해사안전법 제46조에 따라 선박소유자는 선박과 사업장에 안전관리체제를 수립 시행하도록 하고 있으나, 안전관리 전담인력보유에 대한 부담감, 경영자의 안전관리 관심 부족, 선원의 고령화 등으로 안전관리체제를 형식적으로 이행하는 경우가 많다. 이에 따라, 선박과 사업장에 대한 안전관리 역량이 떨어지고, 해양사고 발생 가능성을 높이고 있다. 따라서 소형 내항선사의 안전관리체제 컨설팅 실시 통해 안전관리체제에 대한 필요성을 인식시키고 안전관리(책임)자 및 해상종사자의 안전관리 역량을 강화할 필요성이 있다. 본 논문에서는 소형 내항선사에 대한 안전관리체제 현황을 분석하여 문제점을 도출하고, 내항선 안전관리체제 컨설팅 서비스 체계를 수립하였다.

Up until now, the government has propelled various projects to establish and stabilize the Safety Management System(SMS). Now it is time for companies to diagnose and evaluate the safety management system to see if it is being operated in accordance with the situations of the companies. Therefore, this study has proposed to develop a model that can monitor the safety management system and evaluate operational achievements and an implementation supporting module that can operate the safety management system. Additionally, the AHP scheme was reviewed, which is one of the major decision making method." mainly used in Management Science.

본 논문에서는 교육정보공유체제를 위한 토 관리시스템을 위하여 요구되는 표준화 및 기술개발 동향, 국내외 환경, 그리고 사용 시나리오를 분석하고, 교육정보공유체제를 위한 ID 관리 시스템을 위한 소요 보안 핵심 기술과 시스템 요구사항을 제시한다. 본 고의 결과는 안전한 교육정보공유체제를 위한 ID 관리 시스템 설계 시 유용하게 활용될 수 있을 것이다.

This paper is the empirical study results on the introduction effects of safety management system(SMS) for the shipping company. First of all, we take a brief look at the present Korean situations after the SMS induction Next, we analyse the effect of the SMS induction. We divided the effect of induction in 21 factors. The result was 3.5 out of 5 perfect points, which shows the high preference. Higher points were scored with international companies than domestic ones, the companies accepted before 1998 than the ones after 1998, and large enterprises than smaller ones.

We badly need the plans to promote practical and systematic utilization of safety management system as the safety management in coasters is not yet sufficient although the government and shipping companies are making efforts to protect human life and environment in ocean. This thesis executed questionnaire survey on related organizations and shipping companies followed by proof analysis and suggest plans to make it useful safety management system suitable to coastal marine transport of the country through grasping and improving the points of problems in current safety management on coastwise vessels.

NIR(New Inspection Regime, hereinafter NIR) relating to the PSC(Port State Contorl, hereinafter PSC) has implemented in Asia-Pacific region under Tokyo-MOU from last January 2014. The most noticable difference between NIR and existing TF(Target Factor, hereinafter TF) is to evaluate company performance and to conduct PSC with flexible inspection interval on the basis of Ship Risk Profile; High Risk Ship, Standard Risk Ship and Low Risk Ship. Particularly deficiencies related to ISM Code, more than 5 deficiencies and detention record have a serious effect on the evaluation of Ship Risk Profile. Therefore ship and company are requested to ensure proper implementation of Safety Management System for the changed PSC tendency. Also RO(Recognized Organization, hereinafter RO) and Administration respectively should take suitable actions different to previous measures, such as implementation of cooperation and support system between vessel and company, changing subject and object for avoiding Mannerism in SMS audit, strengthening supervision on RO by Administration and establishment of private-public Partnership network.
