The Development of a Railway Safety Maturity Model and Estimate Procedures (철도 안전성숙모델 개발 및 평가절차 방안)

  • The newly updated Rail Safety Act is required to build a comprehensive railway safety management system with corresponding accreditation regulations for the purpose of safe railway operations. However, such efforts would not be enough to achieve a successful safety-performance solely without being in place of an appropriate level of safety cultures in an organization. No research was taken place to propose a safety culture maturity model and its estimate procedures in Korean railway industries. The research reviews a variety of safety maturity models applied in many other industries and the process of conducting surveys in order to propose a framework of railway safety maturity estimates, with a set of railway safety elements. This research is expected to contribute in diagnosing weak areas and finding their appropriate treatment, along with in placing the railway safety certificate program from 2014.

  • Stable and reliable air traffic service is required for users (aircraft pilot, air traffic controller, airlines and public) through enhancing capability related to airport operation and continuously improving air navigation system. ASMS (air navigation service provider (ANSP) safety maturity survey) is to determine the level of management and safety requirement such as organization, risk, policy, process, training and environment in Air traffic service field. We designed and developed the survey (26 study areas of management part and 23 study areas of safety part) considering global best practices (Eurocontrol and FAA) and customizing domestic circumstances with quantitative level assessment regarding management and safety issue of Air navigation system. The survey enables the performance of Air navigation system to enhance and prevents from occurring accident or incident. Therefore, we provides best information with users as well as high quality Air traffic service.

  • The underground utility tunnel is an urban infrastructure that accommodates and manages important facilities such as water and sewage, electricity, and communication in the city, and is a national facility that needs to be protected from disasters such as fire, earthquake, and flooding. In establishing a disaster safety life cycle management system such as prediction, prevention, preparedness, response, and recovery, a disaster safety management platform for underground utility tunnel is being developed by utilizing digital twin technology in which advanced ICT technology and data are converged. In this paper, the maturity model for the disaster safety digital twin was reviewed, and the datasets necessary for implementing the digital twin at each stage were defined.

  • Actual condition by items based on the level of execution of Construction Company certified by Construction Safety and Health Management Systems (KOSHA 18001) was investigated, analyzed and evaluated reflecting various opinions fincluding safety experts, top management, audit experts, and construction engineers. Currently, the maintenance is being managed through internal audit after the safety and health management system has been certified, but it is difficult to identify the degree of continuous improvement. In order to present the standards to see the level of quantified system, this study was conducted. The purpose of this study is to present the system maturity evaluation tool to be used to reduce occupational accidents through proper establishment and continuous improvement of national health and safety management system. Results of this study are summarized through identification of current condition of implementation of KOSHA 18001 system, development of maturity measurement tool and verification as follows: First, priority of implementation for activities of headquarters and on-site was determined by importance of activities such as the risk assessment, safety and health accident prevention activities, performance assessment and monitoring, resource management and support, and management review and improvement in order. In addition, the expert group presented that association with continuous improvement activities could establish the system by presenting strengths, weaknesses and improvement subjects of system.

This study is expected to contribute to systematic software safety activities.

  • SSE-CMM for security engineering, engineering, assurance, risk is divided into three elements of the process maturity assessment model and the level of information security presented. Maturity measurement of privacy, vulnerability diagnosis and risk analysis methodologies is used in practical field for present a comprehensive conclusion. The common cyber services are internet banking, mobile banking, telephone banking and the like. Transaction structure, a kind of cyber-banking system, information security maturity of the existing measurement methodologies for research purposes, vulnerability diagnosis and risk analysis methodologies to be used in practical field present a comprehensive conclusion. To ensure safety and convenience for the user, convenient to deal with cyber environment is the key to the activation of cyber trading. Particularly by measuring the maturity of cyber banking system to ensure the safety of the practice field much effects are expected as a result.

Studies on the Maturation of the Follicular Oocytes by Xenoplastical Transplantation in the Anterior Chamber of the Eye (異種動物의 眼前房에 이식된 濾胞卵子의 成熟에 관한 연구)

  • In the previous studies, the present author found that high proportion of the follicular oocytes from mouse and rabbit ovaries are able to resume their maturation division in the anterior chamber of the eye in which they have been incubated by auto- or homoplastic transplantation. Especially in the case of the homoplastic transplantation, it was known that no trouble has been detected in the process of resumption of the oval maturation in particular connection with the antigen-antibody reaction between donor and recipient. These findings provide a possibility that the follicular oocytes from various animals would be matured in the eye even after the xenoplastic transplantation. Under such an assumption, the present studies were performed to examine the behavior of the follicular oocytes in the eye chamber of the animals of different species. For the donor of the follicular oocytes, domestic rabbits, albino rats of Sprague-Dowley strain, and albino mice of A-strain bred in our laboratory were used. The oocytes obtained from the ovarian follicules were introduced to the anterior chamber of the eye of different species of animals, with an exception of rabbit in which only the female animals were used as a recipient. The procedures of collection of ova, introduction to the eye, harvest from the eye ball, fixation, and staining were the same as mentioned in the previous reports (Cho, 1967b; Cho and Kim, 1968). The conclusions obtained are summarized as below. 1. The rabbit follicular oocytes are able to mature in the eye chambers of both male mouse and rat, although the proportion of the maturation is lower than when they are incubated autoplastically in the eye. When the ova were incubated in the male mouse eye for 24 hours, 21 per cent of them showed chromosomes at metaphase I and II, whereas the rate was 32 per cent when they were incubated in the eye of the male rat. These are apparently low comparing to the rate of 52 per cent of autoplastic transplantation. 2. When rat follicular oocytes were transferred into the mouse eye chamber and recovered after 24 hours, 43 per cent of them produced the mataphase I and II chromosomes. This proportion was higher than the result of the homoplastic transplantation which yielded 23 per cent of the ova on maturation. 3. The most striking result was found in the experiment with mouse follicular oocytes. Seventy-six per cent of the oocytes resumed their maturation division within 24 hours after they were transferred into the male rat eye chamber, and this figure was significantly high compared to the result o 55 per cent obtained by the homoplastic transplantation. In the rat eye, the induction of the degenerative ova also was low (19%). On the other hand, the proportion of the oval maturation decreased to 45 per cent, while that of degeneration increased 33 per cent when they were incubated in the eye of the female rabbit. 4. It was apparent from the present experiments that the follicular oocytes can reveal their activation to maturation in the eye chamber which contains aqueous humor which is known to be composed of low protein content and of very little gamma-globulin which acts as an antibody(Oser, 1965), and that it shows higher osmolarity than blood serum(Levene, 1958). Taking these properities into consideration the humor may provide unfavourable environment to the cells and tissues incubated in. However, it could be noteworthy finding that only the follicular oocytes in the eye of the different species can grow in healthy condition although the maturation rates are varied with the animal species. The fact that the rabbit follicular oocytes show the lower proportion in maturation may be due to the greater amount of the yolk granules in the egg cytoplasm than those in the mouse and rat oocytes. That the mouse oocytes incubated in the eye of the rat mouse and rat oocytes. That the mouse oocytes incubated in the eye of the rat resumed their maturation process in greater proportion would e explained by the fact that the rat eye chamber particularly provides the better environment to the mouse oocytes than the eye chamber of mouse does.

  • 가을철은 기온이 선선해지면서 사람들의 활동량이 늘어나는 계절이다. 어린이들도 학교나 가정 등, 실내외 활동이 왕성해지면서 각종 안전사고에 노출되기 쉬워진다. 특히 어린이들은 주변 사물에 대한 호기심이 크고 활동량이 많은 특징을 가지고 있으나 주의력과 판단력 등 인지능력이 아직 성숙하지 못한 까닭에 위험에 대처하는 능력이 미숙하다. 띠라서 상시 안전사고 예방교육을 통해 어린이들에게 위험요소들에 대한 주의와 대처 능력을 키워주어야 한다. 어린이들의 활동량이 늘어나는 계절 10월, 이번호에서는 어린이 안전사고 예방 교육의 중요성과 각종 안전사고 사례, 예방과 응급처치 등에 대한 특집을 마련한다.

The analysis of trend on the domestic and foreign patent of disaster safety technology (재난안전기술 분야 국내·외 특허 동향 분석)

  • 본 논문에서는 한정된 자원으로 선택과 집중을 통한 국민안전처(구 소방방재청) 연구개발 사업의 효율성을 증대하기 위한 종합발전계획 수립을 위한 선행 조사로서 주요 특허분석 지표인 특허활동지수(AI), 인용도 지수(CPP), 영향력 지수(PII), 기술력 지수(TS), 시장 확보 지수(PFS) 등을 이용하여 미국, 일본, 중국, 유럽과 우리나라의 재난 안전 분야 특허 동향을 비교 분석하였다. 분석 결과 주요 5개국의 재난 안전 분야 기술 성숙 단계를 보면 한국과 중국은 발전기, 미국은 성숙기의 기술성장 단계를 보이며, 유럽과 일본은 답보 상태 기술수준 단계라고 판단할 수 있었다. 기술 분류별 특허출원 현황을 분석한 결과 예방 대비 기술 분야가 출원된 특허 중 36%로 가장 높은 비중을 보이고 있으며, 예측 기술 분야는 29%로 두 번째로 높은 비중을 보이고 있었다. 우리나라는 특허 점유율 및 특허 영향력 부분에서 주요 5개국 중 4위로 나타났다.

The Moderating Effects of Information Security Policy between Information Security Maturity and Organizational Performance (정보보호 성숙도와 조직성과 간의 정보보호 정책의 효과분석)

  • The absence of proactive information security management to ensure availability, accessibility and safety of information can bring serious risks to customers as well as to the organization's performance and competitiveness because improper security management undermines business continuity. This study analyzed the maturity of information security which affects the organizational performance. Through the literature reviews, a research model using the organizational performance as the dependent variable, the risk management process maturity and risk assessment process as independent variables and the information security policy indexes as moderate variables was proposed, and an empirical analysis was made on the basis of survey. The results showed that there was a high causal relationship between information security maturity and organizational performance. However, even if the proportions of information security staff ratio and the information security budget ratio increased, information security maturity did not affect organizational performance. It suggests that information security maturity affects organizational performance, but information security regulations have their limitation as being a catalyst to improve organizational performance.
