  • 최근의 범죄 동향을 살펴보면 묻지마 범죄와 여성 혐오 범죄가 계속해서 늘어나는 추세이다. 낮과 밤을 구분하지 않고 일어나는 사건·사고들에 특히나 범죄에 노출되기 쉬운 여성들은 일상생활에서조차 안전을 보장받지 못하고 있다. 이를 위해 생겨난 여성안심 귀갓길이라고 지정된 보호구역은 보호라는 말이 무색하게 제대로 사용할 수 있는 방범 시스템이 제대로 마련되어 있지 않은 실정이다. 이와 같은 상황을 개선하기 위해 기존의 시각적 방범과는 달리 탐지 범위가 넓고 상대적으로 제한이 적은 음향으로 접근한 새로운 방범 시스템 개발을 통해 여성들의 안전을 보장할 수 있도록 제안한다.

A Study on the Introduction of the ETV for Disaster Prevention - Focusing on the Role of the Korea Coast Guard for the Prevention of Radioactive Waste Accidents and Marine Accidents - (재난 예방을 위한 ETV 도입에 관한 연구 - 방사성폐기물 사고 및 해양사고 예방을 위한 해양경찰의 역할을 중심으로 -)

  • Korea has disposed of medium and low level radioactive waste generated by operating nuclear power plants permanently through the radioactive waste repository located in Gyeongju. However, the maritime transport of radioactive waste is exposed to the risk of marine accidents, and it will be necessary to introduce a system to secure safety from the viewpoint of the function and role of the Korea Coast Guard. Especially, Korea is affected by large-scale marine accidents, such as the Hebei Spirit or Sewol accidents. From this point of view, we analyzed the current status of Korea radioactive waste shipping and examined the response systems of major foreign countries. As a result of examining major cases of accidents, we have operated an Emergency Towing Vessel (ETV) fleet centering on European countries in order to respond urgently to marine casualties that may have social, regional and international effects, such as accidents of similar nuclear material carriers and dangerous cargo ships. It proves a partial effect. Based on this, we propose the introduction of the Korean ETV System. In other words, it is necessary to respond to large-scale marine accidents that could lead to enormous environmental, property, and personal damage, such as marine accidents involving nuclear material ships, large oil tankers, and large passenger ships. For this, it seems necessary to introduce Korea ETV, which can carry out emergency towing, oil pollution control function, large - scale rescue equipment and manpower. This will lead to the enhancement of the Korea Coast Guard response to marine accidents, and will not miss the golden time of the initial response to the national disaster, which will help protect precious people, property and the environment.

  • 우리나라 재해 중 사망사고가 가장 많이 발생하는 업종은 단연 건설업이다. 지난해에도 총 2,114명의 산업재해 사망자 중 621명(29.4%)이 건설업에서 발생했다. 이렇듯 건설업에서 사망재해가 많이 발생하는 것에는 여러 이유가 있겠지만, 그 중에서도 현장에서 체계적이고 시스템적인 관리 및 업무처리가 잘 이뤄지지 않고 있다는 것이 주 요인으로 꼽힌다. 이는 현장의 이동이 빈번하고, 일용근로자가 많다는 건설현장특성상 어쩔 수 없는 부분으로 여겨져 왔다. 이러한 상황 속에 최근 설계 도면부터 각종 안전장치까지, 수동적인 시스템을 탈피해 자동적인 시스템을 구축 확산하려 노력하고 있는 기업이 있어 주목을 끈다. 바로 자동화시스템 전문업체인 (주)제이엠디(이하 JMD)다. 이곳의 대표적인 제품으로는 철골 자동화 설계 프로그램인 'Marvel Shop'과 자동안전샤클 제품인 'MASS2 ss11'이 있다. 건설현장의 자동화를 지향하는 이들 제품을 한번 살펴봤다.

  • 본 연구는 '지능형 스마트 안전모 개발'에 관한 것으로, IoT 기술을 기반으로 공사현장에서 발생하는 각종 사고를 방지하기 위한 스마트 안전모를 개발하고, 기존 안전모에 존재하는 한계를 극복하는 것을 목표로 한다. 이를 위해 IoT 기술인 비콘, 블루투스를 활용하여 작업자 주변 환경을 실시간으로 판단하고 작업자를 주변 위험요소로부터 보호한다. 각종 생체센서를 활용하여 작업자의 안전모 착용여부와 건강상태에 대해서 실시간으로 송수신한다. 또한 LoRaWAN의 P2P LR Communication을 이용하여 공사현장의 특성인 통신음영지대를 제거하여 서비스를 안정적으로 제공할 수 있다.

  • It is important to grasp biometric data in real time for prompt action in the event of a safety accident at a work site where the risk of safety accidents exists. Among them, blood oxygen saturation is the most important factor in maintaining human life, so real-time oxygen saturation measurement and monitoring is necessary according to the situation as a preemptive response for worker safety management. By receiving real-time bio-signals from workers wearing health and life-risk protective clothing, and sharing and analyzing the worker's risk status in an external system, it is possible to diagnose the worker's current condition and efficiently respond to emergencies that may occur to the worker. In this paper, we propose a wearable oxygen saturation measurement platform technology that can monitor the risk of harmful gases and oxygen saturation of the wearer in real time and ensure the wearer's activity and safety in order to cope with emergency situations at the scene of an accident. If we overcome the limitations identified through the results of the proposed system later and apply improved biodata such as motion correction to the platform, we expect that it will be usable not only in hazardous gas environments, but also in hospitals and homes for emergency patients.

  • The prevention of marine accidents has been a major topic in marine society for long time and various safety policies and Countermeasures have been developed and applied to prevent those accidents. In spite of these efforts, however significant marine accidents have taken place intermittently. Ship is being operated under a highly dynamic environments and many factors are related with ship's collision and those factors are interacting. So, the analysis on ship's collision causes are very important to prepare countermeasures which will ensure the safe navigation. This study analysed the ship's collision data over the past 10 years(1991-2000), which is compiled by Korea Marine Accidents Inquiry Agency. The analysis confirmed that ‘ship's collision’ is occurred most frequently and the cause is closely related with human factor. The main purpose of this study is to propose risk control countermeasures of ship's collision. For this, the structure of human factor is analysed by the questionnaire methodology. Marine experts were surveyed based on major elements that were extracted from the human factor affecting to ship's collision. FSM has been widely adopted in modeling a dynamic system which is composed of human factors. Then, the structure analysis on the causes of ship's collision using FSM are performed. This structure model could be used in understanding and verifying the procedure of real ship's collision. Furthermore it could be used as the model to prevent ship's collision and reduce marine accidents.

  • The rate of traffic accidents that occurred in Korea last year is 10 out of every 100,000 people, ranking it 6th among the 35 OECD member countries. The accident rate of children with disabilities and elderly people is also high. The purpose of this study is to introduce traffic safety facilities which have been developed for the reduction of traffic accidents in non-urban areas in Korea through an analysis of the related literature, the accident factors using traffic accident analysis system data and traffic accident characteristics. Traffic safety integrated facilities for ICT-based pedestrian crossings are subject to cross-sectional coverage of child protection zones. The smart safety fence prevents vehicles from parking illegally and informs pedestrians that there is an access vehicle on the pedestrian crossing. The smart bump is designed to warn drivers who are not aware of the pedestrians. In order to standardize the appropriate form and size of the traffic safety facilities for pedestrian crossings, we constructed a standard model for each type, considering the road function, press classification, power, lane number, geometric form, etc. As a result, the rate of traffic accidents involving vulnerable people was reduced. In addition, it is anticipated that the maintenance costs will be reduced by the use of a solar power supply and their compatibility with the existing installed safety fences.

  • In the various application environments on the internet, we use verified cipher algorithm to protect personal information of electronic commerce or application environments. Even so, if an application method isn't proper, the information you want to keep can be intercepted. This thesis studied about result of Padding Oracle Attack, an application environment which apply CBC|CBC operational mode based on block cipher and BOZ padding method.

  • The importance of the security management system for the aviation infrastructure cannot be overemphasized. What is especially important on the security management system for it is the assessment that is detaild and systematic. This article presents a framework based on a Hanulcha-type security management system model for a Information security of the Aviation infrastructure. This system checks, estimates and analyzes the goal of security with effect, especially in case of the security-accident on the aviation infrastructure because this system model gives the integrated security assessment method.
