Study on the Safety Standard Establishment of Halogen Clean Extinguishing Agents (할로겐화합물청정소화약제 안전기준 설정에 관한 연구)

  • The amount of halogen clean fire extinguishing agents has been increased by the excellent features of extinguishing, adaptability and no residue. On the other hand in situations without a hazard assessment and safety standard of agents, chemical accidents by the agents occurs frequently. This study was performed to propose the halogen clean agents' regulatory exposure limit and safety standard including the quantitative ventilation system with gas leak monitoring, hazard recognition and optimal personal protection selection through a literature review and experimental research.

  • Pedestrian safety is becoming a major priority on the nation's roadway policy. Numerous strategies have been experimented with nationwide in an attempt to reduce the accidents of pedestrian-vehicle crashes, especially in pedestrian crosswalk. We suggest the wireless controlled in-pavement flashing light system to reduce the accident at pedestrian crosswalk. We have recommended the use of wireless controlled systems as a tool to manage the In-pavement flashing light system that have retain high visibility goals for pedestrian preserving or enhancing pedestrian safety. Then we have compared this system with any other legacy systems in respect of cost and effects.

화재예방안전 목표향상을 위한 소방관련 제도개선

  • 최근 들어 전국의 곳곳에서 화재가 발생하여 귀중한 인명과 재산을 잃는 대형 참사(慘事)로 이어지고 있다. 화재가 발생했을 때에 초기진화(初期鎭火) 및 인명(人命)의 대피시간(待避時間)인 소위 골든타임은 대략 5분정도이다. 또한 화재사고를 직접체험하게 되면 패닉(panic)현상을 초래하여 우왕좌왕, 혼란의 블랙홀(Black hole)에 함몰(陷沒)되게 마련이다. 의정부 아파트 화재에서처럼 대부분의 골목길은 많은 차량들이 주차되어 소방차 긴급출동에 장애가 되고 있는 실정이다. 보편적으로 화재발생 시 소방대는 5분 내에 출동을 목표로 훈련을 한다. 하지만 화재현장에서 소방대에 화재신고가 신속히 이루지지 못하는 지체시간(遲滯時間)을 감안하면 소방대가 현장에 도착하여 진압작업을 개시하는 시점에는 이미 골든타임을 벗어나 화재가 확산되어 있는 상황인 것이다. 그러므로 골든타임을 감안(勘案)하여 소방대의 출동이전에 자체적으로 초기진압을 할 수 있는 방재시스템을 구축(構築)하여야 하는 것이다. 이에 소방대의 도착이전의 골든타임 이내에 자체적으로 조기진압 및 피난을 할 수 있어야 할 것이며, 다만 출동한 소방대는 인접한 건물이나, 주유소 등으로의 연소 확산(延燒 擴散)을 방지하는 역할로 개념(槪念)을 정리할 필요가 있는 것이다. 소방관련 법령 및 화재안전기준 등은 수시로 개정 발전 되어 오늘날에 이르렀다, 하지만 아직까지도 불합리하고 모순된 규정 등이 곳곳에 산재해 있다. 이에 틀에 박힌 고정관념에서 벗어나 보다 논리적이고 합리적이며 현장여건에 부합하는 선진화된 소방제도를 구축하여 화재참사로부터 국민의 생명과 재산보호는 물론 그 손실을 최소화하기 위한 선진화된 소방관련 제도로 정착시켜야 할 것이다.

  • e-navigation은 해양 환경의 보호를 증진하고 바다에서의 안전과 보안을 위한 항해 및 관련서비스를 선박의 이안에서 접안에 이르기까지 향상시키기 위해 전자적인 수단으로 선박과 해상의 해양 정보에 대해 조화로운 방법으로 수집, 통합, 교환, 표현 및 분석하는 것을 말한다. 기존 안전 확보를 위한 규제의 방식을 탈피하기 위해 사고의 원인의 많은 부분을 차지하는 인간-사용자의 실수를 사전에 방지하고 또한 사용자의 편의를 증진할 수 있는 방식을 채택하고자 사용자의 요구사항을 정리하고 그에 따른 종합적인 아키텍처를 수립하여 정책, 기술 및 이를 통한 서비스를 제공하겠다는 것이 e-navigation의 근본 목적이다. 선박의 안전 운항을 위해 현재까지 제공된 선상의 시스템이나 해상에서의 서비스를 받고 있는 많은 사용자들은 보다 효율적이고 체계적인 안전 운항과 이를 지원하는 의사결정 지원을 위해 보다 향상된 기술과 성능을 갖는 새로운 도구를 갖기를 지속적으로 원하고 있으며 관련국제기구인 국제해사기구(IMO), 국제항로표지협회(IALA), IEE, ITU 등 다양한 분야의 국제기구에서 지속적으로 논의되고 있다. 이러한 국제기구의 e-Navigation에 관한 논의에 대하여 적절한 대응, 일관성을 가진 대응을 위한 방안 마련을 제시하였다.

  • Gu-mi hydrogen fluoride leak accident in 2012 was amplified social anxiety for chemical accidents. To relieve these anxieties Off-site Risk Assessment was introduced in 2015. Off-site Risk Assessment is targeted at most chemicals, and most of the high-pressure-toxic gases which are mainly used in high-tech industries such as semi conductor, display, Photovoltaic panels industry are included in the substance of the Off-site Risk Assessment. Since Korean companies occupy a high market share in high-tech industries, high pressure-toxic domestic gas consumption is constantly increasing. Accordingly, it is expected to increase the possibility of accidents. In accordance with the circumstances, this study was to conducted Consequence Analysis(CA) about high pressure-toxic gases those are high demand in domestic. CA was used for ALOHA developed by US EPA & US NOAA and the CA result of Arsine was the largest at 4,700 m. CA results are expected to be utilized for determining the effective Safety distances when high pressure-toxic gas leak.

  • Safety-Critical systems, such as Plant Protection Systems in nuclear power plant, plays a key role that the facilities can be operated without undue risk to the health and safety of public and environment, and those systems shall be designed, fabricated, installed, and tested to quality standards commensurate with the importance of the functions to be performed. Computer-based Instrumentation and Control Systems to perform the safety-critical function have Real Time Operating Systems to control and monitoring the sub-system and executing the application software. The safety-critical Real Time Operating Systems shall be designed, analyzed, tested and evaluated to have capability to maintain a high integrity and quality. However, local nuclear power plants have applied the real time operating systems on safety critical systems through Commercial Grade Item Dedication method, and this is the reason of lack of detailed methodology on assessing the safety of real time operating systems, expecially to the new developed one. This paper presents the methodology and experiences of safety evaluation on safety-critical Real Time Operating Systems based upon design requirements. This paper may useful to develop and evaluate the safety-critical Real Time Operating Systems in other industry to ensure the safety of public and environment.

  • An ICS(industrial control system) is a complex system that safely and efficiently monitors and controls industrial processes such as electric power, water treatment, transportation, automation plants and chemical plants. Because successful cyber attacks targeting ICS can lead to casualties or serious economic losses, it becomes a prime target of hacker groups sponsored by national state. Cyber campaigns such as Stuxnet, Industroyer and TRITON are real examples of successful ICS attacks, and were developed based on the deep knowledge of the target ICS. Therefore, for incident investigation of ICSs, inspectors also need knowledge of control processes and accident investigation techniques specialized for ICSs. Because there is no applicable technology, it is especially necessary to develop techniques and tools for embedded controllers located at cyber and physical boundaries. As the first step in this research, we reviewed logging capability of 4 PLC(Programmable Logic Controller)s widely used in an ICS area, and checked whether selected PLCs generate logs that can be used for digital investigation in the proposed cyber attack scenario.

Development of Pedestrian Fatality Model using Bayesian-Based Neural Network (베이지안 신경망을 이용한 보행자 사망확률모형 개발)

  • This paper develops pedestrian fatality models capable of producing the probability of pedestrian fatality in collision between vehicles and pedestrians. Probabilistic neural network (PNN) and binary logistic regression (BLR) ave employed in modeling pedestrian fatality pedestrian age, vehicle type, and collision speed obtained from reconstructing collected accidents are used as independent variables in fatality models. One of the nice features of this study is that an iterative sampling technique is used to construct various training and test datasets for the purpose of better performance comparison Statistical comparison considering the variation of model Performances is conducted. The results show that the PNN-based fatality model outperforms the BLR-based model. The models developed in this study that allow us to predict the pedestrian fatality would be useful tools for supporting the derivation of various safety Policies and technologies to enhance Pedestrian safety.

Secure Key Exchange Protocols against Leakage of Long-tenn Private Keys for Financial Security Servers (금융 보안 서버의 개인키 유출 사고에 안전한 키 교환 프로토콜)

  • The world's widely used key exchange protocols are open cryptographic communication protocols, such as TLS/SSL, whereas in the financial field in Korea, key exchange protocols developed by industrial classification group have been used that are based on PKI(Public Key Infrastructure) which is suitable for the financial environments of Korea. However, the key exchange protocols are not only vulnerable to client impersonation attacks and known-key attacks, but also do not provide forward secrecy. Especially, an attacker with the private keys of the financial security server can easily get an old session-key that can decrypt the encrypted messages between the clients and the server. The exposure of the server's private keys by internal management problems, etc, results in a huge problem, such as exposure of a lot of private information and financial information of clients. In this paper, we analyze the weaknesses of the cryptographic communication protocols in use in Korea. We then propose two key exchange protocols which reduce the replacement cost of protocols and are also secure against client impersonation attacks and session-key and private key reveal attacks. The forward secrecy of the second protocol is reduced to the HDH(Hash Diffie-Hellman) problem.

A Legal Study on Safety Management System (항공안전관리에 관한 법적 고찰)

  • Safety Management System is the aviation industry policy for while operating the aircraft, to ensure the safety crew, aircraft and passengers. For operating a safe aircraft, in order to establish the international technical standards, the International Civil Aviation Organization has established the Annex 19 of the Convention on International Civil Aviation. As a result, member country was supposed to be in accordance with the policy of the International Civil Aviation Organization, to accept the international standard of domestic air law. The South Korean government announced that it would promote active safety management strategy in primary aviation policy master plan of 2012. And, by integrating and state safety programmes(ssp) and safety management system(sms) for the safe management of Annex 19 is to enforce the policy on aviation safety standards. State safety programmes(ssp) is a system of activities for the aim of strengthening the safety and integrated management of the activities of government. State safety programmes(ssp) is important on the basis of the data of the risk information. Collecting aviation hazard information is necessary for efficient operation of the state safety programmes(ssp) Korean government must implement the strategy required to comply with aviation methods and standards of the International Civil Aviation Organization. Airlines, must strive to safety features for safety culture construction and improvement of safety management is realized. It is necessary to make regulations on the basis of the aviation practice, for aviation safety regulatory requirements, aviation safety should reflect the opinion of the aviation industry.
