관련 전문가 뿐 아니라 일반 국민들도 안전성에 관해 많은 관심을 표명하고 있는 바 현재 국내에서 고려하고 있는 처분 개념은 무엇이며 처분장 안전성 평가를 위해서 고려하고 있는 제 사건들은 무엇이며 이들 시나리오를 구성하는 세부 사건들은 무엇인가에 관한 합의를 도출하고 이와 관련된 기록들을 보존하고 각각 세부 사건들에 관해 현재의 평가 방안과 데이터 수집 현황 그리고 해외 사례 등을 체계적으로 정리하는 일은 중요하다. 현재 개발되고 있는 FEAS는 이와 같은 역할을 수행할 뿐 아니라 이 프로그램과 동시에 개발되고 있는 입력 자료 데이터 시스템, 웹을 기반으로 한 품질 보증 체제 및 안전성 평가 방안 등과 향후 연계되어 모든 국민들이 방사성 폐기물 처분장의 안전성을 쉽게 이해할 수 있는 수단으로 확장될 예정이다.

Sequential Bayesian Updating Module of Input Parameter Distributions for More Reliable Probabilistic Safety Assessment of HLW Radioactive Repository (고준위 방사성 폐기물 처분장 확률론적 안전성평가 신뢰도 제고를 위한 입력 파라미터 연속 베이지안 업데이팅 모듈 개발)

  • A Bayesian approach was introduced to improve the belief of prior distributions of input parameters for the probabilistic safety assessment of radioactive waste repository. A GoldSim-based module was developed using the Markov chain Monte Carlo algorithm and implemented through GSTSPA (GoldSim Total System Performance Assessment), a GoldSim template for generic/site-specific safety assessment of the radioactive repository system. In this study, sequential Bayesian updating of prior distributions was comprehensively explained and used as a basis to conduct a reliable safety assessment of the repository. The prior distribution to three sequential posterior distributions for several selected parameters associated with nuclide transport in the fractured rock medium was updated with assumed likelihood functions. The process was demonstrated through a probabilistic safety assessment of the conceptual repository for illustrative purposes. Through this study, it was shown that insufficient observed data could enhance the belief of prior distributions for input parameter values commonly available, which are usually uncertain. This is particularly applicable for nuclide behavior in and around the repository system, which typically exhibited a long time span and wide modeling domain.

  • For total system performance of a potential radwaste repository, a hypothetical site is assumed with feasible boundary conditions. Assuming a coastal repository, the sensitivity of the depth and the location of a repository along with the distance to a joint on groundwater transport pathways is studied. Results from Connectflow analysis could be used as input of the MASCOT-t the probabilistic safety assessment code.
