국내 사업의 현대화와 아울러 건설에서는 고층화가 이루어지고 있으므로 이에 따른 리프트 및 크레인 가 다양하고 많이 사용되고 있고 더욱 사용빈도가 빈번하게 이루어지는 추세이므로 이에 따라 산업재해도 여러 형태로 빈번히 발생이 되고 있는 경향이다. 또한 장치 산업인 산업설비의 발전에 따라 고압압력 용기가 초고압으로 변하여가고 있으므로 이때 발생되는 사고의 영향은 이미 많은 사고 사례에서 볼 수 있으므로 이에 대한 사고 방지를 위한 검사 기준이 새로운 현실에 적합한 기준개정이 필요하게 되었다.(중략)

한국해양수산개발원(KMI) 조사에 따르면, 수상레저장비 중 하나인 전기 추진 보드류 (전동서핑보드, 전동웨이크보드, 전동패들보드 등)의 경제규모는 '28년도 까지 약 59억 달러까지 성장할 것으로 예측 될 정도로 급격한 성장을 하고있는 품목으로, 국내에서도 활발하게 제조, 수입, 유통 등이 이루어지고 있다. 하지만 성능 및 안전을 평가하는 정형화된 국내외 시험 표준이 전무한 실정으로, 시험 및 검사 없이 제조사의 자체 테스트에 의존하여 시장에 출시 되고 있다. 이에 신뢰성 있는 전기 추진 보드류 안전기준(안)을 개발 및 제시함으로써 제품의 품질 및 안전성을 향상시키고, 위해사고의 예방 및 국민의 건전한 수상레저활동 확보를 위한 기반을 조성하고자 한다.

안전관리 규정에 전기설비의 유지 및 운용에 관한 안전관리를 위한 순서 점검 및 시험을 별표에 정하는 기준에 따라 실시한 것이라고 규정되어 있으므로 본 절에서는 안전관리규정의 기준을 중심으로 하고 다시 안전확보를 위하여 바람직하다고 생각되는 약간의 보충사항을 더하여 정리하여 보았다.

본 연구는 2008년 범선 및 플레저보트 검사지침 이후 국내의 플레저보트 관련 검사기준의 변화과정을 살펴보고 2009년 9월 새로이 제정된 플레저보트 검사치침과 국제표준화기구 (ISO)의 소형선박분야 기술위원회(TC188)에서 제정한 플레저보트 관련 국제표준의 주요내용을 비교 검토함으로써 관련규정에 대한 사용자의 이해를 높이는 동시에 향후 국내 플레저보트 검사지침의 개선방향을 검토하기 위하여 추진되었다.

The purpose of this study was to understand the laws related to the safety management of children's play facilities(LRSMCPF) including the "Safety Supervision Law of Children's Play Facilities(SSLCPF)" and the "Quality Management and Industrial Products Safety Management Law(QMIPSAL)", in order to analyze the problems by 4 phases-development of products, landscape design, landscape construction and maintenance considering landscape project procedure-and to propose a revision of the laws. The results are as follows: 1. The various LRSMCPF, SSLCPF and QMIPSAL, as basic laws for the safety management of children's play facilities, were insufficient regarding the features of children's play facilities and play spaces, which are both comparatively varied and complex. 2. In development of products, the one-year duration of safety certification based on QMIPSAL was too short and the procedure for safety certification were redundant in both products and plants inspection, and export and import product inspection. 3. The field inspection of construction sites based on SSLCPF was repeated with quality control and a consultation of rules based on "Construction Technology Management Law". 4. There are not enough safety inspection organizations regarding children's play facilities to meet the demand of safety certification, safety inspection, and safety education in the near future. 5. For children's play safety, the establishment of a general safety management system for children's play connected with the phases is needed to ensure safe play equipment, to construct safe playgrounds, and to manage play facilities. The criteria, regulations, and procedure regarding safety certification and safety inspection of play facilities must be revised efficiently and standardized to a global level as well. To improve the system and contents of safety certification and inspection, authorization of safety inspection organizations based on landscape architecture is needed. Further study will be required to concretely analyze in detail the laws, enforcement decrees and rules, and ordinances that consider the practical experience of professional landscape architects, inspectors, and lawyers.

유선은 수상에서 고기잡이, 관광, 그 밖의 유락하는 사람을 승선시키는 것 등 「해운법」을 적용받지 아니하는 유선사업에 종사하는 선박으로, 안전관리 부분의 경우 해양경찰청에서 담당하고 있다. 선령기준 초과 유선의 선박검사 및 선박관리평가 기준을 마련하여 해양경찰청에서는 노후 유선에 대한 안전관리를 지속적으로 평가 하고 있으나, 기존의 여객운송사업의 선박관리평가 기준을 준용하여 평가함에 따라 내항만을 통항하고 출발지와 도착지가 동일한 관광등의 유람 목적 등 유선의 특수성 등을 반영하지 못하고 있다. 본 연구에서는 유선의 통항 특성과 일반적인 운영 환경등을 고려하여 유선에 적합한 선령기준 초과 유선의 선박 검사 및 관리평가 기준 마련의 필요성을 제안하였다.

인도네시아 선박안전성제고 및 해양환경보호 역량강화 사업은 급속도로 성장하는 인도네시아의 경제가 안전하고 지속적으로 유지될 수 있도록 해상운송, 특히 연안운송의 안전성과 관련한 인도네시아 정부의 기술역량을 강화하는 사업으로, 2012년 인도네시아 정부의 요청에 의해 시작되었다. 동 사업은 약 2년간의 사업기간을 통해 인도네시아 정부의 선박관리 역량을 강화하고, 관련 교육 인프라를 확보하는 것을 목표로 하고 있으며, 그 주요 사업내용으로는 선박검사 기술기준 자문, 선박검사관 역량강화, 선박검사 기자재 제공 및 CBT가 있다. 동사업은 한-인도네시아 간 해양분야의 첫 번째 개발협력사업으로 향후 양국간 해사산업 교류의 교두보가 될 것으로 예상된다.

The objective of this study is to present the inspection standards of motorcycle lamps affecting motorcycle traffic accident in night time. The inspection standards of motorcycle lamps recommended by CITA International Motor Vehicle Inspection Committee are surveyed. Also, the domestic safety standards of motorcycle and inspection standards of passenger car are considered. The inspection standard and method with principal reasons of rejections of head-lamp, number plate lamp, front-rear position lights, stop lamp and direction indicators of motorcycles are suggested.
