This study reviews recent trends of laws and evaluation criteria of heath, nutrition, and safety in child care centers, and addresses future research directions on them. To this end, we analyzed Child Care Laws, Child Care Acts, Child Care Program Accreditation Standards and Criteria, as well as master's theses, doctoral dissertations and journals that have been published on these issues since 1991. Through a comprehensive and critical review, we revealed three following findings in terms of child heath, nutrition, and safety. First, it is necessary to strengthen regulations for all children's heath, nutrition, and safety, or to discuss measures corresponding to those regulations to provide the best possible care to every child. Second, a careful examination of accreditation standards on health, nutrition and safety found that, although specific actions and criteria on these issues were already prepared, their implementation is not mandatory and the quality of provided health, nutrition and safety is not properly guaranteed. This finding shows that what is still necessary is to devise effective plans for handling institutional frameworks and processes of child care program accreditation standards. Third, among the three categories of health, nutrition, and safety, the topics on safety were found to be studied most frequently, whereas the other two topics were considered much less. It thus indicates that more research on health and nutrition are necessary.

In this paper, we analysed the technical characteristics of a universal shipborne automatic identification system using self-organizing time division multiple access in the VHF marine mobile band. IMO's Marine Safety Committee approved revision of chapter V of the Safety of Life at Sea(SOLAS) Convention in 73rd meeting. According to this revision, AIS will become a nandatary carriage requirement by 01 July 2002. AIS is a broadcast system, operating in the VHF marine band. It is capable of sending infomation such as would be beneficial to the safety of navigation and the identification and monitoring of maritime traffic. It is absolutely necessary to analyse the related international and domestic specifications for the AIS implementation and installation.

Dangerous cargo in maritime transportation is increasing in international trade. The types and forms of dangerous cargo are very diverse, complex, and the scope is expanding widely. For this reason, it is increase risk of accident threatens the safety of ships and other cargoes, as well as serious damage. Carriers' require special care and handling of dangerous cargo and have a duty of care for safe transport. The shipper is obliged to notify the carrier of the nature and characteristics of the dangerous cargo prior to loading on the ship, the responsibility of the carrier varies depending on the notification or not. This study compares and analyzes the concept and classification of dangerous cargoes, the provisions of the Hague rules, Hamburg Rules and Rotterdam Rules about Carriers' Dangerous Cargo Liability Regulations, after reviewing case studies. We intend to provide information to dangerous cargo handling, the carrier.

Recently, mainly in downtown, there have been frequent safety incidents in underground space like ground subsidence and land sinking. Out of diverse coping measures, the government is carrying forward the establishment of underground space integrated map. As a core element of the underground space integrated map, the 3D geotechnical information is used as major data of underground space impact assessment obliged in accordance with the "Special Act on the Safety Control of Underground Space Safety". The construction method of 3D geotechnical information is drawn when establishing the basic establishment plan of underground space integrated map, and the continuous construction is performed by the Integrated DB Center of National Geotechnical Information. However, it is necessary to draw concrete measures with accuracy, efficiency, and utilization. This study drew the construction plan considering the accuracy, utilization, and efficiency of 3D geotechnical information for the support of underground space safety. For this, accuracy between elevation and underground level is compared using MVS and MakeJiban which are software to construct boring information with geotechnical information in geotechnical information portal system. In the results of general analysis, the milepost-based construction of whole strata in a lump would be the most suitable in the aspect of accuracy, utilization, and efficiency. Based on the results of this study, Plan to construct 3D geotechnical information will be pursued.

Clients ought to Appropriate the cost of quality management for contractors based on Construction Technology Management Act. The costs of safety management and environment reservation are separately estimated. and the quality management cost is added up to secure the construction quality required on sites. However, the sufficient cost for quality management was not allowed to the contractors, due to the viewpoints of the clients that the quality management should be one of the duties of contractors. In addition, an Account-related legislation enacted a provision of the labor cost of quality management as the one that should be included in the indirect labor cost. From the continuous survey the quality management cost is currently estimated by 0.2% of the total project cost and the contractors protest the portion of the quality management cost is insufficient. Thus, this paper aimed to provide the bases of estimation of the actualized quality management cost considering the viewpoint of contractors.

General companies consider saving the information after enciphering as law. However, if the actual information is saved as enciphered, the decoding process must be conducted when the information is searched or edited in the ser ver. Therefore, process delay time occurs and is less efficient. This kind of work gives burden to the server, so the companies or managers handling the server do not save the information after enciphering. In this paper, the Networ k constructs and realizes an efficient security data management system that ensures safety and haste in operating u sing the homomorphic encryption technology, which collects information and decides quickly, and enables editing the encryption without a decoding process. To ensure the security of the embodied system, the existing encryption algo rithm can be used. Search method to use the keyword search. Additionally, by using a trapdoor, the keyword is not expose and it is changed whenever it is searched, and the formation of the keyword does not get exposed.

Construction industry has a relatively higher accident rate compared to other industries, especially the serious accident rate including death. Ministry of Employment and Labor has not only implemented safety consciousness but also initiated the basic occupational safety and health training for the construction industry. Despite the effort, only a few sites follow the obligatory task and there are reports stating the effect of the education is minimal. As a result, this research aims to determine and analyze the current state of the basic occupational safety and health training including its lesson plan and method. Furthermore, by analyzing the preliminary study on the effective instructional method, this research suggests an effective method to implement safety consciousness to the workers. An improvement plan is also suggested by supplying appropriate educational material to different workers by differentiating the characteristics and the cause of death at various work types in construction sites.

Under the 'Sustainability Paradigm', the building maintenance system is getting more important because more efficient maintenance means more sustainable building. This paper aims at improving present building maintenance system by comparing with the foreign developed countries' systems. The comparing countries are selected according to the level of building maintenance. As the results, 4 countries including USA, England, Germany, and Japan become the benchmark. The results show that building maintenance regulations are various by social, economic, and cultural characteristics. In addition, though building maintenance policy must be established, first of all, the related regulations and policy targets are prepared before the enforcement of maintenance regulation. The results provide some policy implications: 1. Building maintenance must be controled under the condition that a building can guarantee the safety of people and function of it. 2. Building maintenance system should contribute to the desirable urban environment and architectural culture.

선박에 의한 위험물 운송의 증가로 제정된 IMDG Code를 제정하고, 선원들은 그 규정에 따라 업무를 수행하고 있으며 몇 차례 개정이 되면서 위험물 안전운송 전문교육을 의무화하고 있다. 하지만 해마다 위험물에 의한 선박화재 및 폭발사고는 계속 일어나고 있으며, 이것은 위험물에 대한 기본 정보와 규정만 있으나 위험화물에 대한 자체 반응경로나 왜 규정대로 해야 하는지에 대한 정보가 선원들에게는 부족하다는 것을 알 수 있었다. 그리하여 최근에 발생한 선박화재 및 폭발사고 사례를 조사해보고, 적재된 화학물질 에 대한 기본정보를 분석하고 화재가 일어날 수 있는 가능성에 대해 화학적으로 접근 해석해 보았다. 화재의 원인은 다양하지만 기상 실험을 할 수 없는 어려움이 있어, 적재된 위험물의 정보와 대표적인 반응을 알아보고 화재원인을 가정해 보았다. 선원들은 IMDG Code에 대한 규정 이외에도 이러한 기본정보와 반응경로에 이해를 한다면 위험화물의 운송에 있어 위험한 환경요소를 제거할 수 있어 화재 및 폭발사고를 예방 할 수 있다.
