Development of International Passenger Travel Demand Models for the ASEAN Region (아세안지역의 국가간 여객통행수요 추정모형 구축에 관한 연구)

  • Due to the limitations in the statistical data, the existing studies adopted rough methodologies with strong assumptions in the estimation of international passenger travel demand forecast in the ASEAN region. This study aims to develop international passenger travel demand models using scientific methodologies. This study proposes a direct demand model using the immigration and emigration data between countries in the region. This is because of the difficulty of estimating trip generation and trip distribution separately due to the data limitation in the region. As there does not exist the mode choice model for the region, this study estimates a mode choice model using the Stated Preference technique. The mode choice model is separated into three categories of models according to the range of distance between the origin and destination of travel; this is to reflect the different behavior in mode choice according to the travel distance. The result of model estimations suggests that the estimated models produce resonable results statistically. It is expected that the proposed models are useful for the future travel demand estimation in the ASEAN region.

  • This study analyzed the driving factors of the enlargement process of ASEAN member countries from 1995 to 1999. The main research question is how can it explain the difference in the decision-making timing of countries wishing to join regional cooperation. This study focuses on why the countries that did not join ASEAN in the early years of ASEAN membership, since the mid - 1990s, and why they joined the different periods since the end of the Cold War. To this end, this study analyzed the accession process of Vietnam, Laos, Myanmar and Cambodia. The main argument of the study is that there is a time gap in the accession of ASEAN, but ultimately the regional cooperation is used to secure the legitimacy of maintaining the system. Most of the previous studies on the expansion of regional cooperation have discussed the expansion of regional cooperation in terms of macroeconomic changes such as international system change. However, this study focuses on the domestic political and economic situation of motivating individual member countries to join regional cooperation and this is complemented by a micro approach.

  • ASEAN marking its 50th anniversary in 2017 draws hopes and concerns. There is hope for the full realization of the vision of ASEAN Community since 2015 while there are increasing concerns about the changing internal and external environments. This article reviews the process of ASEAN's community building and its external relations. First, after reviewing institutionalization and functional cooperation in 2016, it argues that there is increasing pressure for the modification of the 'ASEAN Way' mainly due to the recent political changes in some ASEAN member states. Second, this article considers the nature of ASEAN's external relation focusing on continuity rather than change. The tendency of external relations of ASEAN appears to be 'avoiding conflict' and 'status quo' while it concentrates on development cooperation. We argue that such attitude contributes to the unity of ASEAN as it is useful in searching for regional resilience which is a common goal of ASEAN power elites.

  • 아세안은 군사/안보적 사안에서는 일체감을 형성하였다. 그러나 아세안 방위협력의 고차원적 요소는 아세안 국가간의 공중, 해상, 지상에서의 쌍무적인 군사연습이다. 앞으로 아세안은 지속적인 발전과 함께 쌍무적 협조관계가 강화되며, 궁극적으로 3자간 또는 4자간 협력의 성격을 띠게 될 가능성이 높다. 그러나 이는 시간을 요하며, 실무자들과 정책입안자들사이의 의견일치를 요구하는 것이다. 아세안 역외의 협력은 특히 다른 주요국가들과의 협력으로 확대될 가능성이 있다

Economic Effects of Agreement on Trade in Services under the Korea-ASEAN FTA - A CGE Approach - (CGE모형을 이용한 한-아세안 FTA 서비스무역협정의 경제적 효과분석)

  • The objective of this study is to conduct a quantitative assessment of potential impacts on the Korean economy of Agreement on Trade in Services Under the Framework Agreement on Comprehensive Economic Cooperation Among the Governments of the Republic of Korea and the Member Countries of the Association of Southeast Asian Nations which was signed on 21 November 2007 using a Computable General Equilibrium (CGE) model. Tariff equivalents of services were calculated on the basis of concessions made in the Agreement between Korea and ASEAN member countries. The empirical analysis shows that Korea is to get an additional gain in real GDP of 0.04 percent and in welfare of US$106 million, with an increase in per capita utility of 0.03 percent. Total exports and imports of Korea are to rise by US$179 million and $191 million, respectively, causing a trade deficit of $12 million. Korea's exports to ASEAN member countries will increase by $108 million and Korea's imports from them will rise by $278 million, giving rise to a trade deficit of $170 million.

  • Recently, ASEAN is not only a new production base but also a consumer market for Korea, and interest in the utilization of production networks in each region is increasing. In particular, urbanization in ASEAN countries is progressing at a relatively fast pace. Each country is promoting smart city projects combined with ICT to improve outdated basic infrastructure facilities such as housing, transportation, logistics, crime prevention, and disaster prevention. The purpose of this study is to develop a web-based smart city export HUB platform so that companies with excellent domestic smart city solutions can participate in smart city construction through networks with ASEAN countries. These platforms can secure the demand for smart city construction in ASEAN countries, and through the establishment of the Korea-ASEAN public-private network, smart cities planned in ASEAN countries can be promoted more innovative. In addition, it is expected to be positioned as a Global smart city platform model by applying to real cities through collaboration with excellent domestic companies.

  • 향후 동남아시아와 중국의 관계는 현재의 캄푸치아 사태가 어떻게 해결되는가에 따라 크게 영향을 받을 것이다. 중국이 크메르 루즈를 계속 지원할 것인지, 아니면 캄푸치아협정이 체결되어 이를 준수할 것인지에 따라 아세안, 인도차이나 국가들의 중국에 대한 인식이 좌우될 것이다. 아세안 국가중 인도네시아, 말레이지아, 태국 그리고 필리핀등은 모스크바와의 상호관계를 현저히 격상시켰으며, 소련이 이 지역의 평화달성에 보다 큰 역할을 하기를 기대하였다. 지금까지는 강경한 반소파였던 싱가포르도 소련에 대한 새로운 관점을 시사했다

Efficiency Analysis of ASEAN Ports Using DEA & Shannon's Entropy (DEA결합모형을 활용한 아세안(ASEAN)지역 항만의 효율성 분석)

  • The total container throughput of ASEAN is expected to increase continuously with economic development. However, ASEAN port infrastructure is insufficient to handle the increasing trade volume. According to the World Economic Forum, ASEAN ports except Singapore and Malaysia are ranked in low. Participation in ASEAN port development projects can lead an increase in trade efficiency with S. Korea by improving the port infrastructure of ASEAN countries. In addition, the S. Korean port-related industry can be energized through entering ASEAN port development projects. This study, which measures the efficiency of ASEAN ports, can be used as a basic guideline for the development and the planning of the ports. This study used Data Envelopment Analysis(DEA) and Shannon's Entropy model together to measure ASEAN ports' efficiency. After measuring each DEA (CCR, I-BCC, O-BCC, SBM) weight, the efficiency of ASEAN ports is measured as reflecting each DEA weight. As a result, the ports of Singapore and Malaysia, the major ports in the world, have the highest efficiency. Further, Vietnamese ports need to raise efficiency along with increasing container throughput. Leam Chabang (Thailand), Ho Chi Minh City (Vietnam), and Tanjung Priok (Indonesia) exhibit a negative correlation between container throughput and efficiency; therefore, the ports need to improve so as to maintain competitiveness. Lastly, Cambodia, Myanmar, and Brunei, which do not have active economic development, need to improve their ports for economic development.

Development of Korea-ASEAN Wetland Knowledge Sharing Platform and Future Suggestions (한-아세안 습지 지식공유 플랫폼 개발 및 제언)

  • This study analyzed global Knowledge Sharing Platforms and collected stakeholder's suggestions to develop the "Korea-ASEAN Wetland Knowledge Sharing Platform (KSP)." As a result of the analysis, ① financial support and ② knowledge outcomes are essential to maintain the KSP and conduct the platform sustainably. Stakeholder suggest three significant projects (① comparative analysis of the inventory of wetlands in the Korea-ASEAN region, ② knowledge gap analysis in wetland research trends, and ③ establishing a web infrastructure for wetlands information sharing). The "Korea-ASEAN Wetland KSP" defined to be consistent with the international conventions (e.g., Ramsar Convention, Convention on Biological Diversity) goals by comprehensively considering the literature analysis and stakeholder suggestions. Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES) selected as the fundamental model of the KSP. As with IPBES, knowledge management and assessment, capacity building, policy support, communication and participation adopted as the platform's core objectives. The KSP will be able to share knowledge related to the same type of wetland ecosystem within the Korea-ASEAN region and provide necessary information for establishing science-based policies.
