  • 산업 현장에서 인력으로 작업할 수 있는 물리적 한계를 극복하기 위해 특수 목적 차량 작업 시 차량의 넘어짐 방지와 차체 보호를 위해 아웃트리거를 착지시키는데 도로 상태에 따라 사용자가 직접 최적화를 수행하는데 어려움이 존재한다. 본 논문에서는 도로 표면 상태를 신속하게 판단하여 아웃트리거 수직 및 수평 전개 착지 시 시간 소모, 안전사고 발생을 낮추기 위해 시멘틱 분할을 이용한 도로 표면 상태를 분석하는 연구를 수행하였다. 13가지로 구분된 도로 표면 상황에 대하여 DeepLabV3+를 통해 실험한 결과 픽셀 성능0.7819, mIoU 0.7085 결과를 도출하였다.

A Study on the Relative Importance of the Administrative and Technical Measures for the Personal Information Protection (개인정보의 관리적·기술적 보호조치 기준의 상대적 중요도에 관한 연구)

  • As the collection and use of personal information increases, the accidents that abuse and leak personal information are continuously increasing. The nation has established new laws and strengthened related laws for the prevention of the mass leakage of personal information and the secondary damage due to the leaked personal information. The nation also established the guidelines that need to be implemented by the institutions handling personal information for the safety of the personal information. For the efficient implementation of guidelines under the limited time and resources, it is necessary to establish the priorities between guidelines. This paper compares the relative importance of the guidelines by AHP (Analytic Hierarchy Process) technique. We performed the analysis on two expert groups, the group of consultants working in information security consulting company and the group of information security staffs handling personal information directly in the company. We compared the differences between groups and recommended the relative importances of the guidelines.

  • 환경부는 화학물질로 인한 국민건강 및 환경상의 위해(危害)를 예방하고 화학물질을 적절하게 관리하고, 화학물질로 인하여 발생하는 사고에 신속히 대응함으로써 화학물질로부터 모든 국민의 생명과 재산 및 환경을 보호하기위한 법률인 "화학물질관리법"을 2015년 1월 1일부터 시행하였다. 화학물질관리법에서는 유해화학물질의 취급기준과 유해화학물질 취급시설의 설치 및 관리 기준을 준수토록 하고 있으며, 유해화학물질 취급시설을 설치 및 운영 시에는 사전에 화학사고 발생으로 사업장 주변 지역의 사람이나 환경 등에 미치는 영향을 평가하여 유해화학물질 취급시설의 설치단계에서 안전성을 확보하기 위한 유해화학물질 화학사고 장외영향평가서를 작성 및 제출하도록 하고 있다. 또한 사고대비물질을 규정 수량이상 취급하는 경우 위해관리계획서를 작성하여 지역사회에 고지하도록 하고 있다. 법 시행 이전에 유해화학물질 취급시설을 설치한 사업장은 사업장 규모에 따라 장외영향평가서의 제출 유예기간인 2019년 12월 31일까지 제출하여야 하며, 사고 대비물질의 영업허가를 득해야하는 사업장은 2017년 내 장외영향평가서를 제출하여야 한다. 장외영향평가(off-site risk assessment(ORA)) 제도는 유해화학물질 취급시설의 기본평가정보(공정 정보), 장외평가정보(사고 시나리오 선정 및 위험도 분석), 타 법령과의 관계정보로 구성되어 있다. 장외영향평가의 효율적인 작성을 위하여 현장과 일치된 공정정보(공정개요 및 공정도면 등의 자료)의 확보가 필수적이다. 본 발표에서는 복잡한 장외영향평가 제도로부터 기업의 대응을 위한 장외영향평가 운영 절차와 장외영향평가서의 효율적인 작성을 위한 사전 준비 자료 및 작성 방안을 제시하여, 사업장에서 장외영향평가 제도를 이행하는데 도움을 주고자 한다.

A Study on the Qualifications of Designated Person on the Maritime Safety Act (해사안전법상 안전관리책임자 및 안전관리자의 자격요건에 관한 연구)

  • In managing shipping business, the concept of seaworthiness of the vessel has developed in accordance with the development of the shipping industry. However, despite of the development of the vessel's seaworthiness, marine accident has continuously occurred at sea. International Maritime Organization(IMO) has paid attention to the research and investigation of Human Error in shipping operations in addition to physical seaworthiness of the vessel. In 1994, IMO adopted the "International Management Code for the Safe Operation of Ships and for Pollution Prevention(ISM code)" of "SOLAS 1974" Annex, to take countermeasure against this human error. In 1999, Korea adopted the 'ISM Code' and then enacted the Maritime Safety Act (previously Maritime Traffic Safety Act). The Maritime Safety Act regulates necessary qualifications of the Human Resources of shipping companies for establishment and implementation of the safety management system. However, there has been a discrepancy between shipowners and ship management companies in interpreting the legislative texts, finally causing confusion. In this paper, I would like to examine the deficiencies in the regulation on the standard of qualifications of the Designated Person under the Maritime Safety Act and thereby suggest any possible improvements in it.

A Study on the Selection of Target Ship for the Protection of Submarine Power Cable (해저 동력케이블 보호를 위한 대상 선박 선정에 관한 연구)

  • Recently, the installation of submarine power cables is under consideration due to the increase of electric power usage and the development of the offshore wind farm in island areas, including Jeju. In order to protect power cables installed on the seabed, it is necessary to calculate the burial depth based on the characteristics of anchoring, dragging and fishing, etc. However, there is no design standard related to the size of target ships to protect the cables in Korea. In this study, we analyzed the design standards for the protection of domestic submarine pipelines similar to submarine cables, and developed the risk matrix based on the classification by emergency anchoring considering the installation environment, then designed the size of target ships according to the cumulative function scale by ship size sailing through the sea concerned. Also, we linked marine accident conditions, such as anchoring, dragging, etc. and the environmental conditions such as current, sea-area depth of installation etc. to the criteria of the protection of submarine cable, and examined the size of specific target ships by dividing the operating environment of ships into harbor, coastal and short sea. To confirm the adequacy and availability of the size of target ships, we verified this result by applying to No. 3 submarine power cables, which is to be installed in the section from Wando to Jeju Island. This result is expected to influence in the development of a protection system for submarine cables and pipelines as well as the selection of anchor weight according to the determination of burial depth.

  • Korea ranked 2nd in the UN Global e-Participation Index and ranked number one as the leader in e-Government for the third consecutive year. However, Korea ranked 51 in the level of information security published by WEF(World Economic Forum), relatively a low level comparing with its great number of users and excellent environments for the Internet service. A series of critical hacking accidents such as the information leak at Auction and GS Caltex emerged consecutively in 2008 year, resulting in the leak of personal & critical information. This led to a strong interest in the necessity and importance of information security and personal information so that demand for IT security is growing fast. In this paper, we survey to benchmark information security in the perspective of service level, system, investment and policy about major foreign countries. Then we research on an effective way to make the most of the benchmark result to Korea e-Government. In addition, the purpose of this paper is to improve national information security index by developing a policy for ISO 27001 ISMS, an international standard for Information Security Management System, and elevate safety and security of the e-Government serviced by central administrative organizations and local authorities.

항만국통제의 법적 근거와 국내시행상의 문제

  • The flag State is primarily responsible for implementing international maritime conventions(IMO conventions) and national laws and other standards as far as its own vessels are concerned, on the other hand the port State exercise its rights for the safety and marine environment under international law especially UNCLOS within port and territorial sea. In particular, the port State may take appropriate measures including detention of ships identified as sub-standard vessels which are considered as port State's supplementary role aiming for implementing international and national and regulations. But in the course of implementing port state control, international disputes may happen between port state, coastal state and flag state in spite of making all possible efforts to avoid these disputes. This paper aims to consider legal grounds on port state control(PSC) in international conventions and national laws concerned and deals with contradictions between international and national law arising from exercising PSC by port state control officers(PSCOs).

Hybrid Hazard Analysis for Improving Safety of Railway System (철도 시스템의 안전성 향상을 위한 하이브리드 위험원 분석)

  • IEC 62278, the Railway System Safety Standard, requires for hazard analysis to prevent or control the hazard that the railway system may have. If hazard analysis is not performed sufficiently, there is a high probability that accidents will occur. For this reason, hazard analysis methods are actively studied. In this paper, we propose the hybrid hazard analysis method to combine two representative hazard analysis methods: reliability-based and system-theoretic. As the proposed method is complementary to existing ones, it covers both the hazard caused by failure of components and the hazard occurred from the unintended control between components. It applies to the development of a safety protection mechanism for multiple cruise control system that automatically control the speed of trains to avoid the collision among trains. As a result, we drive more safety requirements than the existing analysis methods and it turns out that the safety requirements protect the trains with respect to the identified hazards.

Development of Decision Making Model of Measures on the Decrease of Traffic Accident Following Implementation of Intra-city Bus by using AHP (AHP 기법을 이용한 시내버스 교통사고 저감대책 의사결정 모델개발)

  • Implementation of semi-public management system of intra-city bus achieve excellent results but there are some side effects like increase of the fatal traffic accidents. This study tries to develop decision making model of measures of reducing traffic accidents following implementation of semi-public management system of intra-city bus. And survey with traffic experts and analytic hierarchy process are used for data survey and analysis. Quantitative measures and qualitative measures are suggested as high assessment items of AHP. Quantitative measures of low assessment items composed of a raise in the number of bus and safety device installation, facility supplement of bus stop, supplement of pedestrian protection facility, traffic safety assessment and supplement. Qualitative measures composed of system organization, redesign bus route, reinforcement of education, campaign and enforcement. The results of this study are as follows. First, the result turns out more weights are calculated on quantitative measures than on qualitative measures. Second, It is turned out in order of facility supplement of bus stop and traffic safety assessment and supplement as the quantitative measures. Third, as qualitative measures, system organization and redesign bus route are in the order. The results of this study are considered to be a basic data which can be referred if measures on the decrease of traffic accident are established and implemented in other cities and provinces.

A Study on Grounding Characteristic Analysis of Large-scaled Apartment Complex Based on PSCAD/EMTDC (PSCAD/EMTDC에 의한 대규모 아파트단지의 접지특성 해석에 관한 연구)

  • A grounding system in a large-scale apartment complex consists of a TT grounding system when viewed in each building unit, but the characteristics of TN grounding system appears when viewed in the total ground system function. Therefore, this study examined the characteristics of a grounding system in a large-scale apartment complex using design draft, field measurements and PSCAD/EMTDC modeling. This paper proposes an algorithm for fault analysis depending on the grounding system structure in large-scale apartment complexes considering the connection of the underground culvert as well as a design algorithm for each grounding system considering the contact voltage and step voltage. The simulation results based on the proposed modeling and algorithm confirmed that it is useful for analyzing the characteristics of a grounding system in a large-scale apartment complex.
