Estimation of fishing power and fishing capacity on coastal stow net fishery in the Korean waters (연안개량안강망 어업의 어획성능 및 어획능력 추정)

  • The coastal stow net (stow net hereafter) in Korea is one of the major fishing methods for yellow croaker (Larimichthys polyactis), ribbon fish (Trichiurus lepturus), and anchovy (Engraulis japonicus). In terms of energy efficiency, the stow net fishery is more competitive than towing fishing gears such as trawl gears. The fishing vessels in stow net fishery have consumed less fossil fuel and also have had less carbon dioxide emission into the atmosphere. however, the stow net fishery is necessary to be regulated due to its increased output of the fleet. Therefore, it is required for fisheries authorities to manage the fishing capacity or fishing power for the assurance of fishery's sustainability. For fisheries management authorities, it is necessary to quantify data related to fishing capacity and fishing power to deploy fishery policy in a sustainable way. In terms of data for decision-making, Data envelopment analysis (DEA) method was conducted to estimate fishing capacity. Fishing power index (FPI) was also applied to calculate relative fishing power to approach the problem in a quantitative way.

Risk evaluation of fisher's safety on stow net fishing vessel (안강망어선에서 조업하는 선원의 위험도 평가)

  • Stow net fishery is one of the fishery with high fishing work accidents in southwestern sea of Korea. We conducted to serve as basic data for improving the healthy and safe working environment of fisher using risk assessment process (ISO45001) with fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) from 2016 to 2018. The average occurrence rate of victim in this fishery was 9.04%, 16.7 times more than such rate in all industries. In addition, the average fatality rate was found to have a very serious level management to 31.06‱, 27.7 times more than such rate in all industries. The safety hazards of stow net fishery was more likely to occur by other general industrial groups, with more severe consequences after the accident. According to 4M analysis, 58.6% of all accidents were caused by human factors, 24.0% by environmental factors, 16.0% by mechanical factors, and 1.5% by managerial factors, respectively. The occurrence frequency by accident type was the highest in 187 cases (32.2%) for struck by object, 158 cases (27.2%) for slipping, and 94 cases (16.2%) for being in contact with machinery. Severity is the highest for others such as diseases etc., in the order of being struck by object, being in contact with machinery, falling from above slipping, collapsing, bumping, and burning. Being struck by object, being in contact with machinery, and slipping are high-risk groups, falling from above others, bumping, and burning are medium-risk groups based on the risk assessment using the occurrence frequency and severity of accident. The obtained results are expected to contribute to the safe operation environment subsidy for fishing crews on the stow net fishing vessel.

Risk factors of fisher on stow net fishing vessel using analysis of adjudication (재결서 분석을 통한 안강망어선에 승선하는 선원의 위험요인)

  • The adjudication of Korean Maritime Safety Tribunal (KMST) was analyzed to collect basic data to identify the cause of the risk that did not appear in the current data provided by the fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) in stow net fishing vessel from 2015 to 2019. The personnel's carelessness was the most common in 29 out of 33 accidents (87.9%), followed by 25 cases (75.8%) of inadequacy of instructions, 24 cases (72.7%) of inadequacy of education on hazard factor, 20 cases (60.6%) of no personal protection equipment, 18 cases (54.5%) of poor guard, 17 cases (51.5%) of inadequacy of work method, 16 cases (48.5%) of absence of emergency stop button, 14 cases (42.4%) of work practice of poor safety precautions that affected more than 40% of all accidents as accident causes. These causes had a strong influence on each other, and the ratio of accident causes is high. With this relationship, accidents can be prevented or the severity of human injury can be reduced if types of accident process can be estimated with a scenario, and the key points before the accident in the scenario are switched to safe points.

Risk awareness survey of fisher on stow net fishing vessel using a questionnaire (설문을 통한 안강망어선에 승선하는 선원의 위험인식 조사)

  • The questionnaire survey was carried out to collect basic data to identify the cause of the risk that did not appear in the current data provided by the fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) to the onsite specialist, such as a fishing master, chief engineer and fisher in stow net fishing vessel from June to July 2018. The results are as follows. A total of 134 cases were surveyed, including 53 cases in Yeosu, 44 cases in Mokpo, 30 cases in Boryeong and 7 cases in Gunsan. Approximately 60% of the respondents on board the stow net fishing vessel were more than 20 years old, and the boarding experience was seasoned and suitable for the respondents. In the 4M analysis by safety accident factor during fishing work, the mechanical factors included 51 cases (25.0%) of decrepit equipment or poor maintenance and 49 cases (24.0%) of systemic error of fishing equipment. The environmental factors exhibited 71 cases (33.5%) of poor communication by mixed manning of foreign fishermen and 63 cases (29.7%) of poor environment such as heavy weather etc. The human factors showed 78 cases (37.3%) of personnel's carelessness and 45 cases (21.5%) of unskillfulness of operating net and haulers. The management factors exhibited 59 cases (32.1%) of work practice of poor safety precautions and 56 cases (30.4%) of inadequacy of education on hazard factor. The results are expected to contribute to the creation of a safe operating environment for stow net fishery, such as a fisher boarding a stow net fishing vessel, enabling the analysis of major causes of working safety accidents by cause.

Tidal Flats and Resident Life : The Case of Bay, Gomso Bay, Youngwang Tidal Flat (서해안 갯벌과 주민 생활 -가로림만, 곰소만, 영광 갯벌을 사례로-)

  • The purpose of this study is to investigate and analyze the relationships between tidal cycles, surface landforms, and sediments of tidal flats and their resident life. The study areas are Uengdo Ri in the Garolim Bay with wide the mud flat, Doou Ri in the Youngwang tidal flat which is developed sand flat and salt field, and Gomso Bay which is developed aquaculture industry. For resident around tidal flats, sea working takes precedence over farming, and main earnings gets from tidal flats. Resident life around the tidal flats is deeply related to tidal cycles, and low water level of spring tide becomes, they are most active and get more earnings than usual day, so it seems to be periodic markets. It is usually developed shellfish aquafarms in the mud flat, the stow net fishery in the sand flat, and salt fields in the mixed flat near the coast. Also a tidal flat has specialization of economic activity, and is divided into salt field and fish-farming in the supratidal zone, shellfish aquafarm in the intertidal zone, and oyster and porphyra culture in the subtidal zone.

A study on improvement of the lower canvas bar for reducing loss of stow net on anchor (안강망 어구의 유실 감소를 위한 하부 종대의 성능 개선 연구)

  • In this study, the conventional cylinder-shaped lower bar on the canvas was modified and its performance was tested to improve the opening force of the stow net on anchor. The improved new lower bar used in the test is consisted of 13 flat bars with a length of 1.8 m, a width of 0.075 m and a thickness of 4 mm, and a pipe with a length of 2.0 m and a diameter of 50 mm. A stow net with the improved lower bar and a stow net with an existing lower bar were installed underwater and their trajectories for 21 hours were examined. To confirm their trajectories, GPS loggers were attached to the buoys on the left and right canvases and the buoy of the hauling rope. As a result of the test, the rotation of the gear with the improved bar was smoother than that with the existing bar. As a result of comparing the changes in the interval of the buoys attached to the canvas after the low and high tide, the buoy spacing of the gear with the improved bar is wider than that of the conventional gear; moreover, the larger the interval, the smoother the rotation of the fishing gear was. Therefore, it is considered that using the improved lower bar can enhance the performance of the stow net.

The opening efficiency difference of guide net in finless porpoise escape device by the type of extension net in stow net (안강망의 그물 구성에 따른 상괭이 탈출 유도망의 전개 성능 차이)

  • This study aims to understand the opening efficiency of the finless porpoise escape guide net by the type of extension net that is the part to which the escape guide net is attached in stow net. To this end, extension nets were manufactured in full size and the net mouth area and towing tension were investigated according to the towing speed (0.2, 0.4, 0.6 and 0.8 m/s) and the type of extension net (25 mm net and raschel net) in the water tank. As a result, the net mouth area of the guide net was larger when the raschel net was used for the extension net than when the 25 mm net was used under all towing speeds. In addition, regardless of the type of extension net, the net mouth area reached about 80% of the maximum value at a towing speed of 0.4 m/s. In the field, fishing operation of stow net is performed only when the current speed is above 0.4 m/s. Therefore, the speed of 0.4 m/s was confirmed as a meaningful value to determine whether it is possible to operate. As a result of analyzing the relationship between the net mouth area of the guide net and the towing tension, it was confirmed that the difference in the net mouth area of the guide net according to the type of the extension net was due to the difference in the solidity ratio.

  • In this paper, the authors describe on the field experiment of the newly designed actual stow net, standing on the result of the model experiment to examine the performance of the conventional net and the newly designed net, presented in two previous reports of this series. Concurrently the additional experiment to find out the possibility of changing of operating system from the side to the stern was carried out. 1. Fundamental shape of the experimented net was 20 times aslarge asthe newly designed model net. Performance of the net was detected by using two ultrasonic echo sounders: one was set downward at the top-most spreader of the shearing device to detect the opening height of the device from the sea bed, and the other sidewise at the starboard top-most spreader to detect the top-most opening width of the devices. Opening height of the newly designed net showed about 3m smaller than the conventional net at slow current of 0.6m/sec and less but it overcome 1m at speedy current of 0.8m/sec and more. Opening width of the newly designed net was 1.4 times as large as that of the conventional net, ant the front projection area of the newly designed net mouth was estimated as 1.3~1.6 times as large as that of the conventional net. 2. The experiment on the stern operating system was tightly limited by the structure of the ship employed in the experiment, which was a stern trawler of 2275 GT. The ship confronted by the wind with main anchor, while the net was put over the stern slipway and the hauling line of shearing device was operated through the top rollers of gallows. The experiment was very suggestive in the view point to mechanize the operating system, and so to decrease the man power except the following question. The of bow-stern line of ship, and that of net is much different.

Study on the Improvement of Stow Net Fishing Technique and the Enlargement of Fishing Ground to the Distant Waters - 1 . Model Experiment of the Net - (안강망어법의 개량과 어장의 원해로의 확대를 위한 연구 - 1 . 어구의 모형실험 -)

  • Stow nets have widely been used in the western sea of Korea from the olden age. The original structure of a stow net is a large square-sectional bag net made of 4 netting panels, and the front fringes of top and bottom panels are connected to the top and bottom beams respectively. Wire ropes, which is originated from the holding anchor are gradually forked and biforked, and finally 4 pieces of wire rope (biforked pendants) are jointed to each beam. Much convenience caused by long and heavy beams were problemed, then some studies have been carried out to improve the net since 1930's. The most effective improvement were achieved in 1980 by Mr. Han and his colleagues. The key point of improvement was that the beams were removed and the belt shaped shearing device made by canvas was attached to the side panels, the head rope and ground rope to the front fringe of top and bottom panel, and biforked pendants are joined to the shearing device. Even though this is the epoch-making improvement of a stow net, the further study should be required to find out more effective method. The authors carried out a model experiment on the stow net to determine the vertical and horizontal opening of a net mouth, and also examine the front, top and side-view configuration of the net. The model net was constructed depending on the Similarity Law of Fishing Gear in 1/10 and 1/20 scale and set against to the current at shallow and speedy flowing channel. The vertical and horizontal openings were determined by using scaled bamboo poles, and the configuration was observed by using specially prepared observation platform and underwater observation glass, and also photographed by using specially prepared underwater photographic equipment. The results obtained can be summarized as follows: 1. The opening height and width of the shearing device varied in accordance with the relative length of the biforked pendants. Considering the height and width of shearing device in 6 cases of the arrangement system of biforked pendants, the best result was obtained in the case that the 2nd, 3rd and 4th pendents from the bottom-most was 5%, 9% and 4% longer than that. 2. On the top-view configuration the excessive deformation of head rope and ground rope were observed. In the actual net, 54m long head rope and ground rope were attached to the front fringe of top and bottom panels so that the head rope may be lifted to make the net mouth open highly. But actually the head rope and the ground rope are streamed backward without any lift, and also the netting followed the ropes were deformed until the 2/5 in the whole length of the net. This deformation may be guessed to disturb the entrance of fish school into the net and also caused the net to get caught by obstacles in the sea bed and to be broken largely. 3. Hydrodynamic resistance R of the actual net may be deduced as R(kg)=29.2$\times$103 v1.65. It is also expressed as R(kg)=5.9$\times$d/l$\times$ab v1.65. depending on the formula deduced by Koyama to estimate the resistance of trawl nets, where d/l denote the ratio between diameter of netting twine and length of mesh leg in every part of side panel, a and b, the stretched circumference of the mouth and the stretched length of the net, respectively.

On the Influence of the Oceanographic Condition in the East China Sea and the Yellow Sea on the fluctuation of the Gang-dal-i fishing ground (동지나해 .황해의 해황이 강달이 어장의 변동에 미치는 영향)

  • In order to analyze the formation mechanism for the fishing ground of the Gang-dal-i, the relationship between the fish grounds of the Gang-dal-i and the oceanographic structure of the East China Sea and the Yellow Sea is investigated by using the data of the catches of stow net fishery (Fisheries Research and Development Agency, 1970-1979) and the oceanographic observation data (Japan Meteorological Agency). The main fishing grounds of the Gang-dal-i concentrated in the adjacent seas of Daeheugsan island and Sokotra Rock. In these areas, the fishing conditions are generally stable, because about 70% of the total catch of the Gang-dal-i for the ten years is occupied, CPUE also is relatively great, and the coefficients of variation of the catches are relatively small as 0.9 to 1.4. The main fishing periods are roughly from February to March and June to July, and the years of good catches are from 1974 to 1976. In general, the main fishing grounds are formed in the marginal areas of the Yellow Sea Bottom Cold Water. They are the frontal areas in which the Yellow Sea Bottom Cold Water is intermixed with the Yellow Sea Warm Current. The range of the temperature and the salinity in these regions are from 10 to 13$^{\circ}C$ and 32.5 to 34.4$\textperthousand$, respectively.
