유해위험한 물질을 다루는 사업장 내에서는 폭발·화재·누출 등의 사고가 발생할 가능성이 상시 존재하므로 사고를 미리 예방하고 위험성을 파악하여 발생할 수 있는 사고를 예방하고 대처하는 안전관리가 필요하다. 우리나라는 1990년대 이후 중대산업사고 예방을 위해 유해 위험방지계획서 시행, 공정 안전관리 제도 시행 등 여러모로 노력해 오고 있으나 최근의 일련의 중대 산업사고는 그 한계를 보여주고 있다. 그래서 본 연구는 PSM 취급사업장의 안전관리 개선을 위한 대책을제시하게 되었고 PSM 취급사업장의 안전관리 개선을 위해 철저한 안전 수칙 준수를 통해 중대 재해 발생을 방지하는 안전관리 개선에 대한 방안을 도출하였다.

The facility safety management in Korea does not secure efficiency as a safety management that is not constructed a maintenance manual. As such, disaster dangerous facilities are at a great danger for disaster occurrence. Accordingly, this study introduced revised requirement and revised level of requirement to field attendants to explore domestic facility safety management system, and set up and suggested a revised plan through brainstorming and attendants of central management institutions. This study is of importance that it reflects field attendants and attendants of central management institutions, suggests specific alternatives for realization to improve national level of institutional improvement.

Purpose: Since the 1990s, Korea has been making various efforts to prevent serious industrial accidents, such as implementing a hazardous risk prevention plan and implementing a process safety management system, but a series of recent major industrial accidents have shown its limitations. Therefore, this study aims to present measures to improve safety management of PSM target workplaces. Method: Investigate previous studies and cases on improving safety management at workplaces subject to PSM, seek ways to improve safety management at workplaces subject to PSM based on existing safety management, and evaluate safety management system one of the causes of accidents. Therefore, a safety education program is established to increase employees' safety awareness and understanding, and to improve the safety level. Result: Measures such as establishing an organizational culture to improve safety management of PSM target workplaces, responding to disasters, systematic safety management, replacing and strengthening old facilities, and strengthening management's firm commitment to safety were presented. Conclusion: Through this study, it is meaningful to present a systematic plan to secure safety to reduce precious lives and damage, and it is expected to be useful in considering the direction of PSM improvement for each workplace.

This paper defines the Safety Management System (SMS) based on the rail safety act and surveys the status of the English rail SMS and International Civil Aviation Organization (ICAO) SMS and OHSAS18001 SMS. Through the analysis of the domestic rail operators' safety management regulations and the results of the universal rail safety audit, the status and problems of domestic rail operators' SMS are investigated and the improvement scheme are derived. First, to establish the continual improvement system for SMS, the instruction which describe the detailed continual improvement method for each steps of SMS including management review by CEO shall be established. Second, to settle the risk management based SMS, converting the rail operators mind and establishing the supply system of safety risk operating model and basic data for the risk analysis and safety evaluation and including the precise requirement for the risk management in the related instruction should be conducted.

1997년 기업활동규제 완화에 관한 특별조치법시행 이후 안전관리자의 선임의무가 완화되는 등 사업장의 안전관리가 악화되어 왔다. 따라서 본 특집에서는 규제완화 이후 안전관리제도의 문제점을 도출하고, 안전관리자선임제도의 개선대책을 마련함으로써 국가안전정책에 제도적으로 반영할 수 있도록 만들어진 자료를 소개한다.

생산위주의 개발도상국 진입으로 산업재해가 크게 증가하는 추세에 있음은 중대한 문제로 되고있다. 산업안전관리는 기술적으로 잘하면 최대 98%까지 예방가능한 분야이다 안전사고의 원인을 인적 근로자적 측면, 물적, 경영자적 측면에서 분석하고 이를 조화 또는 통제하는 요인으로 관리적, 행정적 요인을 분석하였다. 개선방안은 산업의 고도화, 다양화에 따른 신기술부족, 안전지식 및 교육부족, 그리고 중소기업의 산업안전 보건시설 개선의 미흡등, 이들 직접원인에 대한 통제 및 조화 수단으로서 법체제, 행정조직을 강화하고 산업 안전관리를 민간주도로 추진해나갈 연구 및 예방기관의 육성이 되어야 한다.

Purpose: The purpose of this study is to present the preemptive prevention and improvement measures for aviation safety management by examining the current status of the aviation industry and the operation system of the aviation safety management system and identifying the shortcomings of the currently operating aviation safety management system. Method: A plan to improve aviation safety management was proposed through an analysis of recent incidents and accidents, current status of domestic laws, and analysis of overseas operating institutions and safety management systems. Result: Through the recent aircraft safety-related incidents, deficiencies of currently operating aviation safety management, and response cases of advanced countries in overseas aviation, improvement points in terms of management systems and laws and preventive aviation safety management plans were derived. Conclusion: The method for improving aviation safety management was presented based on the technique using data, and it should be materialized through additional related research.

Recently, as part of an effort to reduce the high accident rate in the construction industry, the smart construction safety technology is being introduced, and some institutional improvements are being made simultaneously. This study has been carried out to identify the effectiveness of such an improved institution and to draw additional opinions for improvement to spread the field application of smart safety technology. A survey was conducted for participants in the construction industry, and awareness of the improved institution and additional requirements for spreading smart safety technology in the construction site were investigated. As a result of the investigation, high interest in the field application of smart construction safety technology has been confirmed, and some issues such as safety management costs and duplication of on-site safety paperwork have been raised. The opinions derived through this study will be used as baseline data for future institutional improvements for the introduction and diffusion of smart construction safety technology in the construction site.

Purpose: This study concerns the cost of safety management in order to prevent accidents and disabilities in the construction industry. The purpose of the Chapter is to draw up problems and improvement measures for these safety management costs. Method: A detailed questionnaire was developed for 20 construction safety managers for the research. This questionnaire was analyzed and implemented by the Expert Group Interview (FGI) analysis method. Results: In order to understand the safety management cost system, alternatives such as preparing a standard manual, implementing regular on-site training, and establishing a monitoring system for the safety management cost were derived. In addition, there is a need to ensure autonomy in the execution of flexible costs so that they can be deployed immediately in case of emergency to improve the 'efficiency and necessity of the safety negligence system'. And it was analyzed as items that should be improved due to excessive demand for documentation. Conclusion: Through this study, problems should be recognized for the improvement of the construction safety management cost system. And it will have to come up with policy-based and institutional-improvement measures for experts.
