A Study on Improvements in the Method of Local Risk Assessment for Natural Disasters (자연재해 지역위험성평가 방법 개선방안 연구)

  • Based on major safety-related statistics of cities, provinces, counties, and districts across the country, social disasters manage regional safety index ratings in six areas(traffic accidents, fires, crime, life safety, suicide, and infectious diseases), and natural disasters operate a management system. The current application of the regional safety assessment of natural disasters is very insufficient to evaluate the local risk of natural disasters up to the Eup, Myeon, and Dong level, and it is marked too engineering and difficult for the general public to use. The purpose of this study is to present Korea's natural disaster local risk assessment as an improvement model that extends to the sub-unit of Eup, Myeon, and Dong, using the local risk assessment model mixed with natural and social disasters.

  • NIR(New Inspection Regime, hereinafter NIR) relating to the PSC(Port State Contorl, hereinafter PSC) has implemented in Asia-Pacific region under Tokyo-MOU from last January 2014. The most noticable difference between NIR and existing TF(Target Factor, hereinafter TF) is to evaluate company performance and to conduct PSC with flexible inspection interval on the basis of Ship Risk Profile; High Risk Ship, Standard Risk Ship and Low Risk Ship.

  • The range of special management target facilities is seperated by the building sector and the field of civil engineering. In the present study, the risk analysis was performed, related to fire occurred for the last five years, in the field of residential and non-residential facilities in buildings. Most of fire incidents occurred in residential and non-residential facilities was the cause of the electrical, and the resulting casualties were also very high. Therefore, based on the results, the risk evaluation index was developed, identifying the causes of fire occur and doing the fire vulnerability analysis for each facility. The result of this study can be utilized safety management to these facilities for the future, especially, inducing a more specialized and intensive safety management.

  • This paper is a follow-up research of 'A study on the development of Safety Management Evaluation Index for Shipping Company'. It aims to develop the evaluation items of Safety Management Index(hereafter called as 'SMI') applicable to 'Safety Advantage Point', which is suggested as the sub-index of 'Safety Management Evaluation Index' function in the preceding research and also verify their adequacy. For that purpose, firstly, the 11 evaluation items were developed after collecting the practical opinions from safety management personnels in Korean shipping companies. Secondly, the survey was carried out for the verification of the adequacy of the 11 evaluation items. And lastly, its results was analysed, whether it has statistical meanings of differences in adequacy awareness amongst safety managers grouped depending on business type(coastal, ocean-going) and business capacity(number of owned-operating ships). As a result, there was no relevance between their adequacy awareness and business type of their companies. However, a difference in their adequacy awareness existed depending on their companies' business capacity(small, medium and large sized). In conclusion, when the safety management level of shipping companies is evaluated by SMI, the same indices can be applicable to both coastal and ocean-going shipping companies by a grouping of companies' business capacity.

  • 가뭄은 장기간에 걸쳐 광범위하게 발생하는 특징으로 인해 자연재해뿐만 아니라 사회·경제적으로도 큰 피해를 야기한다. 즉, 가뭄으로 인한 댐의 용수 공급 부족은 공업·농업뿐만 아니라 국민들의 생활에도 상당한 피해를 미친다. 하지만, 가뭄으로 인한 지역의 피해정도는 해당 지역의 특성 또는 가뭄에 대한 지역의 대처 능력에 따라 매우 상이하게 나타난다. 따라서, 가뭄에 의한 피해를 저감시키고 안전한 용수공급이 이루어질 수 있도록 지역의 특성 및 용수 공급 체계를 고려한 위험 정도를 분석하는 것이 필요하며, 사람들과 직접적인 연관성이 높은 물수급 관련 인자들을 고려하여 가뭄의 잠재적 영향 및 피해정도를 파악할 수 있는 가뭄 위험도 평가가 수행되어야 한다. 그러나 용수공급 및 수요 현황을 반영한 가뭄 노출성 및 취약성 평가는 아직 부족한 실정이며, 각 인자에 대한 가중치를 산정하는데 설문조사 또는 단순평균방법이 많이 이용되고 있다. 본 연구에서는 용수공급 체계 및 지역적 특성을 고려하고 객관적인 가중치 산정방안이 적용된 확률·통계적 가뭄 위험도를 평가방법을 제시하였다. 먼저, 용수공급 실패 사상의 발생 확률이 적용된 결합가뭄관리지수(Joint Drought Management Index, JDMI)를 통해 가뭄노출성지수(Drought Hazard Index, DHI)를 산정하고, 각 인자에 대한 영향정도를 객관적으로 판단할 수 있는 가우스 혼합 모델을 활용하여 가뭄취약성지수(Drought Vulnerability Index, DVI)를 산정하였다. 이 두 지수를 결합하여 가뭄위험도지수(Drought Risk Index, DRI)를 계산하고 위험도 평가를 수행하였다. 충청지역에 적용한 결과, DHI는 용수공급 실패 사상의 발생확률이 큰 보령시가 가장 높게 나타났으며, DVI는 농업적 요소의 가중치가 크게 산정됨에 따라 청주시가 가장 높게 산정되었다. DHI와 DVI가 결합된 DRI의 경우는 청주시가 가장 위험한 것으로 나타났다. 따라서, DRI가 가장 높은 청주시는 충정 지역의 가뭄 위험 경감을 위한 대응 수립시 우선적으로 고려되어야 한다.

Procedure of the Ecological Index and Rating Calculation Methods for Fishery Environmental Assessment (어장환경평가의 평가지수 및 등급 산정 방법 소개)

  • Several countries are establishing management systems for aquaculture environment, and fishery environment assessment is one of them. The fishery management law amended in 2013 stipulates that a fishery environment assessment should be performed when a fish cage farm's license is extended. The purpose of the fishery environment assessment is to promote sustainable fishery, increase the fishery production capacity, and increase the fishermen incoming by implementing evaluation and improvement measures through scientific methods. The analysis items of fishery environment assessment include the Benthic Health Index (BHI), which is a biological index based on the macrobenthic polychaetes community, and total organic carbon (TOC), and the two items are scored and used for evaluation as a single grade. This study explains the selection process of BHI and TOC, which are evaluation items for fishing ground, and ecological significance of the calculated evaluation grades.

  • 본 논문에서는 지역별로 발생 양상이 다른 사회재난의 종합적 위험분석을 위한 정보활용 방안 및 전략을 제안한다. 사회재난은 재난유형이 매우 다양하며, 각기 다른 발생 및 전파양상을 가지고 있어 전문성을 기반으로 관계하고 있는 개별부처에서 각각 관리되고 있다. 재난이 발생 후 대응, 수습 및 복구에 이르는 활동은 대표적인 현장대응 부처인 행정안전부, 경찰청, 소방청 등에서 주로 담당하고 있으나, 예방 및 대비 활동은 각 부처에서 개별법령에 의한 제도 및 정책에 의해 위험요소를 저감하기 위한 활동으로 진행된다. 예를 들어 화학사고의 경우 화학사고예방관리계획서, 장외영향평가, 화재는 방화지구, 화재경계지구, 산불은 산불취약지수 등 각각의 물리적 매커니즘을 적정히 고려하는 이론적 근거의 의해 사전에 그 위험을 평가하고 있으나 재난관리 예방을 담당하는 부처에 까지 연속성을 가지고 그 결과들이 적극적으로 활용되고 있지 못하고 있다. 이에 본 연구에서는 각 부처에서 개별법령에 의해 평가되는 공신력 있는 자료들의 융합적 해석에 근거한 종합위험 평가 개념을 정립하고 실제 활용 가능성에 대해 논하고자 한다.

Particularly deficiencies related to ISM Code, more than 5 deficiencies and detention record have a serious effect on the evaluation of Ship Risk Profile. Therefore ship and company are requested to ensure proper implementation of Safety Management System for the changed PSC tendency. Also RO(Recognized Organization, hereinafter RO) and Administration respectively should take suitable actions different to previous measures, such as implementation of cooperation and support system between vessel and company, changing subject and object for avoiding Mannerism in SMS audit, strengthening supervision on RO by Administration and establishment of private-public Partnership network.

A Study on the Correlation between Optimal Safety of Structures and Minimization of Life Cycle Cost(LCC) (구조물의 최적안전지수와 생애주기비용의 상관관계에 관한 연구)

  • This study was intend to develop the optimal design method of suspension bridge by the reliability analysis based on minimization of life cycle cost(LCC). The reliability analysis was performed considering aleatory uncertainties included in the result of numerical analysis. The optimal design was estimated based on life-cycle cost analysis depending on the result of reliability analysis. As the effect of epistemic uncertainty, the safety index (beta), failure probability (pf) and minimum life cycle cost were random variables. The high-level distributions were generated, from which the critical percentile values were obtained for a conservative bridge design through sensitivity assessment.
